Another Crazy Rumor

This just seems like another goofy idea to distract everyone from some other boneheaded move. From the comments (lightly edited for spelling):
  • Regarding the rumor that J-Fed is planning on putting all light duty officers assigned to headquarters into the districts to work the desk and then the desk officers in that district will go to the new school unit.
  • The problem J-Fed would encounter with that is that in each district there are 1 or 2 bidded desk officers per watch. They can't be arbitrarily moved to a "new" unit and some light duty copper take their place. These bidded desk spots are part of the contract and he can't go changing things like that just because he gets a bright idea.
  • If he needs more coppers for some new school unit maybe he could continue trimming the fat at headquarters and then start looking at the districts that have (3) commander's secretaries,(2) Tact secretaries, A P.O. and a civilian timekeeper, (2) Crime Analysts, and 12- 14 C.A.P.S. officers. If he really wants to look hard enough he'll uncover plenty of officers who could be better utilized.
You can't just create a unit and staff it with hand picked people. Well, scratch that - you can't create a unit that does EXACTLY what a previously biddable unit did in the past and staff it at will. There are rules in place that must be followed.

Again, J-Fed not being familiar with contracts and being advised by people who don't think much about rules (because they've flouted the rules since day one) serve to make J-Fed look incompetent and advised by fools. And after the grievances are filed and won, taxpayers will be on the hook again for overtime, damages and restitution. We're starting to think that certain changes are proposed only to make lawyers rich. Anyone else?

How about the detective division.

Two or three police officers assigned to each area as administrative staff?

P/os assigned to fugitive apprehension, cold case, unit 601 and 606.

How about the light duty detective spots wouldn't these people be an asset to call back, since they can not work the street?

Why does each unit need two field detectives to answer the phones for violent, two for robbery and two for youth on the second and third watch. Six people doing a job two desk people in a district would handle. In the district two desk people and a sergeant. In the detective unit six to nine dicks to answer the phone with six to nine Sgts working.

Why do they have three Sgts working youth, three violent, and three robbery Sgts some days all at the same time including a summary sergeant and mission team sergeant?

District supervisory personnel are denied time due because of no Sgts, but on the second and third watches most detective units have six to nine supervisors available.

How do the dicks get away with only one or two Sgts on midnights and on some nights work with only one supervisor?

How do they do that on the first watch, when all the other sgts work the second and third watch?

Why do they need two Area gun team sgts, and a Area mission team sgt.

Those units should report to the watch commander and be placed on a sector sgts log.

How many sgts are hidden in narcotics.

Go after the specialized units who have people hidden away if you want supervisors and bodies.

Use reverse seniority and detail detectives back to patrol for ninety days at a time until we hire more people on the street.

ITS GOING TO BE A GREAT SUMMER .

There are PO's filling civilian positions in every unit. Why? Hire civilians and reassign officers to the street. Districts have numerous hidden spots for PO's besides the desk. Specialized units, academy and 35th street use officers in civilian spots. Homan square, for example. Complete an aduit of PO's that hold civilian positions in department. You would be surprised.

Unfortunately under Fill's command, he created a repetitive and ridiculous amount of statistical reports due to doc. He also put some of the biggest goofs in high ranking positions, who followed the leader in perfecting micromanaging, who also created more nonsensical reports that said the same thing as the doc reports. Lets hope the new command is reviewing these practices and will consider relieving some of that wasted manpower of doing those unnecessary reports.

And don't be so hard on the D unit's manpower. Until you get there, you have no idea how insanely busy it gets up there, and what it takes to conduct a proper investigation of any crime. I can account for every body you spoke of, but I aint got time to explain it to you Jodi, because some of those questions were absolutely stupid and had to come from someone with zero time on this job.

Like everywhere, some days are busier than others, but the workload in the D unit is always there, it doesn't go away. Like everywhere, some officers work harder than others, some officers don't care about the quality of their work, and supervisors know it, and do nothing about it.

001 lost sight of the car at 63 or 67 and state. and 003 district car sees the car speeding south bound at 71/stony. car crashes at 79/stony. great job by all involved, including state police for their quick response also.

Started in 001, 100 was involved in the chase, went through distrits 002, (state police also) 003 and ended in 004 (79 stony island when vehicle crashed into the viaduct) 100 terminated it but it just kept going...after they got off the ryan they went down 63rd to stony island then lost control at 79th, one was caught right away...the other a few minutes later. Gun recovered from the car by a field LT from 003 i heard. Apparently shots were being fired from that vehicle in 001 and 100 said they were shooting at them.

your identity says it all. There may very well be some CAPS officers who aren'r doing a damn thing, but I can assure you there are just as many p.o.'s. I don't know where you came from or where you get your info, but if you stop through the 7th district on any given day at any given time and talk to or better yet just stand there, you'll see what they do. Th Domestic and senior officers work there asses off, to include contacting victims, go to court, go out and check status of victims and in some cases follow up. I don't know hat the others do at their units, detective units, svu, but I know what these do and actually it's none of my fucking business what they do, just like none of this is your business. Do us a favor, run for mayor, take Jody's place or fork up some cash to hire more police and get us a raise. Until then shut the fuck up, quit complaining and worry about you. (Rangers for life)

If you have a a detective on the desk at $80,000 plus, it would be more cost efficient to have TWO civilians doing that job at $40,000 each, without all the furloughs, baby furloughs, time due, overtime, etc. But, then again, all the house cats would actually have to do the job they were sworn in to do..

A little history for you J-Pud, when Charlie Williams was all but running the department he kicked a bid officer off the desk, the officer spent one day on the street before Williams personally called him at home to apologize and ask what he can do to make things right. Williams wasn’t very well liked, but at least he had a clue as to what was going on in this department. You, J-Pud, are totally clueless. If you’re any indication of what the F.B.I. is really like, it is no wonder why the F.B.I. is held in contempt by the rest of federal law enforcement.

Why does the 1st Deputy Jimmy Jackson have a Detective working for him answering phones. The Det. T.W. and him are tight that's why, they either went to school together or to through the academy.

Oh my bad I forgot he isn't a real Det. he was given that title after they gave all the diaper dicks the title of Detective. I guess that is why he is hiding inside because he never worked a case.

J-Fed , if you read this blog I have a suggestion on how to get more hard-working cops back on the street.
Find out how many cops are at call-back -look at their beefs-give them their spank, and let them get back on the streets, since many of them are the very same cops that know how to make a difference. Some guys have been there for months, years, even..
When you read the beefs, please have an empty stomach, because many of them have been investigated so badly, you might lose your meal if you read them on a full stomach!
I know you cant do anything about the bad investigation-but you sure could disagree with the time that they want to dish out.

The department cannot move the District Desk officers on bid.

Section 23.9 of the contract.

While the department can detail any "bid" officer anywhere they want for 3 months on a "temporary unit duty assignment." The dept. can't then fill that vacated bid spot.

Everyone else on the desk is screwed.

just an idea: have the Dept. do a complete personnel audit, top to bottom, every unit, district, office, etc. (no exceptions); count every "body" where they actually are (not detailed from/to); then identify everyone's actual assignment (no b.s.); then make it public....

Let's not be to quick to push for a return of the school unit, the districts are stretched to far already. A better idea is to put more coppers back in the districts, on the watches. A 9 to 5 power watch is the best option, with three or four 10-4 units each day. School dismissal and change time between days and afternoons over laps which adds to the violence problem.

As for the school unit, we still have coppers in all the schools; the old unit had cars on the streets too but they just did transports. They didn't do any police work to speak of...

Props to the coppers working Hirsch High..Two years ago this school was nothing short of a zoo. You two and the new Principal have banned together to arrest over 300 and expel over a hundred. Vehicle Traffic can actually keep moving at 79th and Cottage, during dismissal, thanks to you guys..Great Job, keep up the great work...Supt, if you're reading, these guys have set a new model of how to handle the schools.

While you may not believe it, there is more to do there than you may think.

For all of you in patrol that think the D units do nothing, did you ever stop to wonder what happens to that case report that you drop in the basket on the desk and forget about? Where does it go???

Answer: It ends up in a D-unit. And something has to be done on every one. Some are closed out by the admin sgt, some by CMO. Most go to a field detective. Ask an RBT det how many cases a day he gets...

And for the Domestic Violence: Heaven help you if you cut a few corners and the mope comes back and is let in again for the 47th time and causes bad headlines. It WILL be YOUR fault.

Even tho this department is said to be modernized and streamlined, much of the paper flow is still old style. A lot of it does have to be done. Some of it does not NEED to be. Much of it could and should be streamlined and automated

No doubt there is bureaucratic fat in the department. Do the D-s need a CAPS section? How about Preventative Programs? Senior citizens unit? But these units all have constituencies, both inside and outside the department. Cutting them could cause a political firestorm.

Idiot. We don't have all the dicks and sgt's you think we have.

Take a look at an Area's list of "detailed" personnel. We're lucky if we have one sgt. some days and a handful of dicks.

Detectives answer phones so they can explain how to do things to your dumb as when you call every 5 minutes.

"What should I classify this as?" "Well, my sgt. told me to do it this way."

Figure it out and stop bitching about shit you have no knowledge of, 2 year wonder.

12:34, what Area are you referring to? I have to switch Areas....Usually we have to pull teeth to get a (count it, a meaning 1)desk person (on every side) Each section has 5 bell and 3 pax. You come upstairs and answer the phones for a night and tell me we couldn't use more than one person. (Like I said, we only have one plus the Sergeant working and it is usually pretty busy although we do have our moments to get our work done.) Not sure where you work, but they pulled all patrolman from the Areas about 2 years ago. I wish we had them back. We need a radio person/front desk person. As far as Sergeants? We are short everywhere, including the D-unit. The reason there is only one or two sergeants on midnights is because there are only about 7 or 8 detectives working midnights every night. If there were 40 like on 2nd or 3rd, you would need more. Someone has to approve all of the reports, reassign shit, do the MINS, logs, notifications, etc... and supervise police shootings and murders....

As far as going back to patrol, only for special. They should re-start Tara or let us work our days off for OT. Other than that you sound like someone who should spend more time studying for the next test and less time worrying about other people's assignments...

J-Fed does not know what he is doing period. He is just starting his third month on the job and if he appears to need an FTO to help him understand the streets. I would like to believe that he is an intelligent person but honestly he has yet to display this. We would all be better off if Weis gets moved to some other City job he can handle. How about a lateral move and let him be Superintendent of Streets & Sanitation. Same job description (clean up and remove trash from the City). Jody can even wear a uniform if he wants and even bring his friend Brust along as his Deputy. They can also drive one of those really cool City SUV's around every day. We have so many intelligent people on this job who would make a great Superintendent. Mayor you can even reduce the salary back down to 170 thousand or so where it belongs.

Oh that's right hotshot, sexual and physical abuse of children are not real cases. Get your punk ass head out of your ass meatball!

Try getting a household member to admit shaking a baby or poisoning them or sexual abusing them, but in your little fantasy world a residential burglary constitutes more of a real case.

Try putting together a case without the statement of a victim in the case of infants. Instead you have to rely on doctor interviews, the scene, evidence (Oh MY), polygraph examinations, and other investigative things REAL Detectives do.

Oh and that's right we also do extraditions, when was the last time RBT did an extradition?

Blow me! I earned that title and either way I can put together a case.

That's where a big prolem exists. We're sending the wrong msg out to criminals. The write msg is "do the crime, do the time" on that note the average criminal won't want to go back and he'll think twice before going back to a life of crime.

I have to say this because it's true. We need coppers in many of these spots because anytime we start putting civilians into some of these spots they screw things up. This has been historically true. Just look at how screwed up fleet management is now that it's civilianized, dispatchers now compared to when, district managers (what really is their function), and does anyone remember the useless bunch we had as police aids in the districts?.. And none of them recognize the rank structure in this department and basically run a muck. So again, be careful what you wish for.

At the last F.O.P. meeting inquiries were made to the recent enforcement of the "intoxication rule" off-duty by police officers, the F.O.P responded that the city has related to them that they will consider anything over .04BAC intoxication, but of course the city refuses to put this in writing or define intoxication in the general order. Therefore, the F.O.P's recommendation is dont drink. Im really glad I pay my dues...... Oh yeah, dont matter if you are on public or private (i.e. your residence) property, the city can enforce it.

There were many civilians in every district and every area. They did the crap work of filing, xeroxing, data entry, time keeping, answering phones.

I think it was 12 or 13 years ago when mayor shitforbrains abolished all of the civilian positions. I know we went from 7 civilians to 1 overnight. But the work was still there and somebody had to do it.

**This is what they need to do. So many "light duty" spots until wow... they get an FTO spot or a Sgt spot, then miraculously they are all better or better yet, when it comes to working side jobs they can manage that but can't work the streets. Some people have been sitting on their asses their whole career light duty.
The medical section is useless and IAD should be watching those folks.

Before you get all defensive, I am not a PPO and could be considered an oldtimer. All I was saying is that there are plenty of young, able bodied, males and females, for some reason or another (clout maybe)are working the desk that shouldn't be...Hell, if you are an old-timer and ready to retire in a couple of years, I think you deserve the desk, you have earned it... But when I say they should get civilians, I meant for non-police duties, i.e., secretaries, time keepers, etc. How about all the woman coppers who are on call-back because they are pregnant every other year...must be nice to collect a nice check, uniform, shift, etc. and never have to do anything of importance. (BEfore anyone has a tantrum..I am a woman)..It's a joke. Of the 9,000+ cops on the department, how many do you think are on call back and medical at a given time?

Way too many do-nothings in the D-unit and that's the Sgt's fault for not reviewing their caseload and inquiring about what the fuck they are doing or not doing all day long. I have a guy in my unit that screws around on the computer all day doing nothing, the Sgts know this guy hasn't arrested anyone on his own for over 2 years and he's still there wasting space. Put the blame on management for not kicking his ass out back to the area. No accountability with management and just plain laziness with the dic and he knows he's getting away with it.

Why does the D-Unit have people in each oversight office to answer the phone, D'uh, same reason that tact, Caps and the Commanders staff office has their own line

Using P/Os in D-Unit and other specialized units is cheaper than using Detectives or other specially trained personnel to do paper work.
