- A top city official in charge of garbage collection said today he is "disgusted" by an inspector general report alleging widespread loafing by garbage truck crews.
Workers on Chicago’s garbage pick-up crews spend about two hours a day loafing on the clock, according to a report released today by the city’s inspector general.
Between May and September, investigators for Inspector General David Hoffman spied on 77 garbage truck drivers and 145 laborers in 10 wards. They reported what they called "systemic, pervasive" waste and fraud.
In 10 weeks of surveillance, they "did not see a single laborer doing a full day's work," according to the report.

I actually think that out of all the city departments the garbage guys do a hell of a job in my neighbor hood. In the past I have put some crazy stuff out there on the curb for them to take and never once did they complain or not take it. One time after a bathroom remodel I left a note telling them to ring the door bell so I could help them toss the stuff in the truck. They didn't ring the bell and took every last bit of my garbage. If they hustle all morning on the route so they can cut out early or relax the rest of the day its ok in my book. After this bullshit news reports it's going to take twice as long and probably over time to complete the routes now. Must be contract time for them, that's why their getting the bad press.
SCC, you're way off base on this one. There's no mob in Chicago. All city workers are under Daley, so it has to be legit. And if there was corruption, don't you think the FBI would uncover it by now? They are the premier law enforcement agency in the world. They would have found something if it was there.
I mean Daley has been in office for twenty years. I know the feds take a long time to investigate, but a guy can retire in that amount of time. If there was something there, the FBI would have found it.

I think you should show a little appreciation for all the work he does for us. I just got my tax bill and I'm proud to pay the extra money because I know that it's going to the city and county to do some good here. I have to pay for garbage pickup now, but hey, so does everyone else.
My water bill is going up soon too. Hey, water's not free. We should pay for it. And I'm glad that all of the speed bumps and flower pots got put in. I hope that some of my taxes went to help make this city safer and more beautiful. I can't wait for my rain barrel. I'll pay for that too. It's worth it.

All I will say is the garbage men who come through my alley are kick ass. They will help you get rid of all kinds of crap. Make a call for a special pick up if thats what you need. Has anyone seen the classsic Paul Newman flick " Cool Hand Luke ". Remember the scene when they paved the road, and were done fore the day before the day was over. Mabey the garbage men are so efficeint that they complete their work before the day is done, and then just take it easy. So they are not lazy, but the opposite.

Employees that are not properly supervised tend to screw off. Big surprise.
I would point out that no one is claiming that these employees did not finish the work they were assigned during their shifts. If the city is not giving them 8 hours of work to do, what does anyone expect.
I once asked my postal carrier why when he was off the mail came several hours earlier than when he delivered it. He said it really only takes about 6 hours to do his route, but if he were to finish early very often they would lengthen his route. The subs don't care much about that since they get paid by the route.

I'm in Forest Glen. The guys driving in my alley are working their asses off---and helpful and polite on top of it. Now that's a totally shit job, pickin up garbage in the hot sun, maggots everywhere, the stench. I tip these guys every once in a while when I have a particularly large garbage day. Just like our organization, there are a few bad apples, but I hate to see all these kids get whacked over a few do nothings.
Want to really stir shit up? Check the amount of Streets and San workers on the medical. Some have been on it for years. I golf with a few of them. Our tax dolars at work.
You'll see various city workers hanging out at 025 sleeping in their cars waiting on the time clock. Hell, at about 2:30 their all running out of their S S yard on Grand next to 025 blocking the streets.
The garbage men do a great job! The truck has to go to the dump, and empty the load, which gives the men time to relax. They do more work in 6 hours than davy hoffman does in 12! While on hoffman how much overtime does he extend to do these types of witch hunts? Why does he have a seperate overtime budget? Why are his people assigned take home cars from enterprise car rental, that are used for personal use? Do these cars have gps? why not david? Hey david why did you again run to the newspapers, to grandstand when you got nothing? You need to go! i can only hope the press investigates all the money you waste!
At least they stay for the full days work! Chicago Park District is another story. In Grant Park there is a field house, which one employee has been caught stealing money but can up with some BS story about how he didn't want any one else to take it!? This just got him reprimanded. A couple of days later he comes to work late and doesn’t put the actual time he comes in (for 2 days). Several customers complain about the building not being open and guess what??? He still works for the park district even though he just got caught stealing park money and park time. The park lost even more money because he didn’t open the building in time for customers to pay to use the facilities. I overheard several park employees complaining about how they went to upper management and they were told not to talk about the subject any more. They should fire people like that, this way the park district won’t have to possible lay off 300 people like they are threatening to do. I’m sure there are several jobs the administration building that could be cut too!

Inspector generals office are a bunch of cherry picking do nothings. They rarely prosecute cases, if you call in a complaint on a city worker they will not unlike IAD or IPRA give you a tracking number or even tell you the outcome of the case; the union slaps them around and beats most of their findings and recommendations and the city maintains its low hiring standards-as long as you're not a cop you can have an arrest and felony conviction, and you don't have to report your own arrest, as a civilian non police department member to the city. If you're clouted up the IG CAN'T touch you.
Disband the inspector's general office-a big waste of taxpayer funds and resources.

When the garbage truck gets full and has to drive several miles to dump what are these guys supposed to do? If Short Shanks (Daley) wants to say money he should lower the number of aldercreatures from 50 to 25. Seriously why do we need 50 Aldercreatures. The ward boundaries should be the same as the Police districts, this way Watch Commaders and District Commanders only have to deal with 1 aldercreature instead of 2,3 or 4. It would save several thousand if not more dollars.

I love my garbage men! They can take 3 hour breaks as far as I'm concerned. Like the previous poster stated, I too have thrown out alot of stuff, including sofas, heavy furniture, home repair mess, etc, and never once have they told me no. That was in 2 different zip codes.
The police can take 3 hour breaks too if the whiney citizens stop their belly aching bitching all day long. OMG call the police loud music and people talking outloud while walking down the street. Go ahead and read your papers when you get a chance. I know I do and every other career out there does too. My garbage men show up at the same time every Monday morning. They have taken piles, and piles of stuff after I did a remodeling of my basement, and my annual spring cleaning. Reliable and efficient.
Have you ever been to 35th and Michigan and seen the number of civilian employees? There are dozens in each office down there. The one you get can't help with your problem because that's not her job. i heard a sgt on zone 6 today code out a hand full of disturbance jobs in which the caller wished to remain anonymous. thats right, nobody actually responded to the calls for service but they were coded out.

The real hustler guys with side jobs don't hide, they go make their extra money. The ones who are content with their pay as-is are the ones that hide. Why do they hide? Because if they got back to the yard, their Sup has to report them as being done, then downtown calls them out to some shit wards, the real do-nothings that can't get the job done in 3 days let alone a full 8 hr. shift. And those do-nothing wards should be obvious to anybody with eyes, because that's where the Mamas are too busy with child rearing to go down the stairs to toss out their garbage, so out the 3rd floor window it goes. Garbage guys in my neighborhood are the best. Same as previous post, they take what you put out there. Forgot to put my container out the other day. Called 311, told them what ward I lived in and 45 minutes later they returned and picked it up. No complaints about them from me either.
What are they expected to do during down time?
Police and fire should be asking themselves that question too because they're next.

I think that any salaried city or county employee making 100k or more should take a 50% cut; maybe that would begin to approach what they're actually worth to the taxpayers. And that's a generous assessment.

Did occur to you it may be a lunch or their 15 min break. I see a lot of the private sector taking a lot of "smoke breaks" or "surfing the net". Perhaps, you were wrong.
Their job is to show up in the neighborhood, take away the garbage and that's it.

This is Daley's way of selling off the garbage removal to a private outfit, get his money and using it for his olympics, or a new garden for Maggie or some other wasteful project while the city is still 400+ million in the hole.
I would say to sell of the schools, let some private outfit take over and reduce out taxes, in other words stop stealing out money.
My garbagemen do a great job. They waste 2 hours per day? Please! The average private industry office rat is doing the same thing and not doing a shitty job in shitty weather. The city is just trying to smear these guys before they privatize 'em.

Who cares what these guys do in their down time? My garbage gets collected every week. That's where my concern ends. EVERYONE screws around at some point or another at work...city employee or not. Do we really want a Streets and San slow down? I don't want my garbage sitting around for weeks when those guys feel like they are being shit on. Isn't it kind of how the police are feeling right now? This is just Daley looking for excuses to cut more costs so he can pay for his precious Olympics.

If daley really wanted to be fair about reducing the costs to the city's taxpayers, he'd impose an across the board 10% pay cut on all salaried city employees, with an additional 20% pay cut, on top of the 10%, for all those whose yearly salaries are, say, $70k or more.
Instead of reducing the city's workforce, this would retain the manpower at a lower cost.
Any salaried employees who don't want to work for less can seek employment elsewhere.
The patronage employees have enjoyed their advantages for these many years, especially those making $70k+, they should be the ones making a sacrifice to keep their jobs, not the people who work their asses off for an hourly wage.
If the unionized city workers take this shit with a whimper, it will just reinforce the publics' perception that this exaggerated nonsense of an investigation is true.
Garbage collection is hard, dirty work. Anyone who thinks differently has never done it, or any work like it.
Like the proverbial mailman, those who collect our garbage work their asses off, rain or shine, in the freezing cold of winter and the blistering heat of summer, exposed to decayed and rotting garbage, broken bottles, shit filled pampers and every type of refuse one can imagine, and many types one cannot.

To all the kind citizens who responded to "Documented Waste": let's see, when you are at work you do nothing but your job for the entire time you are on the clock - no personal phone calls, no browsing the web, no extended chatting with someone you passed in the hall or bathroom or stopped in their office for a "business" reason, no few extra minutes here for coffee, no ten or fifteen minutes coming back late for lunch, no "five" minute smoke break, no I got a meeting here and then stop at a store there just to pick something up on the way back to work, etc., etc., etc. PLEASE give me a break! Few American work diligently their whole "8" hours. But they don't have watchdogs keeping an eye on them in their insurance office, or law office, or newspaper office, or medical office, or any other type of office or retail establishment. Every non-city job I had I saw loafers from the top to the bottom. I am willing to bet there are only 5% - 15% of American workers who couldn't call the kettle black.
As for the garbage crew that picks up in my neighborhood, I see them pick up so many items in the alley that are no where near a garbage can. They do a pretty decent, hard-working job. This is Shortshanks at his most devious, all in the name of laying off people.
Maybe it is time that there should be watchdog agency to keep an eye on non-government workers, too! I pay for your services and/or merchandise, which pays your salary. Stay off your ass and work eight for eight and stop waisting my money, if not, at least come clean about your wastefulness at work.

Ward boundaries, be there 25 or the present 50 wards, are determined by equal populations.
Obviously, police districts are not equal in population.
Based on Chicago's current population, a 25 ward configuration, each ward would have a population of about 112,000.
The current 50 wards each have a population half that size.

I know of a garbage man who has a master's degree...and he's out on the truck picking up garbage every day.
And I know of aldermen with felony and misdemeanor conviction...and they are still working part time 110,000 salary jobs doing what a service call taker

The garbage men in Mt. Greenwood kick ass. They're always on time, never complain and take ALL garbage even when they could complain and report people for putting too big of items in the trash. Even us guys in busy districts aren't "working" 8 full hours a day. Don't tell me you don't take a breather aside from your lunch time and grab a snack or coffee or just make a phone call. I live in the 19th Ward and our garbage men are fantastic! Same time every week, like clockwork. Can you imagine walking behind a garbage truck in January and February? They do a great job. I don't know if you guys ever tried to follow a garbage turck? You think it's easy, well it's not. You can joke about smell etc. but I tell you it is harder than you think.
We had an investigation some time ago which involved following a garbage truck. We were laughing at how difficult something was that we thought would be easy.
I don't know who did the surveillance on these guys but I would put them up aginst our team any day.

I think those hockey pucks on our cars don't work. The city is too cheap to do it and maintain it. It's just used to fool you like a fake security camera.
Leave the garbage men alone! We could do without most of the hacks at city hall, especially the mayor, and most of the aldercreatures. They all draw big salaries for little or no work. The garbage men are reliable and dependable. They show up every week like clockwork to remove any and all trash. Maybe they need to make a garbage pickup at city hall. The stench from the fifth floor is nauseating.
I agree. The guys on the truck where I live are great. We have to put our cans on the street and they move the cans from the street to right in front of your house. They never complain about large items.
I can't believe how many people are willing to throw others under the bus. It's bad enough we'll do others who are working but it's really bad when we do it to ourselves. There should be a rule you can't out anyone for not doing anything or leaving early (althoughh most of it is probably in your imagination), make sure you're out there doing everything right for 8 1/2 hours per day. How do you think some Inspectors know what units to go to? Just worry about yourself and you'll do just fine.

First of all he cant collect unemployment after retiring---it's been tried and failed. Do you really believe a Captain's pension is $120,000 ? Most exempts dont even get that. Try around 85G for the Capt-- tops.
Oh yeah, here's one I didnt see mentioned on this topic. How about all the guys on the medical that have those back injuries that resulted from those rear end accidents. You know the ones I'm talking about, where the workman's comp lawyer and his recommended doctor have you stay off work with those untraceable soft tissue injuries that get get you triple damages. How about the guys that spend more than 50% of their careers on the medical. The supervisor asks why he spent so much time down on a simple paper job and he calls the first deputy's office, tells them he's feeling stressed and suicidal and hits the medical for 364 days until he sticks his head out of the shell long enough to see what shift he's working. Some of the phoniest fuckers on the city payroll have the same title you have. Finnegan aint the only thief out there. So as one of the earlier bloggers said, you ought to make sure the drapes are down in that glass house you live in before you start pitching stones, or at the very least wear a mask when you cash your checks.
