How to Steal Money

  • With Gov. Blagojevich facing impeachment, Mayor Daley is trying to engineer a political end-run around Springfield when it comes to Chicago's share of the $800 billion economic stimulus plan being crafted by President-elect Barack Obama.

  • Daley was cagey when asked how a city struggling to survive its worst budget crisis in recent history would come up with the matching funds needed to qualify for federal grants. That's normally where the state comes in.

    "That's how you do creative financing," he said.

Creative financing. And also how you get around state oversight and a layer of reporting results to the Feds.
  • Chief Financial Officer Paul Volpe, the mayor's newly-designated chief-of-staff, refused to say what the mayor meant by "creative financing."
Yeah, that's what we'd say, too. Especially with the feebs peeping in most keyholes, listening at every phone and going over boxes and boxes of paperwork.

Last night at 7:45 pm a god damn garbage truck came down my city side street with lights-a-flashin and plowed the dusting of snow on the ground.

This clinically insane F**K of a mayor wouldn't send the trucks out when it snowed 8 inches, but he sends them out to plow one millimeter of snow fall?

These dirty arrogant political thieves still continue to destroy the working mans future and nobody is doing anything about it.

My favorite part of the article is the following, " You can't allow Springfield to take your money, hold the interest, then eventually give it to you in the middle of winter."

WTF? Daley does this on continuing basis with each and every contract that is in negotiation. Here we are, 18 months without a contract, and the money that has been budgeted sits their gaining interest that we will never see.

Think I'm wrong? Think that in this bad economic times that the city is really broke? Then why was Hiz Honors Chief Financial Officer quoted as saying that the city already has matching funds for the federal bailout? Where did THAT money come from?

Yup. About ten last night, there goes the plow down the street. My (city worker) neighbor called and said, "Do you believe this shit?" It literally took a broom to move yesterday's snow, but NOW we get plows on the sidestreets? This man really has lost whatever mind he used to have. 'Creative financing', my ass.

I'd like to know where all this new found overtime money is coming from. I recently saw a parade of snowplows driving in my neighborhood. Sadly the wind had cleared most of the dusting before they arrived. I thought it was the "flying squad" on a mission!

That's too good an innovative idea and it would mean a loss of patronage jobs. 'never gonna happen.

Look for the definition of "Creative Financing" under ENRON or Accumulated Adjustment Account of TIF money the city has collected that is NOT on the City's Balance Sheet.

no more captains assigned to districts , captains will be assigned to areas. arrest reports will be approved over computer.
desk sgt's will run day to day operations at district stations.
field lieutenants will remain in districts , conduct roll calls, handle field operations ,and will no longer work out of grade.

I keep telling you all , Daley, the Aldermen, & City Council should ALL have to take piss tests, and most should have to get Mandatory Yearly Mental Evaluations. Same for some CPD bosses.
