This rumor is popping up with increasing frequency and not just here. We heard there might even be a wire involved - worn by someone who didn't get a promised promotion after delivering cash to certain people.
If, and this is a big "if," true, this could blow the lid off of a lot of testing irregularities and destroy the "merit" system. We know they used to sell spots on the job and on the lists back in the day, but the Civil Service exams were supposed to weed that out. In this day and age, to imagine an aldercreature would be anywhere near a potential scandal like this...well, they are aldercreatures after all, not rocket scientists.

Given some things I've been told and surmised over the years something like this wouldn't surprise me.
We had a former Judge spend some quality time at Club Fed for purchasing his position and I wouldn't be surprised if some meritcloutorious Cop or Fire promotions can be tied to some cash donations or what's the word I'm looking for........BRIBES.
As for some groups of connected cops doing suspiciously well on promotion exams I will not comment.
Oh what the hell. Does the phrase "statistically impossible" mean anything to anyone?
Ever notice how well some of the 35th Street contingent do on promotion exams? It's almost as if someone gave them a copy of the exam prior to the test.

F the 2 of u useless females. Merit Sgt Patches Melch assigned to 005 as Sgt. Didnt like it, sent to 004. Cried didnt like, begged for 022nd Dist. Got it. Civil service non merit sergeants cant leave 005 or 004 with years on the job. Patches is moved on telephone orders. Patches replaces male sgt on tac unit so that she can run ward fund raisers from the tac office. Sadly the handicapped commander allows this to occur.
Patches is to be the subject of a future law suit waiting to be filed. City is appealing a recent victory by the firefighters, as soon as this mater is resolved patches and her girlfriends will be history. And Patches have personnel fix your resume, you never received four hundred complimentary letters. The were generated electronically by yourself you over paid waitress.

from above post- i also have more awards in every catagory you listed for sgt DM, except for complimentary letters, which i admit, is considerably, considerbly less.
still though- i have 8 DC's, 120+ honorables, 3 joint operations, 1 DOC (tied), no lifesaving (but i did get 2 PO of the month awards), 7 fitness, and 6 problem solving. plus i got an appearance award once.

I'm retired a few years and was number one on a Detective test which they scored in front of you, some years later in my career I took a Sgts test in which in the oral exam they asked " what is the most important piece of equipment that an Officer has with him, guess what, it was not a gun, radio (ect) the answer was pencil and they were serious, I learned that the hard way, I flunked the oral test and retired as a Detective, oh well, thats Chicago

What kinda bullshit is being served up here. An officer has earned 403 complementary letters in her career? In 30 plus years I've worked with some highly decorated officers but 403 legit C/L's takes the cake.

I think the policy group only puts on classes at hq. I guess that's policy. Didn't know there were 3 chicks. Only dealt with one broad a couple times I had to come down there for meetings. Concluded she was clueless and obviously had no time or street experience. One thing stuck out though, she was a major ass kisser but only to bosses. Anyone without rank she changed her attitude quick. It made me chuckle.

I got the top score on both the patrol officers' civil service exam in 1966 and the then legit 1969 dicks' exam. I just squeaked through for my chevrons and then "flunked" EXAMSCAM for lieutenant.
I would never pay the rotten cocksuckers a nickel. Clout and political corruption has irreversibly destroyed the integrity, honor and morale of the CPD.
My performance as a street cop with well over a thousand Part I felony arrest incidents spoke for itself.

And to the lengthy explanation of how the exam works: nice try, and that may be one way. But I am telling you for a fact that many of us know that exempts have given the actual test out. Please. The award process is, at times, almost as embarrassingly skewed as the promotion process. The clouted have always been the recipients of more awards than the unclouted. No, I'm not jealous. I've got a few of my own. Some of them are for horseshit.

Well Sgt CK I have 22 commendations and over 300 honorable mentions. I never got a DOC award(????), however I did get put into BIS and dumped out of my job for all that work I did. Later the city had to pull me out of the program (along with hundreds of others) and the union told me "be happy wit what you got kid"; even though I'm 45yoa with 20+ years. Now...I'm still pushing a beat car and no one, and I mean NO ONE, has ever asked me for a merit package. I may not be able to run a golf outing or memorial run, but I can police (as in "action verb") like a motherfucker. When a young police officer has a question or a beef they come to guys like me, not the Sgt Dawn's of the world. So fuck you, your clout friend, and your sense of entitlement. Those stripes buy compliance (and only when ordered) not respect. Respect is earned, but you probably don't give a fuck about that. This is just a great city job with a lot of time off for folks like you.

I didn't write the post, but allow me to comment.
Sounds like she's a great blue shirt, and should have stayed one. If you don't test well, you have no business being a boss. If you don't know the material well enough after studying, what good are you at using that knowledge on the street to do the job effectively?
We don't need brave cops when the shit hits the fan and careers are at stake, we need smart bosses; bosses that have the knowledge and experience to get the difficult job done right, then and there.
There are some really brave soldiers who would make terrible officers in the military. They're good at their jobs but would be terrible leaders and managers.
Sorry if they don't test well, but that's life. Not everyone is cut out for every job. The merit system is just another excuse to get political hack, useless know nothings stripes and bars while the truly deserving get passed over by them.
Would you want a merit doctor to operate on you? She just didn't test well, you know. She's such a great person that we felt she could do the job if it weren't for that little issue of testing subject matter knowledge. Give me a break.
Make that gung ho bad test taker an FTO or something, but keep them away from management. If I step on my pecker out there or there's something really bad about to go down that I'll need help with, I want a smart, knowledgeable, experienced supervisor there. On the last day of selling city stickers at the ward office, while in line, I was asked if I had anything to address to the ward.

The loitering of the honor roll students after they are dismissed from Agricultural High School was also a concern. Students are spewing bottles, jimmying car door locks, jay walking, as well as a host of other extra curricular activities.
I mentioned since over 10% of the CPD as well as the CFD live in a one-mile radius, why hasn't she fought RMD about giving them a contract. It should be her #1 priority.
I also suggested that term limits for alderman be introduced -- this ain't their playground!

There was a list, but one of the sgts who was sent to 009? Right back to the court section, instead of call-back or the district desk like every other pregnant female. My son, who was doing volunteer work St Christina parish was looking for a summer job before he left for Villanova University. One of Rugai's secretaries ran the volunteers at St Christina and told my son to apply for an internship with the Alderman. I laughed and told him there was no way he'd get hired. I said some rich kid from Beverly would get the spot not him. My son, who attended Villanova on a full academic scholarship, was Valedictorian at St Rita High School where he was also the school paper's editor, an Eagle Scout, scored a 35 out of 36 on the ACT, did volunteer work at St Christina and an MDA camp where he cared for dying young kids. Now if anyone had a better application then him, I'd like to see it. Well, to my shock Alderman Rugai hired him for the summer and has been very kind to him ever since. She never, nor anyone, has ever asked me for a cent or for anything. She came to my daughter's wake and my son and I stood in line with her at Nate Taylor's wake where she refused countless offers to jump to the head of the line. These are my experiences with Alderman Rugai. I don't profess to know much about her but I would be surprised if all these allegations were based in truth. I wish her well..

I commend your heartfelt, sincere letter. We are all allowed our opinions but I have found that some people on this blog resort to name calling and out right hostility when a fellow cop disagrees with their opinion. I happen to agree with your assessment of Virginia Rugai. She does go to bat for her constituents and maybe if more people asked they would get help.
Also please accept my condolences on the passing of your daughter. I know that someone going out of their way at a time like that goes a long way.
Also I admire the use of your real name. It is a show of courage that can be lacking with certain individuals with the biggest mouths on this site. Actually in the last week I have starting noticing more coherent, well-thought out letters then usual. Maybe we can start getting more of them and less of the "fck everyone in the work" rants that are getting boring. This blog would be much more helpful if people actually felt they could talk and get a decent discussion going.

I'm a former resident of the 19th Ward and recall positive experiences with those in the organization: former Ald. Jeremiah Joyce, Sheriff Sheahan, Skinny Sheahan and Alderman Rugai.
Jeremiah Joyce sponsored the best foreman we have who respects all of his people. I'd much rather work for him than the stone cold strokes from Cubbie Land.
Remember a couple years ago when the Sun Times had Ginger on Page 1 on a Sunday? St. Christina's gave a few hundred to her golf outing, and she got them $135,000 in "environmentally friendly" landscaping and a roof garden for their new gym?
A neighbor of mine in 022 is a lawyer in Houlihan's office. Her 1st year there she's given 4 tx to his golf outing. She buys one and returns the other three. Her boss takes her aside, tells her that you don't return tx. Sell them or eat them. 3 years ago the Nat'l night out in 022 had to spend almost $2,000 to have a movie shown in the parking lot. John Summerville would have done it with the same equipment for $125, but Pat Garrity said he couldn't use Summerville. Her OK for any project is available for a price. Summerville promised transparency, and came really close in the last election (He got more votes than most winners that day.) BTW, for the guy who said Rugai isn't Irish: that's her hubby. She's Irish. In the 19th ward, if you aren't in the inner circle, you're nowhere. Hey Fitz: Wake up and smell the corruption. And while you're at it, talk to Sheehan and Joyce. Now as for Alderman Rugai: I moved to Mount Greenwood nine years ago and am not a native, born with a Notre Dame hat on backwards. I am a hard core republican and at the time my story takes place I had yet to cast a vote as a Mount Greenwood resident. My son, who was doing volunteer work St Christina parish was looking for a summer job before he left for Villanova University. One of Rugai's secretaries ran the volunteers at St Christina and told my son to apply for an internship with the Alderman. I laughed and told him there was no way he'd get hired. I said some rich kid from Beverly would get the spot not him. My son, who attended Villanova on a full academic scholarship, was Valedictorian at St Rita High School where he was also the school paper's editor, an Eagle Scout, scored a 35 out of 36 on the ACT, did volunteer work at St Christina and an MDA camp where he cared for dying young kids. Now if anyone had a better application then him, I'd like to see it. Well, to my shock Alderman Rugai hired him for the summer and has been very kind to him ever since. She never, nor anyone, has ever asked me for a cent or for anything. She came to my daughter's wake and my son and I stood in line with her at Nate Taylor's wake where she refused countless offers to jump to the head of the line. These are my experiences with Alderman Rugai. I don't profess to know much about her but I would be surprised if all these allegations were based in truth. I wish her well..

as a lifelong 19th ward resident and assigned to 022. ive seen personally and professionally how ginger neglects mt greenwood/bt 2211. there is rarely a squad car west of western ave. but yet 115th/church & racine courts get 24/7 coverage. 2211a -3rd watch is never here mostly due to radio assignments over east. bts 2211 & 2212 all watches regulary get assigned to one or both of these details. the m/1 &f/1 who work 2211-1st watch do NOT patrol 2211's beat at all. ginger needs to be more involved w/ mt. greenwood just like other aldermen are in their wards/police districts. it's been common knowledge that u need clout or money to get anywhere in 022/19th ward. if proven true, i hope that bitch rots in hell. also where was she for the FOP march?

Last election the then dopey commander of 022 just happened to get 022 to be a level II DOC and swarmed the place with police. 7 days later they were all gone and no coverage like that since. But it worked she(Ginger) kept her job and he kept his(for awhile)

Yes these are also "fixes" based on females getting credit for far more achievements that male cops do, but get little or nothing for, and in certain slow Districts [ie: 022;] you can get an award for something a busy District Copper does weekly or monthly, and never gets anything.. I remember arresting a spanish gangster disciple decades ago with a full-auto Uzi machine gun, and at a local bar to one of the "clout-ones" from 022 brag about an arrest of some Goof illegally selling flowers on the Street, and having some alleged bad checks on him. She said she was sure to get an Honorable "Mention" for that brillient piece of police work.. My drift is that if you are of a certain political group of Clouted Ones whose parent or relative is heavy, you'll get taken care of for the slightest policework, it will even be built up on paper by bosses to be far more that it really was, if you are associated with the right political gropup of Supervisors. Otherwise, how the Hell can it be possible that a Copper with 15-20 yrars on,constantly working in the busiest Districts on Tact Units, etc. out South, can have less awards than the officers of the slowest Districts, ie: 016, who don't even have one 5 year bar on their uniform sleeve yet? This place has got to be one of the phoniest organizations in the USA.

You Army guys just don't get it, never will.
Promotions, especially to the Staff NCO ranks are EARNED in the Marine Corps, not just from having time in grade like the Army.
Marines also don't look like the Boy Scouts with patches, badges, BS ribbons and those cute berets.
You see a ribbon on a Marine, that is earned too. The Marines haven't done a major uniform change since the full khaki uniform was dumped in the early 70s. The Army is now on their 5 major uniform change since WW2.
Those Army black berets are really, really snappy. The Commandant of the Marine Corps, General Wilson, in the mid 70s was asked about putting Marines in a beret,,his response was "I don't want my Marines looking like Frenchmen or Faggots"
An Marine E8 or E9 gets more respect (from both officers and enlisted) than most Generals.
Interesting statistic, 49% of the USMC is either E1, E2,E3. Officers and NCOs make up the other 51%, less supervision per man than any other service.
The only Army units worth a salt are the Rangers, Special Forces and Delta.

The civil service system fixed nothing. I came on in 1968 and you had to have a sponsor. I just got out of the army and was in top condition and still needed a sponsor. The head of the civil service system, Cahill, had police drivers and they always got promoted to sergeant. It was fixed then and probably still is, but to a lessor degree. Every department in the city is patronage. What makes you think that the police and fire department are above this?
Our great mayor was a marine reservist during the Vietnam war. A little knowwn fact. Daddy kept him safe.

Wrong. I took the civil service test in 1966 after college. My Dad was a captain at the time. He wanted me to go into computers, law, medicine or plastics. I didn't tell him that I took the civil service exam until the first class was announced, myself included.
I then told him. His response: "You rotten cocksucker. I send you to four years of college and now you wanna be a cop."
Using my "clout", I spent my first three years working the mean streets of Fillmo'. Dad later admitted that he thought I would quit because of the most hazardous of assignments.
Sorry, Dad. I LOVED the nonstop action. I'd probably still be there if they hadn't promoted me to dick three years later. I learned more in 011 in six months than many cops learn in their entire careers.
Civil service actually bordered on legit. Now they just rig them and call it "merit".

Thank you for informing everyone of the sliminess of the Joyce family. After the phone was tapped, Daddy Jerry Joyce never ran again for State Senator (rumors still around they - the feds - had him too, but let him go).
They also have the Pickles Joyce, who has a mush brain from his boxing years. As a friend of mine once said, "Only people older than 55 and younger than 21 like Pickle, everyone else can't stand him."

Skinny and Mike Sheahan are brothers and Matt O'Shea is married to their niece, Cara.
Matt O'Shea employs Marty Walsh, who is a cousin to the Joyces.
The Careys, as we all know, are married into the Joyces - Marsie Carey Joyce is the wife to Jeremiah and her sister is Eileen Carey, former superintendent of streets and sanitation.
This is insideous and gross.
Of course, Ginger passed money -- it has been going on for YEARS.

Interesting statistic, 49% of the USMC is either E1, E2,E3. Officers and NCOs make up the other 51%, less supervision per man than any other service.
The only Army units worth a salt are the Rangers, Special Forces and Delta.

I vote for Jim McMahon (retired CPF) for Alderman, he lives in the 19th Ward. AFter reading his letters to Father Flakey and others, I truly believe that he is man who will not bow down to the democratic hacks. Why would we want to vote for someone the outgoing Alderman is putting out there? It's time for some fresh, clear, and intelligent thinking. Plus, he's from Mt. Greenwood, Beverly has had their 20 years of favoritism, now its MG's turn.
