Let's Count So Far
- Has anything that has come out of J-Fed's mouth been even remotely true yet? Or close to reality? Let's review:
- fitness standards
- uniform standards
- same gun for everyone
- 12 hour shifts
- new cars
- working computers
- capable radios
And now we're supposed to get rifles? Has anyone actually seen this "order" yet?
Don't get us wrong, we'd love to see heavy weapons in the hands of trained coppers on the street each and every day. But let's look at a few of the stumbling blocks in our way here:

- How many rifles? One per car? Five per district? Stored where? Transported where and how?
- One comment said "15 years on and 90% or better on your ratings." All well and good - except under 20% of the Department has 15 years or more. And the last rating card we signed was years ago - they haven't rated anyone except civilians in at least 6 years, maybe more.
- Are they training sergeants? Almost pointless - they better make a few hundred more so the rifles have a 50-50 chance of actually being on the street.
- Tact and Gangs? Besides not having 15 years, what happens when Tact and Gangs are detailed out of the district to the west and south sides? Or to the parades? Or training days? Or sting day? Or they're wrapping up a bunch of warrants?
- Only Specialized Units or Area Teams? Again, a waste of time if these teams are being detailed out. Plus, these teams have other jobs to do. Many times they aren't even reachable by radio.
We know that we're going to get a bunch of comments saying crap like, "Give Jody and chance!" or "You're such a pessimist - this is the greatest thing in the world!" We're completely willing to give this a chance to work, but we've been here long enough to know how the City works and how the Department works. We haven't even covered the City bidding and City purchasing nightmares (this would be for new weapons, not refurbished M-16's or used M-4's).
If the Department and the mayor wanted to give us some equalizers, there are at least five shotguns in each district already. One or two of them might actually work if you dust them off. Why not get those out? Of course, during the recent inventory, it was discovered that there were only 5 boxes of shells, each about 7 years old.
UPDATE: As was pointed out in the comments - where do we train thousands of cops on rifles? The FBI range SWAT uses was shut down in February or March by either a judicial order or the feebs themselves after an activist brought in a bunch of "fragments" that he allegedly found at a nearby playground. Call us pessimists again, but we don't think the FBI range is long for this world in the current Illinois political climate.

Well, take the CPD logic of "we will get them the rifles" and they can use them "WHEN THEY ALL HAVE BEEN TRAINED"....
That is the catch phrase, when we all have been trained on them - we can use them. How long is it taking to get officers who purchased the Glocks trained and ready to go? And those were not issued, they were voluntarily purchased.
While we might get the the M4's (I don't think we will)if we DO get them, I am sure the normal cops like me (you) will not get trained anytime soon.
one more would be how j-fed has a big time hard on for coppers. boys and girls, this guy is out to jackpot as many people as he can. a wolf dressed in sheep's clothing and as treacherous as they come. hit that car, get coffee and paper, and throw out the anchor. you are not getting paid by the mile on this job. if you get out of the car and do anything you are risking your job. if you think "it can never happen to me" you are dead wrong. it will be something you never saw coming.

The rifle program won't go anywhere. We have no outdoor ranges to train on. It would take years to get the program rolling with the limited number of instructors available. Two of our indoor ranges could handle rifle but can't exhaust the acrid smoke that would be produced by rifles.

which can be full auto. Well I gues they mean M-16 and probably semi-auto. But still not a chance of ever leaving the station---pipe dream......What's next cars to take home so it looks like we are all over the place? But than I wake up!

The shotgun is a valuable tool, to be sure. That said, knowingly going into harm's way, I would opt for the platform that allows me to put the most lead down range as fast and as accurately as possible. That is the AR platform:
- it's more compact
- has a Day/Night capability
- much better ammo capacity
- way better ergonomics
- much faster follow up shots
- quicker to reload
- recoil much easier to manage
All things considered, I would love to have both a Mossberg 500 shotgun AND an M-4 carbine accessible in every squad car. Given a choice of only one or the other, however, the M-4 wins out hands down
It is a Dereliction of Duty by the Superintendent of Police to send officers into harms way without the tools to protect themselves properly. The F(L)OP should demand rifles for every squad car, and the training to go along with them.
Anything less is completely and utterly unacceptable

In Vietnam I did as little as possible. I was in the rear with the gear. Today's Army hires contractors to do what I used to do. Four months after graduating high school and one month after starting college I got drafted. Nobody ever apologized for fucking with my life, they just gave me a bunch of shitty jobs and a rifle I never fired in combat. But I made sergeant. A month before I got out, sitting in a California airport, some hippies threw cups of urine on me and three other soldiers. I caught one and beat him so hard I broke bones in both hands. It was the only injury I had in the Army and I lost my stripes.
My dad was CFD and when I got home he said work for the city. I got on CPD a year or so before they imposed racial hiring quotas. In those days if someone pissed on a copper we could give 'em a lick with the hickory stick. If a gangster popped a pistol at you, we could return fire with a Roaring Remington.
But things have changed. Nowadays if someone pisses on a copper you just smile for the camera and enjoy the warm feeling. If you pull your popgun and shoot back at a gangster Al Sharpton and Jesse will have your pension, your job and your freedom. If I arrest a minority, I am a racist. If I shoot a wild animal, I am a murderer. If I frisk a gangbanger, my reward will be a CR# and I'll get to sit in front of a cop-hating racist bitch at IPRA.
So when shift starts I do as little as possible. I usually just get my coffee and watch the sun come up over the lake. The only thing I will do is back up another officer and answer calls. Jody might give me one of those M-4's. But just like Vietnam, it's a rifle I'll never fire in combat because the first time a copper fires one they'll all go back into the stations alongside the shotguns.
Yes, there are coppers on this job who cry or run in a fight. But they are very, very rare. As for respecting what you call a "command structure," you must mean all the merit clowns wearing white shirts. I got no respect for them either.
I know one thing, we have the rifles. We've had them for over a year sitting down at the academy. I don't know why they haven't started training before now, probably public relations. I'm pretty sure that each district will get 3 or 4 (we have enough) and they will be mounted in the sgts tahoe.
Anyone that believes Rich Daley will actually allow rank and file coppers, ie; No clout ones, to carry M-4s probably needs to visit the headcracker for a tune up.

Well, the average jury is going to find AGAINST the city in a civil trial. Also, the average jury is going to assign PUNITIVE damages in that same trial. And the average jury is going to award a HIGHER amount to the plaintiff in that trial than would be given in (I will qualify this as MOST, not ALL) settlements.
SO, if you want a trial for every lawsuit, the city will be paying 100X more than they are not, and YOU (individual officers) will be paying too. THINK ABOUT IT...

NOT ONCE were we allowed by the watch commanders to take them out on patrol. not even during the post Bulls championship riots or even during executing search warrants on dope houses with known guard dogs! i now use my expired heavy weapons card to pick my teeth after eating lunch! so quit wasting your time typing your dreams of carrying heavy weapons. even if you get certified, no pussy boss will EVER let you check them out. just answer your calls, back each other up and go home after eight. that's the best way to stay safe on this shit, thankless job now.

The Det's that were trained on the shotguns don't even take them out, even though they cried like bitches to be the ones trained. Best one was a couple years back watching 2 of them armed with shotguns banging on a door with the gun and when the guy answers, both point guns at him and tell him to keep his hands up. It was a standoff on no one opening the door, both just looking at each other wondering who was going to open it. None of us were getting in between these guys and the potential murder offender..These 2 got pissed when they heard snickering behind them and someone said "Now what?"
Daley said 1,300 p.o.'s will get assault rifles and the first ones to get them will be the mayor's detail, burkes bodygaurds, dorothy brown bodygaurds, J-feds entourage, that's about 1,000 p.o.'s already. The remainding 300 will go to o'hare, midway, mounted, k-9 units, and caps personnel.

I'd offer up the shooting club I belong to, to host training for the CPD's new rifle training.
Unfortunately, da Mayor seems to want to continue to outlaw my sport, so I don't think my or any of my club members are inclined to help him out.
The best part of this is we had an offer of a FREE indoor/outdoor range and training facility. Downtown killed the idea because it came from a patrolman ( everyone knows PO can not think for themselves ) so thank up and comming star MT that we got nothing, again..

I have been on the better part of 17years. I have been shotgun trained the better part of 12 years. Do you know how many times I have been authorized to take out a shotgun on the street? Zero, none, nada, zip, zilch, never! This is more smoke and mirrors. While I am usually not in agreement with SCC on most topics (I too believe SCC to be ultrapessimists) on this topic I definitely agree. You will never see an M4, M16, MP5, Mini-14, or any other patrol rifle in a CPD car. Guaranteed!!

This week’s outrage comes courtesy of Philadelphia Police Commissioner, and former Washington, D.C. police chief, Charles Ramsey.
As we recently reported, the Philadelphia City Council passed five gun control measures, which were subsequently signed by Mayor Michael Nutter in direct violation of Pennsylvania’s state preemption law.
A Philadelphia County court granted NRA’s motion for a temporary restraining order against the new gun control regulations and ruled that Philadelphia is barred from enforcing the ordinances and moving forward on promulgating regulations. But the City opposed the injunction, saying they believed that the ordinances are both necessary and legal.
And while District Attorney Lynne Abraham previously advised Philadelphia’s city council and mayor that their gun control proposals were unconstitutional, the city pressed on, defying the state’s firearm preemption law in its attempt to circumvent the Pennsylvania legislature.
Enter Commissioner Ramsey, whose anti-gun leanings and arrogant, above-the-law mentalities have followed him to the City of Brotherly Love.
Not content with his city passing illegal gun control “laws,” Ramsey is actually encouraging the City Council and Mayor Nutter to ignore the legal advice of city attorneys against enforcing the ordinances. Not only is he in favor of enforcing the illegal measures, he was recently quoted as saying, “As far as I am concerned, the laws are valid, and we will act as if this whole conversation with the D.A. just didn't take place.”
When the City’s Police Commissioner--the top law enforcement official--encourages the mayor and council members to ignore legal advice, that’s not just blatantly arrogant and anti-gun, that’s outrageous.

HOOOLLY SHIT..and this is BURBANK ILLINOIS! i spoke to a Sergeant that came into the resturant after the job and he told me that the original job was a traffic altercation w/a UUW ( so i dont wanna see the reverands responding that the POOOOlice's was profiling) and he stated that they have usually 6 to 8 cars out a watch and half if not more carry that type of equipment and thet half of his current watch is SWAT trained.!This is in Burbank ILLINOIS! we are waisting out time, so do yout time, do nothing to jackpot yourself and watch out for your partners. I got dragged to the DOC meeting fri as an observer. Brust was running it. I've got over 25yrs on and I've never been more ashamed of this department. The FBI guy was clueless. He wore the uniform, which is an utter disgrace. He was halting and unsure of himself. The exempts blew the usual smoke up everybody's ass, but at least Molloy and Cline knew how to separate the bull from the reality. This guy just kept moving along, because he had no idea what to say. Repeat after me, neither he nor j-fraud have ever been the police. They don't have a clue. but the saddest part of the meeting was watching the exempts (granted, mostly political hacks and friends of friends, but at least some of them actually did police work at one time or another) and here they were, totally kissing this fbi guys ass. An fbi guy holds local law enforcement in utter contempt. To them, we are all thieves and morons. And all of these exempts are calling him boss and falling all over themselves to kiss his ass. Disgraceful. Jody is a joke, already completely emasculated by Daley. And I'd just laugh, but every time I see either of them in our uniform, I want to cry.

100 yards ?? what fuckin district you in?? they got elk up there ? the last time a semi-legitimate police round was fired that far was in the 60's..or maybe cabrini in 74.
Let's say for argument, that maybe an officer had his or her OWN AR-15. Would they let us carry said AR-15 if it was something that fell into the order of what they were expecting? Think of all of the money they would save. We get to carry our own sidearm. This is of course, if we really did have AR-15's, you know like at our house in Wisconsin or Michigan, never in Chicago.

Sounds like your main problem, other than Richie Rich, is your own command people. The people running CPD need to respect and trust the street cops and let them do their jobs. Every command officer and administrative job position is supposed to be there for the sole purpose of helping the officers on the street. If they aren't doing that job, then they need to replace them and get people in those positions who will. I feel really bad for you guys. Hang tough and stay safe.
For a city that is allegedly broke this Mayor sure comes up with so many new ideas, each costing 100's of millions of dollars. And that's before cost over runs which is usually a few 100 million of dollars more.

The order for the D-Units to have M4s and semi-auto shotguns was out a couple of years back and canceled faster that a Frog can piss.

Great post. Unfortunately most of the people in any position higher than patrol is there to micromanage us and tell us what we are doing wrong instead of helping us. If compared to anything it is compared to the current crop of people in our countries administration - instead of going forward, we are going back.

Mayor Richard Daley said Saturday he is backing a plan by Chicago Police Supt. Jody Weis to equip all officers with semiautomatic assault rifles.
Daley, citing a killing from the prior weekend involving an AK-47, said the weapons would put officers on equal footing with gangs.
The lightbulb just went on!
All we need is a little something something more and we will be ready for the Olympics. We may still have time to keep the national guard out. Once we take care of the internal threats we can move on to outside threats.

If you go to rifle training you have to take a power test. So we were told. If you fail you are out of the program.....I didn't need one anyways.
CPD has a some Special Forces,
Army Rangers on the job who never say anything about their military service. Turn them loose and the gangbanger problem could be solved in a very short time.

Limited range personnel. Some have been detailed to that 90 day "Not the School unit" School unit detail. Regular weapons qualifications just finished Friday and a new class starts the academy on Monday.

If the CPD were like the British Military in Breaker Morant they would be lining up CPD officers at dawn and executing them by firing squad for doing their jobs properly.
Another good movie along this vein is Paths of Glory, an early (1957) Stanley Kubrick film. In it, the French Military execute some of their own for refusing to continue an impossible attack. Orders then were disobeyed to fire on their own troops for refusing to move forward under murderous machine gun fire.
A French Colonel played by Kirk Douglas warned of the failure and argued in vain to save his men. "Your men died well" is the classic line given after the execution to Douglas by the arrogant French General played by Adolphe Menjou.

A heavy weapons card? To carry a shotgun? WTF! I'm retired State Police, and it amazes me that your department treats you coppers like a bunch of irresponsible kids. ISP issues shotguns to every brand new Trooper upon graduation from the academy. And within the last 5 years, you could get an M4 assigned to you as long as you went through the mandatory training, which is done on company time and expense. Sounds like your main problem, other than Richie Rich, is your own command people. The people running CPD need to respect and trust the street cops and let them do their jobs. Every command officer and administrative job position is supposed to be there for the sole purpose of helping the officers on the street. If they aren't doing that job, then they need to replace them and get people in those positions who will. I feel really bad for you guys. Hang tough and stay safe.

Great comment. For too long the CPD Command Structure has existed to take care of friends and relatives, line their own pockets and take care of each other.
Poor supervision at most levels has created the situation whereby many CPD officers have been allowed to run amok and make headlines. The Command Structure knows better than anyone the miserable supervisory situation in the past, hence the need to treat officers like children.
Poor supervision and miserable or non-existent training are the problems with the CPD. Most officers dearly want to do their job properly and to have quality supervisors lead them.
Give us a supervisory corps of former US Marine Drill Instructors and Gunnery Sergeants and this Department will turn around big time.

Off topic and never submit "stuff" on this site. Was at the MARCH OF DIMES WALKATHON today. I was walking behind Supt. Weis and his bride-both very congenial people- for about a third of the walk which was 6.2 miles. The Supt. made it a point to acknowledge all officers along the route. I moved ahead of the crowd we were walking with and saw the boss shortly after the end of the walk. I don't kiss ass and never have but I thought it was great that this man and his wife came out and walked with everyone. I think they wanted to start running which then I wouldn't have finished before them. Anyways, I think the man is going to do a great job with the CPD-give him a minute. I don't know him from any past and don't intend on kissisg any butt. I'm sure he knows more about law enforcement than 90% of us "P.O.s". Coppers who are knocking him should really give the man his due credit. By the way, do you people think the EX-SUPT. Phil would have walked this walk? YEAH RIGHT!

If you read the two different headlines in the Trib you can see the spin that reporters are trying to make on just about any police action:
"Police shoot, kill man in hostage standoff" and "Man shot to death by Chicago Police"
Here is an incident that ended in all 3 hostages being recovered safely, police officer being shot at numerous times, and returning fire, eliminating the threat. Why can't they put "Three Hostages Saved by Chicago Police" as a headline?
The offender had a previous conviction for UUW and Agg Asslt to PO and there was a bunch of extra ammo found in his pockets at the morgue. Witness reports conclude that he also must have reloaded numerous times already since he had fired at least 20 rounds during the incident. You think he wasnt ready to go down in his blaze of glory, taking out as many as he could in the process?
Its good to see that those that just scan the headlines will continue to view the police as killers rather than what we are: men and women out there putting our lives on the line, saving lives.

'Operator' is the correct title for SWAT personnel, just like 'officer' is the correct title for a patrolman. When did men and women start being called Officers? When they graduated the Police academy. So there is your answer. Its simply what theyre called. Has no implication of superiority. ET's are 'technicians', as well as officers. Canine are 'handlers', as well as officers, and SWAT personell are 'operators', as well as officers.
Here is an idea. Look up Beretta.com and check out the Cx4 Storm carbine. I was able to hold, but not fire one recently and the ex-partner of mine who owned it (not in the city) was right when he said that it was the most ergonomically sweet gun he ever held. I am no gun nut but it felt easy to use, it held a Sure-fire light at the muzzle and the optical sights put a glowing cross hair on the target. The gun was convertible for left or right handed shooters and comes in 9mm, 40 cal. and .45ACP using Berretta handgun magazines. They are pistol calibers but the intention is to put multiple fast accurate rounds on target at urban distances. Since they are pistol rounds personnel could be trained on department ranges, and if you can handle a Berretta pistol you can be taught to handle this carbine.
Now here is the twist, the department should seek out grant money, from Department of Homeland Security, Beretta, Bill Gates or whoever like we did for body armor to buy these. Then give the officers specified kit packages that would include everything, including vehicle lock boxes. I wish I knew how to paste a photo on this blog of this gun.
The officers would have to be armed with Beretta handguns of the same caliber so the magazines would be interchangeable. The officer would have to have at least five years to go until expected retirement and be physically fit. The guns would be the responsibility of a single officer 24/7 so none of the cigar ashes down the shotgun barrels or old. When he or she left the job, the officer would turn in the gun to the department; after all they paid for it.
Stay safe, but they will never do this, it makes too much sense.

Just a couple of comments, First I have been trained on all of the departments heavy weapons. No recertifications have been done for a few years now.....anybody know why????? Most of the heavy weapons I was told were military surplus....not new.
Had a job recently where the suburbs and state police along with a suburban department were chasing a Dom Battery offender who was armed with a handgun, fled in vehicle onto expressway then parked car and fled on foot. Guess who whipped out the heavy weapons??? State police and suburban P.O.'s none of course for CPD. The only ones around were POLICE but I thought it was pretty impressive. TOO bad the neighborhood thugs didn't get to see some higher fire power.
ANYBODY think these outdoor roll calls where you take cars from equally busy districts and send them to another to make it look like we have lots of P.O.'s in the district is working. WTF give me a break. All you are doing is shorting the other district who mandatorily has to respond. Who's brainchild is that????

Another 30% aren't qualified to sweep the district floors, let alone enfore the law.
An additional 20% are more likely to shoot themselves or another police officer in response to a deadly threat.
About 5% of this department would lose the M4 in the first two weeks.
Another 5% would immediately sell their CPD M4 to to dope dealers to buy rims and then say the gun was stolen.
Another 15% currently don't carry a handgun and would have no use for an M4.
The last 5% are doing all of the police work in the city and are too goddamn busy to be lugging around a rifle.
But just like Vietnam, it's a rifle I'll never fire in combat because the first time a copper fires one they'll all go back into the stations alongside the shotguns.

Every squad car on the street should have a 12 gauge pump shotgun in the vehicle... ready to go. When you have an armed robbery,etc, you need firepower NOW and not 20 minutes from now. This firearm is what the CPD needs to issue. Enough said.
The budget should not be an issue; If King Richie and J-Fed REALLY want long guns for the troops, they can go through the LESO program, and obtain NEW Unused Military M-16s for $25 shipping per weapon. Cost to convert to semi auto only would run the agency about 35 to 40 dollars per weapon. A damn sight cheaper than buying all new commerical weapons. No charge for the tip, J-Fraud.

I heard they actually did start training people on the M-4's today but the physical was more than a lot of people could handle (think power test...). A power test huh, isn't their more force from our 12 gauge shotguns than the nearly recoil-free M-4's. Huh, maybe that's how he's sneaking the idea of better physical fitness in.

Jeez you sure complicate things! when I came on the rule was very simple: 80% of the work was done by 20% of the officers. Was true 25 years ago, still true now.
As for this M4 rifle, the reason they took shotguns out of the cars back when, besides the fact that coppers didn't take care of them, didn't clean them, didn't follow procedure etc. was that the "community" (black community) complained that the shotguns were "intimidating."
That was exactly the idea. Nothing put a halt to a bunch of misbehaving lunatics like jacking a round into a police pump shotgun. Of course the folks back then knew without doubt that the officer holding that shotgun was very likely to cut someone in two with that 12 gauge so they listened when that model 870 had a round chambered.
I can see maybe one or two rifles per district but overall, the 12 gauge pump action shotgun is a better police tool.

Bullshit. I registered for the draft within a week of my 18th birthday in 1968. The law then required one to register within a certain time frame, 1 week, a month, don't recall. What I am crystal clear on was that pre-induction physical letter arriving a month later. And then after another month, Greetings, the induction letter. No 19 1/2 shit, 18 and gone to boot camp. Maybe in your area they waited but on the west side of Chicago (all white then) once you turned 18 you were fair game.
And then you got to the induction center on Van Buren St and they went one, two, three, you're a Marine and so on.

What this city needs is former Deputy Ops Daniels from Baltimore, Maryland. He would address every role call by first saying "Fuck the numbers. Quality FIRST! We are going back to good ole fashioned, knowing the community you serve, POLICE WORK!" Last I heard, he retired and began private practice as an attorney. Maybe we can draft him and finally saved this Damned city.

Bullshit. I registered for the draft within a week of my 18th birthday in 1968. The law then required one to register within a certain time frame, 1 week, a month, don't recall. What I am crystal clear on was that pre-induction physical letter arriving a month later. And then after another month, Greetings, the induction letter.
Greetings, the induction letter. No 19 1/2 shit, 18 and gone to boot camp. Maybe in your area they waited but on the west side of Chicago (all white then) once you turned 18 you were fair game.

A short while back, there was a mass-murderer in the 009th district who shot and killed people in an office/warehouse on 39th street, while the police and detectives waited outside...listening to the gunshots and screams for help, while awaiting " ORDERS "...phat phill arrived and ordered swat while the gunshots were going on inside...upon entry the gunman had killed EVERYONE, and then had shot himself and was dying...because he held a gun, a swat officer finished the job...the 'paper detective ' who wrote the case report was promoted to a sgt. in IAD...even being there while those people where screaming for help...MY POINT To THIS: DO NOT STAND DOWN AND BE A COWARD !!! You took an oath and are getting a paycheck...shit can happen extremely fast and BAD !!!Don't be a sit-down, wait-and-see jag-off like my IAD friend...MAN-UP and do ur job in bad situations and BACK EACH OTHER UP......P.S.
