55 and Out Not Working

This was supposed to be both the saving grace and doom of the Department. "Saving" $23 million in an era of $500 million dollar deficits. "Doom" in potentially shorting the Department an additional couple of hundred officers.

But it doesn't seem to be working either way:
  • Chicago Police officers are not exactly beating down the door to take advantage of Mayor Daley's offer to extend premium health benefits to those who retire at age 55.

    In fact, unless 100 more eligible officers line up before the Oct. 1 deadline -- joining the 60-plus who've signed on already -- the deal is off. And the $23 million Chicago taxpayers desperately need to save will be lost.

Fran seems to be implying that if 100 more cops don't retire, it's all the fault of the police (and not Shortshanks' years of chronic mismanagement) that the city will continue it's careening slide toward insolvency.

$23 million is 4.4% of Daley's $520 million shortfall in 2010. We foresee a lot more layoffs coming with those types of numbers.

How come no mention of the fight outside of club E on the Northwest side. Three blocks from Ald. Allens house. 40 squads responed. Gang bangers not from the are but came in from the west side rented the place out. Now 42 extra-short's end game begins now that the 55 and overs aren't biting on this enticement to leave.

We've looked at this over and over and have come to several possibilities (as have others) as to why this trial balloon was floated before the money matters are finally agreed upon.

We do have nagging suspicions as to why all the funny hats & confetti over $23 million in savings in the face of a half billion dollar projected shortfall.

It's just one of those kind of things that make us go "hold the fuck on, drive around the block again." We wonder what the numbers really are... Not what shortshanks says they are. (Referrence our prior rants re: actual manpower vs. what's on paper vs. the city skimming the difference for the last 10 years at least in fed funding/king shorty shrinking manpower out of spite; blah, blah and blah again)

...Something's not quite right.

The city needs the money? Hell if Daley didn't give American Airlines 25 million dollars the city would be up 2 million and have the 23 million it needs. The people need to ditch Daley and get someone who is competent and cares about the public.

Any officer with 20 years of service who is age 55 is eligible to retire with this plan. (correct me if i'm wrong).

The first group needs 160 officers,
(1 Nov 2009 to 31 March 2010, and must file by 1 Oct 2009).

The next group needs 130 officers,
(1 April 2010 to 31 Dec 2010, and must file by 1 Jan 2010).

After that it's 100 per year, who must file by 1 Oct 2010 for 2011, etc.

The problem here is asking someone to commit that far ahead to leave the job. Our needs can change in a heartbeat. Each officer knows what is best for he/she, but the insurance savings is a huge savings that you keep in your pocket, plus many are afraid to try something new with the date of 1 Jan 2010 so close (extra vacation checks, pay for unused days, raise money if we ever get any) that I see many waiting for the second round (when only 130 is needed) to bail out.

But if you really want to go, file now, and if the number is not there, you can still back out and go for the next round.

Let's not bash these guys/gals for not trusting the FOP or the City on such a Major change.

When 55 and out was proposed in contract negotiations years ago, the City said no. And then they said no again, and then in later discussions, they said no again.

NOW, ALL OF A SUDDEN, IT'S A GOOD IDEA? What has changed? Why is the Stuttering Prick okay with the idea today when he wasn't a decade ago? Why is it suddenly SOOO important that it not only is being offered SEPARATE from a FULLY negotiated contract, but also is attached to a time limit of October 1st? And what connection is there to Obama's healthcare reform in Washington? Will the City be able to avoid paying for the retirees healthcare insurance, COMPLETELY, by forcing them into Obamacare, whatever that turns out to be? All are valid questions begging for answers.

The problem with negotiating a contract with the Daley/Burke Crime Families is that you have to TRUST the Daley/Burke Crime Families to bargain in good faith, but isn't that really a lot like asking the Devil not to be evil to the core???

I think if the contract was settled more coppers would retire. The bad economy has alot of oldtimers working O'hare, CHA, CTA, etc, etc. That has to have some affect on guys not putting in their papers.

Went to the meeting on 26 Aug. close to 30 are leaving 15 Nov or 15 Jan. No one had put in their PAR for yet. Most do not want to get screwed with in their units, so will wait till last week of Sep. If you look at last year's Nov 1 to March 31 retirements it was well over 100.

many officers have anniversary dates after march and are feeling forced to leave
no pay raises before officers retire
it appears city gave a take it or leave it offer
if only 50 officers want to retire this year let them go why the mandatory 160 must leave
take it to the press , 1 man units down cars everyday on all watches leave the citizens of chicago unsafe and most important put our officers in danger
all this while politicians have armed valets

I do not understand why a officer who has the age and is maxed out for the pension, does not retire? If the medical insurance is free then leave? Why stay here? How many officers are maxed out between 55-60 years old? Why do they stay? The pay is the same after retirement. There is life after retirement. Such a sad state of affairs.

Former Chicago Police Sergeant, John Herman was sentenced to 21 years in prison. He was accused of raping a woman while on duty. Projected parole date 10/16/2027.

Former Waukegan police officer Delatwan Haynes was sentenced to two years in prison Friday. He was accused of raping a woman while on duty in January 2008.

If over the years you played your cards right, you should have enough equity in your life to pull the plug and even be young enough to get another side job that you enjoy just to keep you busy. Hold onto your jobs. The problem is coming from the offer the city made the supervisors: NO raise in exchange for the 55/health care deal.

The Sgts. and Lts. better vote NO on their contracts or its going to set an evil precedent of accepting contracts with no raises.

All ranks need to stand together on this one. NYPD just got 20%. The Chicago Outfit that runs this city can afford at least that.....Fuck them.

Its been a while, but before I retired you could attend several retirement seminars. If that is still the case (Call Personnel for those of you that are too lazy to read orders), I suggest that you attend at least 2. One 5 years or more before you are eligible, and another a year or so before you leave.

I retired about 2 and one-half years ago. I had just turned 60 and received free health insurance. It was the best thing I ever did ( along with moving out of state).
Those that want to criticize, please remember that it is a big , life changing decision that is not taken lightly.

Big difference, Dummy!

Herman, 42, was CONVICTED of aggravated criminal sexual assault, aggravated kidnapping and official misconduct.

Former Waukegan police officer Delatwan Haynes was NOT GUILTY for rape and kidnapping, but convicted of Official Misconduct for having sex in the police car and got 2 years IN JAIL.

I actually thought the Waukegan guy got a raw deal... Back in the day, they could've locked up the whole 018th District for that!

It should be noted that, as it stands now, the City has said that there will be no medical insurance for retirees after January 1, 2013.

Thus the "free insurance" aspect of this special retirement package would only be good for about 3 years, as things now stand. It is unknown, at this time, what the real consequences of nationalized health insurance or whatever you want to call the so called "reform" legislation.

As far as retirement goes, one size does not fit all. We are lucky that we have options regarding when we retire. Everyone has different life circumstances and has to do their own math and decide for themselves when the time is right.

I retired over 3 years ago at age 56 with almost 30 years of service. I am extremely happy as a retiree. Retiring felt like winning a modest lotto jackpot with a lifelong annuity. It's a great feeling that I hope you can all have.

Cops have a hard time letting go. The job is a big part of their identity. THAT is why the numbers are low, not any of these other excuses thrown out there.

God bless the old timers, but the ones that wait until the very end look very tired and not happy.

The earlier you retire the longer you live. That is a statistical fact.

It's all out there for you to take advantage of, just down size and move out of that shit city & county to a place where eveything is a lot more reasonable then where your at now.The earlier you go the more time you have to draw that pension that you've worked for your entire career . I would rather retire early and get my money then retire late and have my wife make a smaller amount because of my death . Ther little old lady at 11th & St . told me you have to live the month in order to get paid for the month and the more months you live the more the city has to pay you . It's been 10 years and counting for me and I'm 65 now and I hope I can draw many more pension checks.

Have junior and sissy get student loans and you pick up the incidental expenses (books, loan interest, and food). Retire and get off the couch and get a job that pays $12/hour. No one will like you if you sit in your underware and watch porn all day. Don't expect to land another $85K job. Have them work part time either on campus or off. Start treating them like adults (cut the strings) and maybe when they graduate in six years they will move out of your house. Enjoy your retirement. They have the rest of their life's to pay for their education.

Do not retire, this is good for the Mayor not for us. Here is a question that needs to be asked: Why is the City piece mealing this contract? Because they are fucking us a little bit at a time and think we are too stupid to notice.
Contracts are presented and agreed upon as a whole binding document not in bits and pieces.
Brothers and sisters do not accept any sort of modified watch assignments, or retirement agreements until a contract is ratified.
Please SCC print this as this important to everyone that still wears a BLUE SHIRT.
Do not let the supervisors influence any ideas you have, as it is a violation of our contract to even have them discuss such matters. If they try, file a grievance, they already got their stripes, bars, and gold stars we do not.
It is what is good for the working police that matters, and fuck everything else.

Do the math. This free insurance offer is better than 55 and 80%!!!

Right now, top pay is approx 80k.

The 75% pension is approx 60k/yr.

An 80% pension would be 64k/yr.
If you pay for your own insurance (666/month) it costs you 8k/yr. That leaves you with 56k/yr.

The free insurance nets you 4k/yr more that the 80% pension.

This free insurance (worth 8k/yr) is equal to getting an 83.5% pension.

Why are coppers so historically uneducated when it comes to finances?????

No more state taxes---3%
No more ins cost -----3%
No pension deduction--9%
No union dues.
No deferred comp deduction

Our pension is the last thing they'll shore up after all the freebies and welfare giveaways for Democrats are taken care of.

Former Waukegan police officer Delatwan Haynes was NOT GUILTY for rape and kidnapping, but convicted of Official Misconduct for having sex in the police car and got 2 years IN JAIL.

I actually thought the Waukegan guy got a raw deal... Back in the day, they could've locked up the whole 018th District for that!

Dummy? The point is that there were charged with the same crime a cop banging a crack whore, and the CPD guy got hammered.

Number 1 if either of these gentlemen had any other job that wouldn't have been charged, and Number 2 God help you if you are CPD and charged with a crime you will received ten times the punishment of other cops.

It is apparent that Daley is right in one thing and that is the police are making more than enough money now and will do just fine with out a raise or back pay. Every body will be covered by national health care in 2013 and will pay a little more to even it out. Yes, it is true, and has not been a secret. At 65, on Medicare you come under what is in actuality a medicare supplement provided by the City that you pay for. It is much cheaper than an outside supplement, but does not include dental or vision. You can now obtain reasonably priced, extra cost coverage for dental and vision.

Actually the City never said that. The fact is the court order states that the City is no longer required to contribute to health costs for retirees after 2013, but the City has yet to say they will totally drop out of the picture.

That's not correct.

Under the current agreement, the city will stop contributing to retiree insurance for those officers retiring AFTER January 1, 2013.

This is the kind of misinformation I hate.

The city did not say there would be no insurance. They won a court ruling and may decide to not provide retiree health care. FOP does not believe that will happen.

Secondly if you retire under this agreement you are grandfathered for the same health care that active members recieve it is not a 3 year benefit.
Detective get the facts.

FOP stated there were approximatley 800 eligible currently for this benefit and that there guess was 300-400 would take advantage of the offer.So the fact that the initial numbers are low should not be a supprise. I think FOP needs to do a better job of letting the membership know all the facts about this benefit. I have attended the seminar had my questions answered and intend to retire under this benefit and encourage others to do the same.

It should be noted the goal is to extend the benefit beyond 2012 and not need any number for the benefit to take effect.

To all of you bright boys and girlies out there that are pondering early retirement.

You are now, say, 55 yoa, you retire for free insurance til 65. Your retirement takes place in 2010 and in 2013 the City's agreement for insurance expires.

Now what, 2013 is only 3 years away. Also at 55 you probably will seek another job and unless you have the most successful hot dog stand in Bridgeport or have the highest paying bank security guard job in the world it is tough finding a job out there. I don't have any answers I was just wondering.

Why is it that all of these young Sgts who come from the rank and file have no idea what to do and how to handle a situation. The firse words out of their mouths is "call the Dets" When the Det. ask "what did your Sgt. say" the response os "they said to call the Dets.

Most of you hotshots will be retired before you ever learn this job no matter what the age.

It is apparent that Daley is right in one thing and that is the police are making more than enough money now and will do just fine with out a raise or back pay. Every body will be covered by national health care in 2013 and will pay a little more to even it out. If a person declares they can live on three quarters of their current salary that speaks volumes.

the insurance for retirees expires for all officers that retired before they turned 60 and now 55
it's a contract so all officers that retire under the new contract
at 55 or retired at age 60 will be covered free of charge until they are 65 or eligable for medicare

FOP did not negotiate this offer! Why weren't the 08 and 09 retirees included in this union package? This is another "Trojan horse" to get rid of the younger ones who are "so tired of working" after 20 some years! Quit telling everyone else to retire until you do! FOP, the Pension board and City Hall are all inside this Horse! This decision should have been included in the new contract! Another scam brought to you by FOP, The Pension Board and City Hall! Actually the City never said that. The fact is the court order states that the City is no longer required to contribute to health costs for retirees after 2013, but the City has yet to say they will totally drop out of the picture.

These are two SEPARATE CRIMES with two separate sets of charges and circumstances, and two separate court trials. Trying to equate the two based on your prejudiced view of the victims as crack whores, is simply stupid.

The CPD guy got hammered because he was CONVICTED of the FELONIES he was charged with. The Waukegan guy was found NOT GUILTY of his charges... what don't you understand about that?

I don't really feel the need to debate your other points other than to say that we all took an oath as Police Officers to keep our lives, public and private, "unsullied".

(ie. unsullied - adjective
stainless, unstained, unsullied, untainted, untarnished of reputation)

Sorry, but if these two dumb fucks are so STUPID that they have to pull out their dicks, WHILE ON DUTY, for anything other than relieving themselves, then fuck them both! They knew their job did not require them to do what they did, and I find it amazing that anyone would hold up either of these two POS in an effort to say they were mistreated by the courts!

Finally, you may want to rethink your use of the term "these gentlemen" when referring to these two criminals. It doesn't appear that they deserve that distinction!

"What the fuck" it means is you're reading way too much into pieces through the filter of police officer. There is nothing in this piece that states or implies it is the fault of police. Many of you seem to enjoy generating meaning and drama beyond the actual words.

Therein lies the problem.....Too much misinformation floating around, guys talking about shit they know nothing about, not enough being explained by the FOP to the potential retirees, and coppers being fucked over by the Chitty sooo much that this is one of those "too good to be true" offers.

If you have the time and have questions call the FOP and ask. This is a pretty sweet deal for quite a few officers. First, if you take the offer and the contract is finalized you get the retro pay and the raises because the contract is RETROACTIVE back to June 07. Second, if enough guys DON'T sign up (160 by Oct.) then by the next date they only need 130. it's not 160 + 130. If you put papers in and less than 160 sign up you pull your papers and wait for the following date and put the papers back in again and hope that 130 jump on. If you are waiting for the contract to be settled you are waiting for nothing. Call the union and ASK for yourself.

I "retired" a few years ago except I still go in and still get that paycheck direct deposited in my account. I still get a blue and white squad car to do my errands with. I retired on the day Jody Weis had Officer Cozzi indicted by the feds. I reaffirmed my retirement on the day Officer Cozzi went to prison. I get the same benefits, same pay and do the same thing: nothing.

I want for Jody Weis and the Stuttering Prick to realize how much they have fucked up this Department and how little control over it they actually have. Retirement is great. Oh yeah.

you will get everything the contract gets and you may be grandfathered in because the city is making this deal after the fact.

this paid Health Benefits @ 55 won't disappear if 160 sign-ups don't come about. It benefits Daley more than the retirees, who will either, upon retirement,
#1- DIE
2- get the benefits till 62 and the Medicare kicks in.
The Millions Daley will get, and be able to of course steal a lot of it, plus hire about 1.5 new cops for every old-timer real Police [pre-CAPS] that leaves, will far benefit the Daley Crime Cabal, so it will be offerred either way, just cause the dumb-fuck leadership at FLOP doesn't realize this, don't think it still won't happen. It might be modified to say, afe 57, but it will still work out, cause Daley Benefits far more than the retiring Cops do.

My comprehension skills are just fine, but let me tell you one more time as you requested. Stating the facts does not place blame.

Officers are not beating down the door.

Unless a 100 more sign up by deadline, the deal is off.

If deal off, there will be no $23 million savings.

This could be because of officers; this could be because it's a bad deal/offer; this could be because the numbers don't make sense anyway; this could be because Pluto is no longer a planet.

What it is, is, you DO NOT PAY A PREMIUM and you get the active duty insurance, including dental...
This is a MUCH better deal than paying, for now, about 750 per month for you and one beneficiary for 10 years, which will go up to abouut 1200 per month after 2012... if you have to pay the 10% co pay, so what, it is a lot less than taking the regular retiree health insurance...

If mayor chucky pulls the 55 and out deal off the table, then he'll have to slow down his TIF money theft and use some of that money to balance his budget that's 1/2 billion out of whack. That would create a huge burden on his cronies who would get less graft and corruption income!

This 55 and free health insurance is a great deal for most who qualify. Sit down with your calculator and your paycheck and figure it out for your personal circumstances.

If I heard the speaker at the 55 and free health insurance class correctly, any 2013 decision on retiree health care has nothing to do with the people that have already taken the 55 health care and retired. Those retirees would be locked in until medicare age.

If anyone knows something different, put it on the blog.

The way the 55 is worded if medicare age is raised the free health care goes to the new age. If there is a public option this is in the contract and could only be taken away by a arbitrator not mayor chunky. Anyone who is over 55 and max’d our and has a 13 or 13A/B furlough and stays is nuts. My FTO put his papers in today 3 Sep 09. And the tracking# is over 86. If you go past 01 Dec 09 you lose next years COLA and that is $150 a month or better starting next 01 Dec 09 for the rest of your life!

It would be kind of dumb to take a 13th period furlo and then retire next year if you have 29+ and are over 55.
