Arbitration

  • The Lodge and the City today completed the hearing portion of the arbitration process. The Lodge, represented at the hearing by our labor attorney Joel D’Alba did an exemplary job in presenting our case before Arbitrator Benn. The issues were difficult at best and almost all were relative to finances. With the conclusion of the Arbitration we now await the Arbitrator’s decision which will be received within 45 days, followed by the receipt of retro money within 120 days after the date the decision is handed down. The delivery of the Lodge’s presentation is one that should leave all that witnessed it feeling optimistic in these trying times.
Very vague. Very bland. And very much what the arbitrator was demanding for keeping negotiations out of the media. So it's a waiting game now and hopefully, we don't get burned. It is sad on many levels that the Department is making up awards and the bosses are taking credit for drops in crime, yet the City refuses to negotiate in good faith with the people responsible for the supposed reductions.

Congrats I clear/compstat....the only thing that is responsible for the "crime reductions". Also congrats to the 2000 less officers out there on the streets not taking reports and not making arrests! Also congrats to the 4-2 schedule which also allows for even less arrests and reports generated! Great Job!

6.5 percent for five years with pretty much little to nothing when it comes to retro pay. the only retro we would be seeing under the city plan would be the 1.5% that was effective july 1, 2009. we will get the full bump in pay for the uniform and duty avail pay but that will be to "compensate" for the financial reward being so low. Of course, the city offered up and opened the books which were cooked(speculation only) to look like they were broke and might not come out of it until 2011 or 2012.. thats why no raise for first two years and the 2.5 for 2011 and 12. I guess the citys books were so much in the red arbitrator ben may actually take the side of the city this year.. also, if you noticed. On the 24th of feb and 4th of march major news stories about the city and state financial situation were top news stories on every channel at every time slot... Just so happens those were the days that arbitrator ben was in town for the hearings. Just daley strategically using the media to persuade him and to make us look poorer than we really are. well played city. hopefully the arbitrator will see through the crap and award us what we deserve.

It's B.S. that we have not received raises (when other departments have received theirs), that the city claims they are broke but have money for all sorts of ventures like pursuing the olympics, etc., ad infinitum, ad nauseum. . . .

Bad news is coming...I spoke directly to a FOP board member and they believe the pay raise will be approx. 2 per cent a year or approx. 10 per cent for the four year term. This is why the real push came for 4 and 2's and the out at 55. FOP knows a lot of cops are going to be pissed off, so this is what they got to appease us. Let's hope that it doesn't turn out to be this.

The arbitrator never looked at the City’s second raise offer and started with the first offer which 27 other bargining units got in 2007. The City’s second raise offer is called regressive negotiating and our impasse is between their first offer and our’s . The money for the first raise offer is held in reserve in the city budget. If you believe that the arbitrator would give all the other unions raises for 07/08 w/o giving us a raise you should not go outside because the world will end in 2012. Look for 2% for the second half of 07 and 3.25 for the next four years.

P.S. the city NEVER let our auditors or the arbitrator look at the books only their summaries. Two aldermen said the budget is balanced if 42 short did not take money out of the general fund to move into the T.I.F. accounts and those statements were read into the record when city said it was broke!

I hope the arbitrator asked what about the money that was budgeted for 13,500 officers? Where is that since we don't have that many? Why do the Police always come last to the feeding trought? I will take the hit when I sell my hopuse because I will make it up in 10 years living in the burbs. Do you know how much tuition costs at a Catholic HS for 5 kids for 4 years each?

any raise less than 4% a year is unacceptable, and not in accordance with other Major U.S. Police departments. Every member of the FOP Lodge 7 should be run out of the city by our Membership if this 2% comes to pass, and every dues paying member should immediately STOP payin their FOP membership dues, and write letters of disgust to the National Fraternal Order of Police Headquarters. It would be complete proof if this happens that FOP Lodge 7 is in full cahoots with Satan DALEY and the criminal City Hall Cabal of Corruption, and has been paid off some way with future promises of some type of deal for selling us out.

Too bad if any of this is true. I got tired of complaining, I have two years left and I'm out the door. This place is a lost cause, this isn't anger or complaining it's just the truth. I really don't care about who is heading us up or what policeman wants to work. I'm dissapointed in the lack of respect we've gotten from top to bottom. This is a dangerous job filled with tough decisions especially the life or death and you'll always have my support. One thing that has changed is how we treat each other, be more respectful to each other anonymously and face to face. We all come from different backgrounds and have landed in the same place. Be safe, be smart and hopefully someday we can receive compensation worthy of the risks taken.

I just read this post, and I had a revelation. IF the rank and file receive nothing more than a 1.5% retro payment, the blame can be placed squarely on...us.

Let me explain.

We have grotesquely incompetent bosses who have their heads up their asses...and we accept it. We go out and get the activity that they want.

We have vehicles that we wouldn't allow our family members to drive, and we use them.

The teachers and alder creatures (6%) get their raises, and we are offered 6.5%, OVER 5 YEARS. And folks are still practicing proactive policing.

Here is a little economics lesson. If you value something, you pay for it. Private schools, a nice car, addition on the house,...I think you get what I mean.

The reality is that Shortshanks, for whatever twisted reason, does not value, hence pay, the rank and file. Why do you ask?

Because he doesn't have to!!

I'm not going to tell any copper how to do his job. But look at how we have acted during this non-contract period...

Has anyone really downed any crap cars, and the pool car for it, and the pool car for THAT pool car?...Anyone? I didn't think so.

Anyone do the minimum, handle jobs, write paper, lunch, two personals, and home? Some, but not enough to make as difference.

So the bottom line is that,as in most cases, coppers are their own worst enemy. If the revenue dried up, if people did the minimum, if people downed cars that should be downed, the mayor would VALUE us, and pay us. We don't, so he doesn't have to. On a purely business level, he is a genius. He doesn't have to pay us, because we do not have the collective will to do what is necessary to get a reasonable raise. We will get the raise he wants to give us, and there is nothing that can be done about it. (except bitch and moan, which coppers are extremely qualified to do).

I will call the lodge on Monday to see if the arbitrator can "split the difference" between the two offers. I hope that is the case.

If however, the membership gets the raise package as listed, (6.5% over five years, with 1.5% in the first three),we will be getting EXACTLY what we deserve.

Benn gave the State Police 4 percent raises for each year...full retro also. The State has also been crying poor. So hopefully there is light at the end of this tunnel too. I can't wait for the elections...I'm going to vote against every incumbent. They obviously don't need their jobs as much as I do...otherwise we wouldn't be in this mess in the 1st place.

I talked directly to a board member & he related that the only raises are 3% every year for the four years. He also related that the only members that are getting raises are the board m,embers, negotiating members , the Unit Reps & Watch reps!! Sorry guys but being assigned to a special "one year wonder" unit & being the Unit Rep it's called every man for himself. Just remember you have be the real police to get a raise!

I just read the FOP newsletter. interesting note on the committee on finance. this committee authorizes all medical expenses related to IODs. it seems that the committee hired a private company (Coventry) to review these IOD cases. they have denied needed surgeries on numerous officers needing surgeries, thus delaying their return to work, and stressing the pension fund should these officers have to apply for disability.

this does not sound like appreciation for aggressive police work. keep this in mind next time you chase someone for whatever reason -- if you get hurt, are you sure the city will cover your bills?

give them what they want and no more. if the citizen wants someone arrested, let them get a warrant. or tell them to hire a lawyer and take it to civil court.

Be safe and be aware of who really has your back.

A proposed city of Pittsburgh police contract would provide raises dependent in part on whether officers opt for time off rather than overtime.

The novel contract, endorsed by Mayor Luke Ravenstahl and Fraternal Order of Police President Dan O'Hara, goes up for a union vote Saturday. If city gets their 1% raise look for more officers to become RIP, Retired In Place. Look for more to come down with mysterious ailments, weird maladies, tropical fevers, neuritis and neuralgia, jeez, the heartbreak of psoriasis even.

A fair raise is all that was ever requested, almost three years ago.

Considering we took the pipe during all the boom years when other city workers were getting 5% and 7% raises and the most the police ever got was 4%, we should rightfully expect 3% a year raise over 5 years (15% total) at a minimum. And total retro. Any less is injury on top of insult.

Especially considering ANY raise has been in the budget and paid for by the over 1,000 officers the city did NOT have to pay these past few years.

1,000 officers not on the payroll is $100 million back in the city coffers. There is the money for any raise.

It only increases as the city continues not hiring police officers.

Mr. Piggy, you could not possibly be a patrolman, only a boss or an outsider could say something like that. Every contract with the city is a struggle over every issue. Even when we have gotten the money we asked for some has been taken away with health insurance contributions or discipline procedures. The City has gained a little bit every contract. This Department prior to J-Fed's arrival generated a huge amount of money for the city via impounds and search warrant seizures etc. But with the arrival of JFed the philosophy was clear, stop being pro-active. The City feels our pro activeness costs them with lawsuits. You can't have your cake and eat it too. The Cline years were years of crime reduction, increased activity and revenue and most importantly: NO POLICE MURDERS ON DUTY. There were no more scandals then any other superintendent's tenure. The ugliness of the Abatte incident and the subsequent media witch hunt is what set all of this in motion. We can't be as pro active because the city does not have our back. If we increase tickets we just make more enemies with a public that has less jobs and more taxes. Your theory applies to a real business, not this job. So keep your mouth shut.

We may not pay as much in property taxes...but it sure is heading that way...for the amount of property that we do have I'd still say it's on the high side. But other than property taxes we are taxed to death on everything else...waterbills, cars, citystickers, cable, phones, everything that can possibly be taxed is OVERTAXED! I pay almost 6K a year for a double lot...my streets are literally falling apart, along with the curbs and the streetlights are ancient. Don't tell me I can't do better off somewhere else...I can. I can live cheaper and the quality of life for me and my family would be much better. This City is a damn trainwreck and they are killing the last of the survivors before they get out of town. Time for a change everybody...time for a change.
