It's Not Like We're Shorthanded

Keep spinning Shortshanks:
  • Despite a bloody holiday weekend that left nearly a dozen dead across the city, Mayor Richard Daley today defended police efforts to reduce violence -- and denied they were focused too much on the Taste of Chicago.

    "Anytime you have a long weekend, weekends are very difficult, especially big, holiday weekends," the mayor said, adding that police were continuing to investigate the motives behind the murders.

    Daley was asked if officers were too focused on the Taste of Chicago celebration, which may have contributed to lawlessness elsewhere in the city. He replied flatly: "No."

    The mayor was also asked if warmer weather may have played fueled the more than 30 hours of violence that also left dozens of people hurt. "We always have hot weather during the summer," he replied. "I hope the mayor doesn't have to make that announcement."
Glad to know we don't have hot weather during the winter there Richie. Again, he and J-Fed are reading from the same playbook that doesn't acknowledge the New York Times story linking hot weather to increased violence, despite years of stats that prove just that fact, and the observations of any rookie cop who graduated to the street in June, July, August or September.

This is an interesting turn of a phrase though:
  • This year, no one was shot in the vicinity of the food festival, police said
Define "vicinity" please.

And if you believe that pulling between 10 and 20 cops out of districts to work downtown for the fireworks display doesn't have an impact on crime, we've got a bridge to sell you. We're seeing a dynamic that hasn't been in play in Chicago in years. Decades maybe. We'll ask some old timers, but if you pull the cops out of high crime areas, the criminals notice it pretty quickly. And they start settling old scores because they know the police aren't coming any time soon.

We are becoming (or maybe we have become) a completely "reactive" police force rather than "proactive." In layman's terms, we're not preventing crime, we're showing up after the fact. And the downward slope doesn't look too good.

first off I apologize for the length but I need to say this...


you are right scc about being reactive... i have turned from caring about the neighborhood and caring about my beat integrity to being isolated from the community and reacting to crime. When a person was robbed or shot my first priority was to get a flash message over the radio right away and get as much info as i can. I would put that victim or witness in my car and tour the area tryin to find that bad guy. Now, I show up to a person shot and dont care. I dont care if someone is shot or dead. I know it sounds cold but i just write my paper and make the notifications. Why should I go above and beyond for people who dont appriciate me? the community doesnt like us. the media bashes us. the bosses are now just using us for numbers, numbers, numbers. the supt. mayor, and bosses say, "go out and be aggressive", "lock up those bad guys" and "dont worry about complaints, they cant hurt you if the allegations are just made up. do your job right and you will be ok." well you know what, I do my job right and by being proactive several complaints that were obsured and rediculous were still filed against me. I dont need to worry about that crap. My main concern has shifted to being a good officer and taking care of the community from the gang bangers and bad guys to letting them kill eachother, sell dope and terrorize eachother. my main concern now is going home to my family and self preservation.. is it selfish?? maybe it is. many good people still live in the ghetto and need us. I feel bad for them because I really want to help but I cant. The city, "community activists", reverands, bosses, alderman, media, civil lawyers, judges, and everyone else who slams us daily dont allow me to help. I use to love being a police officer. I will toot my own horn and say that I use to be a fantastic cop, now im just a worn out beat cop cuttin paper and ridin on jobs scared of just about everything that threatens my family and my job. hey, at least I can admit it... I remember when I loved this job. Loved catchin the bad guys. loved talkin to the good people of the neighborhood and cleaning up a block. myself along with hundreds other police officer still know how to be the police and how to get things done... but choose not too. everyday, as I drive around i see lots of bad guys and i get that urge... you know what im talkin about.. that urge to pull up on the curb and jump out and shut the corner down.... but it doesnt happen. it truly makes me sad. it makes me feel like a security guard and not a cop anymore. thats all we have become. to all the guys and gals still out there being aggressive and making arrests, I pray for you guys everynight and I love seeing it.. I mean that, I hope you guys stay safe and can stay out of trouble. stay safe boys and girls. get to retirement and stay true to your families.

And, obviously, that's exactly what the city wants, what with videotaped interviews, cameras and microphones in the cars and the general message to the police that they do NOT want any REAL police work done, lest it could offend people or violate criminals' rights.

I don't get it, if the city looses approximately 500 (souls) each year due to violence. How come there is no change in the population. We need a census. Go to every house; ask for the name, d.o.b., social security #, of all that live (or stayin) at that residence.
The numbers changes that come back in population will sure reflect the numbers of the department.

But the fact is a few 1000 police officers were sent to the taste on July 3rd. Every tact team in my district was there and gang, multiple mobile units, and tact teams from all over the city were there too. I have never seen so many police officers in one place. Daley just lies and lies and lies and no one calls him on it.

This is why we will never see 13,500 again in our lifetime. Legitimately anyway. Oh he'll bullshit the taxpayers and city council to pass a bullshit budget for 13,500 but we'll never rise in numbers in reality again.

As mentioned before, his full intent is to hand over every non-emergent job to civilians of lesser pay, who are privatized. The only thing sworn officers will provide is emergent armed response to in-progress crime.

The days of cops writing paper jobs of ANY kind, or issuing of tickets are fast becoming extinct.

In general, sworn armed police in this entire country will eventually become a local armed response team to in-progress crimes. Everything else will be civilian. Whether the rest of the country wants to privatize that part of the job is their choice. We KNOW Daley intends to privatize it because that's how he continues to build his empire of corruption and indebtedness to the Daley family.

Bet on it folks, it's coming within more than half this department's career span.

That was the first thing i thought on the third and other taste days. All those outside units and gang/tact getting assigned to the taste. Who is working the 011 07 015 005 etc. It helps having those outside units in the district when you need cars for a block. Especially in the summer even though the heat doesn't effect crime activity.

I remember "Bagdad Bob" declaring they were on the verge of victory as bombs were dropping near the studio he was in and the explosions were clearly audible on the tape and the curtains were moving around from the blasts.

It goes without saying that everyone can now tell when Daley is lying because his lips move when he lies.

Long weekend? Every day is a weekend in the ghetto. No work, no job, no hopes, no worries. Free everything and all the drugs, booze, weaponry and hoes you can abuse. It's awesome!

I'd like to live like that for a "long weekend." I could melt away a ton of stress. No bills, no taxes, no kids to worry about-send them to live with grandma-no job to go to. Just a shitload of free time to occupy my weekend.

I've always wanted to walk in the street, drink by my double parked car, sit on my porch for days, smoke weed for breakfast, wash all my meals down with a grape pop, eat all my meals standing/walking, wear my pants down to my knees and be a complete drain on society.

Just thinking about it makes me wish it was Friday.

hello all my brothers and sisters in blue..we have to live in this city for a long time to come. i have 28yrs on this job and have always been the working police, i work in the district that i live in, i work with some real go out and get them police officers, and we do this because we do work and live in the same distict. I can see not doing doing any work in the shit districts because if they don't care i don't care. but if you live in 05,08,22,016 and work in the district, then you better start doing some pro policing there, i know alot of cops do the best they can to keep the savage out, but we still have alot of cops that work (show up) and do nothing but collect a check. Im not telling you to go out and beat these dogs, im telling you to stop them for any vehicle violation and take that car, if they can't drive they can't be going up and down your streets looking for someone to rob or to steal from your home.if you see them riding their bikes on the sidewalks, stop them it against the law if your over 12yrs old..and then lock them up for that weed they have or the alcohol, do this in your district where you live. any cop can do an arrest in a hour. it just letting the savage know that you are there and will help to protect your neighborhood not theirs. please don't tell me that im full of shit, that the zone is to busy. any one of us can see a shit head and stop him and then tell the zone i have a on view arrest, you have to stack that bull shit job you gave me with the other 8 in my stack, im going in with one. the bull shit jobs will always be there and the dispatcher will always try to clear their board by giving you 20 jobs. We do stop the gang bangers in my district all nite long, and lock them up for any state or city violation that they are committing. please do the job in your district that you live in so we can take the family out to the store/walk without the savage fucking with them..just talking out loud, thanks I/f

12:43 a.m.---As I read over your words, I couldn't find a single item I didn't agree with.
I work in a southside district with ten years on and can't tell you how hard is has been to come in to work day in and day out and see what this job has become!
We are often so shorthanded that no one shows up for foot pursuits to help out, not necessarily b/c they won't but b/c they are tied up on some bullshit or we just don't have the cars out there.
We have no leadership, no morale, and now no help when we need it. Anybody that doesn't think these animals on the street don't realize this and are exploiting the fact is fucking crazy! Anyone with a little time on the job can probably say that this many police shootings and shots fired at the police was not a commmon occurence just a few years back.
We have a mayor and superintendent with their heads so far up their asses they aren't even willing to see what is going on. Daley wants the olympics and he will do anything and roll over anyone in his way and he could care less if a any policemen's blood is spilled to do so.
I have given may a recent days thinking of goin back to a beat car and just doing the bare mininmum, b/c honestly who really gives a shit!!

Just do what you have to , nothing else, but stay safe always and go home to your family after your tour. It's actually easier to follow this policy than to race around being aggressive, with a far greater chance of lawsuits, criminal charges, getting hurt or killed, suspended, fired, civil rights violations, CR#'s, Media heat, etc. Also, always remember, we have NO Contract, everyone else does. Ummm Daily Herald...Daley was defending his own lack of leadership in allowing the CPD numbers to dwindle, while active members are without a contract, and morale is at an all-time low. The Mayor made the call to pull manpower from the neighborhoods and the result, depleted manpower not only endangered those officers who had to work those areas, citizens suffered, and people died. Better to look bad in the communities than have the Olympic Dream get tarnished, ie, Taste Violence=No Olympics. You media don't pay attention anyways when its not downtown, Lincoln Park, etc. so it was a no brainer for Daley and his stooge known as J-Fed.

Daily Herald, next time you get something from Daley, at least dig a little, just a little.

500 a year is horrific regarding crime but does not influence the population. People in low income/ high crime neighborhoods are rarely married and have multiple kids out of wedlock. Regarding social security #s, we get more illegals than most cities in the country. Even with a few thousand working citizens that will be departing Chicago due to layoffs will not influence the population. In Conclusion, the population will continue to rise. In regards to our workforce, we loose more cops every year and less are being hired. This will impact crime in a negative way. With stricter laws and changes in government officials in Chicago and Cook Cook County we can influence the crime rate and the budget. At this point things do not look very well.

CHICAGO POLICE RAIDS VIOLATE CIVIL RIGHTS OF RESIDENTS:

Most Stateway residents were shocked but not particularly surprised when a small army of Chicago Police interrupted a neighborhood basketball tournament and subjected everyone there to extensive personal searches. The ages and occupations of the approximately 250 people searched varied widely, but everyone there did have two things in common: they were all black, and they were all searched despite the fact that the police lacked a search warrant or any (apparent) probable cause.

This incident has become the subject of a federal civil rights lawsuit that is being handled primarily by U of C law professor Craig Futterman and his students in the Law School's Mandel Legal Clinic. The class action suit, which names eight individual plaintiffs, accuses about twenty police officers—including Ernest Brown, Commander of the Public Housing Unit of the Chicago Police Department—of undertaking illegal searches in violation of the Fourth and Fourteenth Amendment rights of those attending the game. The suit's significance, of course, extends beyond compensation for the individuals allegedly wronged at the game; it has become a dramatic centerpiece in the complicated discussion of appropriate police practices in places like Stateway Gardens.

According to the lawsuit and anecdotal reports, police began arriving at the Stateway Gardens Field House sometime between 7:00 and 8:00 p.m. on the evening of February 22nd. The Field House's gymnasium was packed with spectators for that evening's event: a pair of basketball games played as part of the Stateway Roundball Classic, an annual tournament which runs from February to April. The game was populated by kids and grandparents, residents and neighbors. Sometime during the first game police started filtering in and positioning themselves by the doors. One resident heard an officer remark, "Damn, there's a lot of thugs in here tonight." After the game ended, the police ordered everyone to line up near the outer doors and submit to searches of their person and belongings. No one was permitted to leave without undergoing the required inspection.

The police never obtained a search warrant, and, according to Professor Futterman, tapes of police radio communications from that evening reveal that there was no emergency or other extreme circumstance but, rather, that the police seemed to have planned and coordinated the raid ahead of time. The police say they had a reliable tip that something was about to go down at the game, but it's not clear how much legal mileage this will get them. Without a warrant to search either the premises or the particular individuals present, the constitutional protections against unreasonable search and seizure require the police to have individuated probable cause for each person they detain and search. "I really can't imagine a straight-faced response by the Police Department that they had individual probable cause to search everyone there."

Is it possible that, just because a lawsuit was filed that the police are wrong?
I am not saying the city wont' settle, but the basis of needing a search warrant to search people, well, it isn't true. Nor do the police need a search warrant to enter the Stateway Gardens Field house.
Now, if the involved officers cannot articulate a reason why they did what they did, there may be a reason for the city to either worry or settle, of course, we have all seen the city settle cases for a variety of reasons, NONE of which are indicative of whether the officer(s) were right or wrong...
I know you are saying the two bosses in question have no clue how to do police work etc. but I just don't see, on its face, how a lawsuits wording connects it.
Lawsuits are so full of crap on their face it isn't funny...

I was up in Canada fishing and hooked up with some RCMP guys. They're shorthanded, too, and having trouble finding recruits so they've brought back some recent retirees part-time.

If Shortshanks won't pony up to hire more new guys, why not bring some of our recent retirees back part-time to do things like work at Taste? That way we'd keep the prime talent where it's needed.

Just wanted to say thank you to the officers who responded to my 911 call of gang activity on 65th and Lawndale. Bunch of bangers throwing signs and stopping traffic. They dispersed when the squad came, meandered north on Lawndale and I hope got picked up cuz a wagon came and officers were searching the area, perhaps for a tossed firearm????

it's not even about being proactive. i have a few reasons why i still do work:

1. court time = comp time = days off. every weekend this year i have had 5 day weekends...
2. i rather be in the station on an arrest then riding around handling domestics and listening to other bs.
3. i rather be keeping myself busy by doing work then riding around with my thumb up my ass.

4. i just like being the police...

it's not about making a difference. most of us proactive workers don't give 2 shits about what happens. i think i've written 5-10 parkers in 5 years. it's not like i'm making the city money.

I've been reading and posting for a couple of years. This is a great blog and besides all the news here that isn't anywhere else, it's a great place to vent.

But that's also the problem.

My mother told me years ago that if you can't offer a solution, don't complain. She's right. We hear a lot of bitching here (most legitimate) but damn few ideas about how to make it better.

So here goes: How I would run the department.

First, I'd collaborate to define our mission. Then we scrap everything back to square one to determine how we're going to accomplish it.

In this department it's readily clear that:

1. There is too much centralization.

2. There isn't enough empowerment.

3. We're top heavy with brass.

4. There is little real accountability.

5. CAPS is an interesting idea but a farce.

6. If neighborhoods want to fight crime, they can -- but the impetus has to come from the people.

7. Until proven otherwise, every idea is good. If you want to know about a parking problem in an area, ask the meter maid instead of a white shirt.

I spent a week working with NYPD and came away with a lot of good information.

NYPD isn't one big department. It's like a bunch of Evanston, Waukegan, Kenosha and Racine PD's. Each precint is pretty much a self contained community, much more so than our districts.

Also been watching what's been going on in Milwaukee. The new chief told each district captain he or she is responsible for their area, ordered them to collaborate with the troops to come up with a plan for their district and then empowered them to carry it out. In both NYC and Milwaukee the mayors back the troops. They've also deemphasized special units and gone back to 1930's policing the beats.

I could write pages but suffice to say that when you eliminate unnecessary brass, empower people to make decisions and then turn them loose, they usually do a good job. That's not rocket science.

ALSO, we need to reward people who do good. Funny thing about this job. Do it well and the only way to reward you is to take you away from it (detective or sgt.). A good street cop isn't always a great supervisor.

I was at a bomb school with a guy from the Quad Cities who was a corporal on his dept. He said his dept. created that rank to be able to reward good street cops and keep them on the street.

We need to be open to ideas from anywhere because if ours were so good, we'd be doing a lot better than we're doing.

As for dah mayor of da ciddy...wow. Hot weather and drinking. What a rocket scientist. Milwaukee's new chief got the dept. computers fixed so that every morning there's a "real time" report on what's happening and where. The brass sits down DAILY with the data and then decides where and when to deploy extra manpower, etc. And their mayor rolls on every homicide to back up the troops.

I think we've got a lot of great people but there's too much dead wood and too much politics. Get rid of both, empower the troops, hold the brass accountable and you;ll see good things happen.

Once you log onto their website it automatically logs you as a supporter of the Chicago2016 games!
Then, when you plug your info in (address) to see when and where your meeting will be held, it comes up with your email address and sends an automatic message to your alderman that you support the games!

If by 'old school' you mean getting his law degree on the City's dime while studying on the City's time, yes he was old school.

I guess you didn't mind picking up his slack while he was improving his position. If he did it while he was running his bar, I'd say great job, but he didn't.

The democratic congress through the FBI created the Civil Rigths unit in 2008 to go primarily after police. Protect your home front and yourself the masses are clueless.
