Going back a rumor or two...
- Daley has asked the exempts for 20, count them, 20 days w/o pay. Source says they have 10 days to decide whether to accept or resume civil service rank. Equivalent to a 7% pay cut.
Let's look at the last sixteen months of Department history:
- J-Fed arrives. He knows almost no one, just Peterson if the rumors are true. He then changes 90% of the command staff with input from whom? There's only one person who could or even would allow him to do this - Shortshanks;
- The current unpleasantness begins and continues;
- Now Shortshanks is prepared to return any exempt who won't play ball with his 7% givebacks to their career service rank and grab the next sucker in line who's willing to give up 7% of their salary to run Districts, Units and Areas. Their primary qualification is going to be that they were willing to take a $10,000 or more hit?
And this is going to happen right before the killing season heats up? Summer festival season? The Third of July? Not that we're looking to drum up any sympathy for J-Fed, but how the hell is he supposed to run a Department with this amount of interference from Shortshanks? J-Fed has made any number of truly boneheaded moves, but this one by Daley takes the cake. He should be counting himself lucky that some exempts (and there are a few) who are trying to make a difference and address problems by working 60 and 70 hours a week for free.

Someone else asked if the civilian exempt who was running around with a member of the "Policy Group" while illegally carrying a firearm would be adding the 20 days off to his expected suspension time. We still aren't sure if J-Fed is maintaining the separate tiers of discipline for the "Friends of J-Fed" and the unwashed masses. Time will tell.

Here is a thought... since the city and the idiot mayor are trying to use the economy as a bargaining chip, try this one out for size... 2 years ago, when our contract expired, the economy was BOOMING! In the time since, it has tanked... the city keeps using the economy as a reason for us to give up retro, take a shit raise, and give more towards insurance while making numerous concessions... Why doesnt the union use this to our advantage??? Agree that we will use the economic state as a guage... So for the first year of our contract, when the economy was BOOMING, we get a 12% raise... afterall, we are using the economy now, city says so... The first year we will get 12% raise, a 30% refund on our insurance, a funded pension, and retro pay for only the first year... after that, we will agree to 2%, 1% 1% for the next 3 years... Based on the economy, that seems fair... we wont take retro on the second or third year, as the economy tanked... but the first year, since the economy was BOOMING we will all get 12% retro... Use the economy against them just as they are using it against us!!! Use the line "the city is lucky for that first year we all stayed on, as the economy was so strong, and no one wanted to be the police, the city is lucky they had police at all!!! Start using their lines against them!!! Hell, hire a PR firm to convey this and wage the battle in the media for us!!! Would anyone be against a $20,000 retro check and a 16% raise over 4 years??? This would set a precedence that when the economy is stable, we get a HUGE raise! And when it is not, we take a low raise... it all equals out and everyone is happy! The economy is already showing signs of recovery, so use that too! The city is cutting off its nose to spite its face, so lets address that and make sure the arbitrator understands that the economy hasnt always been in the shitter! Force these clowns to either open up the books, or give us what is due! Come on, FOP get a fucking clue!

OK, how much is the difference between Lt, Capt., and Commander? Hell, if they were smart, they could make that up on O.T.! A few good days and they would be ahead of the game! The exempts are getting screwed. I tought I would never say this about exempts, but given they take a thankless job, where they are beholden to the Mayor, the exempts should get something, and it should not be 20 unpaid furlo days!
The idea of giving exempts 20 UNPAID furlo days will surely not increase morale. Like it, or not, they are the leaders of the CPD.

Police officer charged with reckless homicide
A 39-year-old Chicago Police officer was charged today with striking and killing a 13-year-old boy in an off-duty hit-and-run accident on the South Side, authorities said. Keatings Career Service Rank is Sgt. And the reason exempts never extend their furloughs is because they are not allowed to take more than a week at a time. In addition they do not earn Comp Time so most old time bosses dont have time to burn. Not feeling sorry for them just giving the facts.

You are so right on. Remember this old workers in Vice (not the new spy crew sent in). Do what they told do. We been through this before. It just don't work. where I work, the watch secretary is gone on change day, back on the street; and if the other watches try and hide theirs, rat out big time....and, w/o the watch secretary and the relief, no one else has any clue how to do the sheets and other records; (train others?..seems like no one else can learn the function; just too difficult); so....watch records, scheduling, etc., screwed up big time. But, Dugan gave the order, and we follow orders (like the German guards in WWII helped folks onto the trains)....
OT: Thinking of moving to Rogers Park. Would love to know what the professionals have to say: just how bad is it? Thanks.

How can they eliminate a bid spot? sounds like its grievable, that is something that should have been part of collective bargaining. Once again the city acts without reading a contract.
Lets say they take the 20 days. Who ever fills in for them gets the out of grade pay right? Whats the difference? Look for an overtime crackdown in the near future.

Watch secretaries are not bid spots, some of them were desk bid personnel but it was a "gimmie" spot for the watch commander. But like someone else said, the sheets will be reworked to fit the ones that aren't bid on the desk.
if the exempts take unpaid days, that doesn't mean they are off, it means they have to work and not get paid for it, so there would be no need for an actor to make out of grade pay.
look for the investigation into skahill/officers being stripped/decisions based on reverends and ministers. the shredders were working overtime when she was leaving. IG investigating?

Mealer? Crump-Hales? Never worked for them, but from what I've heard, not very flexible. Even so, If you're doing what you should be, you probably have very little contact with those bosses if you work in their districts, and little contact with the boss is usually a GOOD THING

Amen. Not sure how the WC is going to do the sheets, A&As, sort and distribute mail, keep track of details and training, manage all the court notifications while approving arrest reports, doing TRRs, handling shootings, etc., etc., etc. Get rid of the district managers instead. They won't even be missed.
Don't assume that every exempt has "lost their way." Many of the bosses some of you bash as a group bleed blue, and stand with their troops proudly.
To the poster who proclaimed us as "Masters haters," nothing could be further from the truth. Yes, his resume is impressive, with prior military experience AND a coveted Harvard Law degree. Unfortunately, none of those accomplishments have apparently provided Masters with the skills needed to "move this Dept. into the 21st century."
And it shows. Daily. Between our equally unprepared-to-lead Supt. to the C/O of our dubious "Policy Group" to our own sworn exempts who hold down the top 5 exempt positions within the CPD, we have become a small shadow of what was once a functional and proud Police Dept. Even when the clouds push off and these civilian drop ins have moved on to possibly wreck other PDs across the country, it will take us years to recover from the extensive amount of damage done to a Dept. and the loss of personnel we had here who were adequately prepared to lead us but were forced out or run off by the bastards holding the aces today. I used to boast about being a member of this Dept. when I traveled. Now, I leave all of my credentials at home when I leave the state; I'd much prefer to keep my affiliation with this place a secret; the pride is gone. The shame I feel today connected to this mess created in large part by the Mayor seems to grow every day. Retirement cannot come fast enough.
They have all been told that they are no longer EXEMPT. They are now called Command Staff. What's that about SCC? Anyone know why they can't be called exemot anymore?

Actually- I've know her since the good old days in 002-in the mid eighties- before you even on the job-goofball. She's stand up and doesn't give a rat's heinie who you're connected to, what color your skin is or what ethnic group you are. She's smart and a great copper. Doty never did shit for the working police in 006 except use them. He sustained LOTS of CR numbers and denied HUNDREDS of working officers awards. His loss is a great gain for this already sorry department.
Doty got lots of CR's himself for the way he mistreated the officers in 006.
Oh, and Milt, sorry. You'll have to study for them bars, or be number three at the board of miseducation.

Now thats a lie. I will have to say that because Jfed, Mike Masters and Aunt Bea got a bad rap for moving Skahill, and they know anything you read on SCC is legite, so why not dog her here. I can assure you that she was doing her job and would not let the above three dictate her job. She did what was right and fair for all not what is right and fair in the eyes of the 3 STOOGES!
What is really stupid is even if they take the 20 days or even 10 days, you will still have a Captain or Lieutenant making out of grade pay for the day, so it did what for the budget? If you don't pay them out of grade pay, you will still task them with overseeing the day to day operaitons of the distric, so basically you will still be fukcing them in the long run. Very smart Asst. Supt. all Merit Cuello and DS O'Keefe very smart. I bet the Mayor loves you two for this idea.

NO they won't. The Exempts will take these mandatory days off, if this nonsense goes through, piecemeal, two or three days a month. They'll space it out; Lots of exempts take a day or two off together, with their front office being managed by the District Manager, and the watches running themselbes, led by their W/Cs.
