Scandal Undiscovered?

Someone a bit more computer savvy than we are might have fun researching this. From the Sun Times article on Jackie Heard's dope dealing tenant:
  • The case revolves around a female tenant who started renting a first-floor apartment in the house after Heard and her husband renovated the building in January.
From our comment section:
  • I checked the public records on BUILDING PERMITS and [there] is no such of permit issued for

    from jan-1 05 to sep-40-09
    WHYYYYYYYYYY?
That sure would be an interesting search for a real reporter, not like the ones who swallowed the claptrap coming from canned press releases.

UPDATE: One permit for electrical upgrades discovered. How much rehabbing was done? And we don't know about buying foreclosed properties, but someone in the comment sections found some odd sequencing of dates.

Daley's staff are exempt from following the law. All they had to do was drop to the alderperson & everyone became blind and deaf. They can't hear or see, but $$$$$ sure does speak loud enough to get city hall off your back.

Okay, I think she's full of it,as far as plausible deniability goes, but...

You can sand and refinish the floors, paint the house inside and out, replace the light fixtures, buy new appliances, put in new countertops, put up wallpaper, take down wallpaper, replace the locks, lay a new vinyl floor, change a faucet or two, repair cracked window panes, roof shingles and fence caps - - - without ever needing a permit.


So, fair is fair. If they actually did this kind of stuff, no permit is required.

But, someone could (hint, hint, REPORTERS) pull the photo of the property from the assessor's website (or maybe it's the treasurer's website) and compare it to the way the building looks now, to see if anything structural on the outside has changed. Because THAT requires a permit.

Interesting Facts about this property.

The homeowner before Jackie bought this building for $335,000. The building went into foreclosure and here is where is gets interesting.

The bank took over this house on 9/5/08 but the foreclosure wasn't listed with the Recorder of Deeds until 9/19/09.

Jackie bought this house from the bank on 9/18/09, a day before it was even made public that the bank took it over.

Now I've heard of getting a deal in foreclosure but this is unheard of. Jackie got this house for $65,500. A savings of $269,500.

Why would the bank sell this house for such a loss? They could of easily received more money just putting it up for auction. Who's her inside bank contact that tipped her off on the foreclosure and then pushed the deal through at a ridiculously low price before the foreclosure was even made public?

Lots of questions surrounding this deal, but hey, it's the Chicago way.

Nothing to see here, move along.

Did they send out the 18 year old building inspectors, Sexton and Ryan?

No building permits, what a surprise ! There are countless buildings that have been and are presently being rehabbed and otherwise renovated in this city all without permits and without professional supervision. The labor is being performed by unskilled, non-union laborers and the materials are usually substandard and not within code. Where are the building inspectors while all this is happening right in the public eye ? They are counting the pay off money at the Ward Office.

In the future more porches will collapse, more buildings will cave in upon themselves. Older buildings stripped of their internal structural supports will buckle under heavy snowfalls while they are inhabited and people are going to be killed. This isn’t a scandal waiting to happen, it is a human tragedy on a massive scale and what will City Hall do when their negligence murders citizen after citizen ? They will blame it on the victims of course and continue to count the bribe money.

If there is a hell Richard M. Daley will burn in it.

wasnt there a time when jackie heard used to write for the scum times? she must have uncovered something good to get offered a job with shortshanks. reporters don't make that much, and the pay raise to inner circle worker was good enough for her to forget what she learned as a journalist.

just like CPD, if you got dirt on the right person, you get promoted faster than any test exam score will get you promoted.

shortshanks must have memorized books like macchiavelli's "the prince" and "the art of war". he uses techniques from them all the time.

You all trying to make it sound like the woman did something wrong, any fool can see it was a mere discombobulation regarding dates, I am sure the Mayor will bring it to her attention when he browses the building permits issued report for those dates. We know how quick Richard "I don't recall" Daley is to uncover minute discrepancies as he pores over volumes of city reports.

Actually, I think his press staff had a real good laugh at that one, "Let's tell them the Mayor noticed it as he was reading drug house reports, ha ha ha, guffaw yowl hardee har har."

Most likely the bank has City funds on deposit. Or maybe a mere coincidence, a chance purchase by a woman trying to make her neighborhood a better place to live.

Jeez, even the press secretaries cash in with Daley. His first one, Avis Lavelle, is raking it in representing PAZ Parking, who foisted the parking meter outrage on we hapless suckers.

WRONG, but enlighten us as to your wisdom. Other than regular maintenance, such as painting and landscaping, whether you know it or not, EVERYTHING requires a permit. Most do not get them for things like a fence, or a deck, or a pool, etcetera, but nonetheless, you are suppose to get one, per the building code of the city of Chicago.

O.T.---- I was driving down Milwaukee ave yesterday and watched as some asshole pounded on the hood of a police car in traffic. The officer told him to get on the sidewalk and then the guy wen tafter the cop. It took three cops and maybe an offduty cop?? to subdue the man. I watched as the offduty cop sprinted from a nearby parking lot to help out. Its good to see that no matter on duty or off duty the guy in the shorts and blue top jumped in to help his buddies. Thanks for taking the shit out of our neighborhood, and hopefully the 016 district will get start to get tougher on the assholes around here.

If she pulled a permit for the electric service she would be covered. However if she did a full rehab which I am sure she did, she would need a few more permits, such as drywall permit and a plumbing permit to name a few. I wonder if any work was done on the outside such as windows or maybe a porch. I mean hey everyone else has to get permits for everything especially a porch. After all people were killed regarding a supposed faulty constructed porch.

Why would she get a permit?
Do you have any idea how difficult it is to get a building permit?
She got the electrical permit because a licensed electrician can apply and get the permit on-line. As long as there is a permit displayed on the window, no one really takes the time to read it, so more work can be done under the radar.

I'm thinking the extent of renovations done to the property (especially being in the foreclosure state) would have required all kind of lisenced tradesmen, (no offense women) to get a permit, which then the City would want to see drawings/plans, that would require going thru Zoning and all the other disciplines required by DOB.

But why spend her time or her money on licensed tradesmen, architects, expeditors, etc., and do things properly, like most of us (uhm worse/t offenders) when she can give it directly to D*l*y and it could all be taken care of?
Well, until you nosey cops started to interfere!

The upside for the financial industry? Having a voice that has the ear of the Mayor.

Remember- Democrats pushed for the Legislatation that allowed people with no assest, credit or jobs to purchase homes. In my opinion those Democrats are ultimately responsible for the MESS this country is in. The United States condition is just Chicago on a much larger scale.

painting???
I don't know what town do u live in but at least in SHITCAGO you need a permit just about for everything.
and if you house is considered a Landmark then forget about it!
Some instances you can pull an EASY PERMIT when you are doing something insignificant, otherwise you need one

DEMOLITION
DRYWALL
ELECTRIC
HVAC
PLUMBING
PORCH AND DECK
HOME ADDITIONS
HOUSE STRUCTURE CHANGES
TUCKPOINTING

Maybe you have getting away with one or live in the GHETTO because in some of the descent neighborhoods the fUC%%NG inspectors just drive around looking for parked dumpsters or construction debris in city garbage cans..or just ask the RAT neighbors

FYI, the Credit Union phones were down today because they were MOVING into their spanking brand new blue-glass building right next door to their smaller quarters!
And yes, the 'old' building was closed, and my ATM card wasn't working either...it would have been nice of the Credit Union to let their customers know that they wouldn't be able to assist ANYBODY at their Washington St. Hdqtrs.! Thanks assholes!!!

The atm at the mount greenwood branch was broken, the bank is closed because of labor day-why on saturday before-don't know-the telephone system is down all day today-saturday, and online it says they can't access my account and i need to call the credit union. i'm going to fucking blow my lid!

O.T.---- I was driving down Milwaukee ave yesterday and watched as some asshole pounded on the hood of a police car in traffic. The officer told him to get on the sidewalk and then the guy wen tafter the cop. It took three cops and maybe an offduty cop?? to subdue the man. I watched as the offduty cop sprinted from a nearby parking lot to help out. Its good to see that no matter on duty or off duty the guy in the shorts and blue top jumped in to help his buddies. Thanks for taking the shit out of our neighborhood, and hopefully the 016 district will get start to get tougher on the assholes around here.

I know the copper who was off duty. I used to work in 014 with him on the watch. He would jump in to help anyone. He is a good stand up guy. Works hard and takes no shit from anyone. Word on the strret is that he is leaving the friendly confines of 014. Another good copper lost in the district. We will miss you man........

No two apartments and a common meter. Tennants are not billed for electricity used for outdoor lighting and such

I own a couple of building and the 3rd meter is for the garage, common areas, & misc that is paid for by me. Door bells,lights in hallway,hardwired smoke detectors, launry room,etc. So don't jump to that illegal conversion conclussion just yet.

Not necessarily, my 2 flat has 3 electric meters and just 2 units. The third meter is for the basement. E.g., if you had 2 tenants in 2 units, they each pay their own, but who pays for basement or shared electric? -- the owner needs a 3rd. Same with gas, 2 meters for 2 units and 1 for the whole building's heat.

There was a political schmuck named Bill Bugelski, brother of a former state representative, that was over the Troubled Building unit at Inspections. He was arrogant, crass, abusive, unprofessional, and made everyone miserable at City Hall. Glad I got away, and never looked back.

When you ask people about a supervisor and no one has anything good to say about them.....find the exit fast.

EVERYTHING requires a permit. Most do not get them for things like a fence, or a deck, or a pool, etcetera, but nonetheless, you are suppose to get one, per the building code of the city of Chicago.
