Zekman Investigation

Well, this explains what she was doing in 006:
  • There's a huge shortage of police officers in Chicago. The city is down by as many as 2,000 every day.

    But just what impact is that having on the streets? [...]

    Officially, the department refuses to disclose how many officers are actually patrolling the streets, saying that would be like giving troop strengths to the enemy. But apparently there aren't enough.
Duh. Thanks for catching up Pam. Evidently, she read Fran Spielman's article a few weeks ago about manpower shortages, something we've been pointing out for over two years now. And how bad is the shortage? People are waiting 30 to 90 minutes for reports following calls of an incidents "in progress" or "just occurred." While the immediacy of the situation may be past, you can't really explain that to a citizen who just had a gun stuck in their faces.
  • Chicago Police Superintendent Jody Weis said he's aware of the issue.

    "Well, I'm not losing sleep at night, but I say I'm nervous because we track it every day," he said.
Way to look concerned and in touch with the issue J-Fed! Your concern is a tribute to your mercenary ways of breezing into town, grabbing almost a cool million over 3 years, and riding out of town in a flurry of statistical reports, policy groups and broken promises.

Bullshit. If our dire manpower shortage would have been addressed with the urgency your statement suggests, the general public would have known about this problem a long time ago. And maybe public outcry would've shamed the Mumbling Midget into somewhat replenishing our dwindled ranks. The only things you're nervous about is getting called-out on your attempted pension grab of the REAL POLICE'S money and maybe suffering collateral damage courtesy of the guy on the 5th floor that pulls your strings.

And about the only thing that you're tracking on a daily basis is your Countdown Calendar to when you can leave this cesspool of a city and move on to another illustrious position in (hopefully) a land far, far away.

A tip of my hat to Mr. Henry Bowman for reminding me again (although I already know it and hold it as Gospel) to NEVER, EVER, EVER TRUST A FED.

What about all the money the mayor has saved under this shortage? It's sooooo bad now and it's scary to think how short we will be next year when hords of P.O.'s retire. we are back logged all night and at times we feel very alone. What king daley is doing to chicago should be a crime.

I agree we answer to many non-police calls but this is his answer to the shortage? How about we buy some inflatable cars also and park them on the corners in hot spots. It would be like doubling our police force.

OT about the awards: yes some of the awards are bullshit. Just think of it from an individual perspective as long as you are a hard working P.O. You never took this job for the glory, you took it because it was in your blood to do good for the common person which included all races and social economic status. The REAL POLICE know when they have done right. They know when they truely earned that reward and when it is bullshit. Some things will never change but one thing that will remain constant is going out there and taking the shithead off the street that can potentially rape your daughter or rob your wife. Although the politics of this department are fucked up dont forget the reason you took the test in the first place. For those who say the the 1st and the 16th, you are bullshiting yourself because no one came on for the pay.

do you want a factual number. 2476blue shirts short. belive it or dont thats the number. so for all on here saying its 3 or 4 or ive even heard 5 thousand blue shirts its not. its 2676 blue shirts. combine that with how many we are short with sgts, lts, cpts etc and what other specialty spots out there then im sure the number will be much higher. but for boots on the ground wearing blue thats the number. For gods sake people, its not all that hard to figure out.. acutally, if you just use some basic math formulas and do some good research you can figure it out in about a half hour or so. so, if you dont belive me, just do the numbers yourself.. just make sure your looking at the right numbers in the right spots... and please. dont use your PC numbers to attempt to figure it out!! no paper trail boys and girls

Some people have said that there are over 13,000 sworn on the job because that's how many are making pension contributions every payday.

Now if Jody and Masters and the rest of the FBI MAFIA are in our pension fund and they shouldn't be, maybe they are other bloodsuckers in there who were planted by Shortshanks. People who do political jobs who never were the police who are getting paid and will draw a pension they didn't earn.

Is Jody and Masters still in our pension fund? Are they in a plot to draw a 50-75% pension at our expense for the rest of their lives?

When the hell is the city going to have another written examination? My source within the department tells me that, of the remaining 06 testers waiting to be hired, it's somewhere in the low 300's.

That may not sound like a low number considering this last few hiring cycles (under 50 this year, 80 projected for 2010), but you figure the department can't continue letting hundreds retire without reasonably replacing lost manpower.

A significant problem that arises here with a limited pool of applicants is, until the next batch of testers are on the streets, these 06er's will have to be stretched. This means if there isn't a test until 2011, and the first officer from it doesn't reach the street until 2013, the city will have no choice BUT to hire a small amount of officers. ATLEAST 300 officers retire yearly. When's the last time CPD came close to matching that with hirees?

The same source also suggested that a 2010 test is being tossed about, but nothing is certain as of yet.

QI am a Chicago police officer and will retire soon with a 457(b) plan. The city deducts my deferral every payday but does not credit my 457(b) for seven to 10 days. We have the same administrator as the (suburban) Naperville Police Department, and officers there have their contributions posted the day they get paid. Is the city earning interest on my money?

AA Naperville Police Department spokeswoman confirmed that department does credit contributions on payday, as do many larger employers. But that doesn't help you much.

Chicago has no immediate plans to speed such deposits, said Peter Scales, a city spokesman. City employees are paid in two groups twice each month, he said. The first group gets paid on the first day of the month, the second a week later. After the second group gets paid, all contributions are bundled and sent to Nationwide, which processes and deposits the contributions.

Scales said he doesn't know why the process works this way but said the city does not earn interest on the money.

What's your recourse? These plans aren't covered by the 1974 federal law governing qualified retirement plans such as 401(k) accounts, but they do file some paperwork with the Labor Department, so you could try calling the department's Employee Benefits Security Administration (regional offices are listed here: www.dol.gov/ebsa/aboutebsa/org_chart.html#section13 ). Also, IRS rules for 457 plans require that plans make deposits in a "reasonable" time frame, though that can be murky. The IRS National Taxpayer Advocate help line is 877-777-4778.

The only reason we're seeing these reports on manpower now is because Daley told them they could do a limited version of it to bolster his excuse about a fair contract and retirees.

One of the many reasons we are short is the medical section itself. It sends out IOD information to a company called Coventry for review and they decide, not the Doctor, if a Officer needs surgery or not. Coventry is known to routinely deny surgery causing a Officer to be on the medical many times longer then needed and in many cases the denial of surgery has caused a Officer to be duty disabled.
I know personally of 2 instances where this has happened. One was where surgery was denied for so long when it was finally approved it was too late for a 100% fix. The Officer was told by the doctor that if he got the surgery when the injury first happened that he would have been able to go back full duty. Now he is on Permanent Disability. The other one I know has not had the surgery, his time on IOD was up and he had to go Duty Disability. If he would have gotten the surgery he too would have been back to work.
These are the only 2 that I personally know of but how many times has this happened. The city thinks they are saving the cost of the surgery but in their shortsightedness they are costing the Police Dept and Taxpayers a lot more.

Shortage? How about screening the calls. Those "Men with guns calls" from disconnected cellphones should be ignored. In fact all calls from disconnected phones should not be allowed through. Also those calls which are civil in nature should be ignored too. This would cut the backlog in half.

Hey pam. I will tell you right here and now. We are short handed everywhere. Cars running 99 when they should be 10-4.

J Fed is laying out a smokescreen as previously posted to come in, conquer $930,000.00 and leave not concerning himself with this city and where it will be be 5 years down the line.

Its a shame that the police dept is being guided by a man who has no concern for the men and women he leads and most definitely has no concern about the citizens since he will not be here once his contract expires.

Shame on da mare for putting a man like this to lead one of the greatest police departments in the country.

Hey pam we are down in huge numbers and they have us down reporting crime. One example of this is aggravated batteries which over the last few years have been changed to aggravated assaults when someone shoots at someone and misses. the intent was to shoot and hit someone but just luck had the bullet miss instead of strike the mark.

Pam, I will tell you this. If it werent for the dedicated and hard work of the men and women on the streets day in and day out this city would be in ruins.

j fed could care less about this city, and da mare who is fastly approaching 70 isnt thinking ahead either.

This city is a mess and J Fed and da mare get on tv and lie on a regular basis. do you really think crime is down with the recession in full bloom and the unemployment rate over 10%.

1. Pam should have gone the 3rd District not the 6th. 40 bid openings on paper but closer to 70 actual openings

2. Pam should have gone over to 39th Street then. The entire TRU was stolen from patrol. I have no problem with the kids there except they are not realistic on their roles. They are just a revenue machine for the city ANOV’s and parkers. If the city had gone from 13,500 to 13,750 no problem. But what would every D/C do with five extra cars up in the District on 3rd Watch?

3. Pam should have gone over to Homan Square. A lot of secret squirrel units over there too. Again great concept but the city stole people from patrol to man those son of supervisor units.

4. Pam should have gone over to city hall too! How many people protecting Daley? How many people detailed to the feds? If you have 7 years on the job the city charges them for the 30 year rate. The city makes money every hour you work for them so they have no concern over the ot they make.

5. Pam should have gone over to 35th street too. CAPS office (a dead meat program), fusion room, accountability office, coppers working on commuters as civilians?

6. Pam should have gone over to any area and see how the chief has a little army working for them. The used to only have one P.O. ten years ago. Now they have 40 people.

Pam should interview any off duty P.O. who has called 911 and there was no one to send because every car in the district was down and had 3 or 4 more jobs stacked because of every B.S. job we take from mr/mrs anonymous.

J-Fed should have gone to hell and Daley should go with him too.

Citizens waiting 60-90 minutes for a report?.... There have been times that I have been given a call where someone has been robbbed pistol whipped,, called 911, noone showed, went to hospita got treated, no one showed and went home and still waited for the police! And many more like that!

Hey Greg, why was there only 9,285 uniform checks given out last time? You can lie to the media and public, but don't lie to the membership. We'll remember this at election time Greg.

Do not worry about posting your 457 funds- worry about the city owning them. Until you retire, those are the city's funds. There have been attempts by cities on the west cost to use them for collateral but these attempts have so far failed.
That is not your money until you retire.

We are thousands short and not a word of another test for police officer. It takes almost 2 years to test, screen, process, and go through the academy, what is Daley thinking! In 2 years we will be another 2000 short and that is if they started testing right now so it looks more like 4000 short by 2012. Back each other up, that's all we can do since the city can care less about us!

Man charged in brick-throwing that injured girl
Frederick Evans, 20, of the 6800 block of South Ada Street was found shot to death
Man was shot at about 12:13 a.m. on Chicago's West Side. He suffered wounds to his leg and thigh
Howard Hodges, of Park Forest, was shot to death & another man also was shot in front of the lounge located in the 8300 block of S. Vincennes; suffered a wound to his shoulder.
Two people were stabbed in the Englewood neighborhood in the 6600 block of S.Carpenter.

How come nobody is asking Shortshanks where the extra money in the police budget went? If we're budgeted for13,500, Shortshanks and JFed routinely use this figure, yet we are operating hundreds if not thousands less than that then where has that budgeted money gone? Inquiring minds and fed up coppers would like to know.
By allowing the department to become this understaffed Shortshanks has in effect layed off a thousand officers or more over the last few years. Yet he still has the balls to stand at a podium and say police need to take 25 unpaid furlo days and complain that the police need to become part of the solution not the problem! If he really wants to face the problem head on he needs to take a long look in the mirror. I mean a regular mirror not the Riverview type mirror he's got to distort things his way.
Shortshanks is the weakest he's ever been in his 20 years in office. That hugely embarassing Olympic loss was like a sledgehammer to his nuts. The Tribune,in it's editorials, is asking about all the T.I.F. money and telling Shortshanks it's our money open up the real books. Walter Jacobsen lambasted Shortshanks in his Sunday night perspective saying how could a supposed polished politician do so many dumb things?
As I said Ritchie is weak and wounded right now. We need to keep piling on and not let up. The more the public becomes aware of this idiots lies and misrepresentations the better off we all might be in the long run.

do you want a factual number. 2476blue shirts short. belive it or dont thats the number. so for all on here saying its 3 or 4 or ive even heard 5 thousand blue shirts its not. its 2676 blue shirts. combine that with how many we are short with sgts, lts, cpts etc and what other specialty spots out there then im sure the number will be much higher. but for boots on the ground wearing blue thats the number. For gods sake people, its not all that hard to figure out.. acutally, if you just use some basic math formulas and do some good research you can figure it out in about a half hour or so. so, if you dont belive me, just do the numbers yourself.. just make sure your looking at the right numbers in the right spots... and please. dont use your PC numbers to attempt to figure it out!! no paper trail boys and girls

Pam, go visit Greg Bella at the F.O.P. He claims we are 11,500 strong with only 591 officers short. Those numbers are in print in the union newsletter this month. Ask him why only 9,285 uniform allowance checks were printed. Pam, we are used to being lied to by our Mayor, and bosses, but by our own union? Unforgivable. Show us that you care, push this issue. It has become a safety issue on the street for cops and citizens of Chicago. You may save lives. God bless.

I agree, every time i sign up for a class or training and get denied or unseccesful bid on e-learning or in-service training, i print it and save it. CPD is the only department that denies its officers training.

city promotes about 10-15 captains,20 lieutenants , 40 sergeants and hires 50 new police officers

My sources tell me that the 017th District 3rd Watch W/C (KB) is calling officers in & telling them that if their activity does not improve he will have to place them in the "Personnal Concern" Program. Is this action a threat making the 3rd Watch a Hostile Work Enviroment, an EEOC Complaint or both. Is he acting on his own or with the Commanders Orders? Just asking??

OT about the awards: yes some of the awards are bullshit. Just think of it from an individual perspective as long as you are a hard working P.O. You never took this job for the glory, you took it because it was in your blood to do good for the common person which included all races and social economic status. The REAL POLICE know when they have done right. They know when they truely earned that reward and when it is bullshit. Some things will never change but one thing that will remain constant is going out there and taking the shithead off the street that can potentially rape your daughter or rob your wife. Although the politics of this department are fucked up dont forget the reason you took the test in the first place. Sorry to rain on your parade. I came on for the pay over 20 years ago and so did almost everyone I know. I worked in a dying industry and wanted a layoff proof job. I also find the best cops know this is just a JOB and don't assign some higher purpose to it.
I remember my first day in the academy an instructor had each of us get up and say why we took this job. Only one person expressed your sentiments and the instructor scoffed at him. Even though it was my first day I thought to myself this guy must be from out of town, this is Chicago a city of angles not honor. Sorry but I think you are the one who is bullshitting himself.

There were 4 tests given in 2006. Only one has been depleted and there are still 3 remaining lists. They started to take off the 2nd list in April but that class was postponed as nobody has been hired since then
Bottom line Three remaining lists although each of those lists is not as large as the Feb 2006 list

A little off-topic, but I just need to thank the officers from the 016th district (tac team too)and whatever dispatcher handled my 911 call for the outstanding job they did on 14NOV09. After I got home from work, I was in my living room watching television (I currently reside in beat 1622) when an unknown M/1 opened my screen door and attempted to forcefully enter my home. I opened the door and addressed the situation ;), stating that he did not belong at this house. The unknown M/1 then attempted to find another way into my home. I immediately called 911 and gave the best description I could. Within one minute, tactical officers had arrived and gave a flash based on my description, which allowed for other officers involved to immediately apprehend the offender within 5 blocks from my residence. All officers involved went above and beyond their duties, and were very quick in their response. I want to extend my gratitude. It's because of officers like yourselves that allow for me to leave the slums of this city and come home to this great neighborhood. All people currently residing in the 016th District should be aware that the a**hole who did this had addresses of arrest/residence in the 010th, 011th, and 012th districts. So the officers here are dealing with the same garbage that we are everywhere else in the city. Also, please understand that when housing markets crash, criminals come here, just like in 008. These are wonderful neighborhoods with good people living here, but it is not the fault of officers that they manage to make their way over here. So again, thank you to all of you. You're doing a wonderful job and there are people like me in this district that really appreciate your hard work and dedication to your job. Your job is more important that any other on the department because you're defending the home front, which truly makes you heroes. God bless you and your families, and God bless the C.P.D. (and C.F.D. too).

Is the 4-2 on or not? We were told in 023 on Friday by our union rep K.G. that it was signed on Friday but part of the signing was that when it takes effect, we will be swiping out. Also shortshanks was besides himself because of this signing! Any truth to this at all?

I LOVE this city and as being on the inside looking out scared about our future. To see the recent stories about PAM ZEKMAN probing the 6th District is hopefully a sign that MAYBE someone in the media is connecting the dots. As crazy as it sounds, she could bring light to the mismanagement of 100's of millions of local/federal dollars. We are for example, budgeted for 13,500 officers, but a conservative estimate shows the reality to be approximately 9,000. In addition why doesn't MRS ZEKMAN simply ask to see the odometers on the police vehicles? The safety of driving in a vehicle with 120,000 HARD miles is an accident waiting to happen. We aren't stupid or selfish we are just asking for basic essentials to do our jobs, and the people to do them.

I tried to find the Human Resources Investigations Section on the sections web site. They have been taken off completely. I hear rumors that the background investigators are being replaced by outside vendors who will conduct the background investigations on new candidates. The Feds use outside vendors to conduct backgrounds so i guess it is good enough for us also.

Swiping out is OK since the swipe system doesn't connect to anything. They can tell if someone swipes out if someone looks at the mountain of data produced but there is no real system at the other end. Kronos is defunct, there is no automated system that can flag immediately if someone doesn't swipe. It is like pressing that little button to cross the street, it doesn't really do anything.

Have me swipe, so what, another ill conceived, poorly implemented, never maintained system. First installed 15 years ago and allowed to fade away. And so what if we do swipe and they hook it up to something useful? That won't stop me from screwing them for the 8.5 hours previous to swiping out.

The comparisons to 1939 Germany fall under the category of nonsense that won't be published. People tend to ignore the fact that over 20 million people perished under one of the worst regimes in history and comparing Chicago politics to the nazi aberration is insulting to the dead of World War II.

I find it odd that you would feel so sensitive as to censor or refuse to post these comments, considering the amount of racism, sexism, and homophobia so often written and posted by other people.

Personally, I don't know what you have found that is so objectionalbe. No one in the current politico was called a nazi, and certainly no comparisons were made to the atrocities or genocide the Nazi's committed. What was made was a comparison between the way the Nazi's made a grab for complete power by hijacking a legitimate, criminal police agency and fusing it with a political one. This is, of course, the essence of totalitarian and fascist regimes. Certainly I could have made comparisons to Amin and Stalin. These comparisons, however, lack the inherent power and inpact, as well as immediate recogntion, that the Nazi's do.

The point of my posting was a comparison to a well known and terrible totalitarian regime. You seem to have missed that point in your vigor to be offended.

To paraphrase Churchill, those who do not recognize the patterns in history are doomed to repeat it - as we are apparently so ready and willing to do here in Chicago. I will say this much regarding your shock - what is more disrespectful to those who died fighting the Nazi regime: recognizing and calling attention to actions that are similar in their voracity to seize total power, or ignoring those actions, so their deaths are meaningless?

Thanks for proving our point - we haven't noticed any trains lined up shipping Jews, Gypsies, Poles, infirm or collaborators off to the gas camps. The nazi atrocities should not be belittled by comparing their crimes to those perpetrated by Shortshanks and his merry band of thieves looting a city.

Again, please find another comparison. We don't object to your point, just the imagery you're trying to use.
