- After being found in contempt of court by a federal judge, Police Supt. Jody Weis said today he has handed over a list of officers who have repeatedly been accused of misconduct.
Earlier this U.S. District Judge Robert Gettleman ordered Weis to appear in court Monday to explain why he has continued to defy the order.
No other citizen in the United States of America would have to face unfounded accusations and have their reputation dragged through the sewers without a single finding of guilt or liability. There are reports about a "protective order" being applied to the list, but that will fail as surely as the sun rises in the east.

I know this is a pisser of a situation and I'm irked as hell like all the rest of you BUT I do know first hand that there was a team of advisors, insiders and outsiders, lawyers and researchers, who worked non-stop on this matter all week long and they really tried. THEY REALLY DID! There IS/ARE a protective order on these list(s) and they were turned over to the judge with noted stipulations on their usage. I personally saw first hand how one (girl) worked dilligently on this issue all week long to try and keep it from getting to this point. It is what it is and J-Fed ended up doing what he thought was in not only his best interest but in the overall best interest of our city.
Just know as annoyed and as pissed as you might be about this, there really were people on our side that tried to help.
I'm sorry. I have been a hard working officer for the last 15years. I probably make 200 arrests a year and I ride on every gun call or every assist a P.O. or fire dept. call. I don't drag my ass and ride a call for ever and I eat my 30 to 45 min. lunch like all of us. Today I am offically retiring and still staying on the job. I will still ride on priority jobs as if they were for my family but I refuse to do anyhting more from this point on for this horrible excuse for a boss. I just heard on WLS radio that Weiss turned over the list which I am definitely on and by doing so has turned me into a fireman( call me when you need me). I will as always look out for the safety of my fellow officers and fire dept. members who need backup or just need a hand with something. Farewell 26 and Cal. and good luck keeping your job Weiss.

I have been reading all of your angry posts about Jody. Many of you state that you will not work for him anymore or you will now be retired while working. I know you don't mean it and you are just angry. You can still do your job and let him know we are not supporting him. Work as you always have but don't go out looking for an arrest because numbers are down.

Mayor Daley at a news conferennce stated that you shouldnt lock up soembody for have illegal drugs but instead we should lock up the dealer! He also said we should have fined Michael Vick instead of having him go to jail because a 10 million fine would do more good. I am once again awed by his stupidity!! OK, now this comes back to haunt us.
A lot of times a sergeant has to investigate a complaint with a real vague description of the officers involved. No names, no star numbers, no car numbers nothing except "unknown male (or female) officer" .
Now even if the beefer does not sign the affidavit, the sergeant has to go out and find the officer. OR, the officer that comes closest to that time/date/location of that incident. If the sergeant tries to turn in the investigation without naming an accused, it gets kicked back and he is told to FIND and accuse the officer. Then the officer has to be given his rights and respond.
SUCH BULLSHIT!!

I am not a lawyer or police officer but it appears as though the civil rights of these police officers are being violated (including liable and defamation of character)and it may be time to file a class action suit against the city and those who are a party to this breach. A criminal cannot have prior convictions brought before the court but a police officer can be defamed and dragged through the media mud and court based on accusations and innuendo? Since when are police officers not accorded the same rights as every other citizen in this country? Just because a few officers may have crossed the line is no basis for the vast majority of officers, who do their job and do it well, be punished for the sins of a few. When bad policing does occur why are the bosses not held accountable too? They supervise and command the officers. If someone is not performing to expectations then it is up to the bosses to take appropriate measure to deal with the situation. It is shameful that J-Fed and Little Dick do not have balls to stand up to this nonsense. Why should the police do any proactive policing when any unfounded accusation or complaint can be used against them where doing their job might piss off someone breaking the law.
I hope you sue the city big time on this one.

it has been said...the list should not be released, it will destroy morale, expose otherwise innocent officers to scrutiny, etc., etc.; all very good points; the fact that the city takes almost ANY complaint agsinst the police, and then MAKES their investigators identify officers allegedly involved, makes the complaint system golden fodder for any goldmining attorney looking for an easy lawsuit against the city and a city payout...as far as cpd morale...you can kiss that goodbye (if it wasn't already gone).....

I'm sorry. I have been a hard working officer for the last 15years. I probably make 200 arrests a year and I ride on every gun call or every assist a P.O. or fire dept. call. I don't drag my ass and ride a call for ever and I eat my 30 to 45 min. lunch like all of us. Today I am offically retiring and still staying on the job. I will still ride on priority jobs as if they were for my family but I refuse to do anyhting more from this point on for this horrible excuse for a boss. I just heard on WLS radio that Weiss turned over the list which I am definitely on and by doing so has turned me into a fireman( call me when you need me). I will as always look out for the safety of my fellow officers and fire dept. members who need backup or just need a hand with something. Farewell 26 and Cal. and good luck keeping your job Weiss.

I know this is a pisser of a situation and I'm irked as hell like all the rest of you BUT I do know first hand that there was a team of advisors, insiders and outsiders, lawyers and researchers, who worked non-stop on this matter all week long and they really tried. THEY REALLY DID! There IS/ARE a protective order on these list(s) and they were turned over to the judge with noted stipulations on their usage. I personally saw first hand how one (girl) worked dilligently on this issue all week long to try and keep it from getting to this point. It is what it is and J-Fed ended up doing what he thought was in not only his best interest but in the overall best interest of our city.
Just know as annoyed and as pissed as you might be about this, there really were people on our side that tried to help.

How about May 15? Police Memorial Day, a day we remember the sacrifice of those that went before and stand up for future generations of police and show this imposter Weis how we feel about him.

When this came up today I heard someone say, "At least it was kept under seal"...well, true enough, except that seal can be lifted at any moment by the judge, right?
Still, how does the suit which resulted in this entire ordeal reach to obtain information on every other officer in the Department?
Do you now have to interview prospective partners and ask, "How many Cr #'s do you have? After all, you don't want to get dragged into civil court because you got partnered up with a guy who got five BS beefs for doing his job in 2002 from some gang bangers who decided it would be fun to call OPS and make false allegations.
At the very least, if this is the new status quo, the legal powers that be should now realize how important the ACTUAL PROSECUTION of individuals who file false affidavits alleging police misconduct is to the rank and file.
Not on the job anymore, but what I can't understand is, why would the judge order the list be handed over on a case where one officer -- one! -- is accused of stiking some kids? What kind of fishing expedition is this attorney being allowed to go on? It's the equivilant, I'd argue, of the wife in a divorce case getting to examine not only the credit card receipts of her allegedly philandering husband, but also the receipts of his family, friends and coworkers.
Nevertheless, at this point, maybe we can make some lemonade out of this shit sandwich. As soon as just one name gets loose, just one, every copper out there should contact their alderman, congressman and the ARDC and have Taylor slammed flat blind. The guy's a one-trick pony and we've seen enough of his show.

J-Feds action is no shock. of course he will follow any order from a federal judge. He took a little time and postured, like he had a set, like he "had our backs" and then gave in. There was no doubt that he would surrender the list. He was behind us and he screwed each and every one of us. But any boss would have done exactly the same. I would be willing to bet that any names of the elite officer corps, i.e. exempts that could be on the list will be conveniently omitted.
This situation should show you how inept the city lawyers are. Hell, if they were good lawyers then they would be making a load of money in a big name law office, and not as a flunky asst corp counsel, same goes for J-Feds legal advisors...(ranked 299 in law school class of 300)
I really can't wait for the repercussions of this whole thing.

You said the operative word - ARRESTED. A CR is not an arrest. It is an allegation until investigated and found to be with or without merit. These officers were not arrested smartypants.

Yep, I’m mad, disgruntled, fed up… Our Superintendent, that promised he had our backs, gave up the list! My name is on that list. So are anywhere between 600 and 1000 of us. I’m just a blue-shirt pushing a beat car, which at a time in my career loved doing the job! I loved chasing bad guys, but then, this job was fun. Now, well, not so much. I’m mot a fan of Judas-fed, I think he’ll toss you under the bus faster than anyone. The only promise he kept, so far, was looking into the different work schedules, and Cozzie not coming back to the job! I KNOW we are in for some dark days ahead. It’s going to be a long, hot summer. Morale sucks! Some of our “leaders” couldn’t guide ants to a picnic, but somehow are running this department! Districts are depleted of manpower. Damn near everyone that has the time is retiring real quickly, with only 200 to replace them, and they might not hit the street till next year! I’m prayin that none of US gets hurt!
The economy sucks, stock market sucks, and unemployment is at a high. So it’s not like too many of us have other options. So I guess the old “Take this job and shove it” routine wont work. The good thing is; we have jobs. The bad thing is; some of the bosses around here expect us to show them gratitude because we have jobs, and are starting to hold it over our heads. Unless you have that lottery ticket, and I’m not into those type of odds. And it’s not like we can strike. I have at least 10 years left until I can THINK about retiring. Complainant alleges unk m/w officers searched her residence without permission or a warrant. The complainant does not cooperate with the investigation. The legally required sworn affidavit is not signed by the complainant. The investigation reveals officers executed a properly authorized search warrant and recovered contraband.
The IAD investigator will render a finding of unfounded; however, will name all personnel present during the execution of the warrant as accused regardless of the fact some do not even match the description of the alleged accused, m/w. If you are documented on reports as being present, you will be named even if you are m/b, m/h, m/a, or female. This is IAD policy outlined on their web page.
The superintendent knows or should know of this policy. His hand-picked former feds are in charge of the disciplinary process. He has had ample time to correct this injustice and has opted not to. Though the policy was established by a prior administration, the superintendent has chosen to allow the process to remain thus negatively effecting the careers of decent, hard-working officers.

I'm not happy either but Weis did not have a choice. He was following the order of a Federal judge and there was not much he could do. Blame the Federal Judge not our department or Weis. I would have done the same thing.

Who amongst us truly believes this list will remain confidential. Remember it is in the hands of The Peoples Law Office and Flint Taylor. I for one question the integrity of this bunch.
We all know somehow the list will be either "inadvertently" or "accidentally" enclosed with other documents and sent to someone - somewhere. Then it will be sent to Channel 2 were Dave Savini or the Ugly Bitch will run and exclusive on the list. After that, some PO will have his home attacked in some way. Then another PO's children will be harassed at school. And finally some innocent PO will be attacked by a group of "underprivileged" youths and seriously injured.

I partially blame our union. When the city placed the hard working officers in the BIS problem and then a year or more later said they were placed on it by mistake, the union should have filed a class action lawsuit at that point. FOP sucks, period.
At the least he could have stood before the judge on Monday and explained why he had not turned over the list....then if he was ordered by the judge to turn it over...blah blah blah.....he just turned over himself..without a fight..some boss
I think the release of this list was a good thing. I really hope we can come together as one. There have been many occasions in the passed where we wouldn't come together...There was always something keeping us apart...We must become one!!!

When you were appointed as superintendent, I wrote you a letter in support of what I envisioned as much needed change in the CPD. I never mailed it, for whatever reasons. It was heartfelt and sincere, full of hope.
My motivation for writing to you has changed. The first letter was to encourage you to effect much needed change in the department. This letter, written about a year later, comes with no hope, no expectation of change, no support.
The CPD is in shambles. Morale is in the toilet. You are not a stupid man. You realize this. I do not have any clout, I don’t ‘know’ anyone. I’m a detective who still works, amidst the chaos. As a detective, you have no choice to do no work. If I had the option, I would be laying down with the blue shirts.
Quite frankly, you did not know what you were getting yourself into when you took this job. My advice to you is to document EVERYTHING. Every piece of advice, every conversation, every encounter, detailing who was there and who said what. Maybe some day you can make yourself palatable by exposing the corruption in this city and state. I seriously wonder how you go to work every day, knowing what you know. Maybe one day you can reveal the truth by writing a ‘tell-all book.’
I don’t think your intention, when you accepted the position of superintendent, was to destroy an already weakening entity. However, you have become an agent of the Daley machine, and we now recognize you for what you have become.
I think you are beyond redemption. Call IPRA or visit IPRA online from your local library and file a complaint. "The officer said his name was G. Flint Taylor" and insert whatever accusation of wrongdoing you would like. Based on the policies of IPRA and the Chicago Police Department, all these complaints WILL BE TAKEN and then the jagoff will be on the list himself. See how much he likes that.
Maybe some of our out-of-state visitors can help with this endeavor as we all know that they will never prosecute you for a false statement, because they haven't done one yet.

By releasing the names of often-accused officers only under duress, Weis is trying to boost sagging morale. The only question is whether it's too late to turn the tide.
One police insider said there is a daily bulletin circulated among rank-and-file officers that "includes pictures of all the police impersonators -- and [Weis'] picture is included. That shows what some people think of him. He's viewed as a phony.

In my opinion the best thing the rank and file can do is to for as many officers as possible go get 5 CR numbers as soon as possible. generate them on yourself anonymously if needed, just get them. Nothing serious, just CR numbers that cannot be proven. That will keep IPRA and IAD busy for years and will blunt any argument by G. Flint Taylor.
Remember, you can always get a CR number on yourself at any time to investigate any allegation. Use your imagination, go online and put in a bullshit beef, whatever.
Some years ago the Department used to get an automatic CR if an officer was found to have no city sticker or expired plates. They spent $1,000 to $2,000 investigating every one of these bullshit CR numbers. My district always had several going at any one time, multiply that by 25 and then the units. Lot's of expensive and useless investigations.
So, get creative and let IPRA and IAD choke on bullshit investigations.
Then let Jody release that list to whoever the fuck he wants.
