Jarmusz. Don't be fooled by 021. He made Lt. and went straight to the gun team. He's never done a day as a watch commmander. More than half the list a slap in the face to the Lt.s that have been the acting wc's. But then, they've made the mistake of spending their careers in district law enforcement. And they wonder why morale is so low.
OT: The city must really be hurting. Why is it that now we are being forced/suggest to write parking meters? Isn't this a private entity now? Is this citywide or only a 014th Dist. thing?

I have to say the list is interesting. Congrats to all, but especially 1) Lupe Pena - a by the book boss, takes care of you if you are a worker. 2) Leo Panepinto - spent years as a Sgt in Patrol, class act, is the police, 3) Dave McNaughton - 8 for 8 kinda guy, he supervised me in Patrol many times, Very nice man, and is up front about following the rules, 4) Ron Pontecore - was a good gang Sgt in 025, and was a field LT all over the city, I may not see eye to eye with his opinions, but he treated me fairly. So outta 15 of them I personally worked in Patrol for four. Two were by the book, two are class acts and one is competent. Figure the odds. I would work for any of them again at the drop of a hat, but then again I make the best of any PATROL assignment I have. Again Congrats
Barnas is a great guy. I guess I shouldn't say that on the blog cuz maybe they won't promote him. But to his credit, he's sharp and stand up (if we can use those words anymore).

2 picks from Narcotics??? Navarro maybe assigned to Narcotics but he doesn't work there. There are only 3 Lts in 189 (Dunn, Fletcher, and Cervenka). Fletcher has been in Narcotics as a Lt for less than a period. He just transfered in. Smoke and mirrors being used in units.
I did notice plenty of units represented. Thats wrong. The patrol division should be better represented.

I still want to know how they can come up with Captains names in about 6 weeks, (you know, reading thier resumes and interviewing each of the three references that each had to put down and such); but you can't get your answers to a scan-tron like sergeants test until MONTHS later.

You must be a jealous hating prick because you sure don't know what your talking abt. Pontecore, is actually one of the few "real police out there. He's always taken care of his guys, from being a Sgt. in 15 and 25 to moving up the ranks in 17 and so forth.
You must be newer on the job and only had him in the academy. He, unlike many, is one that deserves Congrats on the Promotion. So unless you actually worked for him, and know what your talking about, then keep your mouth shut because you make yourself look like an ass.

Has anyone noticed the control gates, that have been put in place at every entrance to the Kennedy Expressway?
IDOT claims they enable the cutoff of incoming traffic to the Loop, without the additional useage of PO's. This would allow both sides of the expressway to be used, to evacuate downtown in an emergency situation.
The emergency situation could be a terror related situation, nature related or large scale unrest with burning buildings and looting. This is there definition, not mine. I must admit it sounds like the premise to martial law.
Ironically, these entrance controls extend all the way up 94 throughout Wisconsin. I doubt that they are needed in Wisconsin to evacuate downtown Chicago.

He went to the academy & he dumped the dead weight over there and made the dogs work or get out. Ron will make a great Boss. I can't vouch for others on the list but Dembowski and Leo Panepinto are both solid bosses. They are great picks. I hope it's true.
one could say that: 1) who cares, anyway?; 2) lt's don't make captain without clout, political or organizational connections; whether they are "experienced or competent" is beside the point; some who apply (but aren't chosen) are in fact just as competent, or more so, but they don't have the connections; some (who are experienced and competent) who do not apply do not, or will not, "play the organizational game"....such is life; off topic, though, anyone see the report that the USOC head resigned (supposedly putting Chicago's 2016 Olympic bid "behind", so to speak); good news for those who don't want the Olympics in Chicago...

being "long in the tooth", as they say, this capt's stuff reminds me of what some used to say about all of this....1) the male whites are "deep on the bench" (i.e., capts and lts, and otherwise exceptionally qualified) but who can't get to the next level (exempts),. because of the "necessary" racial/gender/political balance....; 2) capt was the "consolation prize" for lts who were "loyal", but for "other considerations" (political/gender/political affiliations/"past problems", etc."), could not be promoted to an exempt (i.e., Commander) position....and for those who might presently occupy an exempt position, whose past behaviors, at least in a private corporation, would warrant demotion and/or dismissal, they enjoy what amounts to be organizational and political (Democratic party) immunity....what a country!
People in patrol should be happy to be getting a guy like Navarro, stand up boss who knows his shit and takes care of his troops. There's a reason guys like him end up in units, because he is knowledgeable and liked.
This is TOTAL CLOUT, NOTHING MORE. These are not promotions but appointments to a rank. Yea they are Captains by rank only, they still have to show if they are truely captains.

That Denis WALSH is the Area Three Homicide/SEX Lieutenant (ironic isn't it). His cousin, Dennis WALSH, is the one up for captain. They studied together for all the promotional exams; so it's all good.

What's up with the slam on guys not coming from the Districts? Sgts and Lts who are Unit C.O.'s work 2 to 3 times harder and put in more hours than any patrol supervisors, and yes, I've worked both in Units and in Patrol. Most of their overtime goes unpaid. They sometimes get a car, so what? So, you officers and supervisors in Patrol don't want to have a boss who has a greater amount of experience running a unit, who may be able to use that experience to help you, or maybe, just maybe, recommend some of you for future unit spots? I keep hearing this party line being repeated about Unit guys, and for the record, it's all crap. We all know how tough a Field Lieutenant's job is, or isn't, and believe it or not, most of those Field Lts don't want a unit job or can't do a unit job. They would just rather work their short day, or maybe sit in for the Captain and grab some out-of grade. Congrats to ALL the new Captains, no matter where you are from, In more than two decades on this job, this is the best list I've ever seen.

Hudak was there for 6 months working for Killackey. When Dugan came in he left because of the changes imposed. He was succeeded by Joe Gorman and then Brian Daley before Jarmusz arrived, after other lieutenants turned it down.
I see a lot of busting on Dennis Walsh... you know, with the advent of the watch commander taking control in police shootings I'd rather have Dennis Walsh there than any of those others.

I came on this job figuring to be a blue shirt my whole career and so far I have not been disappointed. I would not want a promotion at this point, except for the bump in pension. But that would mean midnights somewhere because no clout, remember. so I would have to use up lots of medical time. Better off with no promotion. It is easier to wear my blue shirt with coffee and jelly donut stains than a white shirt with same.
Life is so simple and easy if you don't aim too high in a corrupt environment.
Who ever ends up with Flethcher and Pena for their Watch Commander will be truly blessed. They are great guys.

I left the academy last year and was sick of the abuses by staff members. Name one dog that RP dumped from the academy? He protected any friend of Tobias sent to him. What good would it do for that officer to face him? RP is promoted and soon assigned to a district. Time for a change. Let it go. I bet if you asked RP, he would admit a change was necessary. RP really needs a street command and leave the academy. I feel for the staff he protected at the academy. A promotion he really deserves after carrying Tobias for years. Good luck RP.

RP will be a very effective leader in a district. He really wants out of the training unit after working for MT. RP is a skilled street officer and sergeant. His talents are wasted in the training unit. Change is necessary and he needs a change. His crew at the training unit is scared they might have to work now. Oh well! Big changes coming to training.

Because they pay a LT. at the Captains rate for every watch where there is no Lt. All 75 watches have someone making Captains pay at all times. Six of one 1/2 dozen of the other, as they say.

I worked for Dave for a couple of years on Mids in A/2. He was one of the better bosses I have ever worked for. He would back you up and even go out with you if you were looking for someone. I wasn't a ball of fire but did my job. the only people who did not like him were dogs. If you did your job he backed you up when needed and left you alone. Any district who gets him will be very lucky because he has no problem telling bosses higher up how he feels.

I've got just one question for each of the asst supt's and dept supts. Did any of you read one single application for Cpt. These asst and dept's are the ones who pick the Cpts. District Law enforcement Lt.s work long and hard on their applications, which will never be read, ever. Go ahead, ask any of the upper bosses who make the picks to look you in the eye and say they reviewed the applications. Never mind, they can all look you in the eye and lie all day long, or they wouldn't be where there at in the first place.
Dave J. became the Area 1 Gang Lt, because he was the only one with balls to take the job, so stop your whining. Be careful, because he will demand that you work!

Lets see.....Promotions to rank of Captain to supervise watches in patrol. Look and see over half of the promotions are not from inside patrol units. Very few even have recent patrol experience! Yet they will come to their district watches, and demand more aggressive partols, contact cards, and curfews...

They are budgeted positions that they are paying a Lt. out of grade for so they needed to be made..........

Why do you think the dept is offerring so much overtime to pos now? Because it is cheaper to pay patrolmen @ time in half than to hire new officers. Moreover, officer are already in the budget, but you don't see the dept hiring blue shirts!
