Officer Killed in 019

Officer Richard Francis, 60, shot and killed with his own weapon around 0200 AM this morning.
  • A 27-year veteran Chicago police officer was shot and killed by a woman who grabbed his gun during a struggle outside a police headquarters on the North Side early Wednesday morning, Supt. Jody Weis said.

Officers who responded to the scene at Belmont and Western Avenues around 2 a.m., then shot the woman several times, critically wounding her, authorities said.

Belmont District Officer Richard Francis, 60, was taken to Illinois Masonic Medical Center and pronounced dead just before 3 a.m., the Cook County medical examiner's office said. The unidentified woman was at the same hospital being treated early this morning.
Thoughts and prayers ONLY for Officer Francis, his family and the 019th District in this thread. All others will be deleted without fail.

God bless Officer Francis.

UPDATE: We meant what we said in the above paragraph. NO second guessing, NO blaming, and certainly NOTHING for the killer of our brother.

RIP Rick!!!!!!!!!

Rick was a nice man who never had a mean thing to say about a fellow officer. I remember a little over 9 years ago being in a chase with Rick. Rick was on 1971 and I was on 1972 (2 wagons go figure)We were chasing a car down Western Ave in wagons. Back then we used to do fun and silly things. Rick and his partner at the time were old school.

Rick I know your in heaven now with your Basset Hound, chilled out just like you were on the job. I don't work in 019 anymore but you will be missed by all that ever worked with you or just came into contact with especially 019!!!

Signed your fellow Basset Hound owner.

I NEVER DREAMED IT WOULD BE ME

ALAS, MY NAME, NO MORE MY FACE

" IN THE LINE OF DUTY" I HEAR THEM SAY
MY FAMILY NOW THE PRICE WILL PAY
MY FOLDED FLAG STAINED WITH THEIR TEARS
WE ONLY HAD THOSE FEW SHORT YEARS

THE BADGE NO LONGER ON MY CHEST
I SLEEP NOW IN ETERNAL REST
MY SWORD I PASS TO THOSE BEHIND
AND PRAY THEY KEEP THIS THOUGHT IN MIND

I NEVER DREAMED IT WOULD BE ME
AND WITH HEAVY HEART AND BENDED KNEE
I ASK FOR ALL HERE FROM THE PAST
DEAR GOD, LET MY NAME BE THE LAST

O Almighty God,
Whose great power and eternal
Wisdom embraces the universe,
Watch over all policemen and
Law enforcement officers everywhere.

Protect them from harm
In the performance of their duty
To stop crime, robbery,
Riots and violence.

We pray, help them keep our streets
And homes safe, day and night.

We commend them to your loving care
Because their duty is dangerous.

Grant them strength and courage
In their daily assignments.
Dear God, protect these brave men and women.

Grant them your almighty protection,
Unite them safely with their families after
Duty has ended.

Please God, grant us this wish.

Officer Francis, I will pray for you and your family. God Bless you.
You will be missed!

He that outlives this day, and comes safe home,
Will stand a tip-toe when this day is named,
He that shall see this day and live to old age,
Will yearly on the vigil feast his neighbors,
Then will he strip his sleeve and show his scars.
And say 'These wounds I had on that day.'

Then shall their names,
Familiar in their mouths as household words,
Be in their flowing cups freshly remember'd.

This story shall the good man teach his son;
And a day shall ne'er go by,
From this day to the ending of the world,
But we in it shall be remember'd;
We few, we happy few, we band of brothers;
For he to-day that sheds his blood with me
Shall be my brother;

And gentle people in this country now a-bed
Shall think themselves accursed they were not here,
And hold their lives cheap whiles any speaks
That fought with us upon this day.

This is My command: love one another as I have loved you. No one has greater love than this, that someone would lay down his life for his friends.

R.I.P.

The Final Inspection

The policeman stood and faced his God,which must always come to pass.

He hoped his shoes were shining just as brightly as his brass.

"Step forward now, policeman. How shall I deal with you?

Have you always turned the other cheek?

To my church have you been true?

The policeman squared his shoulders and said.

"No, I guess I ain't because those of us who carry a badge
can't always be a Saint."

I've had to work most Sundays
and at times my talk is rough,
and sometimes I've been violent,
because the streets are awfully tough.

But I never took a penny that wasn't mine to keep...
though I worked a lot of overtime when the bills got to steep.

And I never passed a cry for help
though at times I shook with fear,
and sometimes, God forgive me, I've wept unmanly tears.

I know I don't deserve a place among the people here.

They never wanted me around except to calm their fear.

If you've a place for me here, Lord, it needn't be so grand,

I never expected or had too much, but if you don't...I'll understand"

There was a silence all around the throne where the Saints had often trod.

As the policeman waited quietly for the judgment of his God.

"Step forward now, policeman.

You've borne you burdens well.

Come walk a beat on Heaven's streets.

You've done your time in Hell"

It is in times like this we need to realize our own mortality and seek the mercy of the LORD. I pray that after this tragedy, 019 and the rest of the P.O.s in the city come to faith in the LORD Jesus Christ and escape judgement and enter salvation....lets vow to always back each other , and wait for our backup no matter how routine the job is or how much the call sounds like B.S.

we often see here that the northside and southside districts go back and forth about being the real police. I ask every one of us to realize that this can happen ANYWHERE and the offender can be ANYONE! This makes my stomach turn, I just hope we all stay together and remember this Officer and his poor family. GOD BLESS!

Someone killed a police officer today and a part of America died.
A piece of our city he swore to protect will be buried with him at his side.
The suspect who shot him will stand up in court, with counsel demanding her rights.
While the widow must now toil alone spending many long lonely nights.
His beat was a battlefield as if he had gone to war.
To his comrades his memory will forever last.
While we slept in comfort behind our locked doors, a cop put his life on the line.
Now his ghost walks a beat on a dark city street and he stands at each recruits side.
He answered the call, and gave us his all and a part of America died.

From the Sun Times:

(One of his supervisors said Francis had called for back-up and “wasn’t trying to be a hero.”

He described Francis as a hard-working, under-the-radar guy who came in every day and did his job.

“No one said a bad word about this guy. He was just one of the good, hard-working guys who does his job every day and doesn’t get any press,” the supervisor said. “Here’s a guy 60 years old still going out every day.

“This guy was one of the cops who never get recognized, but if we didn’t have him, this city would be a terrible place.”)

That is one hell of an epitaph.

Rest in Peace. If there is an afterlife I think you will find the roads in heaven are made of Old Chicago Brick, the gates of Heaven are wrought iron, and that the one river in heaven is always green and tastes like Guinness.

Today, we all share the same pain. The tears we shed should remind us of the unity we all have as brave members of the CPD. We will never forget this day and many have wonderful memories of Officer Francis. Kiss your spouse, hug your children and be there for one another in this time of need. God, please look over our brother and his family. Give them the strength to get through each day and most importantly, fill their hearts with the love we have for them right now. Ofc. Francis was the senior PO on 1st watch, long time wagon man, this shift working 10-99 on a beat car. Disturbance on a bus and things went very bad and we have lost another brave officer whose only agenda each day was to go to work, do his job and arrive home safely to care for his family.

Needless to say things were very somber around the station this morning. Officers still working their shift amid the tragedy.

Southside, nothside, westside, doesn't matter; it can happen anywhere, anytime. Be safe and back each other up.

A Police Officer's Prayer

Oh Lord, while I'm on my beat

May I know that you're with me,

And protect me as I go to guard

Other's lives and property.

Help me ignore those who scorn

And show me no respect,

But be mindful of all citizens

I've sworn to protect.

Be with my fellow officers

And guard their safety too.

May I always put duty first

In the work that I must do.

May I not disgrace the uniform

But bring pride to the badge I wear.

That I'd be a good policeman, Lord

Would be my only prayer.

Amen

Although i did not know this him, none the less he was still a brother in blue.... i pray for his family in this time in need

The Policeman's Last Roll Call... The policeman stood and faced his God, which must always come to pass. He hoped his shoes were shining, just as brightly as his brass. "Step forward now, policeman. How shall I deal with you? Have you always turned the other cheek? To my church have you been true? "The policeman squared his shoulder and said, "No, Lord, I guess I ain't. Because those of us who carry badges can't always be a saint. I've had to work most Sundays, and at times my talk was rough, and sometimes I've been violent because the streets are awfully tough. But I never took a penny that wasn't mine to keep, though I worked alot of overtime when the bills just got to steep. And I never passed a cry for help, though times I shook with fear. And sometimes, God forgive me, I've wept many unmanly tears. I know I don't deserve a place among people here, they never wanted me around except to calm their fear. If you've a place for me Lord, it needn't be so grand. I never expected or had too much, but if you don't, I'll understand. There was silence all around the throne where the Saints had often trod. As the policeman waited quietly, for the judgement of his God. "Step forward now, policeman, you've borne your burdens well. Come walk a beat on Heaven's streets, you've done your time in hell."

God Bless you Rich, you gave the ultimate sacrifice...you're a true HERO!

From a fellow brother in blue.
