The Age-Old Argument

Do fewer cops mean less crime?

The cynical and sarcastic among you will say, "Yeah, less cops stealing." We respond, "Haha, you're an ass."

But if there are fewer officers on the street making fewer arrests and generating less paper, then what?

A lot of police work is perception. If you see more police, you might think, "Hey, this place is pretty well protected" or you may think, "This place is out of control." If you see the beat car once every other week or so, are you actually less secure? What if the beat car is in on a burglary every day? They are fighting actual crime, but the high number of arrests would lead one to believe the neighborhood is actually less safe. And while they are processing, do other criminal have free rein?

Now look at backlogs. If it takes the police 3 and 4 hours to show up at a disturbance call or a damage to property call or a dope job, does the citizen who called actually wait around for the whole 4 hours to make a report that isn't going anywhere but the "suspended" file? No. But does that mean the crime didn't occur? Not at all - it just means it wasn't reported. And from there, does the perception of neighborhood crime take a hit? Neighbors talk, they'll let each other know about something that happened, but it never made the statistics. Every one of us has a story about showing up at a job and filling out a report after the fact and then the victim relates that their buddy up the street had the same thing happen three days ago, but they never made a report.

So are backlogs (or Radio Assignments Pending - RAPs) actually a good thing for crime reporting? A frustrated citizen not reporting crime might be a better thing for Shortshanks and his statisticians. It almost means the only true measure of crime is the number of bodies showing up at hospitals with holes in them.

Excellent points, SCC. I remember in the early '90s the dept. came out with an official report about the success of the new community policing program- I think it was something like "CAPS - The first 10 years" or some such BS.
Anyway, the report consisted of responses - with graphs and charts- from citizens who were polled and asked if they "thought" crime was down, if they "thought" their neighborhood was safer, and if they "perceived" CAPS to be working.
Smoke and mirrors. Nothing more, nothing less. Just convince the voters somehow that the police are handling things and that crime is down. Then shortshanks can get his ass patted and giggle and mumble his way through another term.

We were told in roll call today by the W/C that there is a new order out that states that the desk crew will be cut down to 2 officers and a desk sergeant. In addition, the W/C will take over the duties of the W/S therefore eliminating that position. Anyone else been told this? What about station security? If we have 13,000 officers then why all of the sudden is the role of W/S being eliminated? Why is CAPS still fully/overly manned? Why am I 99 all the time? How long before the entire department is done away with?

I beleive that people will help each other...not...i see people try to steal everday from my employer, using the bait of a child is certainly nothing new...i remember calling the district w/c (captain 9/13 E) and asking for assistance...good luck...sorry, this might offend some, the people who pay no taxes, who are not law abiding, are the people that get the greatest response, requested or not...how is this right? love how my money is spent...

The city lies through its statistics. Smoke and Mirrors for the public. The number of arrests only reflects a portion of the actual criminal activity. There are so many more crimes that go unreported.
For example, how much gang activity and graffiti goes unreported? How many assaults go unreported? How many prostitutes and johns go about their business without being arrested? How many robberies and thefts go unreported? Illegal immigrants are more incline to not report crime because they fear deportation. Many immigrants fear law enforcement because the law enforcement from their native country is often times brutal and corrupt. The language barrier is another reason they don't call or report. Some people are just too damn lazy to call it in. Some people are just too annoyed by the 911 call takers or lack of police response(caused by the large volume of stacked calls)to make the effort to call in criminal activity.
When the jobs are stacked and the citizen doesn't wait for the police, then there is nothing to report. No statistic is created other than the phone call made to report the criminal activity. If you could extract nonsense calls from 911 call volume, how would the calls compare to the arrests?
So....less police officers to make arrests looks like less criminal activity. If there is less crime, according to the statistics, then the city is safer, according to statistics. Daley is trying to fool the citizens and others(insert choice) as to the safety of this city. When you live here, work here and deal with the criminal aspect daily, you have a better sense of what this city is really like.

The Homicide that occurred at 5921 S. Racine, appears as of this report to be an setup, robbery or possible carjacking. Victim was in the his old neighborhood visiting friends when one of these so called friends suggest they go over to 60th and Carpenter to visit other friends. While enroute two subjects wearing black hoodies, and scarves over their faces, intercept the victim, shoot him numerous times and make good their escape. Area One Det Div believes this is solvable in that their are witnesses, just have to get someone to give up the details. Occurrence is not in the level 2 DOC, but is on the border of the Violence Zone #2.

New order issued yesterday, No more watch secretary, 2 desk officers and 1 sgt per district and if its an area you get to put 3 at the desk. Duties of Watch Secretary are absorbed by desk officer and WC. This is to put officers on the street and fill the voids left by the start of Strike Force unit. Everyone is up in arms at the desk from Desk sargeant to Captain doing extra work. They're calling for Crossing guard supervisors to enter data of citations into the computer when not "supervising." Whole order negates our contract and has grievance stamped all over it. Removing biddable positions?? Not a good idea.

Even in my youth I remember my coach telling me to "Rise to the Occasion". I am not much of an athlete now (come to think of it I never was then) but if we are are short manpower then we ALL have to Rise to the Occasion instead of bitching and crying.

You officer's working the streets have to pick up the slack and "hustle" if we are short. I know I have been doing extra reports at the desk and we have all felt the results of this manpower shortage.

So to all my fellow brotherin, I ask you to "Rise to the Occasion" and before we know it we will get past this speed bump. Stay safe. God Bless.

I would bet more visibility, especially the lights and siren kind of thing, leads to most people assuming crime is up.

The reality is probably that the prosecution and jailing side is the only practical solution to crime. Its not popular with the party in power, at least partly because criminals and their supporters are one of their power bases. Its also horrendously expensive.

They ought to get rid of the fire and police academies, especially the police academy.
The academy was needed at one time because of the large volumes of police recruits that were hired and processed.
The city will never hire police officers to the extent it previously did ever again, unless we get the Olympics and they want to push a large class through for show.
You either raze the academy and send most of the staff especially the do nothing 19th ward hack commander back to the streets, and sell the land and buildings to the hungry developers , or you centralize all public safety and municipal training to the academy.
Or you close the academy and let the state, Uof I, or the county run it, with a handful of CPD reps.
Most of the training nowadays is done via 35 Michigan, the internet, or the area ranges anyway, so who would miss it.
And why does the admin staff of the academy need take home cars anyway?

That is the one crime the good citizen fears. And for that very reason it is the one crime stat the department rarely announces publicly.

Most rapes are BS, most homicide victims are criminals, most agg batts happen to uncooperative ghetto rats. This shit makes the news but it doesn't drive change.

Armed Robbery-HANDGUN is the transportation of ghetto crime to the law abiding citizen. When that number gets high enough, all politicians, up to and including the President of the United States, are voted out.

Remember, it wasn't the murders in the early 90's drug wars that put crime on the map, it was the robberies in the West Loop and Wrigleyville that put heat on the politicians. Low and behold, look at those two neighborhoods today.

But now they're comming back.

My guess is you will see neighborhoods hiring or the city hiring more private companies (alderconnected of course) being hired to handle nuisance calls and street parking enforcemnt and officers being more tactically trained. The end result still being less hired officers.

--I heard it. I'd be more than happy to replace our watch secretary. She's clueless. Besides the 2 PO's and 1 Sgt. there are two light duty PO's at the desk as well. Will they be sending them to call back? CAPS office and DC's office are the next places to be trimmed.

Don't forget the aspect of the rude call takers at the OEMC, too. There is an intimidation factor for civilians calling 911...and being spoken to in a rude and abusive manner by the jagoff civilians working the phones. I've heard plenty of taxpayers complain about this. They don't know enough to ask to speak to a "supervisor" and report the call taker.

I'll be glad to see the 2 year wonders working the desk get their asses back on the street where they should be.

I will also be glad to see that when a desk is on overload that the "acting Desk Sgt" might have to pick up the phone or take a report rather then sit there and get paid to be acting desk sgt and then refuse to do the duties of the desk sgt.

I'll also be glad to see the Watch Secretary have to work the desk.

This will be interesting. I don't feel bad for any of them.

But partner, he is a hell of a nice guy. And he likes the police. He does not hate us just because he is an exempt member and they are "required" to dislike us in order to stay an exempt. I've dealt with him many times over the last 15 years, and he does not have a mean bone in his body. True, he is not a rocket scientist, but then, which of us is?

Now, if YOU are truly a rocket scientist, and you remain on CPD, then you have no common sense. Actually, you have no common sense for jumping on the U.S.S. CPD "Titanic", in the first place, if you are a rocket scientist, because this ship is going down faster than greased lightning!

However, either way, you do display a lack of common sense when you bad mouth the one "nice guy" exempt on the job, which is the only one around while we are awash and amidst a sea of incompetence, indifference, and inherent corruption in promotions and day-to-day business practices.

I have seen a load of these exempts come and go, and most of them were not worth a shit. They were just heavy, connected or fit the need of the moment, but most lacked competence, brains, class and true leadership abilities.

Now, for all you goofs thinking Dugan would be a good boss after the idiot FED leaves town. I pray your wish is not granted, but if it is granted, you'll find out what Dugan is all about, but in reality, Calloway would be better for the rank and file. Much, much better. No bullshit. True dat.

This is the latest insanity from our former friend Danny Dugan. I tried to get a copy or BOP 09-0177 and send it to SCC.

This is going to mean chaos at a busy district any night when the crew is trying to do their jobs. Taking reports, making bonds, answering phones, answering stupid questions, answering intelligent questions, entering contact cards, people are just going to have to wait. Want to drop off a newborn for Safe Haven, take a number. Want to report a stolen car, a lost kid, a battered wife, take a number, just don't bleed on the floor. Sir, ma'am, why don't you watch your neighbors on this Big Brother POD for us while you wait.

There is going to be a lot of cars called into the stations for reports and GO HOME AND CALL 9-1-1.

Did anyone ever get the true number of sworn officers presently on the job?

So Dugan says the areas get an extra desk officer. I presume because of the extra prisoners. Fine, makes sense. What about those districts without a lock-up, shouldn't they then have one less desk officer? Or did Dugan forget that some lock-ups are closed?

And wait until you try to slide in a slip for time off. The Capt will actually have to approve it personally. Oh boy. And are we still putting POs guarding the back doors to stations? What a fu*king waste of manpower that is. And a sole civilian tinmekeeper for the entire district? Good luck in 14.

And where's FOP on this? It's not just young binmbos who are watch secretaries, there are plenty of older guys who took that spot instead of being a desk officer. And now the WC will do the work? I don't think so, one of the desk people will. Forget about getting prisoners ready for court, or getting timely court notifications. And what about radios? The WC supposed to do that too? The watch secretary did.

I gotta hand it to Dugan, at least nobody had high expectations for Charles Williams, so we weren't disappointed when he turned out to be a moron.

Commanders are also being told that the Abandoned Buildings Officer in each district is no longer an authorized psoition. Gee, that's really smart. He is the only person in the Commander's office who writes tickets (at $500 each, i might add, per day, per house, to the bank of record).
Get rid of a high revenue producer. Smart. (The city colects on about 75% of those tickets at $500 each. thats much better than traffic court, and about equal to parking tickets, but much higher fine per ticket.
Assistant timekeepers also eliminated. Only one timekeeper per district. Some districts have 3, I even know one with four timekeepers

We were told in roll call today by the W/C that there is a new order out that states that the desk crew will be cut down to 2 officers and a desk sergeant. In addition, the W/C will take over the duties of the W/S therefore eliminating that position. Anyone else been told this? What about station security? If we have 13,000 officers then why all of the sudden is the role of W/S being eliminated? Why is CAPS still fully/overly manned?

GO IN ANY DISTRICT AND LOOK AT THE DESK PEOPLE READING MAG. AND BOOKS, ESPECIALLY SLOWER DISTRICTS NO NEED TO HAVE ALL THAT PERSONNEL. THE WATCH SEC. JOB IS DONE IN 1 HR. AND HOW MANY REPORTS ARE GENERATED AT THE DESK. CAPS IS A JOKE. 1 SGT. AND 5-6 PO'S. THEY DO NOTHING!!!!! PUT THESE OVER PRICED SECRETARIES BACK ON THE STREET, OR PAY THE BID PEOPLE THAT WANT TO WORK INSIDE 10K LESS.

Area 3 doesnt need an extra person. What about 023,they need only 1 desk person

As I recall, the only "bid" position affected is for the desk. W/S is not a bid position.

I don't know what everyone is crying over. This has happened before and after a while it was business as usual.

Remember, they only have to reflect that these positions have been eliminated via the A&A's. How many times have I heard " squad, hold me down assisting the desk."

Also heard rumor that Commander's office is being cut to one secretary and one assistant. 2nd Watch Caps to a maximum of 5 po's, 2 po's on third watch. This includes, building, dare, and great. Time to pass the kleenex.

I know John. He is a decent person. He will do well as a supervisor. I believe he will be fair. Judge him on his actions, not some perception or jealousy. We need decent bosses, give him a chance.

The watch secretary is out and they in charge of the entire watch- fulro’s, time due, baby furl’s, court, the AA sheets and the Work sheets for the next day, so why is there a tactical secretary? Who are they in charge of 30 or so people. Ya, that’s not a political spot. YA RIGHT…

You obviously know nothing of the responsibilities of a District or Area desk.

I got stuck there on convalescent duty and couldn't wait to get back on the street where I could actually eat lunch without being interrupted or take a little break between jobs knowing that I didn't have a Sgt, Lt, Capt, Insp, or Deputy watching me every second!

My 35th street source said a sergeant and 6 officers were slid into news affairs. Manpower is needed in patrol and he keeps taking from us and giving to himself. Check it out boys. It was brought up at exempt meeting.

W/S is not a bid position -- True. I looked it up in the contract. It says the W/S position MAY be filled. The W/S cannot bump a bid spot from the desk. If that happens, that is a violation of contract. All desk, lockup & review positions must be filled prior to selecting a W/S. So if you W/S "thinks" they have a desk bid spot and tries to bump someone from the desk from a bid spot, then you can file a grievance.

Some districts are already trying to work around the new order to hide the W/S by assigning a person as radio person. If it happens in our district, shit's gonna fly because everyone hates our W/S.

And where's FOP on this? It's not just young binmbos who are watch secretaries, there are plenty of older guys who took that spot instead of being a desk officer. And now the WC will do the work? I don't think so, one of the desk people will. Forget about getting prisoners ready for court, or getting timely court notifications. And what about radios? The WC supposed to do that too? The watch secretary did.

The Desk Sgt. used to manage the time off and the books. You get prisoners ready for court at the end of the tour for the next watch. Why can't a desk officer pull court notifications and do radios? What's so difficult?

Our W/S doesn't do radios. The W/S won't even let you look at the book for time off. It's locked away in a cabinet. You don't know until the day before whether you got the day or not. She bounces people with a different person every day, pulls people off of their cars. Now it's her turn! I can't wait to see her in a beat car!

it is almost 1am I work a late 3rd watch car... in 011... in about an hour, westside, inside do nothing should be nice and looped up as usual and be responding... It seems to be the TREND on slamming the northsiders that worked in northside districts and went to 153 or 189 or wherever...

Funny it would seem to me that some JEALOUS never been anywhere but the northside districts, think they are the DESERVED police always bitch and moan and are bitter!

Keep sitting in your underwear and evaluating everyone else but YOURSELF jagbag! Keep drinking and thinking your perfect and a great BEAT car pushing or tact guy that did a couple of search warrants or went to court a bit and deserved something that YOU DID NOT ATTAIN!
