Police Shooting in 015

Cops OK. Armed OFFENDER dead at scene.

The first test of the new IPRA regime (yes, the name change passed at Tuesday's Council meeting).

Initial reports are that it went relatively smoothly. The head of IPRA made an initial statement, the Orange One was silent and looking very carrot-like, the Interim made a brief appearance, then left and the only stupid questions asked were by the IPRA investigators.

So if I am involved in a shooting, do I have to talk to the OPS investigators at the scene?

Seeing as they are "completely seperate" from CPD now, they cannot order me to give a statement as CPD brass could.

The Fifth Amendment also comes into play here.

I don't know if this is true or not, but I received a e-mail this morning about a person who lives in the 022nd District. It seems she was driving her van with family members inside and was traveling up the 111th ST. off ramp from I-57 when her rear window shattered just missing her daughter. She went to the 022nd District to file a report only to find out that her incident was the third one reported so far.

Sounds like a text book shooting. Bad guy gets out of vehicle with weapon in hand...po's shoot and bad guy doa. Can't get any better than that boys and girls! Though I am surprised the "reverands" aren't out protesting. After all the bad guy, I mean victim, I mean POS, oops I mean alter boy was obviously not doing anything wrong...doesn't everyone carry around a gun and get out of the car on a traffic stop pointing said gun and officers...than's how it done in the hood after all.

FYI...We have now learned that when a police shooting goes down now, the police are separated from their partners (per OPS) and sequestered in the Area. OPS goes to the scene and investigates with the Police now. The involved Officers are escorted to the bathroom, and back to a secure room. They are sat with until they can be interviewed by necessary personnell. Then and only then, is the round table held. Basically they are "in custody" until they are released.
There is one more step OPS can take, and that is to put them in a locked interview room with a camera on them. This is not a far cry, as OPS wants to be able to gather "more evidence" on Police shootings.
We have seen the future and it does not work....

Detectives investigated the shooting were ordered (By the ADS) to leave the interview rooms so the OPS investigators could talk to the witnesses without any police personnel present. Also the ADS walked OPS through the crime scene before the detectives were finished with their investigation.

All PO's: The new OPS will be known as IPR amongst us. Adding the 'A' for authority on the end is complete bs and was only added as a scare tactic. So even though the bosses/suckholes will be saying the entire 4 letters(which is kinda long anyway) We should all stick together and call them IPR. Correct your friends at work that say the entire thing. Calling them other profane things(if they start screwing us like the media/reverends do) is cool too.

How is it that people like myself, who generally live good lives, have avoided trouble, have held steady jobs since the age of 15, studied in school to attain good grades, can be wrong every single time? I can't remember the last police shooting where some half ass clergyman from "the community" hasn't put on his best pinstriped suit and shit out his mouth the most ridiculous accusations that some life long fuck-up claims he saw. I generally ignore "the community", but I've reached my fill of being preached at by a thug in his Sunday best who "leads" a group of people that is responsible for hundreds of murders, in Chicago alone, a year and I won't even start on the other crimes. Its like watching a pig tell a cat how to keep themselves clean! Straighten out your own house first! I have one thing to say, HUUUUUUUUUUH?

That shooting on the ramp of I-57 is real. I verified it this morning. The fact that the citizen got jacked around by us and ISP is real also.

022 should have realized that the shooter wasn't standing on the expressway when he did the shooting. He had to be on the street or in the alley nearby. They should have flooded the area instead of giving the victim the phone number of ISP.

Yeah lady, Chicago cops routinely come out shooting on a traffic stop. Don't ya know it's the "in" thing to do nowadays. How stupid can these people be? (Apparently really, really stupid.)

How is it that I know (as I'm sure most non-ghetto people do) to pull to the side of the road if I see blue lights, keep my hands on the steering wheel, and do what the officer tells me? Yet these hood rats find a way to get themseleves killed by the police? I'm sure it has nothing to do with the guns they carry or them not wanting to get caught up.

9:03, your viewpoint is skewed.

As long as you were going to provide a police comment on a shooting, Camden was the only one who ever did it right. He basically gave a prelude and then a canned "in fear for..." speech, and that is the ONLY thing a police spokesman should say.

But a police spokesman should not be commenting on a shooting investigation whatsoever. It gives the absolute appearance that the CPD had taken a position on the shooting before ANY complete investigation had been or could be conducted.

From the legal standpoint, it is almost evidence that the investigation does not have integrity, because the investigators' employer had already quickly reached a conclusion.

I realize that in the CPD culture of defensiveness Rosenzweig's statement could be taken as an attack on the CPD. I don't think it should be read that way. But it is to say that there were integrity questions in every instance previously, starting with the canned statements of Camden or the flubbed statements of his predecessors and peer.

Why are civilians allowed to walk through a crime scene? OPS/IpRA whatever you want to call it. This is a crime scene that should be protected that only dics and evidence techs should be allowed to evaluate. What if they disturb the crime scene? Why is a boss walking them through a crime scene? Nobody should be allowed to a crime scene until all evidence is gathered. Are these mopes going to be witneseses and testify? What gives these civilians such expertise? A bachelor's degree in sociology? Their agenda is completely different than ours and their physical presence can potentially harm the case. This is fucked.
I want FOP's opinion on this. I would demand the scene filmed first before you allow them to walk anywhere they want and film them doing this. The whole situation is crazy. Can't wait to retire.

Off topic.....If John McCain wins the nomination, we should think about backing him if for only one reason....In John Kass's column of 13 November, McCain says that if he were to be elected President, he would keep (or reappoint) Fitzgerald as US Attorney. He says that the corruption work that has been done under Fitzgerald is something that is needed and he praises Fitz pretty highly. Romney, when asked the same question by Don Wade, hemmed and hawed saying he was not in a position to be naming US Attorneys. Nice dance, Mitt. McCain has some shortcomings, as they all do, but he went through POW captivity so that means he must be a tough dude. But the longer Fitz is in office, the longer Daley squirms while those around him burn.

I have an idea. If you are involved in a shooting, face it; you are suseptable to Post Traumatic Stress Disorder. This is both a mental and a physical disorder. PTSD is the real deal; it occurrs almost instantly. Increases in blood pressure, heart rate, palpitations, sweating, nausea, etc are not normal atypical conditions for a person. They can lead to more serious shit like chest pain, memory loss, image skewing, etc.

Bottom line is that you don't feel well. You ask to go to the hospital. You FILE a workmen's comp case. Your counsel meets you at the hospital and tells you not to speak to anyone.

OK, then the jagoff OPS/IPRA/OPRAH crew shows up. Any criminal stuff is covered under the peace officer disciplinary act and applicable case law (like Garrity). Any fruit that they get from you that they apply to the civil/administrative action can be made forbidden. If you are sick, in PTSD distress, or under medication, how can a statement be judged to be true/knowing/willing when you are not in a physical condition to give an informed statement? When it gets to civil court or the police board, your counsel can shoot lots of holes in it.

Time is your friend. The more time you can put between the event and the interview. Distance scene vs. hospital, barriers that can fuck up IPRA such as your jagoff lawyer, the better off you are.

Heres another idea: If those cocksuckers lock you in a camera covered room, ask them point blank: am I under arrest? If I am not under arrest, why the locked and video surveiled room? Why can't we talk in the lunch room? My Sgts office? Your offical position does not mean you check your constitutional rights at the door!

Say something like: I dont like small confined rooms, I am getting sick, I need to go to the hospital. When you pinch bro-ham they pull this shit on you. Give it right back to IPRA. Hit the medical!

Technically, the MEDIA IS REQUIRED TO PARK LEGALLY ALL THE TIME WITH ONE EXCEPTION > That's when you're working a "DETAIL", and in the written order for that day, there's a location (A Specific Designated Location) for "MEDIA STAGING".

So, technically, you can write a media truck/vehicle anytiime they're parked illegally unless it's a big event (Detail), and MEDIA STAGING has been designated.

There should be something set up by command staff during Shooting Incidents as it related to "Media Staging". There are times where they get a better parking spot then some of the officers assisting. Then if you're inexperienced and no backbone, you let them get a front row seat -WRONG! We call the shots - better yet, like the officer's great suggestion (I'm sure it wasnt a boss!) EXPAND THE PERIMETER of the Crime Scene, anyone who breaches this? Obstruction charges to follow!

I would think not, but what if we are ordered to give one by an ADS? And why are you letting OPS, or whatever it's called, conduct an "investigation" before the detectives have interviewed all witnesses. The detectives are conducting a criminal investigation. Why does an administrative investigation take precedence? Speak up FOP.

I think the OPS or whatever they want to be called is trying to treat the police officer involved in a shooting just like any other witness - and it seems like a little tilt toward treating them like an offender - it may be ill advised, but it is probably an attempt to increase the objectivity and thoroughness of the investigation... That being said, being involved in a shooting, no matter what the outcome, IS A TRAUMATIC situation for a police officer and perhaps someone should let them know that ISOLATING these officers at that time could have LONG TERM effects, negative - mental health effects on the officer. It isn't comfortable to be separated from the other officers involved in the shooting, but perhaps Peer Support or someone needs to be with that officer while waiting to be basically interrogated as a part of the investigation.

Having been involved in a shooting I can tell you that my recollection of the incident by the time of the trial was a little different than what I said on the night in question. I am not saying that I was untruthful on the night in question, but that two years later, I remembered it differently.
At any rate, you are in a high anxiety state, which being considered as an offender can only make that worse... SOMEONE needs to be with the officers, they absolutely shouldn't be left ALONE in a room.

im a cardiac nurse and wife of po. I think anyone involved in shooting (po) should state that they have chest pain radiating to back and arms. shortness of breath tingling going down to arm. act like your hyperventilating . Complain of nausea and vomiting. Your vitals will be raised because of stress reaction. When you arrive to ER complain of difficulty breathing and severe chest pain. Most likely you'll get a few doses of morphine and then any statement are under sedation/influence of narcotics. It is most hospital standards to give morphine for unrelenting chest pain. keep complainig of pain to you get morphine or dilaudid. It will give you a few days in the hospital to do a full cardiac work up. a doctor can not tell the difference of heart attack or panic attack until all test are completed. State that you keep having attacks of pain. It will probably give you at least 2 days in the hospital and free of ipr/ops. when someone tries to ask you questions ask the nurse or doctor to have them removed(they are causing you more chest pain. If you keep shaking your leg at steady pace in bed it will raise your heart rate on monitor. (you have a nervous tick)nn If they refuse to leave have the nurse or doctor document it in their charting and call for assitance. If a patient asks for a person to be removed if not under arrest, everyone must get out or we will have securitiy(which is a joke but they will call the police for help) remove them. you have as a right as a patient to limit yourself to named visitors or family only. You also have a right to not have you name in the computer system so your room number will not be given out. This will give you all time to speak to needed bosses/ lawyers fop etc. every dope addict on west/south side no the routine for chest pain it about time you do too. We have insurance so take advantage of the time in the hospital to keep your familys insurance and pay check. hope this helps since everyone else seems to know how to fake a heart attack except working people.

Why would you say that? There is some new policy, which HAS NOT BEEN WRITTEN, NOR HAS ANY MEMBER OF THIS DEPARTMENT BEEN MADE AWARE OF EXACTLY WHAT IT IS.. and the policy is mostly aimed at the one kind of incident which we could be involved in which can lead to some really bad things if not handled correctly... Believe me, there HAVE been CPD guys who have SERVED HARD TIME due to a shooting, not in recent years but it has happened... I am sure most coppers wouldn't want to spend any time in prison ... and other than actually committing a crime - getting involved in a shooting - even when you believe you are right, can end up putting you on trial or in jail.. so, if, whoever you are, you realized this, you might be concerned about the change in policy and how it would affect you after one of the most traumatic events you can ever experience on this job.
I don't blame anyone for feeling insecure and unsafe under the present circumstances.
Your comment is ridiculous, and I just hope you don't find yourself in the trick bag one of these days...
