Honoring the Dead
One was killed in an explosion. Another died after chasing down burglars. Yet another was killed as he struggled to disarm a gunman.
All were remembered today at the Chicago Police Department's Honored Star ceremony, an observance paying tribute to officers who were killed in the line of duty.
- Five of the 11 officers who were remembered had died between 1853 and 1994, proving it's never too late to honor fallen servicemen
After years of debate, Constable James Quinn was recognized as the first Chicago police officer slain in the line of duty, thanks in part to former Drug Enforcement Administration officer Rick Barrett.
He unearthed documents thought to have perished in the Great Chicago Fire proving that Quinn died in 1853 from injuries while serving arrest warrants.
"Finally, the truth prevailed," Barrett said. "He literally came out of the ashes."
Quinn's family thanked Barrett for his efforts.

He was rightfully given the honors he deserved, as the first Chicago Police Officer killed in the line of duty, thanks to the efforts of Rick Barrett.
Job Well Done!
It only took 157 years to get the death of Constable James Quinn officially recognized but I am grateful that it has happened.
I'm glad Quinn has his place in history. I'm sure his family is pleased too. But I'd sure like to see the same efforts put in place to eliminate officer injuries/deaths TODAY from lack of available training (less bullets purchased, less funds available for training) and shoddy equipment
(crap cars, and where are the ballistic shields/heavy weapons that were supposed to be on the street during all watches in the Supervisor Tahoes under the plan by former Deputy Supt. of Patrol Charlie Williams? How many districts actually have those items on the street in Supervisor's cars, or tact cars, or ANY car in any district?).
Sometimes I think we put more emphasis on the dead and not enough emphasis on keeping those of us working this job TODAY alive and healthy.

Speaking of "honoring the (needlessly) dead", how about the City's defiant and irrational refusal to respond to charges of recklessness in Haymakergate?
Unless and until the City is forthcoming with the truth, Al's death was in vain.
As one poster wrote, unlike Princess Diana, Al was not royalty--just CPD "cannon fodder".

Handcuffed nurse settles for $78,000
A nurse who was handcuffed when she refused to draw blood from a drunken-driving suspect has settled her lawsuit against a Chicago Police officer for $78,000, according to city records.

A good friend, a former Chicago copper has been waiting years to have his dad recognized and finally placed in the Supt.'s Honored Star Case.

Couldn't have said it better. It is important to remember those who have made the ultimate sacrifice, but it is paramount to learn from their ordeals and situations. Create timely training and scenario based training to give the living officers all the advantages possible to survive a deadly encounter.

R.I.P. Casper Lauer. While I appreciate Quinn's sacrifice the role of a town constable was not exactly the same as that of a police officer. Furthermore, the CPD is a different organization. It didn't incorporate the constabulary as it eventually did other departments (Lincoln Park Police for example) It's a sad thing that nearly 160 years later Quinn's death is being used for political purposes, but all this stems to Edward Burke wanting our first death to be an Irishman. And I repeat, I'm not trying to take anything away from Quinn, nor from Lauer who on 18 Sept 1854 was the first CPD killed in the line of duty.

I heard something similar that Peterson has had it with the ego's on this department especially at Headquarters. This department everyday hits a new low. What is the incentive to work and try to do your best in this department when they treat people so poorly. It seems every boss that really actually cares and has people skills is demoted or forced to retire. We still have Tom Byrne and Chris Kennedy for good bosses but once the word gets out that these are good guys and they are liked by the troops they will just get demoted. God Forbid leaders have good communication skills and people skills. Maybe a certain boss feels threatened (Dugan) by these types of people. Maybe someone needs to get a life besides this job.

This officer, and the supervisor on scene, were knuckleheads that didn't understand the law. A couple of "C" students. The award should have been higher. She was being nice to settle for so little, should have gone to a jury trial, let an attorney cut the officer and supervisor to ribbons on the stand.

Talk to 2512R, Officer Joanne H----d. She was driving behind Sgt. Haymaker. A cab driver saw the squad car skid off the drive into the pole and tree. He called 9-1-1. A convoy of Streets and San trucks salted the the area AFTER the crash. They were ordered not to salt BEFORE the crash.. All first responders on the scene knew that the sarge had to have skidded off LSD on the icy surface. It was obvious.
"HAYMAKERGATE" says it all.
Quinn didnt have the phone call maybe thats why in this clout happy dept and city it took so long to honor the real working police

I'm sorry but in this day and age a Policeman should not die the way Sgt Haymaker did.Sufficient vehicles should transport sufficient manpower short distances responding to sufficient screened 911 calls.The reality is due to overwhelming call volume,poorly maintained squadcars are forced to respond long distances to routine jobs. Where is the outrage,with the exception of the 23rd District nobody is paying attention or learned. Unfortunately it's going to happen over/over again wake up people.

The family and estate of Michael E. Bell will receive $1.75 million in the settlement of a civil rights lawsuit against the city regarding Bell’s death after being shot by Kenosha Police officers.
Michael M. Bell, father of Michael E. Bell, announced the amount of the settlement at a press conference this morning in Pleasant Prairie.
Michael E. Bell was shot and killed by Kenosha Police officers on Nov. 9, 2004 after allegedly fleeing police and resisting arrest after a traffic stop. His family filed a suit against four police officers, the city of Kenosha and the Kenosha Police Department a year after the shooting.
Bell's death was ruled justifiable by then District Atty. Robert J. Jambois.
The city's buyout of the Bell family didn't sit well with Kenosha Police Chief John Morrissey who minced no words: "It is a sad day in this country when insurance companies are allowed to settle a case based on dollars, rather than what is just and right. It is disappointing and regrettable that the officers and the city of Kenosha were not afforded the opportunity to have the case heard by a jury, as I am confident the jury would have ruled the use of deadly force was justified."
Good for the chief. It's about time someone stand up for what's right.
Sgt. Haymaker's death was the result of a vehicle that would never have passed an IVC inspection. It would have been classified as a hazardous vehicle!
Driver's side airbag DID NOT DEPLOY. (he died from a ruptured aorta) Airbag would have prevented the REPLACED steering wheel from impacting his chest.
Took Fire Dept. 30 minutes to cut him out of vehicle. Not because they did not try their best, they worked like HELL! but they too have substandard equipment. (circular saws to cut metal door etc. instead of the "jaws of life") 2 minute job with this type of equipment. check out: WWW.jawsoflife.com/videos Every firehouse in the city should have this equipment!
The vehicle was a piece of crap! there is a long list of what was wrong with it, just ask others who drove it.
Don't let this tragedy be forgotten. Just think? it could be you. How many calls do you respond to in a day, week , month? unless you are driving J-Fed's nice Ford Expedition XL... are you safe? (I bet it has 4WD)
