The Chicago metropolitan area has seen a dramatic increase in home invasion and theft recently. Criminals gain entry by posing as public works employees or inspectors. The most common ruse is requesting a look at the water meter, suggesting “the meter may not be functioning correctly which could result in a higher bill.”
Reports alleged criminals posing as gas, electric, cable, and phone company employees. Similar scams offer a free inspection of your furnace or plumbing contractors who claim to have done previous work in the home. While one impersonator distracts the homeowner, the “assistant” sneaks in and steals anything valuable. Most victims don’t even realize they’ve been robbed until long after the two have gone.
While this is far from new tactics on the part of street-level cons, they’re still very effective, and more dangerous now than ever by the sheer volume of cases. Unfortunately, their target victims are almost always the elderly and/or disabled.
Chicago Police Sergeant Lee Bielecki is doing his best to raise the alarm and educate “our most treasured citizens” in how to protect themselves and thwart those who would prey upon them. His efforts included a visit to Congressman Dan Lipinski’s office with a request to spread the word throughout the district.
Jerry Mulvihill, Head Caseworker in Lipinski’s office, said, “This has always been a problem, but we’re seeing ten times the cases we’ve had in the past. It’s not just happening in Chicago. Crimes like this are taking place just about everywhere in the greater metropolitan area.”
On behalf of Congressman Lipinski’s office and the Chicago Police Department, the following information is offered to aid in your safety and protection.
Never open the door for someone you don’t recognize. Once you open the door just a crack, the criminals will push past you.
Every single utility researched for this article had the same procedures. If access is needed to your home, you will receive a phone call from the prospective office and an appointment will be set. Utility and public works employees will always present a badge, be in an appropriate vehicle, and will gladly wait while you confirm their identity and purpose.
If in doubt, err on the side of safety.
If someone suspicious comes to your door, call 911 immediately and identify yourself as a senior. If you can, get a description of the suspicious person or their vehicle, but never takes any chances to get this information.
Many victims were followed home from the bank, church or grocery store, so it’s extremely important to be aware of your surroundings. If you suspect you’re being followed, first get to a safe place, then call 911 or ask someone there to call.
There is strength in numbers. Try to arrange to go shopping and run errands with family, friends or neighbors. Talk to your neighbors and ask them to keep an eye out for suspicious activity or people in your neighborhood. Offer to do the same for them.
Consider getting a dog. While teacup dogs are adorable, they aren’t very intimidating. On the other hand, a monster sized dog isn’t necessary either. Even a 30 or 40 pound dog can be quite protective without eating you out of house and home. Among the many breeds (or mixed breeds) that are sweet-natured but very protective are Australian Shepherds, Border Collies, and Retrievers.
Spread the word. The more knowledgeable the community is about these scams, the harder it is for criminals to be successful at it.
To cut down on the traffic to your door, post a “No Solicitation” sign on your house.

Nobody turned me into a pooch. I was a self-made pooch. Being a dog never got me into trouble, it was only in moments of insanity when I tried to be the police that I got CR's, lost sleep getting up for court, and got sued.
The only guy was a bigger dog than me was Joe V., who married right and made captain. Last I saw him, he was standing at roll call in a district demanding more tickets and arrests from the troops. He didn't even blush.

A divided City Council committee today recommended paying nearly $2.3 million to the family of a teenager who was shot and killed by an off-duty police officer after the teen took part in a home invasion at the home of the officer's parents.
New Changes In 2009
Removal of one Lt. from each detective area, most likely the robbery Lt. 5 more Lts. for patrol, plus one less useless take home car.
Reassignment of detective division sergeants. Six per shift is way to many no more half shifts for youth and robbery sergeants. Cut in half this would free up six sergeants per area allowing thirty more fresh supervisors for patrol.
No detective promotions,more accountability from the detectives drastic cut back in unlimited over time. Multiple audits of the areas highest over time achievers monthly along with reassignments and integrity checks at court, no need for six when two dicks will do. This is presently being worked out with the states attorneys office now. More jobs handled by detectives assigned to summary, freeing up people for violent and youth crimes. Possible elimination of financial crimes detectives, auto theft and burglary detectives.
District desk sergeants can handle arrests and felony review contact.
Form letters sent to victims, fill in the blanks, unless prints recovered no detective needed.
Non violent In custody's can be released after prints clear with a notice to appear at area headquarters for detective division follow up in conjunction with a states attorney permanently assigned to the area. California style law enforcement every body is released no more 48 hour rule and charges for non violent crime.
Anything to save money, streamline the organization.

I suggest you study hard kid and maybe you too can get promoted. Be patient, you only have 18 months on the streets.

WOW! You are one major softball!! I can't believe there's a cop out there as slow as you. How many bank robbers have you caught little boy? 019 has lots of bank robberies, why don't you crack the case. FYI the bank robbery in 023 was before the tact teams started so we're sorry you are so upset. It's obvious the reason you were never able to be on a tact team is because you are such a dick and spend to much time worrying about what everyone else is doing, even others in another district for that matter. You must be new on the job and haven't heard that it's a numbers game and no boss will go a week without arrests to set up on robberies or burglaries.
P.S. Next time you see an 023 tact car on "your side" of Clark St. why don't you tell them how you feel you whimp. I'd love to hear from you!

You are wrong pal.Read the newsletter.After six years in the works it finally passed down in Springfield.We just have to wait for the governor to sign it.That's a whole different story though considering the charges that were recently brought up against our asshat governor.
Thanks for all the kind words ... The point of the article which was written by a reporter from the Southwest News Herald and was in last weeks edition was to help inform senior citizens and their neighbors that these con artists have been very active in the 008th district and surrounding areas. These incidents have been on the rise and it is very sad when you respond to these see an older person who may have fought for this country to preserve our freedoms, raised families, and are trying to live out their golden years taken advantage of by these con artists. Posting this article was not mean't to be a self promotion but rather as information so that maybe it will help someone from becoming a victim of this crime. If this prevents one person from being taken advantage of then I consider a positive achievement. As to my detractors, well I am sorry that you have chosen to attack me personally rather than ask yourself what have you done lately to help your senior neighbors. I knew posting this article was a risk for that reason, but one I was willing to take to help get more people involved in preventing others from being victims. First, you're CRAZY! Peterson (who runs the D-unit) isn't going fuck himself and get an even worst clearance rate by fucking with the working detectives. Frankly, I hope he fucks with CMO and RBT. He understands OT is part of HGS and as long as the sea ghetto M/1's keep killing each other I'm gonna keep getting paid.
I suggest you study hard kid and maybe you too can get promoted. Be patient, you only have 18 months on the streets.
I'll tell you what, this is the best job on the dept. Anyone who says different never did it.

It's because supervisors don't get on the asses of those who sit on their asses doing absolutely nothing all day, day in and day out. It's only about 10% (or less) of the dics making the arrests. When it comes to stats, the sgts fudge with it so it looks like everyone is working which is total bs. Where I work, one guy made no arrests for two years. Victims would complain and the sgt would take the job away and give it to someone else who they trust would make an arrest & clear the case. The sgt would make sure he was on paper on other people's arrests to show activity. The only time some people make arrests is when it is handed to them because is so f*cking easy a second grader could figure it out. This happens in my unit too. The do-nothings get the "give-me" jobs so it beefs up their zero activity. Then they wonder why the rest of the staff gets so pissed. Typical CPD.

Maybe when all the special employment is 9161 (D1 Pay grade) the dics can finally do some work instead of "No show no work"?
ITS THE SAME IN PATROL TOO. I HEARD COOKIE( IM MARRIED TO SCHULER AND PABLO I WAS PARTNERS WITH FRAN MY MOM MADE ME A SGT ARE NOW ON THE AREA THREE GUN TEAM). IF SO THAT IS ACTUALLY FUNNY. THESE TWO SHOULD BE IN A BEAT CAR ON MIDNITES AND NOWHERE NEAR A GUN TEAM. ACTUALLY MOST OFFICERS ON MIDNITES HAVE MORE POLICE ABILITY THAN THESE TWO. I DONT KNOW WHERE YOU WOULD PUT THESE TWO BUT I DO KNOW IT SHOULDN'T BE ON A GUN TE-----------------------------------
