FOP Shakeup?

Someone commented that John Capparelli has been removed from his inside spot.

Originally, the field reps were each of the 7 inside spots (President, 3 VPs, Treasurer, Financial and Recording Secretaries). That all went out the window when Capparelli and six others won Board spots in the 1999 election against the Nolan team (the other 6 were trustees). Nolan denied Capparelli an inside spot and the Field Rep duties that went along with it. Following a disastrous contract negotiation by Bob Podgorny and the Nolan Team, the Citywide team rose to power in 2002 sweeping all 27 board spots. Capparelli was returned to the inside spot due a Treasurer and the Field Rep spot.

Now, if you read the FOP website biographies, Capparelli's biography has been removed and Trustee Rich Aguilar is listed as a Field Rep.

What's up with that? No explanation? Anyone have a scoop? Bad blood less than two months after an election? Capparelli was tight fisted with the finances after the excesses of the Nolan era. Capparelli was instrumental in uncovering tens of thousands of dollars in unethical expenditures by the previous office holders. The membership deserves an explanation.

We all know "reporters" ( gags ) like Frank Main, Mark Brown, Fran Spielman and Sneed browse this site and routinely steal from it. I propose a challenge to them, one and all: Ask Superintendent Jody P. WEIS to explain PRECISELY what took place with the alleged cover-up after he stated that a whistle blower in the FBI needed to be "taken out". I want an exact accounting of what the circumstances were.

He may be completely innocent, as we in this City know how horribly wrong the press can be, and yet still get away with printing the lies. I'd like to hear what he has to say about this situation.

"I don't recall" isn't going to cut it.

A message to the old timers,

When I came on, roughly ten years ago, I was full of piss and vinegar and wanted to go out every night to chase the thugs and gangbangers.

When I saw you "old timers" casually reading magazines or getting coffee in between handling your jobs, I thought "wow, are they lazy." I couldn't imagine why you weren't out there trying to get one or two heads a day instead of doing the bare minimum.

Now in my somewhat older age, I would like to apologize.

Going through bullshit CR's and lawsuits due to being the "real police" makes one look at things differently. Seeing friends take time on bullshit beefs makes one look at things differently. Now knowing the politics of this job makes one look at things differently.

Most importantly, today's state of policing where one can lose one's job/house or get sued/indicted at the drop of a political hat, this makes you put things in perspective.

I see now what I thought was indifference was actually intelligence.

I am happy to say I have seen the light. I'll answer my calls and write some paper here and there. No more being proactive, it'll only get you jammed up and hung out to dry. And at the end of my 29 and a day, if I stay that long, I'll enjoy my pension.

A note to PPO's, respect the old timers, they are still around for a reason.

Man, I can't agree with you more. I thought the same thing when i first came on only about 7 years ago and man was i wrong. I want to also apologize and say that the old timers are actually the smart ones. The sad thing is that i really enjoy working and stopping people but the climate in this city is 100% against the police, so i'm done. Here's your paper sir.

Lets see if I care... I had a beef, no substance to it whatsoever, but IPRA wanted to see me. The FOP sends with me a "lawyer" who looks like he is straight out of the 12th grade. During the interview, he is chewing his nails the entire time. Never intervenes, even shrugs his shoulders a time or two. I left assuming I will be fired for not filling out a contact card. I want out. Thanks FOP

No doubt something is afoot. The question is what does John have to say or why isn't he saying anything at all? Who's washing their hands? Has John denied us three times?

Why should the FOP rep's get easy spots at all? Does the city influence FOP by taking care of them and their friends by placing people in spots?

I notice that retirees have an unnatural influence on FOP leadership and exempt bosses who take care of their children. Is this type of under the table favoritism a sell out to the membership?

I would suggest that it would be in all of our best interest if the FOP leadership worked in field units or bid only positions based on seniority. After all shouldn't the FOP leadership share the same perspective of that of the rank-n-file?

We want and need a healthy separation away from any cozy relationships with management. It helps to prevent impropriety or conflicts of interest. And we know how conflicts are worked out in this city- don't we...

Good comment on the old timer thing, because I too felt that way 25 years ago. Perhaps this is one of those things like the dream we all have of getting shot, where you are watching the bad guys gun pointing at you, and you see the spinning bullet come at you in slow motion, but you can't move or do anything about it.

I thought the desk and lock up crew were full of shit and probably worked the desk their whole career. I thought the guys who worked the wagon were sissys. I thought the permanent 2nd watch foot patrol officer was too stupid to handle jobs. I couldn't understand why these cops wouldn't want to strive to get out of patrol and be something more.

Once you get out of patrol and move around this department, you really get to see how scathing, self-centered, uncaring and corrupt the higher echelon of this department really is. Then you want to go right back to patrol and be the permanent wagon man, right after you call the retired one and apologize.

Although the stress of the politics of this job has destroyed me, I still try and work hard and always do the right thing. As always, I only do it for myself and my fellow officer.

That's easy enough to find out. SCC, get out your GPS device and look up FOP Hall, 1412 W. Washington Blvd., Chicago IL 60607, set your latitude and longitude for that location and go there on Tuesday, April 15, 2008 at Noon, (1200 hours)

There will be a General Meeting there and you can meet Mr Capparelli and Mr Donahue yourself and ask them your questions. Then you can come back and report. That's easy enough, isn't it?

Saw John the other day. He stated simply that Donahue had a different agenda for him to do and bounced him out. John never spoke bad about Donahue, which I was surprised, but that is John a gentlemen.

The Seattle Police Department is recruiting in New York City, offering new hires a salary that is almost double what the NYPD pays its dwindling force.

Seattle police are taking the recruitment seriously, placing a billboard on the West Side Highway that read “A Job Like No Other.”

Seattle pays its police recruits $47,334 a year and the annual salary rises to a maximum base pay of $67,045 in just six years, the Daily News reported.

NYPD recruits get a paltry $25,100 annual salary while they are in the academy. Their pay jumps to $32,800 after graduation and tops out at $59,588 after seven years.

In addition to the hire wages, the Seattle Police Department is also offering $5,000 to cover moving expenses.

Police Commissioner Raymond Kelly has blamed the department's starting salary for hurting recruitment. The pay scale was imposed by an arbitration panel in 2005 after the city and police union couldn't reach a deal.

Kelly also must cut the police force by 1,000 cops because of looming budget shortfalls - resulting in the smallest department in 16 years.

To the 10 year "veteran" who has reached the FORK in the road, as we all do. Work, or lay down. For me, it was trying to get the name of the offender off the vicitm as she was rolled into the CCH ER. A wise old wagon man told me, "Hey Kid, what do you care? Just write the paper." I still got the offenders name, and the attention of a dick who happened to be there, not assigned to the case. He who was as old as the wagon man. He told me to keep doing what I was doing. "The right thing." I did that for 30 more years, and retired, still doing it. I look back at my career, (Oops, "Job," only bosses have careers!) with pride. If you aren't proud of what you do every day, go find a job that matches your superior skills, and stop milking the city.

Did you hear about the state legislator who last week blasted a Lutheran minister during a committee hearing for spewing dangerous religious superstitions, and then attempted to order the minister out of the witness chair on the grounds that his Christian beliefs are "destroying what this state was built upon"?

Of course you didn't, because it didn't happen and would never happen. Not to a Christian, not to a Jew, not to a Muslim or to anyone who subscribes to any faith.

Such an attack would rightly be considered scandalously out of bounds in contemporary society.

But you probably also didn't hear about what actually did happen:

Rep. Monique Davis (D-Chicago) interrupted atheist activist Rob Sherman during his testimony Wednesday afternoon before the House State Government Administration Committee in Springfield and told him, "What you have to spew and spread is extremely dangerous . . . it's dangerous for our children to even know that your philosophy exists!

"This is the Land of Lincoln where people believe in God," Davis said. "Get out of that seat . . . You have no right to be here! We believe in something. You believe in destroying! You believe in destroying what this state was built upon."

Apparently it's still open season on some views of God.

Outside of Change of Subject, where I posted a transcript and the audio, Davis' repellent, un-American outburst received no attention whatsoever.

i now have 12 years on and it took me 7 to figure this out, but just to add, being highly visible is just as important as making a pinch, being held down in the station on a bs pinch is a waste of time and manpower and doesnt make you the real police what does is staying out of the hole and backing eachother up as often as possible!

A statement given to authorities by one of the teenagers accused of fatally shooting a 16-year-old on a CTA bus last year was obtained illegally and will not be admissible at trial, a Cook County judge ruled Tuesday.

Circuit Judge Michael Toomin made his ruling after reviewing the 57-page transcript of the statement by then-15-year-old Kevin Jones in the killing of Blair Holt on May 10.

Toomin said it was clear that police failed to properly advise Jones of his rights during questioning in the Calumet Area police headquarters. Specifically, Toomin said, police did not ensure Jones understood his right to remain silent and his right to an attorney.

In a transcript of the videotaped statement presented in court, an assistant state's attorney with the felony review unit advises Jones that anything he said in his statement could be used against him in court, to which Jones replied, "I didn't know that. I didn't know all that."


The prosecutor then asked Jones if he understood his right to an attorney, and he replied, "I don't understand, what is an attorney?"

Jones' attorney, Michael Mayfield, said Tuesday the ruling was a blow to the prosecution.

"The judge made a very learned and educated ruling," Mayfield said outside court. "A large piece of [the state's] evidence has been suppressed."

Prosecutors were not immediately available for comment.

Jones and Michael Pace, 16, have pleaded not guilty to charges of first-degree murder, attempted murder, aggravated battery with a firearm and aggravated discharge of a firearm stemming from the shooting, which police said was the result of a feud between two members of the same street gang.

Pace is alleged to have fired the shots that killed Holt, a Julian High School student. Authorities allege Jones gave Pace the .40-caliber semiautomatic firearm used in the shooting, which wounded five others.

To the ten year veteran that posted here earlier, I agree with your statement about the old timers, but only to a point. I will respect an old timer who takes the time to show me something, whether it be showing me the proper way to right a paper job, patrolling a neighborhood looking for things out of the norm, and finally how to handle citizens that are acting up. I will respect a veteran police officer who does all the above as opposed to the veteran's that dont do jack.

Judge Michael Toomin ruled that statements Kevin Jones made to police and prosecutors could not be admitted at trial, because Jones -- who was 15 at the time -- did not understand his Miranda rights.


“The state has failed to show ... that there was compliance with the mandate of Miranda, that he understood the right to counsel, that he understood the right to remain silent,” Toomin said this morning.

“It cannot be concluded that he really knew what an attorney was,” Toomin said.

What is the actual function of the area gun teams. Rarely see them with a gun and an arrest attached to the weapon. Send the 16 P.O.'s and 2 Sgt's back to the district where the bodies are needed. Gang/tac reams can look for the guns. Thats what they are there for.

I have handled a number of cases that have gone to pre trial motions. Judge Toomin is a very fair judge. I see a lot of cases where the SAO makes it's own rules as the case goes on. If there is something wrong with the case then thats the way it is. If a 15 year old defendant does not know what an attorney is, kids today are very stupid, then explain it to him on tape until he knows. The SAO has delayed (CI) cases for such bullshit instead of focusing on the real problems. The so-called 48 hour rule is no help and a former chief of dets. who was a proven idiot and thought this was law does not help the investigation. Don't blame Toomin. If he is watching a tape and sees a big flaw there is nothing else he can do. The biggest question other than the rights themselves is DO YOU UNDERSTAND ALL OF YOUR RIGHTS. If the goof doesn't know what a lawyer is then explain it to him. The judge can only work with what he is given.

Anyone who thinks Naperville is in any way better than CPD is in for a real shock. A PO from CPD took a leave and got hired by Naperville PD. He was back to the CPD in 30 days.

One brief and TRUE Naperville PD story; this PO's Sgt got an anonymous call to the police station, a citizen, who refused to give his name, wanted to beef on this officer that the officer made a turn without signaling.

The Sgt. TOOK THE BEEF and then counseled the officer on turning without signaling and the importance of some fucking nonsense bullshit. That officer I believe RAN back to the CPD where he works today.

OK, one more, Naperville PD made the news a year or so ago when one Naperville PD Sgt. arrested another Naperville PD Sgt for DUI. True story.

You don't like the CPD? You think it is better in Naperville? you think it is better ANYWHERE ELSE? Then resign and GO.

Pissed off about the contract expiring a year ago? This is NORMAL. That has happened each contract for the past 18 years! This is Standard Operating Procedure for the City of Chicago.

THE CITY DOES NOT BARGAIN IN GOOD FAITH! Why can't you guys realize that, the FOP must have cause to declare an impasse and then file for arbitration. then wait a year and a half for a decision and retro pay etc.

THIS IS WHAT THE CITY OF CHICAGO FORCES THE FOP TO DO. This is how the City does business. The FOP has no option other than informational picketing and bargaining in good faith.

A number of issues have been settled but we are a long way from a contract. The City's demands on discipline are terrible. The City has finally made a monetary offer, check out the progress on the FOP web site. It's all there, go to

Be patient, this is not unusual, this is entirely normal. This is the way it always is. This is the way Daley's Team does it.

If you are PISSED OFF then write a letter of complaint to the following:

And suggest he direct his labor attorney to bargain in good faith. This is the ONLY way your thoughts will ever get close to getting in front of the guy who directs everything in this City.

If half of the FOP membership were to write a letter of complaint it would be unprecedented, it's never been done before. Imagine 6,500 letters coming from 6,500 individual police officers. I know it won't happen but this much is certain: The Mayor does NOT read this blog so if you want to make your thoughts known, write the Mayor a letter. It can't hurt and might make you feel better.

I was reading some of the complaints on here. There is no Thin Blue Line in Chicago. The only time Chicago cops come together, is if the White Hen Pantry were to give away massive amounts of free food to all of you. You have only yourselves to blame, but you DON'T CARE until something happens to YOU. Go to the FOP website... how many Unit Rep vacanies are there? MANY.
The biggest thing is that the people in power know you won't come together either.

When I came on, roughly ten years ago, I was full of piss and vinegar and wanted to go out every night to chase the thugs and gangbangers.

When I saw you "old timers" casually reading magazines or getting coffee in between handling your jobs, I thought "wow, are they lazy." I couldn't imagine why you weren't out there trying to get one or two heads a day instead of doing the bare minimum.

Now in my somewhat older age, I would like to apologize.

Going through bullshit CR's and lawsuits due to being the "real police" makes one look at things differently. Seeing friends take time on bullshit beefs makes one look at things differently. Now knowing the politics of this job makes one look at things differently.

Most importantly, today's state of policing where one can lose one's job/house or get sued/indicted at the drop of a political hat, this makes you put things in perspective.

I see now what I thought was indifference was actually intelligence.

I am happy to say I have seen the light. I'll answer my calls and write some paper here and there. No more being proactive, it'll only get you jammed up and hung out to dry. And at the end of my 29 and a day, if I stay that long, I'll enjoy my pension.

A note to PPO's, respect the old timers, they are still around for a reason.

What is the actual function of the area gun teams. Rarely see them with a gun and an arrest attached to the weapon. Send the 16 P.O.'s and 2 Sgt's back to the district where the bodies are needed. Gang/tac reams can look for the guns. Thats what they are there for.

They wont have enough merit picks to make that many Sgts. They only asked for one per exempt. For a class that size they need at least two picks per exempt. So sorry bad info.

The FEDS don't have that neither does LAPD. I swear fucking police are like sheep they hear something one time and it is gospel. LAPD does have what is called the DROP, look it up youngster I don't feel like typing anymore, except to say the FEDS have what is called a THRIFT look that up too you dumb fuck.

I am some what confused by those who are advocating "doing nothing". I understand you feel wronged, but remember one thing the offender you may not go after today may be the same offender that victimizes one of your loved ones. The old timers knew how to cover their ass and how to get something done in a hurry if need be. If a policeman was shot, it was the old timers who embarked on the reign of terror until the offender was caught.

If some old timer had helped out those two guys in 025 who knocked the shit out of Mearday they would still be on the job. All those two PO's had to do was tell the truth, that yes an officer knocked him cold with the Mag light and here is why....

My FTO, some 25 years ago, taught me not to lie on a case report because it can come back to bite you in many different ways, once you put it on paper, your married to that bullshit report.

Write the truth, even if damaging, and then justify it the best you can. You are better off than getting caught writing a fairy tale.

That way of doing things has gotten me through 25 years of working the streets with zero suspension days and zero sustained CR's.

One more thing, use force when needed, when resistance stops, so should your use of force. You can justify that, you can't justify trimming people. That is nothing new never mind the war stories. Even "back in the day" 25 years ago I recall PO's making the pilgrimage down to Federal court sweating out a Federal trial.

You and I must've had the same FTO. Mine pretty much said the same thing. He WORKED til the day he retired with 30 something years on. He told me on a daily basis "Don't lie in your reports or on the stand, and always do the right thing and you'll never have to worry about that phone call in the middle of the night." I wasn't sure what he meant at the time, but 20 plus years later, I do. And I've followed his advice. I've watched alot of coppers go down for stupid sh*t: lies, theft, administering street justice or losing your temper over some silly crap like some mope calls you a name. I've had three CR#s, none sustained, never been sued, and will continue to work until I pull the plug. For all the youngsters on the job: Bottom line? Respect that badge you wear. Stay straight, do your job, do the right thing and don't let them get to you.

Where do you get your facts that aren't facts? The Troopers get 80% after 26 yrs 8 mos. They contribute 12% of their pay unlike you who only contributes 9%.

Very smart that the FOP put in print the voter turn out in our most recent election.

I remember people bitching about 80% pension. FOP arranged for buses to be at all of the areas to take a ride down to Springfield. The usual suspects showed up and beat the pavement. Most others had nothing but excuses.

We received enhancements but when they were not 80% people started crying. The motherfuckers crying could not take a ride on the buses though...

There are only a select few that bother to vote, show up for rallies, take time out of their live to do a little work to better our lives, etc.

Until others get up off their asses things will remain the same.

Capparelli was asked point blank at the meeting yesterday what was going on with his removal from the designation of field rep.

He sidestepped the question and simply said he was going to be working at a Detective Area very soon but would continue to perform his duties as Treasurer.

He is no longer working in the FOP office but presumably will be working as a detective. And I guess as Treasurer on the side.

Rich Aguilar will be coming inside to work in the FOP office.

Does anyone know what is up with this?

When the membership does not know rumors start and we are left to wonder, what the hell happened?
