I can't speak about the rest, but I know for a fact that Bob Zavala passed the sergeant's test. Yes, he was part of the Hispanic percentage, and promoted sooner than he might have been, but he definitely passed.
And I don't believe blanket generalizations like yours for EXACTLY this reason.

FYI Ass-wipe: Linda Flores aced the LT's exam. She may have the personality of a rock with no people skills but she sure can take a test.
Carlos is probably one of the best cops out there; his clout comes from being an outstanding Officer/Detective. If you are to have merit he is the perfect guy for it.
If you're to stupid to pass a test or have the drive to be an excellent officer don't beat up on those who put forth the effort to earn it.

The super cops in 014 deserve this. As some of the original posters have stated, these "coppers" in 014 THINK they are the best. I work in a neighboring district. As is the custom for the last one hundred years, when you pass another squad car by, I give a little with my hand. It's been that way since the beginning of time. Not these guys however. They just look at you as if your from the planet Mars. Same thing when I see them standing around on the street. I give a little wave and they just stand around looking like a bunch of tourists. Hey, maybe that's what they are. Tourists!

An Irish M/2 with his two cents.... Bobby Lopez was a pretty decent boss, had a brain and the ability to make a decision. Treated people fairly well. Classless move to dump him at a funeral, shows a lack of respect for the funeral and for Bobby. However, meteoric rises and meteoric falls in this department are the status quo now, and he experienced the full roller coaster ride. Its part of the game, its great if it works to your favor and it sucks when it works against you. However at the end of the day he retires with a fat pension, lots of experience and connections to parlay into another job and is alive and in one piece. Its not so bad after all.

Shows once again over and over again, you do not have to be the police on this job to advance. It is who you know not what you know. Your main objective should be to find a spot as soon as you can. Then let one of these people dare to say that you never were the police or your activity is down. What the fuck did they ever do?Especially Florez.

When you say that you "passed" a promotion test on the CPD, lets be specific. Anyone can pass a promotion test when the pass cut off score is only 40%. Then you are "quailfied" to be made a merit promotee. If you do not have any clout then you have to take the rest of the examination process. It is funny that so many of the "merit" promotees never sit for the rest of the exam process. You think they know something? Naw,they are just so well qualified and do such great things in their police career.

I know for a fact that Deputy Escalante PASSED his 1993 sergeants exam and was promoted (not in the first class though) based on his score alone. That was the last exam before our merit system was created.
However, the same Deputy Escalante was promotoed to lieutenant via the merit selection process.
Now...I would like to say that John is a genuine nice guy with a good sense of humor. He's spent time in the field, knows the job and is no dummy.
In my opinion, not that it counts for much, John will do a nice job for the Department. I don't expect that he will mistreat anyone who works for him in any capacity while remaining humble and he will not forget where he came from...Good Luck John.

A great test taker but no people skills, cannot make a decision, horrible interpersonal skills and now a leader as a district commander? If you love your job then work for her. As a worker, it is embarassing to follow her as a commander. I hide under a rock because of embarassment and a horrible lack of leadership.
I don't know any of them, but from what I am reading WOW! I do feel that Latinos need to be represented in higher positions. I hope these Gold Stars prove this blog wrong. If not you will not see a big promotion like this for a looooooong time good luck.

I'm sorry, but this just is not true. I distinctly remember Lt Flores insisting to ride on a s/w conducted in 011 by a suburban police dept. Female offender begins kicking at the back of squad car window...All PO's and even PPO's back away from the car. Lt Flores walks right up to window giving "verbal direction" before it is kicked out in her face. Call an ambulance...don't touch me!!! I might have microscopic cuts from the glass!!!!
I also recall her finding a hot car with occupants and a Sgt screaming at her, over the air, not to attempt to pull it over until she has another car. She insists on writing the narrative, which is over 2 pages long. Writes herself out of psmv and into cttv and wanted to call for a deputy override when charges were denied.
This is all a lot funnier now that she isn't in 011. Sorry 014.
