CAPS Teaches Murder Tips?
Could the woman accused of killing the pregnant girlfriend of former Bear Shaun Gayle have learned something about pulling off a murder when she worked with Chicago's community policing program?
Prosecutors say Marni Yang owned a 9-millimeter gun and used it for target practice a couple of months before the murder.
They say she built her own silencer.
On the day of the murder, Lake County State's Attorney Michael Waller says Yang wore a wig and sunglasses, used a disposable cell phone, rented a car with someone else's credit card, and put a stolen license plate on the car.
"She had personal involvement in the CAPS program in Chicago, and I think she learned some things that probably helped her, up to a certain point."
There were a million things wrong with the CAPS program, from the wasting money to the pulling officers off the streets where they were needed. Some of these legitimate criticisms were addressed in part when they put CAPS on life support, but for some reason they haven't finished the job. We're afraid it's going to return from the near-dead like a typical Hollywood horror villain in a year or two.

marni "the black widow" yang was one of the first caps facilitators in 017 when caps hit in 1995. she was a regular in the hallways in the old barn on sunnyside until she burned her bridges. "marni" got a certain peace officer in trouble for turning over pic's of the officer with strippers from the admiral theater while on duty. the officer ultimately lost his job. a certain retired female lieutenant also hated her guts and chased her out of the station calling her a homewrecking whore because she liked to play with the married guys. she was one of shaun gayle's pokes for years and its almost comical that he stated that they were just business partners..

That girl was a psycho when I met her twelve years ago. The problem with her caps involvement was that as a cilvian she had the run of the station and that should have never happened. She had access to officers files, secured female locker room, and the commanders office. How else did she break into an officers locker and remove incriminating photos that got him fired. (Yes he was a loser..good riddance)
If someone had stopped her then she may have thought twice about doing all the nasty crap she did after. Everyone knew she was trouble and the only one that had the balls to barr her from the station was the female W/C commander on third watch.

This comment from an "unenlighted" (read stupid) prosecutor in the Lake county SA office shows how some people will rip on anything just for a headline. I have been involved with the CAPS program since 1994. IMHO it is one of the better programs the city has come up with. Have there been problems? Of course, what community program doesnt. But on balance at least in the 13th, CAPS is a great way for CPD to interact with the community and A great way for the community to learn that police officers are Good Guys!

Caps is just smoke and mirrors and a place to hide do nothing police officers, who should be working a beat car. Check it out and see how many caps officers have any street experience. Where else would we hide all the waste of man/woman power.

There was a senior citizen officer, north side, who was getting kickbacks on every senior she placed in certain senior care facilities. Eliminate the senior citizen officer and you cut out her secondary employment. Come on, they don't get the overtime that other officers get, leave them alone.

I remember this nut job Marnie from 017. She was the 017 head job machine and was responsible for KT getting fired. Marnie broke into Kevin's locker and stole his personal property.
Marnie was pissed off that KT wouldn't give her the time of day anymore and she was vindictive. She sent some Halloween pictures of KT in uniform at the Admiral to Walter Jacobsen who aired them.
There has to be a lot of coppers very, very concerned about Marnie's arrest right now.
at my CAPS meetings i am constantly asked "why don't we have more police?" i tell them "well, first of all, while where in here for an hour, no one is on the beat." i go on to mention how this is a waste of time and we need to be on the streets. of course then i just get yelled at by the caps guy and caps sgt. every time, it never fails. always getting yelled at by the caps people. i'm hoping that they just tell me to stop coming or something, but they never do.
So, per the story, Yangs' friend and some family members "had knowledge" she murdered the woman since the day after it happened.
What kind of friggin ghouls can walk around with that kind of knowledge, and not slip-up our give her up since Oct, 2007 ?
I'm sure somebody is getting immunity to testify, but wtf ? They should at least do some time, at least enough to rearrange their rectum so they know not to do it again !
CAPS should have been dropped a decade ago. It is an abysmal failure and a waste of our Tax Dollars. Freeloaders get jobs and free stuff on the Taxpayers back again though, here in Crook County. Could have used all that WASTED vote-buying CAPS money to hire COPS, FIREmen, and get up to date equipment and training.

Its hard to tell from the post, but if a PO said this and meant it, or it was indeed said by a Lake County ASA, he should be taken aside and asked to re-think his career choices. Living in this fantasy world is doing no one in the justice system any good.
No amount of giveaways/stroking the public will just suddenly make Mookie close down his open air drug market. No beat meeting will make some POS re-think beating his baby-momma. No CAPS parade has ever choked up some banger to the point he tosses his Glock down a manhole and gets a real job.
"Community Policing" was just a fad, the flavor of the month, a feel good. Its time to stop wasting money and manpower, CPD has little of each. The only reason CAPS hasn't been put in the ground is that no one has the balls to pull the pin on its life support, and, holding the plug in his hand say: "we were wrong. The cops actually know more than the college professors about crime."
As for the CAPS spots, well, kids, the ride could very well be over. Your collection of automatic attaboys you got for just being part of CAPS is about finished. Dig out your uniform, make sure it fits, and clean your gun. You might actually need it where you are going.

The whole thing is very sadsational! Good work Lake County/Deerfield. Bless you for keeping at it. I can't say our Areas would have been as persistent. But, this is a CAPS success story because it didn't happen in the city. Don't we still have some CAPS refrigerator magnets, pens, or rulers, we can re-gift up north as a token of our esteem?
Just wait until Marnie's past pops up in the upcoming Hollywood trial. This will be another huge black eye for the CPD.
Word has it that the Lake County Homicide Task Force is already probing around and asking questions about Marnie's police/CAPS exposure.

A Chicago police officer obtained an emergency order of protection against Yang in 1998, alleging that Yang sent a "harassing letter" to his wife and later a letter to him that threatened his life, career and marriage. The officer "fears for his safety and the safety of his family," the complaint said.

I work in a caps office as a supervisor. I've got some time on and was asked to do it. I went for the five day schedule, to be honest. We have to do stuff that a police department should not be doing, IMHO. Sports programs (park district), great and dare (schools should do it, peer jury (states attorney?), if it should exist at all. Domestic Violence stuff? Maybe, or have an area DV setup. The one thing that I think has value is the seniors stuff. Many old people get rolled over and need help. Given the shortages on the street, that's where we should be. But if we left, they will find 6 or seven more to replace us. So we stay and make it work as best we can. Another thing, there's way too much money spent on BS like parties for the beats and block clubs and shit. You want to have a barbecue on your block? Pay for it, my block does and we call it a block party. Caps truly is a way to give away more money. And given the crime stats, it doesn't seem to do much good.
2 years and a wake up.

I've been involved with CAPS in my community for the past seven years fighting crime and working along with the police and other law enforcement agencies .I stood up to gangs and drug dealers .Me and my family have received dead threats and constantly harassment but I will not give up! I will move forward performing my job as a CAPS member and working harder than some of the officers in my district to create a safer and cleaner environment in my community
