That's what we hear at least:
- My sources tell me that the 017th District 3rd Watch W/C (KB) is calling officers in & telling them that if their activity does not improve he will have to place them in the "Personnal Concern" Program. Is this action a threat making the 3rd Watch a Hostile Work Enviroment, an EEOC Complaint or both. Is he acting on his own or with the Commanders Orders? Just asking??

We aren't sure, but this doesn't seem to rise to the level of a "Personnel Concern." Let's see...Administrative Order 05-04 - Personnel Concerns Program, Section V-C (we're summarizing here:)
- sustained excessive force CRs
- four instances of "program eligible conduct" from the "Nondisciplinary Intervention Pilot Program
- sustained domestic violence CRs
- sustained intoxication CRs
- sustained penalties of 10 days or more
- five sustained CRs in 5 years
- two performance grades below a 76 (which hasn't been done in 10 years or more)
- one performance grade below a 70 (again, a defunct system)
- two SPARs for being AWOL
- psych evaluation
- Behavioral Intervention System failure
Nope, nothing in there about activity. In any case, always request Union representation, a witness if possible and notification in writing and make sure the captain cites the appropriate section of Administrative Order 04-05.

I was in the academy class for performance evaluation where these two idiots from 017 did nothing but gripe about how they wanted to use the evaluation system against P/O's who did not write tickets. They were told numerous times that this was not the correct use of the evaluation system but they simply kept on arguing that they were going to use the evaluation system as a means to force P/O's to write tickets. Eventually, the instructor asked them how many times they had to be told that the Department does not want the new evaluation system used as a means of increasing tickets? They were too stupid too understand the principle! If this is meant to be our leadership, what hope is there?
Immediately file grievances if placed in a Personnel Concern Program without documentation of just cause. If appropriate, file class action suits against the W/C's and Commander in 017. Ask for punitive damages out of their pockets. Enough of the bullshit; don't take it.
The first watch w/c also made mention that decreased activity would bring about negative consequences as well. Nothing more specific was said, but the evaluation was alluded to.
The 2nd watch commander has made a career, literally, of her lawsuits against the city.
It's only fair that she be on the other end of a few lawsuits herself.
Don't remember him being on the high side of activity ever in his career. Why the sudden interest? A gift to Aunt Bea for promoting him to Captain just before retirement??
This is true, I work there and all night long on the zone all you hear is kb calling cars in to tell them this junk. And then you ask for a dayoff and they give you a hard time. what these 2 guys need are a good lawsuit against them.

Months ago I was working out at the Y by myself. I had recently gotten kicked out of Exsport for handcuffing a Simon City Royal gang member. Unfortunately, I didn't recognize him until we were both naked, taking a shower, when I decided to arrest him for not wiping his sweat off of the weight machines.
Anyways, here I am working out, when Groucho and J-Fed walk in. They recognize me automatically since I am a legend in Wicker Park. After I saluted both of them they told me they were going to help me boost my quads. The next thing I know, Groucho put a funny smelling rag up to my face and I passed out. The two jokesters decided to pull a prank and remove all of my clothes and run off with them. Man, was I embarrassed when I woke up!
I'm not going to get into what else they did to me, while I was knocked out, because that's not important. What is important is that Groucho is a great man. (Sorry, I know I'm backtracking from my previous statement but I'm on my 6th shot of Apple Pucker.)

I have lived in Sauganash for over 20 years and have seen the level of police service go down every year. The police officers use to be very professional. Now they are rude and lazy. I have talked to the alderwomen to no avail. I understand that your jobs are difficult but it truly shows a lack of caring when you ride around in your squad cars on your cell phones when my son is coming home from Queen of All Saints. Mean while cars are zooming through the stop signs. Dont you people have kids? And there have been a rash of home breakins too. Please tell me how copper gutters can be stolen on the Northwest Side in broad day light.

What is your objective, and the key word is objective for measuring activity? Secondly, when was the last time there were evaluations?
I will tell you this, subjectively evaluate me because you do not like me, or have no clear objective standard to evaluate me by and I will own your house! I am waiting for this to happen to me because I will file a grievance and a lawsuit as fast as I can. I will be looking for punitive damages because I KNOW HOW A NIUMBER OF YOU BOSSES IN 017 have talked about punishing us and putting us in our places. Just a little curious here, can someone please explain to me how its a hostile working enviorment to ask someone to do his or her job?, unless its written somewhere that all you have to do to get PAID is show up, you howl with indignation at city workers standing around doing nothing, yet its ok for you to basically do the same, 1 and 5 was always the citeria to stay on a watch prior to steady watch's if you liked the bosses and liked your partner and wanted to stay on that watch you BROUGHT in ACTIVITY its as simple as that, I know things have changed, and there is no contract and you feel maybe rightly so you are being dumped on. If you are bringing in Guns and Dope and Burglars and Car thieves, Stick up men etc you have a right to be pissed about being asked to write movers, if thats the case perhaps I'm wrong, but I dont think you're being asked to do anything outrageous. Perhaps it is the fault of the bosses for not explianing whats expected of you when you first get on the job, when in the academy were you told that all you had to do was answer radio calls, and nothing else, flame away, I was the REAL police when the majority of you wernt even born.
This is all with the commanders blessing i'm sure. 017 has become a horrible place to work. The 1st watch is being watched by commander for activity, and the evaluation system is going to be used to document lack of activity, parkers, movers, i can't wait to refuse to accept my evaluation. I will refuse all the way up the chain, telling everyone i was told lack of movers and parkers equals bad rating!!!!!!!!!!!!!!! Hostile work environment, EEOC, downtown listen up give us a new commander a true leader.

A bit of advice...
1. If the affected officers do decide to grieve or file suit remember to document, document and document again.
2. Witnesses and more witnesses to support your documentation.
3. Do not by ANY means step into the office/around the corner/into an unused interview room with any/all of the offending supervisors... They are cowards who love playing the their word versus yours game. Make them play their bullshit out in the open in front of witnesses. If they confront you and say/do something illegal then you have a right to have a c/r# generated and a case report drawn naming them as an offender. Potential aggravating circumstance is they're armed... Remember officers, you "fear" being possibly physically harmed by them correct? Be sure to notate tone of voice and posture of the offending supervisory member... Policemen are experts at this correct?
4. If there are no witnesses to an illegal/improper act by the offending supervisory members, then as a last ditch key up your radio or activate the 'record' feature on your cell phone. This would be a ticklish proposition inside the station but is plausibly fair game on the public way. Protect yourselves at all costs in a crooked/compromised system that infers second rate status to blue-shirted first responders.
5. Protect your interdepartmental correspondence! Decayed-ass, cowardly muthafuckahs WILL RIFLE THE MAILBAG TO INTERCEPT WHAT YOU ARE FORWARDING! Or at least put one of their stooges up to this. We speak of hard learned experience on this particular subject!
6. Do your homework. Pool resources and pay a retainer to a GOOD criminal lawyer. It also wouldn't hurt to hire a private investigator as well. Who knows what other interesting things the P.I. might uncover to help put a mean hurt on these craven white-shirt cowards?
If any of these steps are taken with maximum prejudice, the offending supervisors will be left by the Department to twist in the wind from the scaffold they built for themselves.

Again, experience is a great teacher but it's a sin and a shame that in these times, Policemen have to put up with this nonsense but those are the breaks of unseasoned, overpromoted, lacking in personality and decency supervision.

starrt filing grievances and if the watch commander is not following general orders get a cr#. The order for the performance evaluation system is specific about what can be used to evaluate officers if the watch commander does not follow the order get a cr#.
Document any occasion that you are denied time due. forward it to the FOP they are preparing a grievance for this situation.

Before bids for straight watches, WC's had their own numbers to stay on their watch. Some WC's wanted 3 parkers and 1 mover a day, others wanted 5 parkers a day and a mover every other day and some bus checks. Every watch had a different quota, and if you wanted to rotate around with a Watch you brought in the required numbers, if you didn't you got the call the day before change day you were staying on midnights and getting your DOG changed, loosing weekends. That was then, NOW these WC's can't make you do anything other than answer calls. If your a bid on 3rd Watch your in, period!!! If these WC's would treat the blue shirts like adults and with mutual respect then maybe the PO's would bring in some activity for the WC....... if you treat the PO's with contempt (attn HQ) you reap what you sow. A little courtesy and common sense go a long way for you WC's out there.
Boy it sure sounds like 017 is full of crybabies! The bad captain asked me to do my job and right some tickets! The nerve of him. Here's a little hint, get some self pride in your work ethic and do you damn job!

File a complainant with the EEOC, I've known a couple of people who have done it and are now left alone, and have also gotten paid for their mistreatment by the department.
Ask, the W.C. how he expects you to get any activity when your answering stupid calls all night in a back log, and that were short 2000 officers. Get all officers to file a complainant on the watch. Stick together it's the only way you'll get anything done.

Boo-Hooo the bosses are mean in 017, this has appeared on this blog for a couple months now. Well I don’t see any bids to 017. Nobody is fleeing 017th district in droves. I.e. see (the 003rd district 35 men fleeing of the scene act) previous posts. 017 is a traditionally lazy district. This W/C is just shaking the tree.

Tradtionally, it has been hard to find a way to rate police officers except to use numbers of activity and compare one officer against his peers in the same district, watch, unit etc. No one has really figured out how to do this. The old methods used by the department; knocking you off of your watrch, changing your day off group, denying time off etc, has pretty much been eliminated by the unions. That said, 017 is a pretty nice place to work, not much going on as compared to many other districts in the city. So, stop crying. You have a great job assigned to a great location. Go out and do a little work. Just don't let the city use the ticket system as a fund raiser and penalize the good citizens. The fact of the matter is, many police officers do little or nothing and rarely, if ever write any tickets.The cry babies want to make me cry
I agree with retired Sgt....Back in the day at check off if you didn't have a number in every single box you got your a@@ chewed at check off....EVERYDAY. You know FELONY, Misd. Mover, Parker, CTA, Curfew. And more than single digits if you were a two man car.....And for the guy beefing about the police writing tickets in 016 for expired plates....Hell yeah I write those, why should I be the only one dishing out $79.00 every year for a sticker, your neighbors should be paying the same....most people that have expired stickers are suspended and can't get the new ones....

I can see the name tag, I worked there in 007 for ten years and I wanted to forget it as quick as possible. Hat backwards, this is not a college frat house, wear it correctly. As far as awards go if you choose to wear them, wear them if you don't...then don't. I wear mine because I earned them in a shithole place not "creating a computer program", its the least the city can do.

I'm a firm believer in don't write a fucking ticket for this city unless you have to or the person is an asshole...but you have no basis for any kind of lawsuit...the person you write a ticket to may have a case against you and the city for a quota, but you have none. The city can make the rules of your employment as long as they are not discriminatory (certain rules apply and it is based on sex and race.) Whistle blower stats don't count unless you report it to the feds that there is a quota and they "harm" you due to that.

While I hate a DOG as much as the next working copper. What you fail to understand this isn't the same department and city you once served. In this day and age you cant get fired or find yourself in prison for simply doing your job. As long as police officers have discretion on when to cite moving and parking violations, bosses should not demand you write them. As long as coppers are patrolling their beats, responding to calls for service, and arresting people when there is probable cause and signed complaints police officers are earning their pay! Now if you are a Boss and tell me I need to write parkers and movers to receive a pay increase or avoid being put on the behavioral alert program, then tell me in writing what it is I have to produce to avoid all this.
You know what, they cant! Because it is illegal to have QUOTAS!!!! So if you keep bringing me into your office and threatening with refusing me with time due, pay raise, or putting me into the BIS when you know quotas are illegal, YOU ARE MAKING A HOSTILE WORK ENVIORMENT. with all due respect, are you completely against progress, or just against progress within your former employer's domain?
Working in 017 there has been a constant discussion going on regarding activity in the district and the commander himself is real big on activity. the only thing that seems to matter in this district is writing movers and parkers and getting curfews. The captain on 1st watch is afraid of being replaced like the 2nd and 3rd watch so he always mentions how the numbers are low. The captain on 2nd watch is constantly asking for numbers and if you don't produce, your constantly picked on indiscretly by being moved around a lot and the captain on 3rd watch has a issue with bringing activity in also. Both captains on 2nd and 3rd watch hardly give anytime off even though that is time earned by working ot and going to court and if you have to get a ot slip signed, they are hesitant on signing it. Either way, no matter what watch your on, it is a damn if you do damn if you don't because if you bring activity in, you still get treated as if you don't bring anything.

017 district is quickly going to shit. Aggravated batteries with handguns and murders has tripled from two years ago. The shitty part of 017 3000 West to 4000 West and 4400 North to 4900 North is quickly expanding to the north and west.

Many, many years ago I had a W/C who was being pressured by the D/C to jack up the numbers for his watch. That W/C told the D/C, fuck you, my men are cops not revenue makers; if they see a mover or a parker then they can write it if they choose; otherwise, they are policemen, boss, and policemen patrol and lock people up, but they don't generate revenue. The D/C was pissed! You know what happend though? Those policemen, the majority at least, worked for that W/C.
You bosses just don't get it. Be more like that standup W/C day in and day out and you will see the positive response that you get.
Continue to yell and threaten us and we will give you more of the same, zero.

Of course. You deserve it. Most of you are hard working souls who are trying their best after being shown little or no appreciation for a very long time. You deserve a timely contract negotiated in good faith, which unfortunately has not come to pass. Our adoring media seems to go from one scandal to another and dosen't have room in its "newspaper" for the many other days of good work you do, sometimes downright heroic. Its the truth. You deserve better.
We, however have a responsibility as well.
Lets take a breath and remember what it is we do. Our job includes locking up badguys, writing tickets, curfews and parkers among many other duties. You don't have to be a superstar, but I ask all the working coppers out there,...is it fair that you are doing your job and some officers are doing NOTHING? Is it so wrong that the W/C 's asked them to join the ranks of the working by contributing ANYTHING? So before you start thinking about EEOC actions and lawsuits and grievances, let me suggest this.
This isn't about hating a boss or being a company guy or drinking the koolaide. It's much more simple than that.
It's about what is the right thing to do.

I was in the academy class for performance evaluation where these two idiots from 017 did nothing but gripe about how they wanted to use the evaluation system against P/O's who did not write tickets. They were told numerous times that this was not the correct use of the evaluation system but they simply kept on arguing that they were going to use the evaluation system as a means to force P/O's to write tickets. Eventually, the instructor asked them how many times they had to be told that the Department does not want the new evaluation system used as a means of increasing tickets? They were too stupid too understand the principle! If this is meant to be our leadership, what hope is there?

I'll make this short and sweet. Try to pay attention retards. No one is saying to do absolutely nothing. Yes, we took an oath. If myself or any of my fellow police officers driving around witness a crime in progress we will put a stop to it. We will answer our 911 calls and clear in a timely fashion to handle more. If someone calls we'll even do parkers. We will not, and don't have to do movers.

They investigate complaints of "hostile work environment" meaning that the boss or bosses treat people unequally based on race, gender, national origin, and they may have added sexual orientation. It has nothing to do with a boss trying to do his job, by trying to get you fools to do yours. That is what he is there for. Andd don't start with the crap that writing tickets is not police work. Of course it is.

We're more than familiar with who is at the helm of CPD. In regard to a P.O. protecting themselves from being harassed, bullied and threatened by members of management. Other than going through the current process in place for redress (and we all know how "uncompromised" the current process is) what other options are there?
As far as recording is concerned, that is why we put the caveat of "ticklish proposition." Ironic that everyone and their brother can film/record the Police to no ill effect (BIG HIDDEN CLUE here and no we're NOT going to tip our hand in a public forum and we say no more on this) but "oh no, don't try to record the actions of a supervisor acting an idiot by demeaning a subordinate."
We obviously hit a nerve... Most Policemen are well acquanted with the ways and wiles of rotten management members and the stunts they pull under the guise of "supervision" as noted from the ongoing nonsense in 017. We're appalled that adults (with weapons) have the gall to mistreat other adults (again, with weapons).
Who can step in and say enough is enough? Our kingdom for a boss who says "mistreat my officers and I will mistreat you." It's a rarity, but it's been said/done before but not often enough to make a difference.

He moved TL out so he could bring in KB (they are buddies). When you really think about it boys and girls he did TL a huge favor. TL does not have to be bullied by MM any longer. MM brought in a friend like KB then make him be the bad guy and stick it to the troops. This way MM thinks he doesnt look so bad. Meantime, he is fooling no one.
