I heard from a good source that this entire exempt application process is just a scam to placate the federal hiring monitor. Henceforth all promotions to exempt have to pass muster with the federal hiring monitor. The city will have to show the hiring monitor a resume of qualifications, that entitle someone to be promoted. In the end all promotions will still be by clout.
The more changes made, the more clouted people get promoted.

Of course, this would all mean that the blacks on the west and south sides would face the inevitable reality of having to carry their own weight, tax-wise, as the improvements that honest black leaders with balls would be making would have to include real job creation, requiring real job training and real, honest and successful efforts on the part of those being trained, with the subsequent increases in income, property values and individual tax burdens that would follow.
Why aren't black leaders claiming territorial rights to building new businesses on the west and south sides? Businesses that provide more than minimum wage employment?
Why aren't black leaders uniting to use the leverage that private ownership of all that vacant west and south side land provides, in proposing the actually effective use of TIF monies?
Why aren't black leaders touting the skilled and educated work force that the residents of the west and south sides' possess? Or don't the leaders in these black communities believe there are any skilled and educated residents living there?
Why haven't the black leaders insisted that they control and design the inevitable Chicago Casino Complexes, and that they be located on the acres of vacant and easily accessible land bordering the Eisenhower and Dan Ryan expressways?
Oh, that's right, I forgot, there are no black leaders and the black electorate is too ####ing stupid to recognize real black leadership, let alone elect them, even if there were any.

If there is no quota system on this department, why do they always compare the numbers to last year? If crime is down then that should be enuff, but by compairing the stats to the previous year and holding commanders accountable to that " and officers " That my friend is a quota. No doubt about it. Why do they compare the recovered gun numbers, if gun control is working why do commanders have to insure that the same number of guns are recoverd as last year? I heard that they are going to put a horse in charge of the canine unit, a dog in charge of the mounted unit, a gang specialist in charge of youth division, a youth officer in charge of gangs, a helicopter pilot in charge of the marine unit and a diver in charge of the helicopter unit. Not to mention an evidence technician in charge of the traffic section and a traffic specialist in charge of ERPS. There will be a SWAT guy in charge of neighborhood relations and a matron in charge of SWAT......It's not as if we were going to have a Superintendent who was never the police, along with his best man, an exempt sergeant/acting Deputy Superintendent a few civilians and an expert bartender to round out the team. Now that would be a travesty!!
If keating was not a Lt. when he made exempt rank and Huberman was not, why can't a patrolman put in a resume? I think the union should look into that. I know patrolman with doctorate degrees and qualifications such as rank in the military.
I again listened to the news regarding racism in the police department. My father in law told me years ago that the best solution is black officers work in black neighborhoods, hispanic officers in hispanic neighborhoods and white officers in white neighborhoods, etc. etc. No one can cry racism against the police. The department already does this with the commanders to satisfy the majority in that area.
Strong rumor that Capt. Lemmer from 023 is heading back to R&D as the commander.

LETTER FROM A BOSS.....
As the CEO of a local Company, I have resigned myself to the fact that Barrack Obama is our President, and that our taxes, and government fees will increase in a BIG way. To compensate for these increases, our prices would have to increase by about 10%.
Since we cannot increase our prices right now due to the dismal state of the economy, we will have to lay off six of our employees instead. This has really been bothering me, since I believe we are family here and I didn't know how to choose who would have to go.
So, this is what I did. I walked through our parking lot and found six Obama bumper stickers on our employees' cars and have decided these folks will be the ones to let go. I can't think of a more fair way to approach this problem. They voted for change; I gave it to them.
I will see the rest of you at the annual company picnic.

The "Commander Application" is step 2 in the eventual goal of separating the real "bosses" from the district peons. In short order, District Commanders will be included in the peon level and treated like true trash by everyone else above them. They will be considered as worthless as Cpt. or Lt's in the order of "real" bosses. District command was once thought necessary for higher promotion, just for the street creds if nothing else. Now, it's just a signal that some low level peon has been duped into thinking they've been touched by an angel to become exempt, only to find that they're nothing but a replaceable shithead to the federal fuckup downtown and they are forced to live a lonely existence as Daley's toilet paper for about 7.00 an hour for all the hours they put in as a salaried employee.

You cant be in that unit unless you go to a week long class taught by the USSS. Here's da catch, you just cant sign up for it (even on your own time/money), you have to be sent by the police dept you work for and if you dont have a heavy phone call, sorry charlie.

This is some funny stuff. Who the hell is getting into trouble but the younger officers. Older officers aren't racking up the CR's because they know what to do and what not to do. I know alot of people will say that older officers do nothing but I am a younger officer and I watch the older officers and its not that they don't do anything, its that they work smarter. Why? Because they've been there and done that and that experience gives them an extra layer of common sense.
Younger officers are not trained better. Afterall looks who's training them at he academy, a bunch of young officers who hardly ever worked the streets. The real training they get is in when they are released to the streets. They stay out of trouble while they are on probation and with a FTO but after that, the gloves come off and some of them get stupid. We all know that. By year 5 or 10, they are in trouble. Too many mistakes made and one dumb one catches up to them. Jody must not be able to look at the overall picture guess it figures.

Inasmuch as Weis is Daley's chosen one, he is still FEDERAL employee (pension recipient), with the responsibilities of enforcing Federal Laws.
So when it all comes to a head (and it will) and he gets his walking papers (wait for it) is he going to do what is federally mandated of him and report all the "wrong-doings" he saw/participated in, or is he going to just walk away, with his tail between his legs because like Daley "he didn't know nottin'"

You couldn't be more wrong. Exempt ranks can be political appointees and ARE NOT subject to the scrutiny of the federal monitor.
Exempt ranks can be openly chosen by clout and admit that clout played a role in the hiring. They are exempt from civil service protections AND the Shakman Decree.
The monitor does not apply to Exempt choices as it does not to commissioners in Streets and Sanitation, Battalion Chiefs in the F.D., Directors in various city departments etc.
Alder persons can call and recommend exempt bosses officially.
Its the Chicago hokey-pokey! All the exempts walk around chairs and when the music stops, if you can't find a seat you're gone! This continues until only minorities/females left and "THATS WHAT ITS ALL ABOUT!" YOU DO THE HOKEY POKEY.......

Beautiful, man. And that's just the beginning. If this Gates thing opens up a SERIOUS conversation in this country, blacks are going to finally have to do something that they have always avoided doing which is to air their own dirty laundry and look at themselves, their institutions (church, etc.) and their way of living and blaming others. Only when they start setting standards and expectations within their own culture will we ALL be able to move forward. As it is right now, it's a blame game and everybody else is wrong but them. And while we're at it, maybe we need to start looking at affirmative action. Maybe we need to start re-writing the rules of how affirmative action is defined. Maybe it needs to be based on NEED and not color. For example, a black student whose parents make $250,000 a year as professionals doesn't get a full scholarship just because he or she is black. You can only cry and complain for so long before you: 1. start aggravating other people. 2. Call attention to yourself.
It's time for a revolution in this county alright, but I don't think it's going to be what everybody thought it would be.

yeah he is so heavy he is the tact lt it 22, been a lt over 10 yrs, which equates to about putting in for capt about 10 times and hasn't made it, dam he is heavy, but ur right he can be considered pompous, but it is more confidence than pompous.
he should be getting beaten up on the blog for awhile, because he knows how to be the police and a lot of tact in 22 doesn't, so they will be heading back to the watch.

Christine was over (merit) promoted as a Sgt.. She was an embarrassment as Commander of a sleeper District like 013. She abused the Medical for a year, sulking, when she got dumped. It would be insane to put her in a District like 018.

To 8:19. - if it were only that easy! Years ago something happened either in a predominately african american community or just to one individual, I can't remember the specifics. And the community cried racism by the police. The police response called bullshit cause the officers were black. The community's response to that was that the black officers acted like a white racist cop because they work with the white cops and just do what they do cause they were brainwashed. And the black officers don't care about the black community because they feel that they have to keep up with the white cops and be a family of blue. This is a true story I didn't make it up. So no matter what is done there is always going to be an excuse for fucked up behavior by animals.
Fuck!! If Commander Georgas gets promoted to Deputy Chief of Central Control Group, he and KK will still be running the 018th District, just from a different location/office. Can someone please see to it that he gets promoted and gets sent somewhere south, way south!!Lte's give someone else a chance to shine in the high profile districts. What is sad is that Captains make more than a Commander and a District Commander works a minimum of 80 hrs each week if you work in 3,4,5,6,7,8,9,10,11,12,15, 22 and 25. The rest of you are a fucking waste especially TRU and MSF. What was sad was watching the Commander of 011 be badgered by idiots who have never been a Commander in a fast District and 2 people who have never been the fucking police. Yeah, Cuello asked questions, but look at her fucked up stats when she was impersonating a Commander in 10, and now she is number 3!!!
Exempt staff spend more time trying to appease these fucked up aldermen than telling them the truth, they are just as responsible for their communities as the police are. WTF? Have we allowed them to forget that?

The numbers are not true??? 2 shot at 87 & Wood Saturday afternoon. 2 shot at 112 & May Saturday Morning. 1 shot dead Monday morning, 97 & Genoa. You truly are a beat-off, Mike!
