More than 1,100 city employees -- none sworn police officers or firefighters -- will receive layoff notices in the next two weeks unless their unions agree to take 14 days off without pay and comp time instead of cash overtime, alderman were told this week.
"It's not a scare tactic. It's a legal requirement," said Ald. Pat O'Connor (40th), Mayor Daley's unofficial City Council floor leader.
Most union contracts require employees targeted for layoff to be notified 30 days in advance.
We certainly wouldn't be surprised if the recruit classes currently in the Academy (which were expected to fully re-staff the 003 District) are sent home at some point. Daley continues to play a dangerous game of chicken, and he can't admit he's been mismanaging the City for years.

The recruits currently in the academy waited through over 3 years of slow hiring after their written test to finally get hired. To lay them off now and leave them jobless in this economy would be completely fucked!

shall receive a permanent appointment as a law enforcement officer as defined in this Act nor shall any person receive, after the effective date of this amendatory Act of 1984, a permanent appointment as a county corrections officer unless that person has been awarded, within six months of his or her initial full time employment, a certificate attesting to his or her successful completion of the Minimum Standards Basic Law Enforcement and County Correctional Training Course as prescribed by the Board; or has been awarded a certificate attesting to his satisfactory completion of a training program of similar content and number of hours and which course has been found acceptable by the Board under the provisions of this Act; or by reason of extensive prior law enforcement or county corrections experience the basic training requirement is determined by the Board to be illogical and unreasonable.
If such training is required and not completed within the applicable six months, then the officer must forfeit his position, or the employing agency must obtain a waiver from the Board extending the period for compliance. Remember the four recruits that were laid off because they failed the power test last Feb? They will not complete training in the maximum time of 9 months. Academy made a serious mistake to lay off the recruits rather than terminate their employment. Now they will be terminated by default. A recruit class scheduled for May was cancelled. The next class might begin in August. The 42 recruits currently in the academy might hit the street by August. That is, if they complete training within 6 months. At the current pace, that is very doubtful. After all, the city is short of traffic aides.
97 from OEMC? Bet it won't be dispatchers or call takers. TMA's are also a part of OEMC. Daley said it in his press conference, traffic control services will be affected.

Sorry ! Shortshanks has already expanded the exempt ranks to include the rank of CAPTAIN and 30% of everything else.
The only NON-EXEMPT ranks left, (at least the 70% non-merit portion, anyway), is D-2, Sergeant and Lieutenant. Everything else is appointed including many of the D-2's.

all PPO's and Probie Fire fighters may end up laid off, as they are non-union, and are already trained, so could be called back 1st when the City gets in better financial shape. They aren't allowed to do anything themselves for about 2 years anyway. Perhaps a part-time, weekends only in summer position, till things get better? They're doing it in the private sector with success, cutting back without having to get rid of personnel permenantly. Do we really need PPO's + probee firefighters on weekdays, or weekday afternoons, mids? How about Friday, Saturday after 4 pm; and holidays in summer?
After that, City Hall and ALL the Aldermen, etc; should follow suit. City Government is far too bloated, especially with patronage workers.

A foreman sponsored by O'Connor was brought on day shift and then started working on nights making overtime within the past week. He made the most money in overtime last year in our shop. If they bust down 2 foreman the guy is toast. I hope it happens because he's been a selfish one way jagoff since getting promoted.

all PPO's and Probie Fire fighters may end up laid off, as they are non-union, and are already trained, so could be called back 1st when the City gets in better financial shape. They aren't allowed to do anything themselves for about 2 years anyway. Perhaps a part-time, weekends only in summer position, till things get better? They're doing it in the private sector with success, cutting back without having to get rid of personnel permenantly. Do we really need PPO's + probee firefighters on weekdays, or weekday afternoons, mids? How about Friday, Saturday after 4 pm; and holidays in summer?
After that, City Hall and ALL the Aldermen, etc; should follow suit. City Government is far too bloated, especially with patronage workers.

Actually, PPO's are covered contractually after 12 months. There is a difference between a recruit and a ppo. A recruit is an employee that has not yet completed all phases of his/her training and not yet taken the state exam.
A ppo has completed all training and is state certified yet is only on probation for 18 months. Again, after 12 months they are union covered, with an additional 6 months of probation.

100 exempt bosses making $140K/Yr. Plus medical at roughly $15K/yr., plus a car at $10K/Yr., plus city pension contribution of about $14K/yr. (and at retirement they'll get way more in defined benefit payment then was payed in).
That's $165K per year. Does that sound about right.
It drives me nuts when salaries are thrown about without the actual costs being included.
As a civilian, I think if you're not an on-the-line-in-the-fire cop or fireman you don't rate for a fucking Cadillac defined benefit pension because what you do is not putting your life on the line every day.
Aldermen, mayor, desk jockey's get fucking defined contribution 401k retirement plans like the rest of us in the real world.

He cries "poormouth" enough, gets the unions to cough up concessions and its a win win situation for him. The arbiters read the papers too. And the FOP says nothing.

Um, yes, when my district has 9 PO's on the medical, 8 tied up at schools, (which are going year-round now) and 6 on furlo, you bet we need PPO's working; unless you want us to down cars (and jeopardize your safety) and deny time due as well.
Say "NO" to the Olympics. The games would be the worst thing to happen to this City.

How come persons in my unit over look that H.K is pulling in 100+ hours o.t. a period with is about 50k a year and gets to use a unmarked company car to drive from bridgeport to northeastern to attend classes on the citys dime.

He's blaming everything on the econmy.Just a week or two ago he was proudly displaying rendered drawings of a proposed 15 billion dollar rennovation of down town that is not needed.But the city is broke,the city is not broke just his ass is broke and needs to be replaced and not by a another puppet master(Daley Jr.)
