Today 05 Feb 08, J.W. Made his way to 021 as part of his meet and greet tour.
He happened to show up on a 3rd Watch roll call and during 2nd Watch checkoff. All officers present in the station were invited to meet with the Supe. Well, I was surprised to see that roll call room was wall to wall with patrolman. That's right Patrolman. All Supervisors were asked to step out. He asked the troops about how they felt about the dept., their concerns, personal views and took into consideration a lot of great questions. Here's some of the topics/concerns that were brought to light.
Amazing how everyone got the feeling that some Exempt members (who are really trying to kiss his ass and make themselves look good)at HQ who have tried to spoon feed him with what they wanted him to hear and limited the truth. Ok, here are some of those topics:
- MORALE!
- EXAMS
- REEVALUATE MERIT PROMOTIONS & QUALIFICATIONS
- REEVALUATE HOW EXEMPT MEMBERS ARE PROMOTED/CONDUCTED AND THEIR QUALIFICATIONS
- WASTED MANPOWER at HQ
- POLITICS/CLOUT
- BULLSHIT UNITS THAT WERE CREATED FOR "FRIENDS" THAT ARE DEPLETING DISTRICT MANPOWER CITYWIDE.
- GANG TEAMS IN DISTRICT BEING PIMPED OUT TO OTHER DISTRICTS
- WHY DO WE STILL HAVE MISSION TEAMS, SATURATION TEAMS, GUN TEAMS, GANG TEAMS, AND TRU. DO WE NEED THAT MUCH MANPOWER DETAILED/ASSIGNED THAT HAS DEPLETED MANPOWER CITYWIDE?
- WHY EVERY TIME A NEGATIVE MEDIA EVENT OCCURS, "PATROL DIVISION" IS HIT HARD WITH DISCIPLINARY MEASURES AS OPPOSED TO OTHER UNITS WHO MAY NOT BE UNDER THE MICROSCOPE OR WHO DON'T EVEN SHOW UP ON THE RADAR.
- IT WAS BROUGHT UP THAT PATROL DOESN'T NEED AS MUCH OVER THE SHOULDER SUPERVISION CAUSE WE'RE TRACKED EVERY MINUTE WITH A RADIO, PDT, HUMPER, DISPATCHERS, AND MICRO MANAGING SUPERVISORS.
- WHY PATROL DIVISION WHO CAN ACCOUNT FOR OT IS ALWAYS SCRUTINIZED FOR WORKING OT. OTHER UNITS GET CARTE BLANC
There were a lot more things said, but too many to list. While all this was taken place, all officers eyes were on the clout baby driver (one of Stark's Clout Babies) who just stood their in awww. "Gulp" While the other "Starks Driver" ran around 021 shaking hands.
The New Supe appears to be a true gentleman, and it's only fair to give this guy a chance to see if he could do what no Supe has done or has the Balls to do. One thing he did say is, he has no ties to anyone here in our dept. He was proud to say he put a stop to that bullshit swipe garbage order that went out behind his back. We all got the feeling that he's on to the kiss ass scamming exempts that are trying to teach him the Old Ways of the dept.
Hopefully those days are soon to be over.
So now we know who killed the swiping order. And could this really be the beginning of a new era? Time will tell, but so far, this guy is playing from a whole different book.

Interesting!!!! I saw this and had to comment. Let me first start by stating that this is, always has been, and always will be, the City of Chicago. and if you think one man can change city politics, you're sadly mistaken... Too many times, I have read blogs complaining about clout hacks and ass kissers. You can't tell me you didn't know about how this city or department works before you took the job. Does it suck? Hell Yeah!!! Will it change? Not today, not tomorrow, God only knows when... All we can do, is put a smile on our face, go to work and hopefully have a few laughs along the way, because this job is what WE make out of it. Everyday I've gone to work for the past 16 years, there hasn't been not one day that I haven't had several good laughs. I'm no clout baby, nor do I kiss anyone's ass, nor will I ever. I enjoy my job and make it work for me. I enjoy putting career criminals back in jail for extended periods, mainly because I wouldn't want them preying on my family members. Continuing, I am not a supervisor, nor am I a Det., my shirt is as blue as most of yours. I understand, agree, and validate most of your complaints. But, I am a realist... you see, although, I have had a blessed career, I hold the respect of my peers and supervisors through my dedication and accomplishments, for which is more important and rewarding to myself. If, more police officers had a sense of self appreciation and self worth, we would all be better off. It seems that in todays times, the me generation, that too much emphasis is placed on me, me, me... How about placing a little pride in your job? Or is that too much to ask? A little pride goes a long way. And for those of you that think having a degree makes you better than the rest or better suitable for mgmt., think again. You obviously never served your country. Who do you think runs every day to day operations? The enlisted!!! And do you think a MSGT or above has less say so than a Lt. or Capt.???? Don't think so. The Chicago Police Dept. is allegedly a para-military organization and just like the United States Military, you need personnel with practical experiance to lead the troops not some book worm. The current status of our out-coming recruits proves the point perfectly. Their heads are so far up their asses, it's almost uncomprendable. I'm not discounting education, it is indispensible and very important, but you give me one deserving P/O with a degree and I'll give you five better suited without. PEACE!!

I believe in giving the guy a chance. It would be nice if he is being considered the police if he was in a squad once a week on the street. Not to gig officers but to witness the street firsthand and how many of the outstanding officers in this city conduct themselves on the job.

Who is this Dana Starks? No, going into this job I expected to be treated like shit from the people on the streets. From the bosses I expected to be treated like a man, respect. That and I also expected them to understand what we face out there daily and we don't need them barking silly, downright bullshit orders at us. I hope j-feb does'nt go to 018 on mids, cause then he'll realize the whole twenty sector is missing, at least two ten and thirty sector cars are down each nite, and three of the remaining beat cars are always 10-99 units. Granted, we got supervisors up the ass on mids (sometimes five SGTs and three field LTs) and 018 really dont need to have 12 beat cars anymore, but sure don't want to loose my spot on the entertainment detail...

Both Hillard and Cline went to the 021st District upon being appointed as Superintendent. It has no real meaning. Within a short period of time the new boss will be insulated and he will not care about the PFC's bitching about everything that is wrong with the department. He will change a few minor things so the troops think he cares. This will last about 3-9 months. Maybe new baseball caps, with your own personal team logo. Maybe help with your credit card payments. romotions. Hillard started with 3x5cards taking suggestions from the men. It did not last long.

The reason the swiping order was rescinded is because the depatment is not equipped to monitor swiping. The new supe already has a new order out which orders the district time keepers to go to automated swiping class at 35th street. After that we will begin swiping in and out. So this wasnt him taking care of us and eliminating swiping.

From what I read on here I at least have to give him this much, it sounded like he listened. Years ago LeRoy Martin went to a roll call in the 25th District to listen to the troops. Same senario, but when the troops were finished he told them all, if they did not like it here, go get a job at Sears. Only time will tell if anything will change. Watch out for each other and back each other up.
The other thing I'm enjoying is that its been a while since we heard from "former beat-off, working toolbox, current douchebag," in quite some time.

How does someone get to be driver for the sup? what are the qualifications? The merit process is a joke. Cut the number of merit picks in half and promote the people who studied hard and know the job. Start making these exempts responsible for the morons that they are hiding on there staff. Ask carol at the airport what DB function is and why he moves everywhere with him. Get rid of maher and admit that the JISC is a huge failure. maybe get an explanation what Lt. carothers qualifications for his two merit promotions were besides my brothers the chaiman of the police commitee. KEEP TALKING TO THE P.O'S ON THE STREET AND NOT THE KISS ASS AND CLOUT BABYS IN HEADQUATERS. Maybe some progress on the contract that is over 7 months overdue. I dont do anymore than what I am forced to without a contract. No movers no parkers I take my time on reports and take my lunch and personels the city doesnt care about us why should we care about the city. It's a job treat it as such use your days off use the medical when needed and take care of number 1. We get screwd on promotions and spots in units screw the city right back.

J-Fed, here is one that I have not seen mentioned. How about announcing a new procedure for case reporting. It could be called "TRUTH IN REPORTING". The bosses on this dept. have been killing crime and reducing crime on paper for so long, to show they are continually reducing crime, that there is no way to really know the stats anymore. The only way to show reduction in crime stats is through "smoke & mirrors". We need someone to stand up and announce to the city that the crime stats are going to show an increase in crime, but not to worry this is just due to a new way the dept is reporting crime.
That should help a new command staff figure out what the real numbers are, and what really needs to be done to address the problems.

At first when rading this I thought....hey maybe there is hope...then realization hit me in the face... It's true, in the end we (blue shirts) always get screwed. Nothing is going to make you people happy. I agree with some of the posts on here - give the man a chance, suck it up or leave. As long as my paycheck is not short, I am happy. We all know why the patrol division gets hit hard as opposed to the units. PHONECALLS which is the great thing about JW for Daley. Violates contract on a whim, because he knows IBEW isn't going to do anything to him, since he was IBEW prior to this position.

Call all of the exempts down that is higher than the rank of Captain into the multipurpose room at which each member would find a booklet with a pen next to it. His instructions would be: in a TFS report, please explain what qualifications/past experiences do you have to have this position and what have you done to improve your unit/bureau and the department as a whole since you have been in this position?
It would be great. No prior preparation, no prepped answers, and the best part, someone else didn’t write it. I would be hilarious to read what some of these hacks would come up with. Also, without telling them of course, spelling, grammar, and content would be also included in their final score. I bet a few would sweat through their shirts, get major indigestion, and then drop their par forms right then and there.

If suggestions are in order, then here is mine. No promotion or transfer to a unit without 10years in a beat car No promotion to Lt or higher unless you have not only worked at least 10 years as a beat cop but you were an FTO also, for at least 1 year, AND you actually trained rookies.
#2 devise some sort of review process whereby patrolmen evaluate their supervisors. Bosses who routinely fail to pass muster would be retrained or demoted. If a cop gets X many CR's he's a concern, what about the boss who SPAR's X many PO's getting a trip to the couch.
#3 lift residency for PO's only, you want a promotion you MUST live in the city.
#4 no two people related by blood or marriage can hold a promoted position in the PD at the same time. The least senior party must resume the rank of patrolman.
#5 an outside agency must vet all resumes for all special unit assignments.
#6 a peer jury will decide minor disciplinary matters. This would include any suspension of 15 days or less. The Sup would have veto power,for cause, with concurrence of the union.

My response to first and second post is.....you are right there is police work being done in every district, but not every district has the level of crime day after day hour after hour like districts 3,4,5,6,7,8,10,11,15,25. The levels of police work cannot even be compared so sorry, but thats a fact. That does'nt mean though that all the police there are not dogs cause they all have dogs, but your hard workers tend to come from districts 3(maybe),4,7,11,15. and those guys have been known by their peers to be the real police. Sorry to burst you bubble northsiders. If you have to ask what the "real police" means or what a "real police district" means then you really dont need to know cause you'll never know unless you work in one. The work of a few carry the load for this department.......always has.....and the lucky, ah hem..clouted always skate by to bigger and better. Many of us were'nt blessed to go to a northside district straight from the academey or live up north or even afford anything remotely close north. You see, many of our days dont start out our tour with.....getting a coffee from starbucks and reading the paper, ours usually starts out with "are you up and rolling squad? take this domestic battery or I'm gonna stack these 3 traffic accidents on your box or go help with crime scene at shooting....you get the point. LET ME MAKE THIS CLEAR... I respect each and every man and woman on this job that puts on a uniform for the cpd for this city. Its probaly the hardest fucking job in the world right now with all of the shit being thrown at us. Every district has its workers and its dogs. Its not sbout whining and moaning its about respect. Many of us have no choice to stay where we are so bidding out isnt as easy as you say. Many of us would love to go to a unit, never gonna happen. I would not call your district a fake district like you say, but it probaly isnt a fast district either. Cause if you gotta ask then you just dont know cause you havent done it. I know there have been a ton of comments on this one issue, but let me say this: None of the new Supts., and there were many in my 25 years, ever came to any Dist or Unit that I was assinged to introduce themselves to the troops. By and large they were political hacks that were close to whomever was the Mayor. To all of the "New Breed" of coppers that I read every day here QUIT BITCHING! I know you will have a problem with this but go out and do your job, whatever Dist and Unit that you are assigned to. If for one minute any of you heroic men and womed of the CPD think that you will have any friends in any sort of Media, then reach for the prozac. The media will never, I repeat, never be your friend. The bosses will never back you up, that has never happend and never will. In my book when I retired I left a company of heroes. Why is Matt Brown, Sean and his wife Kathy Brown taking such a bad hit on SCC? I worked with Kathy, she was a good detective at Area 2 and always did the work assigned to her. She was well accepted on the mission team by us and was always kind and willing to help.
When she worked on the "mission" team in area 2 she, and the rest of her "team mates" would leave roll call, walk out to the parking lot and each of them would get into their own cars and drive away. ALL THE TIME.

Good post I agree he should have went to a fast district first. However I only had one question. Where are the Real Police in todays department. Thats an old line that has been used many times. It use to really say something if it's 90 and your talking about the police in 002 011 and the police 001 022. But now what's the real police in this post SOS scandal, POD, DOC, and the media driven hate CPD world we work in? I can't see any room for it. At least until the dust settles and we figure out what's going on with this new sup. With rumors that examples will be made by JW. The working police may forever be changed in this city. Completly changing the face of what CPD has traditionaly called the "real police". Too much risk and no reward as of right now with all this alleged change and reform. Nothing left but to back up your peers and go home.

My SON, a college student, no IR EVER obtained, no shame EVER brought into my family! Yet, new FNG'in the 022nd District seem to to go out of their way to denegrarte my offspring. I am posting this comment in order to point out that that handjobs in 022 that wish to focus on my son while he is in a bookstore or other establisment such as a library do not need to share their bigotry toward a young male (non white) that is simply trying to buy or get a book. I hope and pray that if you have a child you do not have to go through the explanation about why the police are not bad! Because he is not a M/2 YOU do not need to be unprofessional with references about his hair/appearance. WTF, I only wish I had been present! Grow UP Officers! If you were Prevliged in your upbringing don't be narrowminded in the people you serve. I don't care for apologizes, PLEASE treat people with some modicum of RESPECT! You don't know who your dealing with! If I ever reach the exempt level I will remember you! Take that for whatever it's worth.

They couldn't negotiate on the contract, the FOP Negotiating Committee was told, because they didn't have a new Supt. So there. This is the reason given by the CITY. Another bullshit lie from our employer.

The FOP will file for arbitration, hopefully no later than May and we will maybe have a contract and retro check by summer, 2009. Certainly no sooner.
So officers, if you want to complain, look no further than the electorate who keeps electing Richard M. Daley. The blame lays squarely on the 78% of registered voters who STAYED HOME!
And while we are on the subject, you officers will soon get a ballot in the mail for FOP officers, that there is no choice is YOUR FAULT. The same 40 or so officers go to every FOP meeting, the rest stay home. Don't like Daley, then get involved and drum up voters to vote him out. Superintendent Weis, if you want to trim some real creamy fat how about freeing up about 2 million annual payroll dollars by dumping the political clout heavy district managers? You would also be boosting morale in the process. If you'd like to examine a prime example of one you can start with the pinnacle of what a bumbling, incompetent, inept, devious and treacherous district manager is by taking a close look at the bobbleheaded bi-polar space oddity occupying that position in the 25th District.
If you come to 025 you won't have to waste any time finding her, she'll find you. She's so accomplished at sensing when a boss is in the building that she'll have her political nose so far up your ass so quickly you'll break it when you turn the first corner through the door. When you feel that beak between your cheeks you'll know you've just met the 25th District manager.
She's not completely useless though since she does manage to generate some numbers for the department - she excels at taking credit for the hard work done by those around her, goes through administrative days like candy, and she has an impressive collection of CR numbers filed against co-workers including one against a respected 3rd watch Captain. The district manager drain on the department can't be plugged up fast enough.

I couldnt agree more, this job and city suck! I will continue to be payed 72k a year and will also continue to do nothing. I blow off more than half my jobs, watch tv, get a few naps and still fit in my 2 personals and a lunch. I laugh when I hear people calling in a foot chase, I just turn up the volume alittle more on my radio so that nonsense doesnt interrupt my nap. I have about 10 more years and I will continue to do nothing. The city wants cops like me dont you cowboys understand that? This is only a job, nothing to take pride in, just collect that paycheck and be happy.

It's a dam shame that this sort of stuff happens. A lot of these people who like to spread rumors, make things up, mess up someone's character, etc... have no life and they do it to everybody, including their "friends". I am a young PPO with two months on the job and I have noticed how people are constantly talking about each other around each others' backs. What a shame. Now, only a group of people do this and not everyone. But it's still a shame.
You know, it never ceases to amaze me how goofy some of you guys are. And I know, it's all in good fun and I should lighten up Francis. But so often you mock this sergeant who would go to the ends of the earth to help anyone, probably even you. so you must be in a wrap every thursday thru monday night on 1st watch, getting denied lunches and personals like we are in 018 all summer long. All districts have their shit to deal with and unless you've worked in all 25 of them, dont pass judgement. 001 has the Ickes and 018 has Cabrini (whats left) plus a shitload of robberies to deal with so even they arent 'safe'. Im sure there's plenty of problems in parts of 022 as well and thats considered a walk in the park. Just 'cause you're assigned to a 'ghetto' district a) doesnt mean you WORK there, you're just drive around there all day/night/whatever whether you do police work or not, and b) doesnt mean you're any better of a PO than anyone else.
