Drugs Not a Priority, But Money?

We asked and our readers came through. Some people had been commenting about a sudden shift in policy advocated by the Superintendent. The readers provided the links within minutes and quite a bit of witty commentary to boot. Here's the Tribune link and part of the article:
  • Ultimately, the priority to reduce violence trumps the department's need to combat drugs, he said.

    "Life has become extraordinarily cheap in some neighborhoods," Weis said. "If a gang is dealing drugs and not killing anyone . . . that's not on our priority list."
So is this carte blanche for the gangs to move as much product as possible as long as they stop killing each other? Maybe a nod to the gangs that if violence goes down, so does police pressure? Doesn't J-Fed realize that guns, gangs and drugs run hand-in-hand? If you want to really expound on it, gun, gangs, drugs, churches and politics are so intertwined in this town you could almost qualify Chicago as a narco-state on par with what Columbia used to be and Mexico currently is.

But what everyone is really missing here is an opportunity for Shortshanks to close up his budget gap and tap new revenue streams. If the Superintendent is offering to back off non-violent gangs, why not look into the following:
  • The City owns the streets, alleys, sidewalks, etc. Why not establish territories for selling dope? The number of corners would be determined by the size of the gang and how fully they could staff it around the clock. You think it hasn't been done before? The City divided up the entire pie for exclusive cable contracts a mere 25 years ago or so. The City is also granting exclusivity to a single red-light camera provider in exchange for an 85% prosecution rate and almost $100 million in revenue.
  • Put the more lucrative corners out for bids. Hey, if the Cubs can hold back the entire set of home plate seats for the Yankees and White Sox series, then turn around and sell them to the highest bidder through their own brokers, why not see what certain corners in 006, 007, 015, 010, 011 and 025 can bring in?
  • Equal opportunity - not the traditional crack, heroin and 'dro out there, how about Club Drugs. 012, 013, 023 for starters. X, meth, Special K and who knows what else. It's out there and the gun play isn't in evidence so it's not a priority under J-Fed's rules, but for a cash strapped Daley, it's gold.
We're just trying to roll with the new policy. Once again though, we had to learn about it from the media and not via the Supe's Office. We thought that was going to change?

They did this on the Wire. It was call Hamsterdam. It worked to. Violence went down and shitty areas got better. It's the paper bag theory. We could spend all day getting drinking on the public way arrest, but as long as they put it in a paper bag we look the other way.

It's just like the HBO series "The Wire" where they established a free zone called "Hampsterdam" by the locals in which you were free to sell/use narcotics as so long as you didn't create violence.

scc, do you or any other officers know if joe airhart will be buried with full honors? I see that the fop has the wake/funeral info on the website but is his death going to be considered in the line of duty? I know that he died obviously due to his injuries from the shooting, but is there a reason that he will not be fully honored because so much time has passed? any info or insite would be appreciated.

Well, when Mexico gets 400 million to fight drugs the problem will go away and the unemployed gangster can turn to robbery. Not quit yet we still have to combat drugs from all directions of the planet. This is great news! After a long hiring freeze we can all become diplomats. It's amazing how prophetic the HBO series "The Wire" was. Didn't they cover this very same issue several years ago. They called the new approved drug sale location Hamsterdam. If I didn't know any better, I'd think that Chicago was following the script....

Just tell us what you want and make it policy and then you'll totally get everything you need.

We all know the only blocks that get attention are the ones that are killng each other. In some parts of this city drug sales are on almost every block. Meaning the city only has enough resources to deal with those blocks that produce the largest amount of violence. They let it get out of hand by not letting the police police and spreading all the project gangs/drug dealers all over this city when they brought down the high rises. So they can deal with it now. 1st and the 16th

This post was (sadly) hilarious. Our mayor and our city council wastes our money by carving up the whole city into TIFs in order to consolidate and wield political power. It siphons money out of the regular budget which should be paying for police personnel, schools, jobs programs, libraries and parks. In order to deal with this fact, we get a robo-cop approach rather than smart policing and PR rationalizations for why services will be cut in lower crime areas. Yet, do we really think that all of these areas will stay that way if we reduce policing there? 3 murders in a district may not be so much in comparison to others but tell that to the people dodging gunfire.

YO! We are not as stupid as you think we are. There will be a lawsuit to challenge TIFs in Chicago. We've got to all stand up and say 'enough is enough' because this shell game is hurting the city to the benefit of the Chicago Democratic Political Machine.

SCC, Chicago has a long history as a Narco-State. The Outfit is the ultimate authority here and long ago got involved in the drug trade. Organized crime in the black community was once dominated by Policy rackets controlled by powerful black politicians and regulated by mostly white Police Captains, with the drug trade being held in disdain by most in the community. Well, Policy is no more and we know where the money has been for the last 50 years. For the last 25 years, the Machine has relied on street gang members for muscle, particularly in heavily minority areas represented by white pols. Murder and Drugs are only an issue here if it becomes a political embarassment to the regime and draws negative attention. Weis made the mistake of speaking too candidly.

The only hitch in this concept is that the feds still insist on trumping the states when it involves the control of substances.

Could the federal position on this area of human free will be connected to a much larger financial interest?

I was at an outdoor roll call last night. It had 2 neighboring districts and some pro-police community activists. We stood in formation and our bosses gave speaches. When the bosses dismissed us we walked back to our cars. We were then met with drug dealers and crack heads who assembled kiddie-corner from us chanting, "OBAMA! OBAMA! OBAMA!" They did not like our roll call and told us so by chanting the name of the president-elect....

While Weis in the consummate asshole as CPD Supt., I agree that those in possession of personal use drugs, certainly marijuana, is plain bullshit.

However, in my experience, I've had considerable success in using weed, etc. as leverage in getting information on more serious crimes, including murder.

The small quantities of drugs would invariably end up in a sewer or other body of water as the grateful possessor(s) looked on. Many got locked up on unrelated felonies.

Different strokes for different folks. Fire away!

Judge Eileen Brewer, a highly rated Harvard Law grad like Obama, lives a few streets away from the president-elect. The robbery happened Monday night, hours before voters would elect Obama president and retain Brewer as a judge.

"He really beat me up," Brewer said of her attacker.

She had just dropped off her son's tutor and was on her front porch when he struck. The man weighed over 200 pounds, and she had a tough time fighting him off, she said. "No broken bones, just Advil injuries. He punched me in the stomach, on the arms, my back. He dragged me across the porch," she said.

Superintendent Weis should obtain and read the articles written by Lieutenant Michael Cushing (RIP) regarding street level drug enforcement.

The articles might be available from the Illinois Criminal Justice Authority.

Lt. Cushing identified the correlation between street level drug dealers and violent and property crime in the neighborhoods. He showed that a drug dealer today, is a burglar tomorrow, an armed robber the following day and willing to shot you any day. He also showed that the easiest way to get these people off of the street was for hand to hand deliveries to the police.

The more cases you sent to court the more bad guys go to jail. The problem is the SAO, judges, ISP and the do-gooders hate this strategy.

Superintendent Weis should speak to either Chuck Ramsey or Mike Hoke as they both worked with Lt. Cushing and adopted his theories and they found it worked.

That's fine. If I get shot, robbed, etc as a result of this then I'll just turn around and sue this city.

Don't think so. I think the Illinois Supreme Court ruled that unconstitutional because of the same argument that requiring a convicted felon to register a gun he is not allowed to have would require him to incriminate himself, thus violating his 5th Amendment.

Joes funeral WILL be full honors. Monday 10 NOV 08, 1100hrs @ Rockefeller memorial chapel 5850 S. Woodlawn. The wake is Sun. from 3-9pm at Cage memorial chapel, 7651 S. Jeffrey Blvd. YES HE DIED IN THE LINE OF DUTY, EXECUTING A SEARCH WARRANT. IT DOESNT MATTER HOW LONG AGO IT HAPPENED. GOD BLESS HIM AND HIS FAMILY....

Why not legalize and tax? That takes the drugs that produce the money to by the guns out of the hands of thugs. Use the local tax to fund the department, and let the fed tax pay for whatever. So instead of subsidies for farmers not to grow crops they could grow, hemp and poppies. If we grew poppies it would even weaken the source of much of the terrorism coming from Afghanistan and Pakistan since their revenue would dry up. Just saying...

Lt. Cushing identified the correlation between street level drug dealers and violent and property crime in the neighborhoods. He showed that a drug dealer today, is a burglar tomorrow, an armed robber the following day and willing to shot you any day. He also showed that the easiest way to get these people off of the street was for hand to hand deliveries to the police.

The more cases you sent to court the more bad guys go to jail. The problem is the SAO, judges, ISP and the do-gooders hate this strategy.

Superintendent Weis should speak to either Chuck Ramsey or Mike Hoke as they both worked with Lt. Cushing and adopted his theories and they found it worked.

Their fricking theory was a lie and never worked. I am not a Phat Phil fan but when he took over Narcotics, he worked with the asa's and reviewed all of the Hoke-Cushing statistics. What was uncovered was one big fat lie. All of the numbers were fudged. They werent' even close. Nobody went to jail, cases were SOL'd a good 75% of the time for many different reasons.

Not that I care about all of that, I'm just disgusted that anyone would try to highlight those two rat bastard goofs names.

Free booze touted for alcoholics

VANCOUVER -- Chronic street-based alcoholics would be given free booze under a proposal being touted by Vancouver's drug policy czar.

"[Alcohol] maintenance can work," Don MacPherson, the City of Vancouver's drug policy co-ordinator, said Monday. "Seaton House, a shelter in Toronto, has been doing it for years. And a study released in January out of an Ottawa shelter showed people actually drank less on an alcohol maintenance program."

The federal study found participants had less contact with police and emergency services when they got their booze for free. "They are still hard-core alcoholics but they are stabilized," MacPherson said.

He will present his proposal to Vancouver city council Thursday as part of a bid to get almost $1 million in funding for his office...

Alcoholics' apartments generate many aid calls

Nearly every other day, the Seattle Fire Department responds to an apartment house for chronic street alcoholics to administer emergency medical aid to an ailing resident.

The $11.2 million housing project, located at 1811 Eastlake Ave., puts to test a unique concept in housing homeless hard-core alcoholics because residents are allowed to drink in their rooms.

The 39 aid calls to the building since it opened in mid-December far exceed what backers of the controversial project anticipated.

"We understand that this project is under a community microscope," said Hobson, who is turning down media requests for visits to the facility and to interview residents.

Some 1811 Eastlake residents are very sick, suffering cardiovascular, upper-respiratory, renal and circulatory problems symptomatic of years of abusing alcohol.

Residents of 1811 Eastlake are homeless chronic alcoholics who have been addicted for at least 15 years and failed at treatment at least six times. With virtually no chance to achieve sobriety, they are given an opportunity to rent a nice studio where they can drink until they pass out...

In addition to medical-aid calls, police have responded to the building about 10 times, including once for an assault. The alleged assailant was a resident, who subsequently was evicted that night, Hobson said.

Your interview sounds like you are telling the citizens of chicago and police that preventative patrol is no longer an option. We should allow all crime that is normally associated with gangs and gang violence to occur (by not focusing on it) until someone is shot.

war on drugs was lost 20 years ago. the government should legalize the sales of it and tax it. they could use all the buildings of these banks, savings & loan building. offer 70% off on the drug of your choice, it worked after prohibition and if properly controlled can work. take the profit off the streets. see what a decrease you'll have in your Part 1 felonies and maybe, just maybe you can get them interested into staying in school instead of eyeballing for police patrols.

Truth is spoken. These firefighters need to learn to slow down. People always complain about cops blowing lights, but 99% of coppers slow down at red lights, while these firefighters blow through red lights.

I was following 2 firetrucks the other day to a fire. I couldn't even fucking keep up with them because they were blowing through everything.

Mike Cushing had the right idea about getting the dope dealers off the street. Unfortunately, his tactics did not allow for any flexibility.

Pretty soon, the real dope dealers were keeping local retards nearby so when they thought someone was an undercover cop, the retard would serve him and pass the money off to a runner who would take off quickly.

The result was the the real dope dealer got the police money and the retard was the only one arrested.

Dave Boggs kept pushing for more numbers. One year we hit five thousand raid numbers, flooding the system without catching real dope dealers.

More to come regarding the towing situation, still in the works. The FBI is working on rounding up all the key players. Obama detail is going to the MSF from what we are being told. You will need a very good phone call to get there. As for the Police Board deal,again from what we have been told the two PO's got railroaded. It was said that the Sup wanted the power to fire at will. That is not a good thing, giving all that power to one person.
