Two Police Shootings

Southside:
  • An armed man was shot and killed by police Saturday hours before a second man was wounded by officers in separate incidents on the South Side, a Chicago police spokesman said.

About 8:40 p.m. Saturday, an officer killed an armed man who confronted the officer in the 4400 block of South Martin Luther King Jr. Drive in Bronzeville, said Mark Payne, a spokesman for the Independent Police Review Authority.

The man, later identified as Ahmad Hicks, 28, of the 300 block of East 71st Street, was pronounced dead at 11:45 p.m., according to the Cook County medical examiner's office.

No officers were injured, police said.

A weapon was recovered from the scene, Payne said.

The second shooting was about 12:45 a.m. today at West 65th and South Wood Streets in Woodlawn, Payne said. A male was shot and taken to a local hospital.

No other information was immediately available.

The Independent Police Review Authority is investigating both incidents.

Officers listed as OK in both incidents and multiple weapons recovered.

I have expressed my concern over the murder rate previoulsyl

In a murder or any other investigation these are athe questions that have to be asked.

WHO?
Who cares

WHAT?
So what?

WHERE?
As long as it isn't my hood.

WHEN?
Usually after school til 0200 hrs.

WHY?
Again, who cares. Usually has
something to do with dope but
we don't care about dope
anymore.

(HOW?)
A bullet passing through the
the head, chest or both, but
everyone knows that already.

What's the count on police shooting now, at least 25?!

CITIZENS BEWARE, THE ANIMALS ARE HUNGRY...yesterday, witnessed 8-10 males under age 16 target a man walking alone, jumped him from behind & took his wallet while punching & kicking him, i was in my car with my elderly mother & sister and i drove my car at them honking my horn while calling 911, they ran off & i stayed with the victim till the police came.

this happened in 004, from there went to eat at a restaurant on commercial, as i sat there, again, i saw a pack of 10-12 males walking down the street looking for that easy target.

MAYOR, CITY COUNCIL, & JFED better wake up, the POLICE NEED TO TAKE BACK THE STREETS. POLICE PRESENCE BY SHEER MANPOWER IS NEEDED, fuck the cameras that don't stop crime...THE ANIMALS ARE NOT AFRAID!

Hey boys and girls, it's the one and only & original Lt. Richie Scotchbreath.

This double police shooting reminds me of a time when I was a young rookie on this job. We use to have double shots night. Back then every time Capt. Jimmy Spratte told of a heroic tale or of a major arrest, everybody in the bar had to drink down a double shot of Capt. Johnnie Walker scotch. [hic-up,burp,silent fart] Holy smokes, just thinking about those times makes me do that!

I was a way different time and era. Back then, P.O. Spratte would tape one of my eyes closed before I left the bar so I wouldn't see double while driving home. Back then, being intoxicated was a crime or looked upon badly but just a way to relax.

Well I have to run, Capt. Spratte and I are now up to volume 5 of Buns of Steel. Remember, Men with tight cheeks makes women weak! [hic-up,burp,silent fart] And because of my new tight cheeks, I can tighten them up so much that my gas is now silent! Now if I could just put a charcoal filter in my undies, I could solve the stinky factor!

Sincerely.

Lt. Richie Scotchbreath

Facing tighter budgets, law enforcement agencies around the country are increasingly turning to civilians to respond to some calls that sworn officers and deputies are usually responsible for.
That means people calling 911 to report a traffic accident, a burglarized home or a stolen car may be greeted by a civilian in a polo shirt instead of a gun-toting officer.

"It hasn't been universally adopted throughout the country. But most areas have at least thought about the alternative and are more open to it now because of the economy," said Richard Brady, president of the Palo Alto, Calif.-based Matrix Consulting Group that has worked with more than 250 law enforcement agencies.

The idea of using civilians, who require less training and are less expensive than sworn officers, to respond to minor police calls has been around since the late 1980s.

Brady said the practice died off for years as the economy improved and departments were augmented after the terrorist attacks of Sept. 11, 2001.

FIND MORE STORIES IN: Orange County | Palo Alto | Sheriff | Fraternal Order of Police | Pasco | Indianapolis Metropolitan Police Department | Las Vegas Metropolitan Police Department
As the economy slows again and state and local governments face major cuts, many have turned back to the old practice. Among them:

•The Orange County (Fla.) Sheriff's Office plans to hire 18 civilian "field service officers" in the coming months.

•The Indianapolis Metropolitan Police Department hopes to add a dozen civilian report takers.

•The Las Vegas Metropolitan Police Department will resume hiring for its civilian officer program this summer, hoping to add five.

Civilians have long been used to handle tasks such as dispatching and other administrative duties in the office. But sending them into the field for even routine calls that have little chance of becoming dangerous has been a contentious issue.

Lynne Jantz, director of selection for the Las Vegas police department, said civilians working for the police don't respond to accidents where alcohol or injuries are involved.

Since the unit was created in 2003, Jantz said, no civilian officers have been injured.

"Maybe a paper cut," she said.

Capt. Mark Strobridge, who oversees Orange County's implementation of the civilian program, said civilians will be deployed only during daylight hours and will not work in high-crime areas.

The benefit, according to Jantz and Strobridge, is that civilians can free up sworn officers from filling out mundane reports to concentrate on higher-priority crimes. The civilians concentrate on property damage, lost and stolen property and other things that require a police report for insurance purposes but don't require a sworn officer.

The civilians also come much cheaper. In Las Vegas, a sworn officer who has cleared his initial probation period makes at least $54,000. Starting salary for civilian responders is $32,000.

Jim Pasco, executive director of the Fraternal Order of Police, said civilians have worked well in some administrative office duties but there's a "bright line" between what civilians can do and what sworn officers carrying guns can do.

Pasco said even the most simple-looking traffic accident can escalate into road rage or worse, putting the civilian officer in danger.

"If it's a routine fender bender, there is no way of knowing whether the person involved is (fleeing) from a bank robbery or a drug deal or just taking the kids home," he said.

When any basic investigation is required, Pasco said, civilians are far more likely to make mistakes that can help accused criminals escape a conviction. In Orange County, sworn officers receive 10 months of training compared with three months for civilians.

"There's a tremendous potential for a gap, and that gap will be filled by a defense attorney," Pasco said. "You get what you pay for."

STEVENS POINT, Wis. (AP) - A Stevens Point police officer shot and killed a man after an altercation Saturday.
Stevens Point Police Chief Jeff Morris said officers were responding to the report of a stolen vehicle when the suspect fled on foot.
Morris said another officer spotted the suspect near a high school and used his Taser twice along with chemical spray in an attempt to subdue the suspect.
Morris said the suspect and officer scuffled before the officer fired twice.
There was no identification found on the suspect and Morris would not say whether the man had a weapon when the officer fired.
The 14-year veteran of the force was placed on administrative leave pending an investigation by the Portage County Sheriff's Department and the state Department of Criminal Investigation.

Off-duty officer shoots suspect in Milwaukee
Associated Press - November 8, 2008 11:05 AM ET
MILWAUKEE (AP) - Milwaukee police say an off-duty officer attempting to stop a car break-in shot a man several times after the man stabbed him.
Police say the suspect is in stable condition at a local hospital. The officer was treated for minor injuries at the scene.
Police say the incident started about 4:30 a.m. Saturday when the off-duty officer saw the man trying to break into a car. The 39-year-old officer called police for help and then attempted to arrest the 22-year-old man.
Police say the officer used pepper spray when the man resisted. Then the man stabbed the officer in the shoulder with a screwdriver. That's when the officer shot him.
Police say the incident remains under investigation. They did not name either man.

When is it right to forcibly close the streets and challenge the police because a man of color got elect president? When is it right to throw rocks, bottles or other debris at the police just because the evil doers believe that the police favored McCain?
Why should they be allowed to terrorize the good citizens of Chicago by becoming animals in the street because Obama won the election?
I hope that since Obama won the election that he does a fine job and does it well without prejudice.
Although the citizen threatened civil unrest if Obama lost, they displayed their true colors and feelings about America and local laws when he won. I can't even try to get a grasp on their thinking, but I do believe that since Obama won they think it's their birth right to cast conviction on the law enforcement because they think it's their right to be allowed to create civil unrest. I wonder if those who are sueing the city are even tax payers or are even law abidding citizens. I wonder if either one of them that I saw in the news have an arrest record. I wonder if they support their communtiy in any sort of legal way.

Just wondering...

---------------

One more time. When the police shoot an offender, the crime is the agg.assault or agg batt AGAINST the officer or some other citizen. The officer/citizen is the victim. The officer did not murder anyone. The officer used force to prevent serious harm to himself or another person.

If the offender is dead, the dicks pull a separate RD and make a new case report for Justifiable Homicide.

Justifiable homicides, just like reckless homicides, are not murders. They do not count in the "murder totals."

Just wondering...

and I would like to further comment on the above posters words........does the average person honestly think that the police are gonna drive around and yell "white power" to every black person they see on the street because of an election of a black president??????!!!!!! You've gotta be kidding me. With the recent climate of media, lawyers, judges higher brass does the average joe really believe that the police would honestly risk it all just to yell out white power and pepper spray people because of who knows what??????????! The answer is ABSOLUTELY NOT. The city allowed this lawsuit happy climate in Chicago and now every shithead and shitbird wants to get their do. For what its worth......it was the fine citizens in the 7th, 8th, 15th and 11th districts who were the ones yelling the racist comments, and these are just only a few that were yelled at myself and partner over and over (fuck you police...OBAMA OBAMA!!! You white bitches are gonna be scared now! Look at those angry white bitches cause McLain lost...we gonna rule dis city now crackers OBAMA OBAMA!!)and throwing bottles and causing mayhem on the streets....not the police. So to the family putting their faces on the news claiming otherwise.........we know the truth and hopefully normal citizens with alittle common sense know that you are full of shit.

as i sat at roll call the other day i slowly looked around the room and prayed that everyone present would be turning in keys and a radio 8 hours later. it seems that we as peace officers are challenged more often now. back up, back up, back up-- start rolling towards hot calls and if the shit hits the fan you will be close enough to make a difference. i remember my first roll call-- wheel gun with 18 rounds, stick, one radio per car. we took care of business. as i look at some of the young guys i feel sorry for them. this job has become to complicated and i feel that they will never feel the true level of comradery i felt years ago. stay safe my brothers and "sisters" in blue.

OK I'll explain it to you 2 year wonders out there. When the PO Po's light up a future Nobel Peace Prize winner and his death is a JUSTIFIABLE homicide you actually get 2 RD#s. The beat guys do the original and the dicks get the JH # and make out a case report, and refer everything to the original (dictated by the crime in question, i.e: agg assault, robbery, etc). Another thing they didn't teach you in the academy.
