Honestly, Shortshanks must have discovered a wormhole in the space-time continuum and he's spending time between both worlds:
- Mayor Richard Daley said today that his administration has taken sufficient steps to reform its hiring to end federal court oversight of its personnel practices.
City Hall's top lawyer told aldermen this week that she planned to tell a federal judge the city is now in "substantial compliance" with the decades-old Shakman decree, the legal threshold for ending court control.
Speaking today after the city's annual Landscape Awards ceremony at the Garfield Park Conservatory, the mayor said his administration has done enough to overhaul the hiring process to warrant stopping the federal involvement.
He'll probably get the feds off his back since his guy is in the White House.

Reformed my foot. The insiders have been gaming the system internally by placing their cronies on critical assignments while denying the same opportunities to others.
The people who conducted the last set of verbal interviews only talk to the insiders when they come into the shop. They socialize with the clout list bosses and their cronies exclusively.

Hiring needs more oversight than ever before. This Mayor is delusional, if he thinks its time to do away with the hiring oversight.
Examples still abound on a daily basis of the corruption in city hiring. (We can include State and County in there too.)
One recent example, is after County commissioner Robert Steele's brother Byron is fired from the County by Toddler Stroger, he is quickly rehired into another county job (Dept of the environment) making over $90,000.00/Yr. See Fox news chicago.
Now, the entire firing episode aside, how does one land that type of high paying job, while there is a recession and county wide hiring freeze?
What are his qualifications for such a job? Is this job essential? (Apparently not, it was vacant for the past 6 years.)
As a taxpayer, I am sick and tired of seeing those who wouldn't qualify to be burger flippers or parking lot attendants in the REAL world, get hired for these "created out of nowhere jobs" for the clouted.
I know multiple people with years of experience, and degrees in fields such as, environmental design, and environmental engineering and the physical sciences' that couldn't land that job.
Byron Steel's background, probably a bullshit Ph.d (public high school diploma) or an associate degree in basket weaving from the city colleges of chicago. Or perhaps if he was a real overacheiver a B.S. degree from Chicago State!

I have had many friends who were in the Streets and San/Forestry divisions, plumbers and electricians, truck drivers, all city employees. All of them have been saying for years that this entire federal investigtion will blow over someday and things will be back as they were, business as usual. I was hoping they were wrong, but now I am not sure. Patronage is alive and well in the police and fire departments, the merit promotions are political , the promotions exams are a joke, the transfers to specialized units based on clout and so far, NO ONE in the federal government has commented on this!!If the citizens of Chicago do not think that the pervasive political patronage that has plagued the city and county for generations has not reached deep into the police and fire departments, I really think they are living in a bubble.I am out of it now, retired, but some things never change.

If the Shakman decree is decades old, the Daley Administration should be in total and ABSOLUTE compliance, not just "sufficient" or "substantial" compliance. F*ck this mayor and his crime family.

The entire legal system in this country is all about billable hours and nothing more.
Consider this:
Our legal system was created by lawyers;
It was designed by lawyers;
It is taught by lawyers;
Cases are prosecuted by lawyers;
Cases are contested by lawyers;
Cases are defended by lawyers;
Cases are motioned by lawyers;
Cases are appealed by lawyers;
Cases are judged by lawyers;
And cases are eventually decided by lawyers.
And if you want to beef on a lawyer, you go to the Bar Association that is also run by lawyers, or heaven forbid, you try to sue another lawyer, well, just re-read all of the above.
Even all the laws that send people into the system and to jail are enacted by lawyers.
I know, I know. All you lawyers out there are getting indignant and typing, as I speak, "Yeah! But we're not so bad when YOU NEED a lawyer, right?"
Lawyers can turn a simple point of contention into a years long battle costing millions of dollars in billable hours, (as long as there is someone to bill).
I'd love to know how many million$ were made off the the taxpayers the last time the city councils' ward boundaries were re-drawn, (another reason to leave the council size alone but target poor candidates instead). I remember all kinds off lawyers getting involved in the Federal Courts, trying to get a piece of the action. Eugene Pincham, Johnny Cochran, James Montgomery and on and on, just to name a few.
I say we kill all the lawyers!

And let's not forget that County Commissioner Robert Steele was nothing but a Park District employee before his mommy, Bobbie Steele completed her coup where sonny boy took over her seat when she agreed to retire as Acting President of The Cook County Board in order to make way for the Toddler to take over as Board President after his daddy had a stroke. Not only did Bobbie Steele get her son her big money job of Commissioner, but she was allowed to retire as the Board President which upped her pension by thousands of $$$$ a year!

Let's see, the Shakman decree (1972) resulted from legal action began in 1969 (yes, 1969!) by attorney Michael Shakman in an attempt to curb widespread politics and corruption in City of Chicago hiring.
The City of Chicago was in such complete and total violation of this decree over the years that numerous Federal prosecutions have sent many Daley insiders to prison.
In 2005 the Federal government again became involved when the Plaintiffs in the Shakman lawsuit filed an Application to Hold the City of Chicago and its Mayor in Civil Contempt for Violations of the Court Orders. This was 33 years after the original court order!
The Feds ordered a monitor be installed to watch over City hiring. That would be Noelle Brennan. Then the City spent many millions of our tax dollars in so called restitution for violations. Of course, those with a nose for such things, including a group of CPD Lieutenants put in claims figuring, what the hell, why not.
Many of them got paid! More money squandered because, it seems, that Brennan didn't actually investigate those claims, she just mailed out checks till the money was gone.
Now little big man, shortshanks, the stuttering prick, whatever you may call the corrupt cock sucker who sits in the throne of power on the 5th floor of City Hall wants the Federal government to believe everything is legit now.
My fucking ass! It is no more legit now than ever, just you watch what will happen if there is no monitor. Why, I bet they would put Robert Sorich, Angelo Torres and Al Sanchez back in City jobs because they are deserving and it is all legit. Maybe the Boyle brothers can get hired again too, Quarters and Matches.

Robert Steele, Bobby Steele's son, was fired by Todd Stroger when he stated he was going to vote against Stroger in the Commissioner's efforts to.repeal the 1% increase put in place by Stroger.
Steele was rehired after citizen's uproar that his firing was unfair and a bully tactic.
Bobie Steele was faced with a hugh pay cut and a hugh cut in her pension if she returned to her previous position so she did the smart thing and retired.
If Chicagoan's were not so blinded by their own self importance, which the Olympic snub should have brought to their attention, they could see this corrupt city for what it really is and vote these crooks out of office.
Then this cow town might become an international city worthy of hosting the Olympics and conventions that are going elsewhere.
