Who's Culpable?

The inefficiency of City agencies to coordinate a large scale response to an emergency situation run by a private entity should really bring pause to anyone who thinks this town is anywhere near ready for an Olympics or a terror attack. Based on the e-mails we've gotten (a dozen plus) and comments generated (over 140 in two posts), the following evaluations and opinions are presented (these are opinions - take it as you like):
  • Up until the point the race was called, the City (via the police) was responsible only for traffic control. All aid stations, supplying the stations, coordinating volunteers, ambulances (private), and such was supplied by the LaSalle Bank people. Therefore, the bulk of the blame falls squarely on the shoulders of race organizers.
  • This race is way too big. 45,000 runners? Time to throw in some qualifications for entry to cut down on the number of people.
Once the race was called at the 13 mile mark, it became an emergency situation necessitating a City emergency response. Here's where it gets sticky:
  • Not enough ambulances - who could have predicted that running in 80+ degree heat would lead to a bunch of people falling out due to medical issues? Oh, yeah, we could, at 02:51 in the morning before the race. And anyone with the weather channel. And anyone who knows anything about running in the heat. The private companies were overwhelmed in short order, which led to...
  • CFD - not enough ambulances - we certainly hope the comment we read earlier wasn't true, that CFD pulled every ambulance off the street leaving the neighborhoods uncovered. That would point out a glaring weakness in any sort of terror response. But the fact that numerous outside agencies had to send ambulances to Chicago to help out with a sporting event disaster does not bode well for an Olympic bid. The other CFD responses (opening hydrants for cooling runners) noted by our readers and letter writers seemed appropriate.
  • CTA - not enough cooling buses and a couple without working A/C. Then when the race was called, people tell us there were no buses on hand to pick up stranded runners. The massive re-routing and the Sunday schedule left CTA with no drivers to get more buses up and moving. Squad cars were being told to pick up stragglers needing medical attention and transport them to the medical tents in Grant Park, making a bad traffic situation still worse and reducing police presence along the race route.
  • Streets and San - had their barricades in place days in advance, but once it went bad, no system in place to move needed barricades around to coordinate a street level response.
  • OEMC - complete and utter failure. No alternate frequency made available. Too few dispatchers overwhelmed, bad system in place. Here's how one writer described it to us "An emergency every minute, non stop for two, maybe three hours. Dispatch takes the gender, bib number and location over the air, then uses the same air to relay the message to 49Mary (command post), who then phones it in to the private ambulances. Once it went to shit, that system broke down so fast and so badly, it's a wonder anyone on the course got medical attention." Not the model of efficiency one would expect from one of the most technologically advanced Departments in the world.
  • And finally, CPD - thank god some officers and sergeants can think on their feet. We'd say they ought to get medals, raises and a parade, except some undeserving people would jump on the paper. The comments and letters are brutal in their criticism. We get stories of officers asking if their sector has been relieved yet in the midst of emergency calls and others asking on a police frequency if runners are going to get an official time if they finish the race on their own. The chirping of radios with dying batteries was supposed to be unbelievable. The inability to coordinate a response to get runners safely back to Grant Park clogged the streets badly. Some teams of officers got the word that Jackson was going to be closed to traffic to facilitate movement of runners back to Grant Park and took it upon themselves to make cutoffs where necessary. It wasn't pretty, but it got Jackson closed so tens of thousands could move.
All in all, an ugly response to a bad situation. And this was with a peaceful crowd, no panic, no fires or explosions or massive weekday crowds.

Bring on the Olympics!

Maybe way off topic, or maybe not.
For all the techies who read this blog, especially the ones who are not the police.

A majority of the cars with computers are running Microslate Pentium III 500 MHz CPU's using Windows 98 to support applications.

Here's some info on support for Windows 98
Q. What does Microsoft mean when it says it is ending support for Windows 98, Windows 98 Second Edition, and Windows ME?
A. This means that after June 30, 2006, transitioning these products to a non-supported status means that assisted support, including security updates, will end. After this date, Microsoft will no longer provide any incident support options or security updates
The "latest and greatest" computers in our cars rides on Windows XP. Microspfts website list the following as "End Of Life: support for applications running on Windows XP

Windows XP Professional
January 31, 2009

That means applications being developed now for XP will be useless on 31 Jan 09

There is about a 3 year lifecycle for applications running on a Windows platform. If the CPD IT department is not working ahead of the curve, then most applications being deployed are useless by the the time the officer in a beat car has access to them.

Sunday, 3rd watch, OEMCs' computers deside to take a dump. No LEADS info, no automated dispatch to what ever PDTs there are out in the field and, of course, no event numbers. Zone dispatchers working off cards to dispatch.
Anyone else remember the old radio room at 11th/State? Various color cardboard cards sent down the chutes, etc.
Makes you wonder if we're back in mid-1960s... At least THAT crude system worked. I was passing accross radio zones 5, 13 and 8 while looking for the occational mopeus-delect-eye. To the zone operators credit on Z-5 and 13, they did a decent job, considering the situation.

Now is the time to stick together. His Honna Mayor Daley is quite vulnerable now. No contract and nothing but dirty politics.

Dont do anything unless its assigned. Let the backlogs ring out loud. Dont break your back for a city let alone a mayor that could care less.

We wont get a raise until 2009 when the soon to be announced buy out takes place. Why on earth would you do anything for a guy like Mayor daley who couldnt care less about you or your family.

having done marathons in the past,I know what training is required. I have now stopped because, I know my limitations. When I saw the out of shape people on tv complaining,WTF. Now is the time to have qualifing times, and limit the participants.

I've read the city isn't to blame for the lack of water. In my humbe opinion,once the water shortage becomes an emergency,the city takes over the event period. God help us in a real disaster.

Then I heard our PCAD system went kaput Sunday night for 3 hrs.

Still we're told we lead the planet and universe in cutting edge technology. And the press will never report this and in two days or less this marathon fiasco will be forgotten.

"Executive race director Carey Pinkowski maintained that a "contingency plan" put in place last week to deal with potential heat problems "was very successful." As for water complaints, "our coordinators said they never ran out,"

yeah,ok,20,000 + runners got together and made up this story.
if this is an example of a "successful plan" we're doomed

Can you imagine how much more of a disaster this could have been had the Cubs won on Sat. and played on Sun. at noon?

What was the resource allocation plan for that possibility?

Unfortunately since this city does nothing pro-actively it takes an incident like yesterday for something to be done.(and probably not right either)

CPD, CFD, CTA, OEC, Streets & San, Red Cross, suburban agencies and I'm sure others were all affected and called into action and have ZERO ability for cross-communication. And this city wants to host the Olympics?

Your post is right on the money. My team assigned north. Once our streets were open and the shit hit the fan, I was unable to get hold on anyone via radio. I sent my team to the Chinatown area since most of the no response ambulance calls were from there.

Does anyone know what hospital the one guy died in? I took a guy to Mercy who wasn't breathing. I hope it wasn't him.

I would rather handle a multiple homicide scene than what I did yesterday.

The worse part of all this is evry month evry land line and cell phone in the city is charged with a $1.25 "Chicago City E911 Fee". When this "fee" was first annonounced by Mayor Mushmouth he stated that it would go specifically to pay for the new 911 center. The new OEMC has been up and running for years. So where are those millions of dollars collected evry MONTH going? Could be a great story for a reporter.

Mine and my partners radios were dead in 5 hours. And ill tell you, 45000 BULLSHIT. There was 100,000. Sox park holds 45000 on a good world series day and we can empty that place in 20 min. I was at the half way point and there was a steady flow for three hours non stop. I think some of these people keep their numbers from the previous year and just run. Im telling you scc, there were 100,000

All I can say is I have worked the race in the past and it was an easy money day. Not yesterday, my post was a one man post with avbout 10,000 people all trying to watch the runners on the street. Water ran out about an hour and a half into the race and my post was where they decided to cut off the race. runners were falling out but by the time the private ambulance made it they either got tired of waiting or just got up and continued on. We had to move all the spectators and barricades. i would like to thank SOS because if it wasnt for them getting redeployed to assist in all the maneuvering at that location it would have been a cluster fuck. I would also like to compliment Lt. Moy from 35st, one of the nicest Lt.'s to come on a detail in quite awhile. The city's preparation was terrible and God forbid a catastrophe ever occurred within the downtown limits, IT WOULD BE TIME TO GRAB YOUR ASS CHEEKS AND KISS IT GOODBYE!.

I've heard you bitch about the radio batteries before, and I have a dumb civilian question. My Nikon camera uses a special battery made just for Nikon, and if it runs down, I'm SOL. But no one's going to die if I can't take photos.

Since your radios are part of an emergency communications system, is it too much to hope for that if the special-purpose rechargeable batteries run down in the middle of a major emergency you could just walk into a 7-Eleven and buy a 10-pack of alkalines to get you through the day?

That's too expensive to do every day, and you shouldn't have to spend your own money...but tell me that we wouldn't have thousands of police officers stuck without working radios when every corner store sells batteries...

I worked the 25th mile and it was like watching half-dead runners drop like flies. People were looking at me for water, first aid, medical staff, anything. We had none of that. And by that I mean WE had none of that. There was so much static on the radio with runners going down I couldn't get an ambulance if I needed it! They finally limited calls to seriously injured. They all looked seriously injured.

Good luck with the Olympics Daley. This was a clear cut case of OOPS! We can't handle the truth!

My friend flew in from out of state to run in this marathon. Thank god her husband was w/her, to provide water/Gatorade.

Both of them said they have a high respect for the cops/fire that were out there.

But all of you better get geared up for even worse conditions. The CTA/PACE will be cutting more and more routes, making it even harder for people to get to work.

This state has fallen apart and no thanks in part to the faulty leadership here.

Police's Fault. Bosses should have had more of the magic EVENT#'s pulled. That would have saved the day. When they have thier defbriefing meeting and all the W/C's and D/C's are at 35th ST they better pray that the have those event#s, and POD missions of the area that covered the Marathon.

Our disaster preparedness is nothing more than smoke and mirrors. Thank god nothing was burning or smoking, or we'd still be out there looking for the injured "marco!"....."Polo!" What a joke this city is. Sure, maybe the race WAS organized privately, but the PLANS STILL HAD TO BE OKAYED BY THE CITY. Shitcago is a grand illusion of a first-class city. I still cannot believe the amount of yuppies that are flocking to this place.

I pray a terrorist attack does not happen in Shit-cago. This City is not ready. The marathon yesterday is a great insite into how Chicago is not prepared for a major incident taking place. The friggin computer / p-cad / LEADS etc; etc; was down for over 4 hours yesterday!! I thought we were the most technologically advaced department in the solar sytem! The unqualified (clout) leaders through-out the police department (and every other department)is going to catch up with this city. You would think 6 years after 9-11 Chicago would have better trained officers, qualified leaders, and better plans in place.

Great work! One event that was planned all year went to shit in an hour. A major catastrophe, people were falling out left and right, and this city is lucky, no more people died because you were unprepared. But I'm sure the big news this week will be why did a hard working police unit arrested somebody that had cocaine on him, but failed to write the licensing information on their case report. This however was the same hard working police unit who was called to help bail everyone out of a marathon disaster. Great job to everyone who had to deal with our city's poor planning. The Police Department, Fire Department, and Paramedics, you did an excellent job.

The 008th Dist jams up another cops kid. The other night an off duty 003rd Dist cop gives his 19 year old son his car to run an errand. The officer had forgotten his secondary weapon in the glove compartment. A block away from the officer's home his son is pulled over. The 008th Dist. Officers search the vehicle and discover the weapon, still in its holster fully loaded. A neighbor who knows the 003rd Dist. Officer and his son, calls the 003rd Dist. Officer to inform him of his son being arrested. Upon his arrival on the scene, the 003rd Dist. Officer is informed that his son was in possession of a gun. The officer from 003 informs the 008th Dist Sgt on the scene that the gun was left in the glove compartment accidentally. To bad, so sad for the 003rd Dist. Cop and his son. The son was arrested and charged, a C.R.# was obtained and the 003rd Dist officer's vehicle was impounded. I know what you're thinking, the 003rd dist cop, and/or his son must have been beligerant, loud or out of pocket. According to an 008th Dist officer at the scene, the officer from 003 was quite cordial all things considered. There used to be a time when we looked out for one another on this job. A time when a situation like this could be handled correctly. Intent is still a key element when it comes to charging an individual. The officers on scene, including the green Sgt., ignored the 003rd Dist officer on the scene, and went forward with putting a case on an innocent person. It was rumored that the Sgt. Pushed the arrest of the innocent youth at the request of the on duty W.C. whom acted Earnestly. Thats The 008th Dist for you.

SCC, I would like to make an observation.

As many cops wish and dream to not have the Olympics here, or their ''easy money day'' didn't turn out that way, I can only say I am disappointed in our department. I totally agree dozens of coppers came thru and helped fallen runners. But I'm not upset with all of them. It is with the ''know it all'' exempt and civilians who run this city, as well as many p.o.'s.

PO's need to WANT to help and WANT to be a solution, not a problem. Most importantly, the people in charge need to wake up and realize that all of the juice in the world wont help them when things go wrong. Someone has to be the fall guy. It would be much easier to learn and know your job rather than wing it. Wearing gold on your shirt doesnt make you smarter or better then anyone. Shame on all of the bosses who FAILED to come up with a good contingency plan and TELLING EVERYONE what it was.

We have fallen into a world of mediocrity.

Brothers and sisters be on the look out when your on traffic stops, and be on your toes. Theres a guy on www.youtube.com type in chicago police and this guy is filming chicago police officers on traffic stops, and streets stops. Also it looks like he has a scanner inside of the car when hes filming because you can hear in the background the dispatcher. So just becareful!

I worked the marathon yesterday....Some things must be cleared up here...There was NO WATER left at the 5.8 mile mark...I was there...I saw what was happening...I told the race coordinator as runners were telling me that they had NO WATER at the previous post because THEY were out too!!! That's less than 6 miles into the race folks!! The volenteers were running to the drinking fountains with empty gallon jugs and filling them and running back to the street to give to the runners "If" they had a cup!! . This is NOT to blame on the police,fire depts whatsoever....this is a problem of the race coordinators,period! The race was called due to the fact that there were so many runners falling out...it was so bad on the air...at one point there was an emergency every second...for at least an hour straight and that's not exaggerating at all. Ambulances were called in from as far away as Mundelin...Thank you guys!! to help out!! We were all over the city after the race was past our checkpoint...we were downtown, Greektown, 15th/Ashland etc...we started at 4:30am and finally made it back to the station at 4:00pm without any lunch...and there were other units still working past that hour!! Me and my people were on our feet for 12 hours and to all of you smart ass civilians that post your criticisms on this blog we and the fire department worked our asses off...The fire department especially!! They did a great job with what they had to work with!! I just want to say...great job to all who worked the marathon and did the best they could given the circumstances...you all did a great job!!

This is nothing new. The Marathon used to be run in the summer until one particularly hot summer caused this same problem. So they changed it to fall. No one anticipated such a warm October, especially early in the morning when the race starts.

The real problem lies with the organizers. They had the authority to make changes and THEY failed. They did not order extra water, ice, or what ever was needed. They did not coordinate with the city to improve things.

Let's put the blame where it belongs- on the race organizers. They could have post poned the race for a week or two. They could have done a lot of things but they did not.

I was a runner in the marathon and yes it was the worse one I have ever been in. Among all the chaos, I have to say I was very happy to see the police stepping up to the plate and helping the fallen runners into their air conditioned cars. I could not believe the number of people that were falling to the ground in front of me. I'm glad to know when the crap hits the fan that you step up to the plate and take care of business. Thanks again.

I have finally figured it out. We are looking for a Superintendent who has no ties to the city, does not have any clue about the corruption or for the most part does not live or is never in Chicago. Richard M. Daley. He has no loyalty except to himself, has no clue about any corruption occurring in Chicago, even with his own people and is never in Chicago except for when he holds hands with Jesse and Jakes. Problem solved. He already is clueless about the police deaprtment, but runs it anyway. Just take it over completely. That way he gets a double salary and we he shows us he is really the one F'ing everything up.

they don't let people register race day. they have a limit and registration usually closes about two months after opening Jan 1.
also, as someone who finished, albiet much slower than expected, i didn't see any stops OUT of water. some might not have had enough out and ready in cups, but if you waited a minute, they had the jugs out and were filling you up as fast as they could.
IMO, while the conditions were brutal, if these people used common sense when they were running, they wouldn't have had the problems they did. i didn't even come close to the time i wanted, but i didn't try to kill myself either. should charge the idiots for their ambulance runs...

I was at the Nagano Winter Olypics in Japan and it was awesome! Grant it, this was in the pre-9/11 world, not that in which we now live but what a good time. That cannot and will not happen here. We are just not prepared to deal with a large scale anything. One writer put it best, "They knew about the marathon months in advance. Terrorists won't give any warning."

The city dropped the ball yestersday. Traffic was gridlocked with no plan of redirecting the flow, water ran out at the begining, the middle and the end of the race, there were no ambulances to handle the nonstop flow of runners dropping like flies and the clean up went just as poorly.

Hey Richie, give up on the Olympics and shoot for a more atainable mark...the Special Oympics...as a participant!

Who does it have to be any bodys fault. The RUNNERS volenteered to enter the race. The RUNNERS knew the weather was going to be HOT. The RUNNERS knew they had the right not to run as many did not. The RUNNERS knew they could have stopped running any time they wanted to. The RUNNERS knew the there are risks involved in their sport as in any sport.

I say the responsability is in the hands of the RUNNERS, not the city, the Police, the Fire Dept. or the event Organizers. If the RUNNER chose to RUN then it is their own damm fault they suffered as a result of their poor desisions.

Now if any citizens of Chicago or the Suburbs, could not get ambulace service because of this event, I think they should be the ones to have the right to sue the RUNNERS and The Event Organizers.

The RUNNERS who chose to RUN recklessly indangered the lives of the citizens and should be held accountable for any citizens who suffered or died as a result of the RUNNERS reckless disregard of the publics wellbeing to persue their sport.

A class action law suit should be filed on behalf of the citizens of Chicago, and name each and every RUNNER that chose to cross the START line in that race.

However we all know what will happen, the city will get sued and pay out big. And once again it will be the citizens and tax payers who get FUCKED!

The officers on scene, including the green Sgt., ignored the 003rd Dist officer on the scene, and went forward with putting a case on an innocent person. It was rumored that the Sgt. Pushed the arrest of the innocent youth at the request of the on duty W.C. whom acted Earnestly. Thats The 008th Dist for you.

If you are dumb enough to run in hot weather and not set up your own resources for hydration, you pay the price. Who is to blame for this shit, in order of responsibility:

1. LaSalle Bank: They sponser and plan this event. The water shortages and lack of medical care are completely their fault.

2. Mayor Daley: The event takes place in Chicago and it is his responsibility to oversee that it is well planned and somewhat safe. He had the power to either stop it or demand that LaSalle limit the amount of people involved. 45,000 people running though our streets? Most of them unable to run 10 straight miles. They just end up walking the route which takes them forever and means massive overtime and street congestion.

3. And finally, the runners themselves. You know it's hot out. You know you limitations. One newspaper has a pic of a 70yr old man who fell out. Hello, you're 70? What were you thinking? Even the Kenyan's don't train in this weather. They train in the mountains.

The event was nobody's fault, but it did show a total lack of preparediness on the part of the city in an emergency situation. There are certainly more than 45000 people in the Loop on a business day, are there plans to evacuate, etc??

Organizers of the Chicago Marathon were making no apologies today for their handling of Sunday’s marathon meltdown.
They defended their decision to close the race early due to hot weather and insisted they were well prepared despite complaints from many runners that there wasn’t enough water. One runner died during the race.

Asked at a news conference if he would have done anything differently, race director Carey Pinkowski replied, “If we could have controlled the weather, maybe.”

Officials said they have not decided yet whether they will refund registration fees or do anything else to placate dissatisfied runners.

Pinkowski said organizers took the following measures to cope with temperatures that were 20 degrees above normal:

†Before the race, e-mails were sent to runners warning them to take precautions from the heat.

†Added 205,000 cups for Gatorade and water, bringing the total to 1.8 million.

†Provided 20 air-conditioned CTA buses to cool runners along the route.

†Opened fire hydrants to spray water on runners.

†Gave runners water-soaked sponges at mile 20.

†Gave away ice at eight stations.

†After the race was closed down, added a 16th aid station for runners walking back to Grant Park.

“We were very proactive,” Pinkowski said.

ok..this is the latest spin..it was the runner's fault for dumping cups of water over their head. Ok, so this is done in every race and if you knew it was going to be so hot, why not put water sprayers or a couple garden hoses in the water area for in order to cool the runners. Doesn't seem like such a hard thing to figure out but oh yeah this is Chicago I forgot. Yeah we're ready for a disaster..really lol

The longer I'm in this city, the more I feel sorry for our Chicago cops. There was no reason for this to happen, yet we have total lack of leadership and any type of management skills in this city. I can only hope you get a strong Supt. who know show to balance upper brass/city and our officers. Because it's the people on the frontline who primarily make a difference.

Ok I keep reading that this event is run by a private concern (Lasalle bank, et al) and the city has no responsibility. In my opinion the event turned into an emergency situation, that was beyond the capability of the organizer. Is it not then encumbent upon the City to handle an event that turns into an emergency situation? The Mayor's spinmeisters are saying its the reponsibility of the event organizers. So am I to assume that when a freak storm hits the annual race to Mackinaw, the Marine Unit and Coast Guard shouldn't respond because its run by a private organization. Then when a building blows up during a party, the city has no responsibility to respond to an emergency situation properly, because its a private event? Lets face it the event although organized by a private entity, turned into an emergency and the response by the city was a disaster. The city officials, fire, police and Emc should be fired. There is no justification for the lack of coordinated response. Just as there is no excuse for leaving the troops on post for 12 plus hours and forgetting to relieve them. These bozos in charge should go back to the critiques of the 68 Democratic Convention (once you get past the political crap), that revealed troops were kept on post without relief, no lunches, no organize command structure. Same old command failings just a different event.

REGARDING THE PASSING OF THE MICHIGAN POLICE OFFICER IN THE MARATHON.


The Cook County Medical Examiner never said the cause of death for that runner was a bad heart valve. If you listen closely, they said he suffered from a bad heart valve. Many doctors have reported that this kind of problem should not cause a person to die even when the heart is beating at a high rate.

As a violent crime dick myself, the ME's office usually tells you that the cause of death is undetermined at this time for a lot of sudden deaths without cause.

I am sure the ME's office was informed that the runner, who is also an outstanding cop in Michigan, had a heart valve condition but was cleared by his doctor (this is reported in both major newspapers). So the ME's come out with the statement that he had a "Bad Heart Valve".

And in saying so, clears many of any liability, including the City of Chicago.

for the people blaming the runners- you need to wake up and quit falling for the media spin. the big story shouldn't be about runners falling out (but i can see why civilians think it is), the big story here is the way the city reacts to a massive crisis situation. there's no doubt in my mind that several hundred po's, fire personnel, private ambulance people, bystanders, and even runners who stopped to help others acted above and beyond, but they did so as individuals. there needs to be a unified response from the city involving the cooperation of several city departments. once again, it's clear the city was not ready when it was needed...

when you sign up and pay $125 to enter the chicago marathon, you do so with the reasonable expectation of water and sports drinks readily available on the course. you are told there will 15 aid stations. the heat can be dealt with if you are properly hydrated. it's hard to stay hydrated when THERE IS NO WATER!!!!!

You must have about fifteen minutes on this job. Fist, the runners are to blame. They decided to run in the heat and humidity- against all sane professional advice.

This was not a massive crisis situation. It was a cluster fuck caused by- and the only blame should rest here- the race organizers.

I hope this is the last Marathon in Chicago. The only thing this race does is tie up neighborhoods all day and creates chaos. Maybe this is what it takes to end this sillieness.

When I was still in the academy they had us downtown for New years. we had a radio and a flashlight. No cuffs, pistol, or OC. Heard a flash of several individuals who just robbed a guy; possible hate crime, guy was gay and got beat pretty bad. As the flash came out there they were. 4-5 one had a 12 inch rambo knife. Lucky they stopped for us and didn't run or pull that knife. "back Sir" with a flashlight... I'd probally get cut. The PPO's are just an illusion of safety for the public. They are not finished with their training.

The more I read this blog the more I see that there are too many people concerned with what other people are doing.I've sat in a beat car my whole career and I really don't care what other people do,I answer my jobs I go home, I go to school,I take care of my family and that is all that counts. The fact of the matter is that all of this was here before we got here and it will be here when we are dead and gone, period. Just remember to be confident in yourself and the decisions you make don't let things like the s.o.s. thing weigh to hard on you as well as the other things that pop up because no profession is perfect some of the frigin men "chosen" as the voice of God are doing stupid shit! It happens. And If anyone has a negative view of us, thats their problem. You know as well as I know that for every negative thing a policeman does there are a million great things...oddly enough even the SOS guys, but unfortunately for them they will be penalized harder then those who have done nothing but negative things for society.

Most host city's in the past have had venues hundreds of miles from the city center. Our plan has 95% of venues within 30 miles of downtown (exceptino being soccer venues). And as for financial planning, the majority of monies needed are already secured from private investors/donors (pat ryan et al) the city only needed to have matching funds guaranteed in case private investors fell through, which seldom if ever happens. And other than the 76 Montreal games, no city in modern history has lost money following an olympic host. In fact, the money generated through sponsorhip, television contracts, ticket/concession sales, and post event tourism gains typically reaches into the tens of billions. So put your racist envy aside and realize that jsut because the opening ceremonies will not pass through Touhy and Oleander the numbers blow your unintelligible rhetoric out of the central/touhy fountain. And unless you and your moretti's eating city working paid 500,000 for a 1 bedroom assholes realize that this may actually be a good thing SHUT THE FUCK UP! Let's all repeat this in unison, " The Chicago marathon is not a Chicago sponsored event." Keep repeating it until it sinks in. Lasalle Bank along with mutiple sponsers run this PRIVATE event. Anything concerning when to run, how much water was allocated etc., rests solely on the marathhon planners and organizers.

Now I've run competively at a Division I university and ny runner with ahalf a brain knows that running in such intense oppresive heat will cause nothing but problems. The average runner will indeed dehydrate or suffer from heat stroke and or exhaustion. The only people who are capable of running in that type of heat are those who are professionally trained or conditioned for such an enviroment. The IOC will not hold this against the city. Trust me on this. Olympic marathons have been run in more intense heat than this one. And remember there will only be about 200 or so ELITE trained runners participating not your weekened warrior.

For your information that was the police helicopter giving crowd control information. The police helicopter was up at the beginning and at the end of the race. The helicopter was giving street closure information. They flew for 5 hours on their day off. So give us a break
