Daley Pleads

  • Mayor Daley made a personal appeal to three hold-out unions today, but could not convince them to swallow cost-cutting concessions that would avert the need for 650 layoffs.

  • "We don't want to give up paid holidays. We negotiated for those years and years ago," Phillips said.

    He added, "You're never willing to see people laid off. But, we can't concede everything we've worked for."

Very true - but here comes the grenade:
  • "It's not fair across the board. Not everybody's taking the hurt like they want us to take," Clair said, noting that police officers and firefighters "are city employees also" and should not be sacred cows.

They seem to be setting the table for a "blame the police and fire departments" when our contracts are finally settled. We got the short end of the stick when times were good, now we're going to take another hit when times are bad?

Nows the time for FOP and SCC to start hitting the city up for getting rid of residency since they can't afford to pay us. After you have a certain amount of time on the job (15-20 years?), you should be allowed to live outside the city at a certain radius. Using the years to let us trickle out will save property values and prevent a mass exodus. We are not going to get any raise this time around... might as well use it to our advantage.

A couple of thoughts, here. First, Tom Clair is Secretary/Treasurer for Teamsters 726 (snow-plow drivers). He should represent THEM and refrain from discussing other unions that he has no business discussing. It makes him and the people he represents come across like a bunch of pussies, crying about other situations and contracts that do not pertain to him.

Secondly, I'm thinking that the vast majority of our citizenry would recognize that if sacrifices have to be made in city services, conventional wisdom says you are better off with fewer snow-plow drivers than you are with fewer cops and firemen.

Rattling your sabre at us, Mr. Clair, is pointless and counter-productive. Perhaps you should demand that the Stuttering Prick open up the books and see where the money is at? PROVE that there is no money lying around... PROVE that the city cannot fulfill your contract... We all know he's lying!!!

SCC reports that Gov. Quinn is planning to release 1,000 inmates from the IDOC due to layoffs of correctional officers. Tom Clair, Teamster hack, opines that the CPD should not be treated as a "sacred cow" and that POs should be required to take unpaid days off just like truck drivers.
Can everyone see where this is going? We have morons in government, cretins running unions, and convicted felons about to be set free to prey upon the innocent and the powers that be want to take more police off the streets.

You are an idiot for a few reasons.

First, time on the job allows you to leave the city? Never gonna happen- it opens the door for all to leave one day. The only thing that keeps this city from being Detroit is us living here.

Second, using residency instead of a raise (which is what you would give up) would screw all the guys under 15 years! S0 someone, like me who has 12 years on, gets nothing so idiots like you can move out? Wake up dick juice drinker!

Third, try understanding past contracts. They always say we wont get a raise or retro yet we ALWAYS do and will again. Abitration reviews past contracts and will give us a raise based on past contracts.

Last, giving up a raise or retro would set a nasty trend for future contracts. The city would always cry broke so we would never get a raise again. Also, if you have 20 years on the job retire and move!

Try thinking before you spew your brain drippings all over the rest of us!

We can't strike. There was a contingency plan drawn up back in the early '80s for just such a situation. Supervisors and National Guard troops will do patrol. Then each and every striker will be called in front of an exempt board and ordered back to work, refuse and you are fired on the spot. The plan figures that enough will return to duty and the strike will be broken. The only option we have is regular and massive informational picketing at various locations around the city,orderly but loud. I am retired now but will be there with you. BE SAFE!

When we are funded for 13,500 people and we only have maybe 9,500, what are they doing with the surplus funds? It's certainly not going for equipment or training. Just a passing thought, what happens if the remaining three unions refuse Daleys' cuts and upon suffering layoffs they opt to go on strike? Would the other labor unions honor their picket lines thereby effectively shutting down the city? Would this be enough to hopefully cause an aneurism to burst in Daleys' tiny little brain. Hopefully the paramedics would have trouble working their way through the picket lines and be unable to reach the little bastard in time to save him.

Instead of Daley always asking the unions to have there members take unpaid furloughs, why doesn't he ask the Aldercreatures to decrease their salaries or take unpaid days...or maybe cut the aldercreaters in half...I can't understand how the aldercreatures have the power to give themselve's raises...The tax paying citizens of Chicago should vote every 4 years to determine if they (aldercreatures) should or shouldn't receive raises. Residency must go. If you havent noticed that your property value has already dropped and has nothing to do with who lives in your neighborhood.
First off, not all of us would leave. Most likely only a small portion would leave for that exact reason. They couldnt sell their house for what they think its worth or they have mortgaged it to the hilt and the house isnt worth what the mortgage is costing. So you wont see a mass exodus.

When I took this job...I knew about the NO STRIKE clause...and will abide by it as a part of my employment. However, I would whole heartedly support other Union workers in this city to STRIKE. I know it is something they do not want to do...because Daley can be very vindictive and will find a way to punish those who go against him. If we could strike...I would. The other Unions using us as skape goats are desparate and I do understand this...they are drawing the battle lines and hoping to avert a serious situation. The real problem is this...Daley has the money, there is no doubt about that at all...but he wants it for the Olympics. The responsible thing to do would be to let that go, release the money, honor the contracts already agreed upon and give the Firefighters and Us a decent contract. The one being irresponsible here is Daley. He wants this...not for the City, but for a personal agenda. We have the money to settle the contracts and ride out these hard economical times, but we do not have the money for the Olympics. This City is more important than Daley's personal agenda. The bottom line is that the working class people are being hurt. The rich don't care as much, the poor are not being effected, but the working class are being hurt beyond belief. At this point...the only option on the table may be to Strike, for those Unionized people who can, for us, to vote this guy out of Office.

You may not be aware of it, but 3000 Illinois national guardsmen just spent the last year in Afghanistan. 23 died in combat incidents. A few dozen in the brigade are Chicago police officers, and probably a few hundred are law enforcement in some capacity or another.

Something tells me the returning Illinois national guard infantry brigade alone would run circles around the the CPD of today or any year in the past 100.

Which is to say, don't flatter yourself son. The CPD ain't nearly as good as an occasional officer claims it is.

The residency rule is a City Ordinance that has been in effect since about 1929. It was a pre-existing condition of employment.

A lawsuit challenging it would probably be a waste of time and money.

The key words in your statement is "like they want us to take". You still write tickets? what for? You put yourself in danger and expose yourself to complaints. They get thrown out if they go to court. It is a joke, no one stops for red lights any more, if stopped they argue passionately that it was yellow, that's why they have the pedal to the floor, to get though.

I find it more effective to stop red light runners, talk real slow, do a traffic contact card and run the car, name, DL and take at least 15 minutes doing it.

Then I walk slowly back to the red light runner's car, give a talk on traffic safety and red lights, hand them their license and say have a nice day.

They get no ticket, yet they are delayed a good long time and they get to sit there and steam while they think I am writing a ticket.

Then, they get the pass and I get 15 minutes of their time and a contact card. And they have no complaint, they got a break, it just cost them a quarter hour sitting with blue lights in their mirror

What I think is someone built to big an addition on their home and has little to no equity.
Seriously though poster, you may be lucky enough to live on one of the few blocks left in the city that the shit hasn't got to but its coming your way too.
90% of this city has the shit living within 2-3 blocks from their home thanks to the teardown and relocate plan. I live in 008 on the far westend which used to be known as garfield ridge and wish I sold 5 years ago. I have section 8 on one end of my block and "la familia" which moved in from Cicero on the other end. There are now 5 homes that are for sale on my block due to this problem. Nieghbors that are too scared to raise their children here anymore are packing up and headed to the far burbs.
If not for cost alone but for safety I think residency would be great. It is way to hard to protect my house and I'm not gonna live in fear worring every time I go out if some gangbanger will break in. I would gladly give up a raise/retro for the chance to leave this city.

BTW, I too am a retard that built up just before the market slid and would be lucky to break even if I sold.... But this is a hit I would gladly take to live away from to shithole this city has turned into.

I would agree with you about 80% of the city buget being police and fire. You ask why should the 20% take the hit,let me explain it to you.
The police dept is already under-
manned by more then 500 bodies. I realize that to you that is not a layoff but this does put a burdon on the rest of tnhe officers on the street.
Overtime from the police dept was reduced around eight years ago and has never returned to the level it once was.
The police and fire departments work 24/7 and are still without a contract and will probaly not see a raise for another year and half.
when, and it happens anery year, we are under buget the excess money is turned over to street and san. to help pay for YOUR overtime.
WE don't get to keep it for our overtime.
The police dept creates money for the city in parkers, movers and vehicle inpoundments.
I will never use the terms like "We risk our lifes" because we made a decision to become police and fireman. But the fact that the city stoped hiring police is a layoff because the people of Chicago are still payinf for these officers taht are not there.
last but not least, in my eightteen yrs on this department I never heard of one union siding with the police and fire when we were looking for a contract. Thats right you took you money and ran like a thief in the night.

Well, sounds like the residency thing has hit a cord??? I like he idea of 20 years (I have 13). What would the difference be? You could theoretically retire after 20 and leave anyway so why the uproar? You can then sell your house to the new kid who has to live here. But then we'll get tired of driving from "valhalla" to the shit hole everyday and will retire withtin 2-3 years so the shity, oops meant CITY , would save on maxed out retirements so really i think it's a win win situation.

That's why I thank my lucky stars that SCC exists. I tell some people about what I read and they insist it's made up. I'm like, "Made up? This is straight from the horse's mouth!" I can only imagine a handful of people in this city exists that knows it's all bullshit. I've known it was bullshit for years and no one believed me then either. In the past year though, it seems more people are waking up to what's going on.

You're right..it's going to get really fucked really soon. I'd feel better knowing I could arm myself at home as good as you guys do, legally, and use that force if necessary.

I was at Midway yesterday. Where did they find these 1's who direct(?) the movement around the terminals? This one Traffic Aide was whistling and motioning for cars to move it, and she's standing in their way! Another is knocking on car windows as the person is getting in the back seat.
She's yellin at the driver to move while his back door is open and an older lady is trying to get in the car! What a bunch of knuckleheads!

Gee, a whole 2% will help your pension huh? Because thats probably all we'll get. Yes I had a contract with the city, but it also said I would have health care after inretire and that was changed. I would like to see an offer made publicly that in these hard times the police are willing to give up raises this time, just let us live where we want. Otherwise we want our usual 10-15% raise. I would think the citizens would say something.

Actually I did work in 008 between 2000 and 2007. I know all about policing in 008 and the orders that kept us from policing the homefront (west of Pulaski lucky to see a beat, rapid or tact car). Then we got a godsend with the Campbell brothers working out west but they could only do so much... There were a couple of other 3rd watch guys that did their jobs well in the 10 sector but for the most part the 10 sector gets tiny females or 1st/16th guys.
If you work in 008 you wouldn't be feeding this line of garbage on the blog. I have called in many thing in regards to gangs, explaining I am a off duty PO and get no response after hours of waiting. Calling it into the station didn't help any either due to no cars available. Face it, 008 is nothing it used to be.
The other thing I want to mention is protecting your home off duty can easily come back to bite you with today's crop of bosses. I remember an incident on midnights when Lt drozdik (thank god retired never to hurt the working police again) locked up a copper that drew his gun on a banger who was tagging the P.O.s garage. Ask some of the guys that were on mids in 2002 bout that one. Real incentive to protect your block right?
If you happen to be one of the few workers left in 008 I do wanna say thank you. However, I learned to never again shit where I eat. We (and the honest tax paying citizens) don't have many choices left in this city. Every nieghborhood is being infused with the shit and somehow the shit has more rights than anyone else (or just better lawyers).

Drive home from work on Harlem or LaGrange in bumper to bumper, have idiots cruising your hood shaking doors looking for a burglary. At least the dope dealers are easier to snatch up. When you get a disproportionate amount of money for your budget from property taxes and then freze the property tax at rates from 15 years ago you will absolutely have budget problems.

Shut up Shortshanks suckhole. This is the last major city to hold on to that bullshit political rule. Most people would stay in the city anyway, but the option to live where you want should be there.

And for those who don't know, there's no point in wasting your breath crying about negotiating this issue. State law, put in by the Chicago machine to control jobs and votes, says that in municipalities over one million in population, meaning only Chicago, can have residency requirements for their jobs.

You want to change residency, talk to legislators. Good luck with that. Shortshanks wants you here to keep you under his fat thieving thumb.

Nows the time for FOP and SCC to start hitting the city up for getting rid of residency since they can't afford to pay us. After you have a certain amount of time on the job (15-20 years?), you should be allowed to live outside the city at a certain radius. Using the years to let us trickle out will save property values and prevent a mass exodus. We are not going to get any raise this time around... might as well use it to our advantage.
