More Budget Cuts
- Mayor Richard Daley's budget director has informed Cabinet members that each department must cut its budget by 15 percent next year to plug a serious financial shortfall.
We're sure this has a large part of the CAPS overtime being cut. Reverends are whining:
- Police officers will no longer be paid overtime to attend monthly beat meetings or community policing functions in a budget-cutting move that, critics warn, could put the 15-year-old program "on life support."
Police Supt. Jody Weis' edict means beat officers who have their fingers on the pulse of neighborhood crime issues and have established relationships with residents are likely to be replaced at CAPS meetings and marches by exempt officers who don't get overtime.
Under pressure to do his part to close the city's $400 million budget gap, Weis is banking on the parts being interchangeable.
Black ministers who have met privately with Weis to re-establish trust between citizens and police say he is betting wrong.
CAPS overtime alone was a million dollars, easily. And by redirecting certain services to existing City Departments and eliminating redundancies, another pile of money can be saved.
Eliminating the "reverends" however, could save tens of millions, maybe more. Citizens who want to reach out to the police always will. Police who want to cultivate citizen contacts and informants always will. And all the other money thrown at these "make believe" church groups can be directed toward actual law enforcement purposes instead of buying off votes.

what used to happen is the patrolman would get flagged down and told about a problem in the neighborhood. the patrolman would then either address it on his own, informing the other watches as necesarry or pass it on to who ever was best equipt to handle it.
NOW, some officer, who may not even regularly patrol that beat, is told by the CAPS hottie at the meeting to have a dialog with the irate citizen about a problem he is unfamilliar with.

Finally, someone to challenge the reverends. They benefit the most from CAPS. Majority of CAPS activities are responding to favors and demands from reverends and aldermen. It will be interesting to watch if the city gives in to the reverends. By the way, I hope meeks sends his bus loads of honor students to new trier. Love to see the welcome wagon.
Eliminate the district manager position. They serve no purpose. A big chunk can be saved here.
CAPS overtime is nowhere near a million dollars, SCC. Many CAPS officers put in far more hours than they could ever be compensated for. As far as the monthly meetings go, few of the Districts are ever in 100% compliance (1st, 2nd & 3rd wtc officers all in attendance).
Whatever money the Supt and the Mayor hope to save buy cutting out the CAPS overtime is merely a drop in the bucket. Fine tuning the required court appearances would result in a much greater savings all around. Cutting out the time officers have to stick around for non-existent detectives (waiting for the next shift to arrive) would save a huge bundle. And why are Dets. needed for officers to obtain burglary or residential burglary charges? Most of the time, it's not needed.
How about cutting those caps offices down. How many POs are in each caps office? Cut those staffs in half and we would probably free up 200 PO's for the street.
As the CAPS beast is laying on the ground mortally wounded, please allow me to be the one to put the final bullet in its ugly head.
Gee, I guess those city engineers can be sleeping on the job no more. What has this water dept. been doing for all these years? Pumps failing? Don't they have a Maintenance program? All these cush city jobs where no one works? Too many political hacks on city payrolls. If they are not up to par with their work privatize. Look how the stations are now cleaned up on regular basis. The city janitors sucked, and were privatized.

i think we can all agree that caps is dead and was never useful. but the easy 3 hrs for a beat or beat team meeting was nice. here's an idea---get rid of inspectors, drivers for exempts, take home cars for EVERYONE, security details for the mayor and aldermen (they make enough to hire off duty police out of their own pockets), get rid of some of the brass--look at the dective division--field group a, b, and c??? wtf? deputy chiefs of each area? you know each one of these bosses has a driver, a LT, a SGT, and a handful of po's or dicks that do nothing useful. why does cuello, dugan, and jackson exist? (all have a similiar title) couldn't one of them do the job of all 3? now that caps is dead, the should free up 25 caps lt's, 25 caps sgt's and hundreds of armed secretarys to work the beat.
The only thing the CAPS officers have a hand on is their lunch menus and figuring out whose ass to kiss next to make sure they stay off the street!! Useless --Useless---Useless.

Ditto with post 9:11, why do Sgts need take home cars esp if they are not on call. LAPA honoree gets a take home car and he does nothing while at work so why would he get called back. Why cant they just have the cars available for use during work hours and pay for gas just like everyone else for traveling to and from work. JFed should look into all that when making cuts on is budget. Why do gang specialists working in the D/C's offices need take home cars?

Had to use my trusty caculator, but 1.75 mil per year for one position cut isn't really too shabby.
Who gives a shit? I dont go to caps meetings anyway.I've got better things to do with my free time, like spend time with my kids,than listen to a bunch of seniors bitch about that "parked car" in front of their house.
Just a few more ideas for the budget cuts.
1. Get rid of District managers they are just a clout position to reward patronage hacks.
2. Get rid of crossing guard supervisor. ( Have Sgt's check on crossing guards in their sector/or the school sgt.)
3.Cut the commanders staff Many have 2 secetarys.
4 how mny exempt positions has JFraud created since coming to town. more gold star waste and mis managment. Made up new spots for shields/ skahill/ Lt from the mayors office/ his buddys fro the G.
5. Take a look at the take home cars alot of these Exempts dont need this perk its a huge waste of money.
6.Take a look at the mayors detail/Burkes detail and everyone else abusing the system for status.
7 HQ security deatail. guess what all the bosses are police and should be carrying guns. 11/state had one crusty old timer in the front and two crustier old timers in the back.
8. Start buying the kool aid for exempt meetings at Aldi it cost less.
9 No coffee for area 2 ( coffee is for closers)
10. Tell Eddie welch the turd 10-4 isnt an 8 hour day. travel time doesnt count.
11. Early retirment buy out package. We need a lot of manower we a very short you can hire 2 ppo's for the cost of a 25-30 year vet.

Want to save money...Why do we need afternoon caps officers? For that matter why do we need 5 or 6 day caps officers...What do they do again...run the golf outings and annual xmas party. Oh yea they help install cars seats for young children....Didn't Sergeants get trained to do that job a while back....When was the last time anyone saw a sergeant help install an infants car seat....Front Offices?..Wasn't the District manager suppose to take the place of A) The District Commanders and then B)the district secretary...seems to me that most districts have at least 2 civilians and 3 or more sworn in the commanders offices....all I ask is why?.Can any expempt investigate this?...These offices continue to be loaded with sworn PO's that should be on the street.
How about adjusting the hours of a couple of Day Caps officers to overlap the 3rd watch...Why do they start at 0700 or 0800..who the hell are they helping at those hours...Day caps officers are suppose to supplement the watch in an emergency....when was the last time anyone has seen the 2nd watch caps officers help the watch? How about starting them at 0900 and 1100..the 3rd watch caps officers normally work 1400 to 2200 but try finding them after 1900 hrs...what a crock...does anyone in the tower see this?
CAPS is a joke and a waste of time for 3rd watch officers working in fast districts. Its just a hiding place for all you CPD house mouses.

some units operate outside the city limits where many of chicago criminals live in peace then come to chicago to do their dirt (gangs)
when leaving from home much time is saved in going directly on sight

How about eliminating the Chief of CAPS position? I have nothing personally against the quadruple merit promoted Lynette Helm, but talk about creating a completely un-needed position at a time when we are being asked/forced to sacrifice.
Seems like we have an over abundance of high paying management positions that never existed before 2008. I can name 8 off the top of my head in Headquarters, starting with LT's up through Deputy Superintendents.
Save Money? Hell cut the OT in those special units...Hell monitor the watch pets who start odd hours....like 2200 hrs. so their OT starts sooner?....In our unit..Forensics we have 3 Sgts. on days...one overlaps third watch so instead of the Sgts overtime starting at 2230 hrs..its starts at 1930 hrs.? Would some please investigate this? Where are the dept. auditors? I bet this is occuring all over the department. And why do we need 3 sgts on days in forencis anyway? Ummm the serious crimes occur in the evening....you can only imagine what games these sgts. are playing including 1st watch supervisors..they work about 6 hours a day when nothing is going on...

After we get are next contract, there will be no budget shortfalls until the next one.
Gee read the order about 20th and 5th district..if its tru what a novel innovation...LOL....but instead of having just watch relief captains..how about watch relief Sergeants and Lieutenants..you could cut these positions dramtically..instead of having a 40 and/or 50 sergeant have a segeant and lieutenant bounce from watch to watch as needed...instead of having a 90and 91 so one can duck early or not come in at all....same with 40/50 sergeants everyone knows those are duck days for them...How about investigative services that are overloaded with supervisors...D unit and Forensics esp......hell where I retired from in forensics they brought a Female Sergeant in to do secretarial work at 90K a year..because the men wouldn't do it...and she screwed everything up...all she knows how to do is suck you know what ( and from what I've heard she's not very good at it with those buck teeth) and steal overtime....how about hirng a retired PO to do secretarial work...at 40K a year and Bennys..is anyone listening or reading this.
Today they announced that the U.S. Govt. is giving Chicago a two million dollar grant to fight escalating gang crime/violence. Some of this money will go to community based groups which no doubt means groups like ceasefire will benefit. What a joke, we resort to bribery/extortion in an attempt to change bad behavior. Sounds to me like we are just rewarding them. Once again unbelievable.

I dont know about all District Managers, but the man in 001 is top-notch. He has been extremely helpful, and I'd hate to see him go. Even Cooter speaks highly of him.
Remeber the second letter in the acronym of CAPS "Alternative". Chicago always adapts things so they can insert bodies of the politically heavy so they can hide. Dump CAPS and put at least 25more SGTS, and (75-100?)PO's on the streets. In essence- 25 current Sgts on 2nd watch will be getting dumped to 3d or 1st cause the CAPS sgts will take a day spot cause of JUICE/CLOUT. Sorry but we all know the way things work.
All Ive ever seen the CAPS people do in my district do is generate reports of made-up problems, and statistical reports that are readily available. All the PO does is make they prettier using Crystal reports.
Do away with straight watches! The department was a happier place to be back then. We were all in the same boat... Only allow those who want to work a straight watch to be on 3rd or 1st unless they are in the twilight of their careers ie. last 5 years 24 YOJ, or 58 years old. (Get rid on all those with 2 minutes on the job and those who dont have any street experience).

It just goes to show you how the leadership views who are the one's doing the important work.

The other big scam with CAPS is how the city has the CAPS officers fronting a lot of money out of pocket for these community events that they are sent to babysit, and then the oficers wait anywhere from 3-9 months for re-payment from the city. I don't remember that anywhere in the contract.
While I am not a big fan of what a lot of CAPS people do, some of them do some real nice work with senior citizens, and are left holding the bag for a long time.
Remember last year when nobody was getting reimbursed for any CAPS expenses after the 2007 gun buy back? Do you know why? Was the CAPS money taken for the gun buy back, and there was nothing left to cover the checks? Let's see if the same thing happens this year.

For those who can't figure this out:
The BUDGET is the concern, therefore the police BUDGET is our concern. Go take a look at the budget, it can be found on the City website. Then go to where the POLICE dept budget is. Figure the total amount for the dept, then see how much the police have to cut.
Then take a look at how the budget was inflated in the first place, full of non existent personnel positions. Then deduct those positions, then report to the MAYOR what your staff reduction is and VIOLA! You've just cut the police budget without actually having to kill any jobs. All they do is report the current difference from the budgeted amount and call that a reduction.
No prob.

neighborhood relations Sgt and 2 P/Os.They did the same thing CAPS does now,with less people.Caps is there to hide the clout babies and those that find it beneath them to work the street.Plus it was a goldmine for OT.

CrAPS meetings happen in the evening. The sgt and POs attending are usually from days or midnights. They're working off shift. Which means they're getting OT.
eliminate the free cars that all the bosses and clout heavy have. We coppers are getting screwed at work and at the pump. ENOUGH
I suggest taking away 95% of the take-home cars that brass on both CPD and CFD have. These "bosses" seem to think that these cars are owed to them. For business use only? These guys use them for everything but the job. Think about that next time that you fill your beater up. $75 a week adds up after a while.
At least make these guys pay for their own gas while driving the cars. I mean, fair is fair.

Chalkie made a visit to 011 today. He stopped by 700 north Ridgeway shortly after 1000 hrs. 1 to the head and several in the body. It took CFD nearly 20 minutes to get there. Not that I give a shit but, thank god it was an up and coming "turning his life around" future minister/state senator/aderthief/minister. Blood was squirting from his forehead and the natives were a bit restless over the slow response by cfd. He was taken to Mt sinai where he is expected to be pronounced after they remove his well preserved body organs. GO CHALKIE GO.

wtf your killing me maybe you don't need the court money or extension of tour money but some of us do. I could care less if I get caught in the D's shift change and if im really lucky i'll a get dick who don't give a shit and has to run two or three erands before coming to the station. fine tune the court, somebody needs to fine tune your financial sense, and why do you give a fuck about saving the city a dime. they're spending millions in hope of maybe getting the olympics, but won't give you more than a 1.1% raise. ppo's like you should be seen and never heard butt tard
I have worked in CAPS. Much of it is nonsense, work created by the department. The senior officer and domestic violence officer do help seniors and dv victims. I can't tell you how many issues there are with seniors being taken by gypsies, family members, friends, etc. That is heartbreaking. The dept also uses CAPS people for some details. I know some of the responses this will bring, so be it.

Odd how most inside officers and 35th personnel are females with children. Possibly a trend? A copy girl with nothing to copy but has a baby of a exmept? Wake up and look around. Clerical work is civilian work. Citation clerks should be civilians. Why have a sworn officer answers phones and type letters? Who you kidding.

You college sissy's need to stop your crying about take home cars. If you became boss one day or assigned to a unit would you turn down the car? Didn't think so, what your fucking turn for a bite at the apple.
You want abuse look at all these aldermen leasing expensive vehicles, car insurance, and gas on the tax payer's dime. All for making a crazy salary for a part time job.
How about all these civilian bosses that have take home cars...they think they're better than us (PO's). Last time I checked this was still the Police Department...They think its not HELLLOOOO
CAPS overtime is nowhere near a million dollars, SCC. Many CAPS officers put in far more hours than they could ever be compensated for. As far as the monthly meetings go, few of the Districts are ever in 100% compliance (1st, 2nd & 3rd wtc officers all in attendance).
Whatever money the Supt and the Mayor hope to save buy cutting out the CAPS overtime is merely a drop in the bucket. Fine tuning the required court appearances would result in a much greater savings all around. Cutting out the time officers have to stick around for non-existent detectives (waiting for the next shift to arrive) would save a huge bundle. And why are Dets. needed for officers to obtain burglary or residential burglary charges? Most of the time, it's not needed.
Wow spoken like a true office bitch that has never worked the street. Wah Wah take away court and ot for the working police but leave it in place for caps. Fuck you. Get off your ass and do something and EARN your overtime.
I have been on the job for more than 25 years. When I came on, the district office staff consisted of a D/C, a secretary and 2, maybe, maybe 3 person office staff. They handled all the required reports, including manpower projections for the following period (who would be on which watch, on furlo, etc). The manpower report was complicated by the fact that we rotated shifts.
Neighborhood Relations was handled by one sergeant and one PO.
Now, the district staff consists of a D/C and at least 3 PO's and 1 or 2 civilians.
And a district manager (@ $125K/yr, just salary, not inc.benefits)
And a CAPS Lt. ( $110K salary)
Neighborhood Relations has a sergeant and probably at 3 PO's. plus a few civilians too, I bet.
Lets not overlook the CAPS people in the D-Units either. Easily another dozen there.
I know the CAPS people will say that the paperwork they generate is important. But the Department ran and survived for over 130 years without it before it was "needed", so I can't believe it was all that mission critical.
Lets add this up:
District managers: 25 @ $125K/yr each= $3.125M
CAPS Lt's: 25 @ $110K/yr each = $2.75M
1 PO and 1 civilian out of each district: 25 @ $60/yr + 25 @ $50K/ yr = $2.25M
Say $1M for the D
That comes out to: $9M+/yr
Plus heaven only know how many dead desks in the puzzle palace that real and file all that paper.
It is just me or does $9M + sound like a lot of waste??
Put those people back on the street and use the savings to hire a good number of PO's..

Not true, and I hope you remember that if you ever actually get promoted or make a friend/impress someone on this Department and go to a unit. I'm sure when it's your turn you'll tell them you don't want it because it a complete abuse of power. Such a martyr...spare me!

Sure, the commarodarie WAS better, due to the shared stress of rotating.
But it took a hell of a toll on you. On midnights you were always tired. Try to sleep during the day, especially if you had court.
Coppers that rotated shifts for their careers usually died with 18 months of retirement. Which the city like because they got to keep your pension money.
City doesn't want it either: health care costs too high.
trust me: rotating sucked!
How about eliminating the Chief of CAPS position? I have nothing personally against the quadruple merit promoted Lynette Helm, but talk about creating a completely un-needed position at a time when we are being asked/forced to sacrifice.

And while I, too, have no personal animus towards Lynette Helm, I have found her to be professionally unqualified for her position(s), not very bright, and hardly deserving of one merit promotion, much less four merit promotions. She is a sad example of our ranks and a poor representative of our Department.
In the west-side they are not called "house-mouse", but rather "house-rats"..
Here's an idea..
If all those CAPS peoples are afraid of the street they can work the desk, lock-ups and can do the hospital guard details..

There are plenty of dead weight do nothings in the CAPS office and in the front office. Get them out on the streets and run CAPS office on days only with an occasional PO switching shifts to 3rd watch.
And eliminate that CAPS Lt. All the CAPS Lt. is good for is to fill in as watch commander periodically. And to shop.

They do do any of the investigation, detectives and the on duty field lieutenants and watch commanders do that...so why are they needed there again. Come on guys the spot was created to take care of some exempts relative...The job serves no purpose. Foryears they never had take home cars and it worked just fine.....Phil Cline gave them cars for god knows why? How about in an emergency if needed the Tact Lt. drivesto the station and jumps in a down tactical car or beat car. hmmmm just wondering

I did not know that a profession that has the potential of its members being murdered everyday is a "GAME." You are the type of individual that epitomizes the problems of this department.
My district has 7 p.o.s assigned to CAPs, plus 2 civilians. Their biggest perk is that they MAKE their own hours, and I truly doubt they ever put in an 8 hour day and they are in F/S, S/S, OR S/M day offs. What sense does this make when most of the bullsh*& parades and crap take place on the weekend. The so-called abandoned building officer dresses in silk and expensive clothing, which leads me to believe he does not look in to abandoned buildings, and I have never seen him notified for court. I could list more of their b.s. but I am making myself ill on my day off.

You have your wish. All CAPS Lt's and all Beat team leaders (ie Sgt's assigned to the beats) have been relieved of their responsibilities, per Bea Cuello ( e-mail sent to all Commanders). There will be a new CAPS Sgt on 3rd watch in every district who will handle all beat meetings. Also, each Area Dep Chief will designate a CAPS Lt for his area, but there will no longer be a CAPS Lt in each district.

They're two of many. 95% of the females that come on this job have no business being here. Caps has been an over staffed and over budgeted circus for more than a few years. If those offices in districts closed and the 10 or more total empty holsters hit the street they might actually find out what those of us in the field already know: citizen calls 311 and is mainlined/call patched thru to the specific city service unit needed, even to 911 if the police are needed or 311 doesn't know who else to push a particular problem on. Yes, housemouses this is how Caps really works 24-7, so we really don't need you to generate more paperwork for us streetpolice, we get it 1st hand from 911, the public has evolved, your phony caps meetings are so dead in the water...except for the goodies and mini gifts you give the old folks and few erratic crazies who still show up...lol as I radio in my graffiti blaster request or pot hole to be fixed, and oh yeah will input same little requests on new computers in the squad if we get them before I retire. Just FYI I have never needed to fill out a Caps request to get city services or visit your office to address a community concern,...old school real cop, I just do it myself! Its too easy.
Save Money? Hell cut the OT in those special units...Hell monitor the watch pets who start odd hours....like 2200 hrs. so their OT starts sooner?....In our unit..Forensics we have 3 Sgts. on days...one overlaps third watch so instead of the Sgts overtime starting at 2230 hrs..its starts at 1930 hrs.? Would some please investigate this? Where are the dept. auditors? I bet this is occuring all over the department. And why do we need 3 sgts on days in forencis anyway? Ummm the serious crimes occur in the evening....you can only imagine what games these sgts. are playing including 1st watch supervisors..they work about 6 hours a day when nothing is going on...

This is the one and only one that covered the ass of the midnite crew when they were about to get busted for their "usual tour" of duty...but we won't get into that!!
