I understand wanting to document weapons discharge or taser incidents but I would think they would have there own number system. Seems to me that the dept. is opening itself up to more lawsuits doing this. Because they are using a log number (a complaint) for every incident--meaning every incident is a complaint. Can anyone share any more knowledge on this?

And if we recall, OPS/IPRA gets an automatic notification whenever OC is sprayed.

This is...well at the least redundant (I want to use other words- but this is a public forum). A TRR must be generated anytime one of these incidents occur- and the IPRA has the ability to pull those up whenever they want. That being said a "log number" is not the same as a CR...it occurs anytime anything is entered into the CR system- regardless of whether it becomes a CR, or stays a log number (which is kinda like an event that never gets an RD if you get a bad analogy- it can be 19pauled), or it can become one of the other oddball numbers (I believe all police shootings are "U Numbers"- stuff that happens in lockup is an "EO"- extroardinary occurence...). One example- I believe, I don't work for IAD and haven't had a CR since the affidavit thing started- is when someone makes a complaint but never signs the affidavit- supposed to stay a log number- basically an orphaned series of digits that never makes it out of the tadpole stage. A "log number" is to the CR system as a "tracking number" is to automated arrest...except that virtually all tracking numbers become CBs, whereas a log number sometimes just dies as a log number...still- at the least silly.

Log numbers are the same as CR numbers. An Officer on my watch was placed on Personnel Concerns based upon the amount of his Log numbers. Yes, complaints which the original complainant never signed the affidavit. It said so right in his report.
AND Yes... Any Officer that discharges his gun, mace, or taser is automatically obtained a Log number per IPRA. So now I don't carry mace or a taser.
Cause the Dept uses the log numbers against it's members. Blame Kirby!!
This move has 'Nique Bond written all over it. She has been designated the brain of that office by someone thinking with his little head.
Shootings get a U- number, or at least they did.

From my experience, any time you were involved in a shooting a number is generated. I could only assume it would be the same for tazers.

An 18-year-old Gurnee man has been charged with perjury for allegedly making a false complaint against a Gurnee police officer who had issued him a traffic ticket. A squad car camera proved the complaint was bogus, police said.

The Log Number allows the IPRA to investigate any incident without going to a C.R. number and accusing any officer.
I have seen IPRA in action a few times since they changed from OPS. They are getting fairly well organized and they have not acted as an automatic adversary. In one west side situation, phantom witnesses called IPRA from the scene where an offender fled on foot and was hit by a passing civilian car. A "Log Number" was generated and an investigator came to the lock-up and interviewed the offender within two hours of the incident.
The offender admitted up front to her that the police did not beat him or hit him with a police car. No affidavit was signed and this will close out the incident with no C.R. against any officer who were not interviewed but their reports were examined. If the offender gets contacted by a crooked lawyer, or storefront reverend his statement is on record.
Stay safe, and don't assume the worst.
I think it is initiating an investigation, and since TRR numbers are counted anyway, it really doesn't make that much difference. The Log # thing is quite confusing...

I probably would not hold it against you if you fixed spelling/grammar errors made by others on an original post. To start the current thread, you copied a post where the officer does not know how to use the words there/their and are/our. Why would any reader give two shits about opinions held by an individual who does not understand basic elementary spelling/grammar/syntax?
On the issue at hand, your understanding that ALL weapons discharges generate CR's is flat out wrong. The real issue is to discover where the new log numbers are maintained, who has access to them, and if they are being used for discipline or to prevent transfers, etc. Believe it or not, the FOP was all over the issue immediately upon learning of Starks' memo. People concerned or affected by the issue should call or visit the union.

On shootings, a U number was generated. It waas clearly non-disciplinary, and completely and totally separate from the discipline system.
Now, the log number is generated, and that is indeed disciplinary in nature, even if you are exonerated or are unfounded. Why? Because you can be labeled by accululating log numbers, not just CR numbers. 20 log numbers in 5 years, and you go into the program. You get labeled as a problem child by the department, even if they are all clean. Oh, and don't forget about the lawyers suing the city for this list of people on the department with excessive complaints. The list, once again, contains all log numbers and CR numbers. Now, the lawyer turns around and sues you. Why? Because your own department singled you out as a problem. All for something which may not have even been investigated because the complainant did not sign the affidavit.
All of the unions are not supporting the personnel on this, claiming that you are not affected, and have no legal standing. In that case, the first thing you should do is apply for a unit, and wait for the turn down. Why were you turned down? Excessive log numbers? Guess what? Now you are affected. Now, you demand that the union back you up. If not, then perhaps someone needs to stand up to the unions and sue them for not abiding by their legal obligation to support their members through their legal plans and union dues.
Sorry for the length, but this is way too important in the long run to let go by. If you are in this situation, fight like hell. Believe me, I know.

When a taser or OC discharge occur, a TRR is completed. This TRR must be approved by a watch commander, who if HE/SHE feels it to ne needed will generate a log # to initiate a further investigation. So this new order seems to take the decision making power away from the W.C, by making all incidents subjects to the C.R. process. Also, because a department member will be the complainant no affidavit will be required.

Who cares? Most north side SGT's are too afraid to carry or use a Taser. Last week 4 po's, including myself had to bum rush a mental to the ground while the wimp sgt stood by and didn't even pull the taser out.

Nothing is really going to change. The new supe is a sap to the Feds so they do not impose their will on CPD- like LA or even SF. They will keep the same basic structure ( change for looks) and maybe two 1st deputies to appease the Communities. 1st deputies will continue to be political pawns ( may be great guys/gals but still political) .

The watch Commander was "told" to do this. It is good to see that some useless female gets to walk a post that working coppers would dream of having. Just typical of this job.

This is just a goofy memo that Starks wrote which demonstrates his lack of knowledge of the Department that he finds himself at the head of! As if a 5 year wonder will make the difference? Look at senority list at academy? I sat in classes and noticed the difference. Retired and veteran instructors are on time and answer questions. How many times we sat in a class waiting for a young officer not prepared. When ever recruits needed help, they turned to the veterans for help. It is obivious during class discussions who really worked the street. HWC instructors are a different group. Most do not care and will not respond to recruits. Many are jaded and bitter.
what about the guys that were bounced off 3rd watch to midnights? One guy has worked the same car on 3rd watch for the last 7 years and gets the bounce? while a do nothing f/4 that openly dodged jobs over the air (c'mon.. how many street stops are you going to make esxctly when they bang you for a job) gets a 2nd watch foot post on management?

Not a relative of the sgt. in 013. He is a great guy - she is a great gal, but no relation. She EARNED her spot on foot patrol unlike those that got dumped. Sure, there were a lot of guys that were dumped from 2nd and 3rd watch in 018 that deserved it. But there were also those that were dumped because someone needed to make room for their own people, and dont for one second think that doing police work is what got others put in those spots. The female that got a 2nd watch footpost with 3 yrs (or so) on the job, probably hasnt filled out a contact card so far in her career with all those 'street stops'.
Numbers arent all that matters unfortunately, I dont think anyone would be complaining if it were. A simply, 'you didnt work so you get whats left if you cant make the bid', is a completely fair way to handle things. But it isnt how its done unfortunately.
when are the next elections for the leadership of our union. I dont know about most of you officers out there, but I havent seen one member of the union at any of my roll calls since they came arounnd begging to get voted in. I guess absolute power does corrupt absolutely. You guys remind me of the aldermutts. Thanks for not too damn much FOP. The only trouble with that ##### of a mayor is that you may have a medical insurance policy, but it may be almost worthless. We use to have excellent insurance on this job years ago.
