Union Busting

We know the new Superintendent is pretty much in the dark when it comes to contracts and such, seeing as how the feebs don't have to work within the framework of labor agreements. But you'd think that other people close to him might have the tiniest little grasp of labor law?

Last Change Day, we noted that a bunch of Sergeants that had been listed on the Transfer Order as moving from cushy north side Districts to the far south side (003, 004, 005, etc), we're suddenly the subject of a Personnel Order canceling their reassignments.

Evidently, another Personnel Order came forth late Wednesday, effective Thursday (Change Day), rescinding another batch of transfers from the north side to Area 2 and beyond.

What's going on? And furthermore, is anyone paying attention? So far it's only white shirts being messed with, but if the Department gets on over on the PBPA, they're coming after the rank and file right afterwards. Give the City and inch and they'll take a yard, call it "precedent," and get some arbitrator to take away the bid system.

The Chicago and the mayors way is to do what they want even if it violates law or contract and worry about the consequences later. Until somebody calls them on it in court they will do what they want. Perfect example is the Shakman settlement.

I heard JFED say on radio that merit promos can be given to those that score over 90% on the test. It use to be all you had to do was take the 1st part of the test to get a merit spot now you have to have scored over 90%. Wow this is what I call thining the heard. He wont be able to find enough clouted people to fill the merit so what will he do. Just what they have always done provide the answers to the clouted ones!!!

The J-Fed interview on WLS Radio today was awesome. It showed that Daley is still pulling the puppet strings. That Daley wrote J-Feds notes when it comes to the word "technology". Way to go to the officer that called in and confronted J-Fed with the 9,400 sworn officers "not" the bullshit number of 13,500 that they keep using and you know what J-Fed replied "Oh Um Uh Um I don't have that figure available but if you include the couple thousand civilians" what the fuck NO we're not talking about civilians, we're talking about sworn police. That was awesome. So was the caller about drinking some beers on my own property off duty not breaking any laws and J-Fed set the record straight. Hey "I have a recording of that when he denies what he said" and YES my whole watch will be calling you, yes YOU for a ride home from the tavern. Don't be late either, I have to have sex with my wife, feed the fish and the cat and get a couple hours sleep before I have to go to court. J-Fed totally ignored the "no Contract" issue and the "Fed" issue at hand. That's bullshit, we still want answers!

The erosion of or senority rights, ability to work where we want and on what watch we want will eventually be exchanged thru the Contract Negotiation process by the FOP in exchange for 30 pieces of silver.

FOP members will trade just about anything for a raise and/or abolishment of the residency requirement.

We as members of the FOP bargaining unit need to look at our futures. Will the day come when we anxiously await the transfer order to see if we have been reassigned to another district? LORD FORBID that this happens, BUT i can almost envision a contract that is for those with 10 plus years and those who are under that amount.(Pension vs.401K or 457) The ability to re-assign manpower at the whim of the Mayor, Sup, First Dep or Dep Sup Bureau of Patrol is a wet dream of the city im sure.I hope we never see this.

Two ISP troopers, IDOC employee injured at Stateville prison

April 24, 2008



LOCKPORT -- Two Illinois State Police troopers and a Department of Corrections employee were injured Thursday morning in a police-involved shooting at the Stateville Correctional Center officer dormitory in southwest suburban Lockport.

An ISP Joliet District sergeant and trooper responded to the prison's officer dormitory about 4 a.m. after receiving a report of a domestic disturbance, according to a release from ISP.

The troopers spoke to a female complainant about the situation and confronted the suspect -- a male IDOC employee -- who allegedly became argumentative.

The suspect then attacked the sergeant, striking him and pushing him against the wall. The suspect then attacked the trooper, striking her in the face several times, the release said. The sergeant was allegedly trying to stop the attack on the trooper when the suspect tried to disarm the sergeant and grab his weapon, the release said.

The sergeant drew his weapon and shot the suspect in the torso twice, the release said.

The trooper, sergeant and suspect were all taken to Provena Saint Joseph Medical Center in Joliet. The sergeant suffered head and neck injuries, and the female trooper suffered a broken nose and lacerations to her face.

Both have been treated and released, ISP Trooper Mark Dorencz said Thursday night.

The suspect remains in critical condition, as of 5 p.m. Thursday, ISP Master Sgt. Luis Gutierrez said.

The ISP Division of Internal Investigations is investigating the shooting.

Think they've made about 50 in the last two years, that's really keeping up with the retirements.

The sergeants were able to show an addiction to Starbucks coffee. The lack of safe and available Starbucks on the south side made for a hostile working enviroment. The PBPA did a fine job on this one.

An old tactic....

Move supervisors from one side of the city to the other, or dump them from a unit. They get one week, basicly until change day, to show their hand, if they have clout.

The phonecall is made keeping the supervisor where he/she is, and now they have shown who their clout is.

Make running the dept a little easier.

This is what keeps the cronyism alive.

Now, the new boses now who they can go to and ask for favors.
A form of quid pro quo.

Happens all the time.

On a side note, the new Supt. claims to be revamping the merit process, ha.

On the Roe Conn radio program yesterday afternoon, J-Fed denied that there is a morale problem within the CPD.

This leaves us with but two possibilities: Weis is either a bald-faced liar or he is delusional.

As all of us know and one female caller noted, morale has never been lower. It appears to be nonexistent.

Another angle that the city is playing to relieve the shortage of Sergeants in 003, 004, 005, and 006......they have been detailing Sergeants from 022 to these districts for 90 days at a time, allowed by the Sgts contract, as long as the affected Sergeants are management picks on their watches. Another restriction on this is that Sergeants can only be tailed in this manner once every 180 days.
The city has now used all of the management Sergeants in 022 so often that there is nobody left to detail next period (12 Sgts in this group). The city is now permanently re-assigning Sergeants from 022 to Area 2, and they will have to call in for their assignment each night---what district they are working in. Five Sergeants dumped from TRU also are being affected in this way. This is a real blatent contract violation that the Sergeants union better raise hell about.
Before you rag on about the Sergeants and 022 in general, it could be you next, the P.O. in 012, 018, 001, etc. Like other posters have said before, once precedent has been set, if it is uncontested, it becomes the operating rules for the department, whether a contract violation or not.

I will tell you that there is an attempt underway to undermine the supervisors unions. It doesn't come from J-Fed, but City Hall and other high ranking exempts. (Look at the actions of Jackson, Skahill et al.) If they get away with it, they will be coming for FOP next, of course the leadership of FOP will be asleep at the switch as usual.

A Great Idea, maybe? Hire back our P.O's at time and 1/2 overtime by seniority for Fridays, Saturdays, and Holidays for the summer. Work a 12 hr. power shift, just continue after your 8 hrs.already working, if O.T. approved. Only the busiest Districts and Areas to get the extra manpower, where most needed. Lets face it, we don't need extra cops riding around Lincoln Park on bicycles when the south side is going berserk. It would cost the City some money, but in the long run be cheaper to the taxpayers, as there would be NO need to hire and train additional inexperienced police recruits. Just do this during the busy Summer months, perhaps mid-May thru end of August. As long as it's done fairly, it could possibly improve morale a bit. Experienced P.O's for a few months on power shifts for overtime , as opposed to hiring , training, etc; new rookies who are costing the City too much. We don't need em when it's zero outside in winter, just beef up the right places at the right times, during the right months. Cheaper in the long run, and immediate experience and coverage in the right places. We alll could use a few extra bucks.

If you ever thought about joining or tried to join the Mounted Unit or actually made into riding school and were told you werent going to make it, this may be of interest to you.
The Unit Commander, trainers and supervisors of the unit, except maybe one, all concluded that this officer could not safely control a horse on the street. Remember that phrase "safely control a horse on the street."
Word is that Dana's girl got made this week, imagine that and it only took her ten months.
Everybody else had to do it in fourteen weeks, without one on one instruction time with the trainers. They were good enough to do that but obviously not competent enough to administer her final "test."
The test? Oh that, well that was all on the level. Whats that? She gets take her pick of which horse to test on? So if the trainers or any bosses of the unit were removed from the process of determining this officers abilities then who had the final say so? Commander Franklin came and gave final approval of this officer's test.
No offense boss but you have exactly how much experience judging a person's riding ability?
So the worse case scenario being a citizen or another PO being seriously injured as a result an officer not being able to "safely control a horse on the street." Tell me this, where should the ultimate liability rest?
One person who had a beef with the past unit commander created this whole situation. The same person that had numerous infractions that he should have taken time for but was kept out of trouble by the same boss he pulled out his race card on. When you cried to all the higher ups you forgot to mention all the shit you did.
So come to the horses boys and girls because it really isnt about clout anymore. How do you spell "grievance?"
Well at least she didnt want to be a Bomb Tech.

You're sitting back fat, stupid, drunk and happy and they're paying the price. Daley isn't making their pension contributions, and what's in the pension fund is getting drained to his cronies. Richie's hired a dumbshit Fed cop wannabe to run the Department, but Jody's a Judas and a pathetic liar and wants to hang as many coppers as he can. And to make the fake reverends happy, he wants white coppers stripped the most. I talked to an FOP lawyer the other day. He said that EVERY ONE at the IPRA is black. That's fair? And, he says that they are stripping coppers left and right for anything they can think of. The so-called "investigators" are even coming up with charges of their own that violate the grievance process, so when you go to the IPRA, make sure your lawyer is paying attention.

No...I think he meant performance ratings of over 90% but a bad score on the test. If you had a 90% test score, you wouldn't need a merit promotion.

Dear Jody,
I would like to share a little math with you. Lets say there are 10,000 SWORN POLICE (I am only using this as a nice even number to keep it simple...I believe it is much lower). Now lets say the department ACTUALLY had 12,000. 2,000 additional officers divided among 5 districts.......(005, 006, 007, 008, and 011). That would give you an additional
FOUR HUNDRED officers per district. Divide those four hundred into the 1st and 3rd watch and you have 200 officers more per watch in each of the five districts. Put 2 officers in each car(200/2=100) and you can put ONE HUNDRED ADDITIONAL CARS IN EACH OF THE FIVE DISTRICTS ON 1st and 3rd WATCH EACH. Do you THINK that would slow down the violence? But, I believe I read somewhere that Ald. Carothers said in 2008 we will be adding and additional 45 officers total when figuring in retirements and new recruits. So, it looks like instead each of the five districts will get hmmmmmm....45/5=9....9/2=4.5......4.5/2=2.25 TWO point TWO FIVE CARS additional PER WATCH if all go to these 5 districts.....I can see the kids playing in the streets now!
Or, I have another solution. Lets hire 2000 useless civilians. Give them flourescent red vests. Call them the VMA (violence management authority). Give them REALLY BRIGHT flashlights and have them stand on the corners in these problem areas. I'm sure they can do as good a job if not better than a trained police officer just like the traffic schmucks.

As a long time west side officer who is happy to be out of there i would like to say to all the tough guys bitching about how bad it is out south go north. Most of us when we were new work the shit then go to better places. 019 among other north districts had 4 to 5 openings per period for 2 years and you did not need hardly any time to succesfully bid. So quit telling us how rough you got it and how your the "real police" and fill out a par form or shut your yap! The guys who are always saying how there the "real police" generally ain't shit that's why they have to keep telling you they are.

I hope that these sergeants out South are filing grievances,a class action lawsuit funded independently of the PBPA may have to occur next.

Roe Conn kissed Jody's ass. It was also apparent that Conn was completely unprepared for the interview. He asked where Steroids went to college, where he worked, and was he in the Army for 6 years. Jaggie answered "Yes" to all these questions, implying that running a fed field office and 6 years in the Army is all you need to qualify you to run one of the world's largest Police Departments! No questions like: "Have you ever done polic work?" "Have you ever run a small police department?" He also led him with questions like: "Doesn't the violence escalate in Chicago the first warm weekend?" This allowed J-Roids the chance to excuse the violence with a short and simple answer.

I got a laugh when pinhead implied that there would be several "helicopters" up all weekend. When did we get a fleet of choppers? And then, when Conn blamed gangs for the violence, Shithead agreed but failed to name any gang names ('cause he don't know any!) but Conn never asked him to name names.

In short, Conn used the usual interviewing techniques to give Jody a big fat kiss on the ass. Waste of time.

we need to circle wagons. i have always supported fop but we need to see some leadership out of them. i dont think donahue is evil i just think he is playing too nice. we as rank and file go nuts trying to figure out what is truth and what is rumor. i dont need a picnic or fishing trip , i have my own family and friends. we need leadership. the fop is fast becoming a joke. in my opinon we should try to get as many people to call fop and put them on notice. every time i call them they say im the only call (complaint) they recieved. guys my father was an airline mechanic. when i was young i lived a great life my dad made great money plus benefits, we travled you get my point. than they broke the unions they claimed they were losing money (which they only started losing money recently i guess union busting isnt the answer) my point is my dad slowly lost everything even pension. now is the time to stand together and fight once things go too far you can never bring them back.your families well being should be your first priority.

I attempted to get through to the Roe Conn Show to ask about the disciplinary system gone totally awry,unfortuantely I could not get through.

I want to know why police officers are being stripped everyday for BS and the union is not stopping it. The multitier system of discipline is also beyond belief.

Off topic, but congratulations to our NYPD brothers in blue who were acquitted. Protest all you want, because the verdict did NOT go against the officers, justice was served. The judge made the correct decision based on the evidence presented, that's all. And kudos to the spokesman stating Police Officers do NOT have a script, they have to deal with circumstances that come to them. Brothers, you did the only thing you could do in the situation, and I am happy for you all!

Dear Parents:

Wednesday afternoon, police officers brought to my attention a letter that they have received threatening the safety of Audubon’s students and community. The letter appears to have been written by someone angry about the shooting of the cougar in the neighborhood. The letter threatens the safety of Audubon students and makes threatening statements regarding the Spring Gala and the Audubon Family Fun Fair.

We have taken immediate steps to provide extra security at the school. I am working with the local police district, the Chicago Public Schools Office of Safety and Security, and the local Aldermen. We will have additional police patrols around the school, especially during drop-off and pick-up times. We will have an extra CPS security guard posted at the school. And, we will be keeping children indoors until it is deemed safe to be outside. Meanwhile, police detectives are doing everything that they can to find the person responsible.

While we have not made a decision about the Fun Fair, we have decided to go ahead with the Spring Gala. We will have our own additional security, and the police have agreed to provide security. We are confident that the Gala will be safe.

This is upsetting news for everyone. To answer all of your questions and concerns, we will be hosting a parent meeting on Friday morning, at 8am , in the school gymnasium. The police, the Aldermen, and I will be here to answer your questions and update you on the situation.

Please be assured that we are taking this matter seriously and that we are taking every precaution. If you have any questions at all, I hope you will attend the meeting on Friday. As always, please feel free to contact me by calling the school office.

A Great Idea, maybe? Hire back our P.O's at time and 1/2 overtime by seniority for Fridays, Saturdays, and Holidays for the summer. Work a 12 hr. power shift, just continue after your 8 hrs.already working, if O.T. approved. Only the busiest Districts and Areas to get the extra manpower, where most needed. Lets face it, we don't need extra cops riding around Lincoln Park on bicycles when the south side is going berserk. It would cost the City some money, but in the long run be cheaper to the taxpayers, as there would be NO need to hire and train additional inexperienced police recruits. Just do this during the busy Summer months, perhaps mid-May thru end of August. As long as it's done fairly, it could possibly improve morale a bit. Experienced P.O's for a few months on power shifts for overtime , as opposed to hiring , training, etc; new rookies who are costing the City too much. We don't need em when it's zero outside in winter, just beef up the right places at the right times, during the right months. Cheaper in the long run, and immediate experience and coverage in the right places. We alll could use a few extra bucks.

You can say we are not the real police, but thats because 1. they won't let us be 2. we don't know how, because the old-timers are willing to take time out to show us. I have seen some of these guys with their egos! They think that they were the real police the day they put the badge on, didn't have to learn from anyone. I have watched them try to pick up women (with no luck), bitch about their wives and ex-wives, whine about this and that. My main goal on this department is to not end up like these men. I was however lucky enough to train in a district where some of the old-timers did teach me, but most of these rookies coming out won't be as lucky as me. So I end with this, if you were or are a cop, who others regard as a "good police officer" then my hats off to you. If however you are someone who bitches, moans, dogs calls, talks about the hair gel police , and claims to be the "real police" then you my friend are part of the problem! The rookies did not contribute to the downfall of this department it was all the mornons who, and I love this " have time on the job"! Good Day!

The question is why is there so many more assigned sergeants in other districts like 22 and the north side then in districts like 005 and 006. It's because clout babies have actually altered the amount of sergeants "assigned" to districts. If you don't want to work in a district like 007, 006, 005, then quit you sissy's. The question is why is there so many more assigned sergeants in other districts like 22 and the north side then in districts like 005 and 006. It's because clout babies have actually altered the amount of sergeants "assigned" to districts. If you don't want to work in a district like 007, 006, 005, then quit you sissy's. HEY JAGBALLS! Your theory of fudging the numbers is asinine! When a Sgt's class is made, most every district is then fully staffed. The problem is that those with clout do their 2 or 3 periods in the district, then use their juice to get out. The reason 022 has not had as many defections is because it's not a bad place to work and close to home for many. The rest of us in 022 get screwed because throughout the last 5 months, the incompetents at A/2 (see Tina Skahill), felt it was right to take 12 of 022's Sgt's and detail them to other districts in A/2. Bottom line: 022 has more supervisory manpower because most choose to stay here because is not a complete shit-hole with jagoff bosses!

On merit promotion:

JFed made a comment about the merits, like it is "only 30%". He gave an example that if 100 Sgts were promoted "only 30" would be merit. Well that "only 30" and that "only 15" from the the last promotions equals "only 45".

Example, if you were 250 on the list, 75 "merits" slide ahead of you...that means a lot in time waiting to finally make it, losses in seniority, financial losses, etc.
I hope the Super realizes how unfair this 30% is. They should trash the whole merit system and declare that X amount will be promoted first straight off the list.

Who says that "merit" is better than you when you scored a decent score? JFed defended those who can't test well. Well then study the material, take courses on how to test better. The subject matter is rocket science. I can't tell you how many "clout" folks took the first portion (pass/fail) and didn't study or show up for the 2nd half, the half that really counts, cause they knew that they were going to make it merit.

Also, there are some people on this job who have had 3- 4 merit bites their entire career. A few recently made Cmdr. That is a slap in the face to anyone who studied hard and never made it because of the 30% merit stole their promotion.

The entire merit system stinks and is a morale-buster. There is absolutely NO transparency to it. Who says one person is better meritoriously than another... why not put everyone in meritoriously? Give everyone a shot at it. That's the only fair way to do it, but obviously it would be very time consuming and of course there would have to be certain criteria met to be finally be considered. And who would be doing that "considering'?? 'cause there is always that "phone call" from an alderman or some political hot-shot who will get their person in one way or the other to that group who "considers" the merits.

The Shakman decree should declare the merit system a bust and get rid of it before a bunch of people get a creative lawyer a sue the shit out of the city for back-pay, seniority and benefits.

The union was called on this matter and stated that there was no contract violation--If you are in a management position--even if you are assigned somewhere, they can reassign you to another district, if manpower is an issue and in area 2--3,5,6 were all down on sgts.---hence the transfers

About 9:20pm I was heading home from picking up carry-out food and going eastbound 63rd St. I was right around Major when a newer model (looked like) a Pontiac Bonneville (?) wine -colored pulled up right by me!! The girl did good...some of us watched from a ways out with binocs (we were told none of us could attend the re-test, so we weren't visible). She rode well, the boss and the lt. said she passed. End of story. When it came time to ride, she rode, and she did a good job. Shut up and move on, or transfer out and get a REAL JOB in the CPD. Either way, you'll only do your whining here. Yeah, and they were told by a certain mayor to shoot to kill (maim and cripple looters) and were able to knock a criminal's teeth out of their head and not get a CR # let alone sued. Today if you look at a criminal crosseyed you hope all you get is a couple days off and not fired or sued because the honor student with a 20 page rap sheet claimed you were "unprofessional" or because you had a couple of beers on your day off and may be "intoxicated" off duty.

So maybe you can't claim to be a real man but I don't think you're qualified to make that assumption about everyone else on the job. These people are whining because they're hands are tied and they can't do the job they WANT to do or signed on to do. Do we have some pussy cops in today's day and age? Yes we do, but there are far more good ones that just can't be the police because their hands are tied. And the pussy cops are just a product of this current "nice police" environment which means there will be alot more of them in the future if we continue to head down this self destructive path of not letting the police be the police.

[thats what I could hear], and you must seek outside training, outside accredited range usage on your own, and own ammo. I'd like to see this order written out. After listening to the blather spewed by Mr. Weis on the Roe Conn show, and in particular, the merit promotions process – I offer the following:

Merit Promotions – listed below is but one of many “exemplary command choices” (snicker-snicker) that Mr. Weis must answer for.

The 002nd District now has a Commander who had exactly 1 yr and two months of experience as a Lt. under her ample belt before being elevated to command rank. Of those 14 months she spent 5 in the Personnel Division developing the tests that we as “unwashed peasants” must take to get promoted. Commander Lewis seems to have bypassed that inconvenient part of the process through her years of meritorious performance. Prior to her appointment to Lt. she worked “under Dana” in the 1st Deputy Superintendent's Office. One of her first moves was to replace the Tact Lt. with Anthony Carothers - brother of Mayor Daley's staunch ally Alderman Ike Carothers. Lt. Carothers is such a “man amongst men” that he was promoted meritoriously to Sgt. and miraculously again to Lt. through the merit selection process. Lt. Carothers field experience lies in the 6 months he spent in the 008th District and his years of supervising the Cadet Program.

Mr. Weis, the above captioned post proves that you are just another political tool of the Mayor. I guess incompetence loves company. Neither of these officers has the necessary experience to be placed in command positions. Throw in Lillie Crump-Hales of the lost cell phone disaster and you have a triple play that would end any ballgame. To bad it’s our game you are trying to end.

Jody no matter how much BS you spread not one of us "grunts" will ever offer you any true respect. You claimed you want to make the merit selection process “transparent.” Well Mr. Weis we all know that candidates for merit selection must still be nominated by an exempt member. Your transparency initiatives will sure take the “clout” out of the process. YEAH RIGHT!!!

Next week at St. Judes I will march for the memory of those who paid the ultimate sacrifice. However, when the command "eyes left" is given I will stare straight ahead and extend the middle finger of both of my hands in a gesture of disgust for you, your boss, and your hand picked command staff (all except Young Tom Bryne – he’s actually a nice kid and a good boss).

You dishonor the uniform and in your short tenure with the Department you have managed to disgrace the position of Superintendent more than your predecessor. LEAVE before you take our beloved department further into disarray.

If you Jack Asses in Area's 1 & 2 were doing your job those south side district's wouldn't keep getting worse. District's 8 & 22 were never as bad as they are now. Now they are going to shit. Sorry brother but I think you're wrong. Now I admit, I've not worked the office so I don't know for sure but the last time I had a discussion with someone who should know, 006 had the lowest number of sgt's slots. Maybe it was misstated but that's what i was told. But even if I'm wrong, why is it some new sgt should be allowed to move out of a district, leaving them short of even the bid positions filled, to go to another place over flowing with sergeants. There is no way you can say it's legit...PBBA shame on you but then you're mostly connected guys so why should you care what's going on in a place like 006, 005.....

Byrne is very tight with the mayor, he just also happens to be a good policeman. Used to be when someone "made you" you did the best job you could and tried to make the person that "made you" look good. You shut up about it and kept your mouth shut. Nowadays seems like folks just want to brag about who made them and yap that they don't have to do any work. Makes whoever "made them" look like a real asshole.
