Once Again - Always Guilty

The insanity continues, but maybe the officers won a round:
  • Three federal appellate judges had tough questions Tuesday for a freelance journalist and 28 Chicago aldermen who want the names of Chicago Police officers with more than 10 complaints against them.

    The questions were so tough, in fact, that lawyers for the journalist and the aldermen, are hoping the judges won't use this case as a vehicle to shield a broader swath of documents from public view.

    The issue that Judge Diane Sykes, in particular, focused on, was whether “unfiled” documents in a court case should ever be considered “public.”

The ACLU would have a field day if the State tried to introduce evidence of some dirtbag's previous run-ins with the law, regardless of conviction or acquittal. There's a reason that previous criminal records are only introduced at bond hearings and sentencing - it's overly prejudicial.

But not if your a cop according to aldercreatures, various media muckrakers and scumbag lawyers (but we repeat ourselves). Hopefully, the Federal Appeals Court smacks Lefkow's decision down with some overly strong language attached reminding everyone that Police are citizens also.

once again another policeman brings discredit upon the department!!!copper from 25 charged by fbi for auto insurance scam. Can we please go one frickin day without another copper making us all look like a bunch of thugs and thieves?
Maybe instead of the physical fitness initiative, maybe j fed should have some coppers go get a "real" job where they have to shovel shit, carry bundles of shingles up a ladder, work in a gas station, see if they can make what we make doing that. Maybe they would appreciate the job that we have and realize for the most part we make a nice living.

Well looks like coppers keep providing justification for the city council demanding to know the identities of coppers receiving multiple CR's alleging brutality and ultimately federal receivership being imposed on the department.

Today, another copper has been arrested today by federal authorities. I hope Supt. Weis will bring in more retired FEDS down to the District and Unit exempt ranks. I have met Weis and he is very cerebral, very much a leader, and a bargain for the city at only $300K per year.

My son in law in 005 will be leaving the CPD after three years to start basic agent classes at the citadel of law enforcement, the FBI Academy. He wants to come back to Chicago eventually to work on a public corruption squad. I told him if I were young enough and had a degree I would leave and join the FBI. Now that my kids are grown I am going to register at Chicago State or UIC and get the city to pay for my degree so I can retire and do something more rewarding. AS a result of Barrack Obama's inspiring speech I have decided to soar above like an eagle and do something more inspiring than police work. Anyway get ready for federal receivership Supt. Weis can't turn this department around.

In the meanwhile I am going to change out of my uniform, workout, and go home and look forward to the weekend.

How about if we start with the U.S.Attorney's Office opening all of their documents and investigations, past and pending and accusations,into Mayor, city officials, aldermen and women?

The problem is that citizens of Chicago don't care if the polititian is stealing.

Polititians do care if the copper is slapping the shit out of one of his voters and/or gangbangers.

Here is how to survive on the police department.

1. Suck up to the polititian(s)

2. Stay away fron real police work.

3. Steal all you can but don't slap around a gangbanger/voter (they are probably in bed with you and your polititian friend)

4. Protect and gangbangers, they keep your polititian in office and he keeps you in your bullshit job.

5. Some day you can be a "boss" through the help of your polititian and you can do his/her bidding for him/her.

Otherwise you could be a real man, be a policeman and do what your supposed to do and avoid the whores on this job.

The officer was arrested Wednesday by the FBI regarding an auto insurance fraud case. We're told the officer is due in court Thursday afternoon.

A Chicago police officer has been charged in federal court in what authorities say was an insurance-fraud scheme, according to a criminal complaint unsealed Thursday.

Joseph Grillo, an officer from the Grand Central District, and James "Meatball" Athans, a tow-truck driver and owner of Collision Towing, were charged with trying to defraud State Farm Mutual Automobile Insurance with false claims of stolen vehicles, the complaint alleges.

The two men will appear at 2 p.m. today in federal court in Chicago.

Craig Futterman of University of Chicago. Here's a link to his statistical study that has created new guidelines for CPD to follow http://www.law.uchicago.edu/files/brokensystem-111407.pdf. When those 662 were all placed into the programs two years ago, the personnel dept. used language and basis to place officers in the programs straight from this stroke's very flawed study. The Dept. despite knowing this study was flawed did their usual knee-jerk reaction and violated officers' due process. In the near future hopefully you'll see the City payout for the Dept's ignorance and compensate these officers for the damage done to their reputations. The Dept. already admitted liability just a couple of weeks ago and removed all the affected officers from the programs. Craig Futterman and Jaimie Kalvin(freelance reporter), may you both rot in hell with the demons you use and represent - only to justify your dismal existence.

This is for the public:
I have done scenarios like this before on other postings but this is another attempt:
A car gets a call of a disturbance. The car is 2612. They get the job from the dispatcher. They acknowledge and say they are responding. 30 seconds later the dispatcher (O.E.C.) tells them that there is a fight and there are 20 people with guns, knives, and bats..(It happens 12 times an hour in almost every district---every call is a fight (with a gun AND a knife AND some other weapon.) I don't know why people lie about the weapon but we will respond to the fight in progress and the dispatchers will give it out at the same time/"Immediate response" as a man with a gun call because it is a violent in progress act. Anyway.... Now other cars respond and all come on the radio to assist. Say there are five cars. All of them stop what they are doing and hit their lights and sometimes sirens (not all of the time, that would defeat the purpose in a lot of cases) and get to the location as fast as they can. (Yes, a squad blowing a light could be doing something that is an emergency and not have its lights and sirens on.) The original officers arrive on the scene and arrest the offender who was beating his girlfriend without incident and tell the dispatcher to have all of the other cars disregard and they never get to the scene. The arrested individual makes a complaint later (on advise of is attorney) that the police beat him and unlawfully arrested him (whether his victim has changed his/her mind since the incident with the knowledge that he "Will Change this time or will never do it again.") and now says he never did anything. Either way, that is a complaint. Now the offender makes the complaint, with knowledge or without, of the names and beats of officers that actually arrested him. The complaint is against "Unknown" CPD officers--Sex/Race/Age/any identifiers do not matter. The log of the calls will be pulled up and all of the cars that said they were going to assist in the situation will be named as offenders. EVEN if they didn't get to the job before the offender was in custody. Is that fair? If you do not believe the scenario think about the same scenario when a rogue officer DID show up and beat the complainant before anyone got there and was never on the radio. The other officers who responded all have a complaint on their record that can never be proven or disproven because of the system we have. The alderman want all of the people who respond to jobs to have their names in the paper. Do you know why? So they can get rid of them from the dirty political atmosphere in which they work. They know if there is an officer who is LEGALLY arresting someone who they owe a favor to or who gave them BIG $$$$ for a campaign, they can use this as leverage to get them out of the district and out of their hair without any reasonable belief that anything ever happened. I can get off the computer right now and make 30 official complaints against a white/Hispanic/or light to medium skinned black male officer who called mea fucker and struck me while I was at blues fest tonight. There will be a CR# generated and someone will investigate it. Every white male/Hispanic/black officer can be accused------EVEN if I gave bullshit information, including a phone number and address, but they were never able to contact me.

Yes, that is how we can get a complaint against us. Nobody believes it, but call IAD or IPRA and see if what I type is true?

What the criminals....I mean Alderman.....Are asking for is bullshit, wrong, and illegal. Please let them know....

had comcast switched to wow,it's $60 a month cheaper and has worked great for the last 6 months. You can't get cltv or the golf channel. The on demand on wow is no where near as nice as comcast but the picture quality is great and it hasn't went out since i got it (knock on wood), comcast was out all the time

I agree with the court's line of questioning. If they opened these records up than any lawyer could argue every governmental record is public. The implications are dynamic and potentially very harmful and inaccurate, in some cases maybe some good too. It is in the best interests of the officer, city and taxpayer not to reveal these complaints.

Most complainers are motivated by retaliation for verbal or physical force used or not use during an arrest, searches or seizures. Whether each incident was justified or not. Revenge is the motive. Getting even is the motive. Filing a complaint is a strategy to attempt to cloud the issue of the arrest in favor of the accused offender vs. the police officer in court.

Using unfounded, unsustained, or even exonerated records against any officer unfairly taints their reputation. In the case of sustained complaints, the standard used is some cases might be the preponderance of the evidence and not reasonable doubt (criminal standard) as used to determine the outcome of a C.R. investigation.

Some of the sustained accusations could be based on traffic accidents or minor issues of no relevance to the creditability of the officers ability to testify in court. However, all or any sustained complaint could be exploited in court against the integrity of the officer.

Look, buddy. The problem with that is that getting ten complaints, if you work in a busy area, is not unusual. Hell, the JFed himself has complaints already and he's been with CPD for how long? And he's not a street cop.

There are cops that need to be looked at, but to list the numbers on everyone when we know that a lot of complaints are pure bullshit is wrong to those good officers trying to do their jobs.

What do you want next, our medical records on public display? Given that you're probably a liberal anti-cop/establishment asshole, I think I know the answer.

Within the last two days they filmed 2 tact officers making a traffic stop after the car wouldn't stop for a block and officers responding to a large school fight. My son in law in 005 will be leaving the CPD after three years to start basic agent classes at the citadel of law enforcement, the FBI Academy. He wants to come back to Chicago eventually to work on a public corruption squad. I told him if I were young enough and had a degree I would leave and join the FBI.

I switched a couple of years ago to WOW. I have Cable, phone and Internet. Just like comcast the price goes up after a year. The customer service is good. I have had no problems with my bill and I can tell you when my neighbors who have comcast lose their service during a storm I never do.

Right... You take every BS CR # and make it public and you will have absolutely zero police service. You'd get a worthless piece of paper (victim information notice) and people arrested only if there was someone else to sign complaints.
I think it'd be more interesting to publish a list of people that have lodged 5 or more CR's against officers along with their rap sheets, dont you?

First of all a supervisor doesn’t have to tell you to do anything in a To/from. You do as directed and then you can cry about it. Guess what if they want you to write a ticket, they can make you do it – It will be more work for them but they can make you. Maybe the real answer is to make such complaints a matter of public record, including the results of the investigation.

What makes people suspicious is the secretive nature of the way these kind of things are handled.

No secrecy = less suspicion.
