Maurer Launches Broadsides
Shortshanks calls him "disgruntled:"
- The former chief of security at O'Hare International Airport alleged in a lawsuit Wednesday that his repeated pleas to improve security lapses went ignored by superiors more concerned about moving forward on costly plans to modernize the airport.
James Maurer, who was appointed to the post four years ago after rising to deputy superintendent during 41 years with the Chicago Police Department, called security at the airport "easily defeatable" and claimed O'Hare ranks as the "least secure airport in the country."
His lawsuit, filed in Cook County Circuit Court, seeks more than $2 million in damages from the city for his dismissal last September. - Mayor Richard Daley defended O'Hare's security, saying it's "a good airport." He brushed off Maurer as "disgruntled."
Maurer lays out a bunch of charges, including unsecured buildings, poor location of sensitive infrastructure, security violations, 28 miles of easily breached chain link fencing and a manpower shortage.
Maurer will be harder to shake off than most "whistleblowers." He knows way too much as he was part of the inner circle for years - his predecessor was Townsend for pete's sake. You don't just land that job by accident. And Shortshanks' curt dismissal as "disgruntled" is probably going to come back to bite him in the ass. This ought to be a hell of a donnybrook if it goes the distance.

I met Maurer on a detail a few years ago while he was Chief of Patrol. Despite being a no clout peon, he walked up, greeted me, and talked to me like I was a friend, or a valued peer. No clout, no nothing, just a lowly po.

The airport is dirty, never saw one Police officer, yet I saw dozens of shortshanks "muts" walking around pretending to be directing traffic for security reasons in their bright yellow jackets... When Maurer was in charge of Aviation Police he tried to get those guys to start carying a firearm, I was told Aviation Police officers even began to qualify at our area ranges. After all they are sworn and state certified officers. However politics got involved and it ended up going nowhere. Now does it make sense to have unarmed sworn police at the airport? I know for a fact that these guys conduct traffic stops on airport grounds as well and w/o vests on. Do we have enough Chicago PD personnel to handle a situation at the airport if shit hits the fun? The mayor only wants the "illusion" of security at both airports. Aviation Police unarmed and only one aviation PO for the whole Midway Terminal. In addition, instead of working with the Aviation Police, TSA continues to try to set them up for infractions and the accused gets up to a 30 day suspension.

Maurer was the best thing to happen to airport security in over 15 years, and that includes the Townsend years. Rosie Andolino, and her band of hacks from OMP, took over about a year ago, and in the 8 mo's leading up this, refused to hold a SINGLE meeting on, or with, Security, placed Maurer under a hack (Chris Arman) who knew nothing about security, and refused to address any security issues. Important security projects (like moving the OCC) came to a grinding halt. The issues that Maurer alleged (like 10,000 unsecured vehicles on the airfield) aren't exaggerations, and TSA has been complaining about them for some time.

I was in DC recently, when a person got into the xray line with a VERY LARGE HEAVY SUITCASE. They were on them in a minute or two... At O'Hare, you could bring bring a 1000lbs on a dolly into the terminal 1 line, and no one would talk to you until you got to the TSA guy 30 minutes later. ZERO armed presence pre-screening..

2 buildings at Cook County Jail being mothballed

Two buildings at the Cook County Jail are being closed permanently because of a declining inmate population, Sheriff Tom Dart said today.
A 600-bed unit already has been shuttered and a 300-bed building will be next month. The changes mean the jail no longer will be the largest single-site jail in the nation.
In 2002, the average daily population at the jail exceeded 11,000, with many prisoners forced to sleep on the floor or rotate time in bunks, Dart said. Today, the jail houses about 8,600 inmates.
Approximately 19 percent fewer inmates were booked into the jail last year compared to 2004.
The drop in the number of prisoners has been attributed to a decrease in crime, fewer arrests and efforts to speed felony trials.
The closures, which Dart said could save the county as much as $15 million a year, will necessitate shifting some inmates around the 96-acre complex at 2700 S. California Ave., officials said.
Dart said that about 175 corrections officer who work at the two buildings will be reassigned. He said he hoped the move would count toward the staffing requirements ordered last year by U.S. District Judge Virginia Kendall, who is overseeing a longstanding lawsuit over crowding at the West Side jail. If ever there is any type of emergency at O'hare which district would be the first to respond? Which district is O'hare considered a beat of? That's right 016,but if ever any type of assistance is needed at the airport district personnel cannot assist because they have no Id's that give them access to the secure parts of the airport. Responding assist units would have to wait for a airport officer to come and escort them.
If the city was really serious about airport security they would issue all 016 personnel Id's to have access to the secured side of the airport, train them how to operate on runway and airport roads,and keep a daily logs of cars that are M-4 certified for rapid deployment. But all this makes too much sense and there is no angle where Daley can make money from it.

Boo hoo I had clout and was taken care of my whole catreer now Im biting the hand that fed me. This is another minor speed bump in Daleys mayoral juggernaut. He will die in office just like his fat rat father. There isn't a viable candidate and with the election less than a year away no one has even expressed interest in running.
I used to manage a nightclub in downtown Chicago and there were a group of..."urban type" individuals that started a fight there one night. All of the management team were arrested because the group said we threw punches---which we did not. We were brought over to 0018 and the owner of my rest/club called James Maurer at home at 1am and he was able to get us released. I had a chance to meet him about a year later and he was a true gentleman. And besides that----I read this blog every day and appreciate Chicago Police for what they do
I am no fan of Maurer, and the timing of his comments are suspect, but there IS a grain of truth in what he is saying. Why didn't he go to the media with his frustrations and concerns while he was still DOA Commissioner? Hmmmmm NOT ONE of the untold numbers of Commissioners and Deputy Commissioners at O'Hare cares about or is concerned about the security of the passengers and employees. Their main concern besides their own asses and getting their friends jobs, is to not rock the boat,and look busy doing absolutely nothing. Approximately one week after Sept. 11th 2001 -- I flew to Texas to take a class. Since I wasn't sure if I could fly or if I had to drive - I was assigned to an Ambulance immediately outside O'Hare. The day before I flew out we were able to drive the ambulance unchallenged thru a back gate 15 feet wide right onto the tarmac!!! I said UNCHALLENGED!! What if we were terrorists?
The next day IN MY CARRY ON BAG: A bullet proof vest, holster, hand cuffs, asp, Kevlar helmet. Went to airport security and walked right thru UNCHALLENGED!!! I at least expected a what the heck are you doin with this stuff.....nothing....c'mon aboard.....I just have a feeling none of that changed...

Rose Andolino was Victor Reyes' assistant and caught up in the hiring scandal. She should have know better than to fire Mauer within 30 minutes of the argument with her #1 deputy! No investigation into the matter, coupled with the fact that she wouldn't meet with Mauer over the previous 7 months about the security at the airport, means he's got a good argument. At least good enough that the city won't allow this to go to trial, and therefore will pay him a sum of money (not $2mil, but under $500k).

How about when you work special at the Airport. We were told that if there was a disturbance on the plane we could not go on it because the temp ID did not allow us. I'm glad it never happened to me because if there was a disturbance I would of have responded and probably got into trouble. Though I already had an excuse ready. I would have said I was with RW and we were looking for Billy and Elton.

The dumbest thing about the airport is that they have an Aviation Police Department staffed with state certified police officers, who are not allowed to carry firearms. Why even have them then?? I have never seen un-armed airport police officers at any other airport in the country. The other waste is the overtime granted to old-timers from CPD who don't care & have no idea what's going on, instead of offering overtime to younger officers who are "up to date" on current police tactics & at least carry semi-auto weapons. Cops from other parts of the country passing through have to think CPD is a joke when they see the CPD archives working at the two airports.

Maurer was the best thing to happen to airport security in over 15 years, and that includes the Townsend years. Rosie Andolino, and her band of hacks from OMP, took over about a year ago, and in the 8 mo's leading up this, refused to hold a SINGLE meeting on, or with, Security, placed Maurer under a hack (Chris Arman) who knew nothing about security, and refused to address any security issues. Important security projects (like moving the OCC) came to a grinding halt. The issues that Maurer alleged (like 10,000 unsecured vehicles on the airfield) aren't exaggerations, and TSA has been complaining about them for some time.

The CPD Commander at the airport does more to secure the airport than a director of security. Why waste that money having a director being paid hundred of thousands to basically be a security guard supervisor. I dont have anything against the retirees and guys that work the aviation police. They do a necessary job but come on, director of security? it sounds so official but in reality is just an overpaid clout spot. Let a few CPD cops bid to the airports, we KNOW what to do.

If only this was true. For all you know he was about to be terminated a while before this incident for ignoring security breaches. My point was, Israel has a show of force and they don't have any problems. They are very clear in their message. Don't start nothing, won't be nothing.
What do we have? Two po's for the entire airport? What's Andolino and O'Connor going to do if all hell breaks loose? Call the Mayor?

Let's just list shortshanks' counter terrorism efforts over the past years.
After 9-11, didn't allow the military to have weapons at O'Hare because Maggie doesn't like guns and thought we looked mean after three thousand Americans were killed by terrorists.
Unarmed Aviation Police force because shortshanks didn't like somebody and played politics with a department that should respond, armed, to a hostile attack instead of running and hiding like the Indian police at Mumbai because they have no weapons to protect the people with.
Maggie boxes in the middle of major streets that block what were designed to be emergency access for emergency responders in the event of a major incident.
The shutting down, illegally, of Miegs Field which was used by the military on occasion, because of "terrorism" when all it really amounted to was Maggie wanting a park close to her house.
Sanctuary City approved books from the feds that help us not get in trouble with the city when asking someone if they are here to kill Americans. Remember, don't ask if the terrorist is here legally, that could offend Hispanics who have a right to be here illegally.
And finally, hiring J-Fed because, "he's good at terrorism."

Maurer is right about security at the airport. Manpower is way down for 050 and more are retiring in the next couple of months.Homeless people are all over the airport.One can come off the cta trains with a bag /backpack and have the ability wonder to critical area s of the airport.

Probably true. After 9/11 no private boats were allowed to dock at Navy Pier between the Pier and the Filtration Plant. Except one. The private yacht Blackhawk was allowed to dock there after a call from dollar Bill Wirtz to 42 short.
Also, the head of Navy Pier told the US Coast Guard that they were not to mount a machine gun that would be visible on their patrol boats as was their standing orders at the time.
A fucking political hack daley kiss ass civilian tells the US Coast Guard what kind of weapons to mount around Navy Pier. Disgusting.

I use to work there, now retired. CPD doesn't handle the full exterior of the airport. Mauer was always out for himself. He's spouting off about safety issues that were his responsibility. The deputy chief of aviation always had more people than CPD. The exterior lots are HIS people's job. How come he didn't do his job? Its about time his gravy train crashed. It was sooner or later someone was going to catch up to his incompetence.

Okay Mauer stop posting on the blog. We KNOW you want the aviation police to have guns but they shouldn't be at the airport with weapons. It should be a CPD function and maybe the city can absorb them.

The dumbest thing about the airport is that they have an Aviation Police Department staffed with state certified police officers, who are not allowed to carry firearms. Why even have them then?? I have never seen un-armed airport police officers at any other airport in the country. The other waste is the overtime granted to old-timers from CPD who don't care & have no idea what's going on, instead of offering overtime to younger officers who are "up to date" on current police tactics & at least carry semi-auto weapons. Cops from other parts of the country passing through have to think CPD is a joke when they see the CPD archives working at the two airports.
Some of those Avation Police do not want to carry guns. Also when that you was satrted heres ago under Harold Washington they hired nothing but thugs from the west side just as they did when they started the CHA CHA Police, remember some of those idiots. Rumour going around at that time was that 50 percent of those P.O.'s were G/Ds'.
