The Door Opens...

  • Teachers at Chicago Public Schools would be able to live outside the city limits under a measure that won approval today in the state Senate.

    Sponsoring Sen. Heather Steans, D-Chicago, said the legislation would expand the hiring pool, perhaps bringing in more quality instructors.

    "The quality of the teacher first and foremost really indicates how well that child is going to do," Steans said. "I think making sure that we can draw on the broadest employment pool for teachers in the city is good educational policy."

    The measure passed 40-7, with nine voting present.

Expanding the hiring pool would be great...if there was any hiring going on in the first place. In any event, it's a crack in Shortshanks' armor that ought to be exploited, even if it's just for the cheap publicity.

All failed, to their great surprise, and the professor told them that socialism would also ultimately fail because when the reward is great, the effort to succeed is great but when government takes all the reward away, no one will try or want to succeed.
Could not be any simpler than that..

Ain't gonna happen, at least not anytime in the near future...

The housing market's still at historical lows, with many people upside down in their mortgage. Those that could still turn a profit on their home will be reluctant to sell for way below what they'd expect to get for it, not to mention that loan requirements (at least in theory) are much more stringent, limiting the pool of potential buyers.

Plus, the CPS will actually project the image of being genuine with their claim of wanting to improve and expand the hiring pool in their quest for "quality instructors". No such practice will ever be adopted by the CPD as overtly evidenced by the clout, nepotism and political hacks that have infiltrated every rank in this once great department.

The CPD rarely tries to hide it's continuous supervisory ineptitude, instead choosing to designate a sacrificial lamb in a blue uniform when it meets their agenda or to appease an ignorant public outraged over the latest police "scandal".

At least a good number of clout-heavy bosses of yore were the real police at some point in their respective careers; today's "bosses" are brain dead, common-sense-devoid Yes Men that make you want to vomit when you see their meteoric ascensions because of skin color, political/religious sponsorship/affiliation or being privy to special "study groups" and test materials because they didn't mind getting the knees of their 80/20's dirty under the right desks.

Now all you non-clouted schlubs get out there and generate some activity and revenue for these bosses - maybe they'll take notice of your hard work and dedication to the job and give YOU the nod for that next merit promotion, and NOT one of the broads they've been poking on the side.

In the meantime, I don't suggest you and the Misses go house hunting in the 'burbs anytime soon.

What will happen to your property value once you are able to move outside of the city? Unless you have owned property since the 70-80s you will end up losing money. I understand that being able to live wherever would be nice, but at the same time your home value will surely drop. ALSO, academy class starting up April 1st.

There are many among us who want the residency rule to be dropped, I am not one of them because I have put up with it all of my career. I also do not want the value of my home to be deminished and I want to feel that my police have some stake in the future of this city and the welfare of my neighborhood.

BUT, if you REALLY want to drop the residency rule I suggest that you conduct a department wide VOTE REGISTRATION DRIVE.

As it stands now, only one in four cops vote, And FOP is part of our problem. Shorty knows that, and will continue to take our money in the form of high taxes on everything secure in the knowledge that he is safe from a solid voting block of police families.

If we were a solid voting block of 10,000 sworn, plus families, plus civilian employees, plus the influence we can have on our neighbors Richie would be happy to let us commute from the boondocks.

Register and Vote, make the politicians FEAR US.

The CPS was hiring people living outside the city 8-10 years ago and letting them stay outside the city. Certain specialties like math and science teachers were hired from outside the city, this is nothing new.

There is no way a teacher from a Lilly-white quiet suburb, would EVER want to work in a ghetto area where the animals are just out of control and try to hurt each other everyday! Let alone have a quiet school to teach in!

Most normal people want to live close to where they would work and not sit in traffic to get to a shit hole of a school!

My friend, if I had a nickle every single time said "Socialism and vote Republican" on this blog, I would be a rich man. Listen, we live in a mixed economy in which we utilize some socialist policies along with free market principles.

There is no nation on earth that practices pure 100% Libertarian/free market capitalism. We tried that from around 1870 to the 1920's and it benefited the very rich.

And if you think Republicans are any better than Democrats then you are delusional. One party steals for their special constituency and the other party steals for theirs. In the end, they steal from our pocket books. The only saving grace is if we as a people decide to throw both parties out and vote on each individual candidates record and NOT on ideology or wedge issues.

Amen to that. We could at least compete with the revruns and perhaps flex some of our muscle at city hall and actually back it up. It really isn't fair for the people who had to live with this crap their whole career, but when will it end? I know you knew the rules when you took the job, but for many the schools were not as bad as they are now, the private schools didn't cost half what it does now, there wasn't section 8 in every part of the city, the sales taxes didn't exceed socialist Europe, and a million other reasons.

Well there comes a time when change needs to happen for the overall good of the workers - present and future.
I have 3 kids and work so many side jobs to send them to good schools that i almost never get to see them. I would give anything to be able to live in a suburb with safe good public schools and nicer bigger house choices, not to mention better neighbors. You guys are so afraid of your house values dropping b/c that's your nest egg, but for pete's sake think of what's right! What's good for the future coppers coming on! You've got to put it into perspective and stop being so damn selfish.

As long as i make it into work on time what the f*ck is the difference? If i want to live in oak lawn, orland, or even f*cking Indiana - Who cares!? That should be my right.

Everyday, almost every thread, people bitch about chicago, daley, the schools, the neighborhoods, etc.. well here's a chance for us to be able to free ourselves from chicago's chains and now people come on here saying "no, lifting residency is not good." It's crazy. It's backward thinking. It's like the guys who resisted when they wanted to stop the rotating watches. Or the ones who wanted to keep the 6 day work week. soft.

Just think if you had a kid coming on in the next few years, what would you want for him?

p.s. i would prob lose some money on my house too if i were to sell now but long term it would be well worth it!

I lived outside the city and was hired by the CPS in about 1990. I was hired as a bilingual teacher. Spanish was my minor in college and I taught in Hispanic parochial schools before that. I was going to school for my ESL endorsement so the principal hired me. I never lied about my address.

I retired in 2002 and never had any problems about residency.

I can understand why many believe the residency rule unnecessary and foolish. But it props up the value of my home (there are some non-CPD, non-CFD, actually-employed-in-the-private-sector living among you) so I'm in favor of it. And it's not just property values either -- I think I and my family are safer living in a neighborhood where so of my neighbors are the police. So I hope this idea is quickly abandoned.

Any property owning cop who THINKS they would move outside the city if the residency rule were lifted, would certainly have to reconsider with the combination of expensive housing in the (decent) suburbs, and the huge losses they would realize in selling their Chicago property.

I recently went to refinance and when the appraiser got done with me, my homes' value dropped about $150,000 from the appraisal from 6 years ago. The bank REFUSED to refi because I owe more than what the NEW appraised value is!

Now, there is all this talk about help for people whose mortgages are for more than the appraised value of their homes. So I'm thinking GREAT, finally some help for us people who have been diligent in making their mortgage payments even though it has created quite a hardship, financially, for their families. Right? WRONG! This assistance is earmarked ONLY for those who are already one to two payments behind in their mortgages!

Being middle class really sucks, anymore. The rich are... well, rich (but getting LESS rich), and the poor are getting ALL of the FREE government programs!

Can I at least get an Obama Phone???

Every FOP Newsletter contains the legislative bills FOP is trying to get passed. Instead of focusing their efforts on Bills designed to benefit only one person or a select few for that matter, why wouldn't they try to have US added to the Teachers residency bill?

be careful what you wish for very high property taxes in the burbs i have alot of cousins that just moved to various burbs north south and west they are taking in the rear for property taxes. most at least double if not more what they paid in the city

I own property outside ofthe city where I go to get away. I would really hate to see my property value go into the shitter furtehr when I only have 10 years left on the mortgage and 10 years left to work for the CPD.

FTO's Please Read. J-FED should fire or demote the person who came up with this bad policy. It is time that management be accountable for violations in labor contracts!

In September 2008, the Department changed the Training Districts and required all FTOs assigned to other districts to either, transfer to the new Training Districts, or resign their FTO position and give up the D2 pay.

The Lodge filed an Unfair Labor Practice Charge with the Illinois Labor Board. The Board conducted a hearing and today, March 26, 2010, the Administrative Law Judge issued an order requiring the Department to rescind all the changes made in the FTO program.

This means the new Training Districts go back to the old Training Districts. The forced reassignments and resignations are rescinded and the Department must pay those FTOs who resigned back pay with 7% interest on the D2 pay they lost.

The City has 30 days to appeal, and we fully expect they will. We will notify the membership as soon as we hear more.

This thing was never enforced. When I was in high school I can recall at least 6 techers that lived WAY OUT in the suburbs and they didn't hide it. One of my current friends is a CPS teacher and she lives in the burbs as well. What kind of bullshit is that?

Just a suggesion: Why not allow a policeman or fireman to move outside the city after so many years of service. That way we could prepare for retirement. This might change peoples plans to move outside the county and state, as most plan on moving out as soon as possible after retirement. That way the retirement move would be most likely in the state (and some cases the county) would continue to collect taxes. A new morgage would pretty much ensure that we would stay in the state as well, since to sell would be a loss in capital so early in a new mortgage. Otherwise we end up moving to another state for the lower tax incentives of other states such as Indiana, Florida, or Nevada. This might actually help the finacial crisis that the state is facing in the future as well. But then again the lawmakers dont have a long term plan to keep us around after we retire, just bleed us dry while today. I guess they dont see the advantage of keeping us after we retire for an increased tax base.

If it were only true, 10,000 votes is a drop in the bucket and there is no Republican base to speak of in the city. Now maybe an Independent can win here but not a Republican and yes I am one. The Police and Fire department as well as the teachers don't matter much in the city elections, there's just not enough of us even put together. It's the general populace and especially the unions that make or break a political career here. 10,000 is nothing when millions vote overwhelmingly Democrat.

And I forgot to mention making policeman and fireman have so many years on the job before being able to move outside the city would keep a great move of employees and lowering of property values then if all could move with any time or no time at all.

Another thought is to have a lower salary for employees that live outside the city then those that live in the city. Like the future two tier pension system (believe me it's coming) why not two tier salary? 6,7,8 thousand the city saves up front and pays less in pension benefits for the retirement of the lower payed salaries?

that is so not true. do some research yourself and you'll see its comparable to edison park and norwood park if not even cheaper.use redfin, or call a realitor to get access to the mls. taxes in the western burbs are from 3000 and the highest i see were 6500 which is ridicolous.

SPRINGFIELD -- Parents with students in the lowest-performing elementary schools in Chicago could obtain vouchers to move their children into better-performing private schools under a plan that passed the Illinois Senate on Thursday.

The legislation would allow parents of students in kindergarten through eighth grade to obtain vouchers from the State Board of Education, which then could be used to cover tuition at parochial schools.

The value of the voucher could reach $6,119, which is the average state expenditure per pupil, but could not exceed the actual cost of tuition at an elementary parochial school, which now averages $3,234

We are Chicao's "Tax Base". This is why we will have problems trying to get outside residesency. It will be very hard to get it.

The county has raised my taxes 4 times in the last 8 years. My escrow keeps getting f*cked up. We have the worst schools in the state, our salaries don't compete with other major cities such as New York, or Los Angles. Our Union is WEAK and NO BALLS. It's time to get new leadership in this state, county, city, and FOP Union. The democratic machine has run out of gas. 2011 will be the last stop. !!!VOTE THEM OUT!!!!

The FOP does whatever Daley tells them. The teachers get a new contract the day the old one ends with 4% yearly raises we wait 3 years for table scraps. Fop won't even push for this Donahue is bought and paid for by Daley.

Hello to all, and let me start by saying that this is a good thing. all personal issues aside - "I won't be able to sell my house" (waaaah)
"The property values will plummet" (waaaah)
"I'm upside-down in my mortgage, I will never get ahead in a sale now"...(waaaah)
There are several other points that can be brought up, but it is somewhat pointless...the taxes in the suburbs are SO high...whatever...
Please don't start with the whole issue of a city worker knowing the residency requirements as they "signed-up" for their new occupation(s).
Most of us hired back then were happy with our Utopian ideas and surroundings in Portage Park, Mt. Greenwood, Scottsdale, Rogers Park, Beverly, West Lawn, Jefferson Park, Hegewisch,...etc... we are all now, as trained observers, well-aware of our suroundings, and because of this, we realize that we are living in a different era, and, in some cases, completely different neighborhoods. The demolition of many of the CHA buildings and the random placement of the former "lessors" of these prooperties in our former utopian areas should make the case for any individual to decide whereupon it is that they shall reside if they so desire.
ps. if you are upside-down on your mtg., it is most likely your fault, no-one elses at this time...leave this city asap if you can, it is led by a criminal family that cares NOTHING about you, only your money...

Even if all the police department personnel moved out of the city, 9,000 police officers out of 3,000,000 people in Chicago will not put the Chicago real estate market in the red.

The drive to area 4 from the Downers Grove is about 20 minutes. For what I pay to live here in the city, I can get a comparable house with the same property taxes and normal public schools that I can send my children to. On the other hand, If I live up in the 16th district, I spend 45 minutes to 2 hours getting to Area 4 in grid locked traffic and have to pay for private schools. As long as you get to work on time, you should have your choice to live where you please.

If they waive the residency requirement, we would have an entirely different pool of competent, qualified, police candidates. We will no longer have to hire from within the Chicago pool. Many experienced, trained, qualified police officers in Illinois would love to apply to work here but don't want to have to re-locate their families and children to this city.

Before you fight to get residency, or give up anything for it, look into it. Check out these neighborhoods you want to move into. Look at the schools and the taxes and your future neighbors. I mean really look. Do your homework. I have. I can't afford to live anywhere where it will make a big difference.

The burbs aren't some utopia. It may work out for a few people, but for the most part, we'll all stay put. The drive alone will kill it for you.

As for opening the hiring pool up, come on, get real. The City, and YOUR safety, benefit from people that have a stake in the City. The politicians that have control over the Department have already turned it into 'just eight hours'. You get too many officers like that and going home in one piece becomes a problem.

Do all you FOP haters have any clue what you are talking about? Do you really think the FOP has some magic-fucking wand to make residency go away? It's a STATE LAW ISSUE. And it only applies to CHICAGO police. Everyone else can arbitrate it and does, and wins. We can't.

And here is another piece of info for you: the legislators outside of Chicago don't give a crap about Chicago police officers. They have absolutely no interest in helping us, or saying fuck you to Shortshanks by helping us. There is nothing in it for them, so it's near impossible to get them to make the effort of voting yes for us. FOP HAS been trying on residency for years.

Do you people ever make sense or just need something to bitch about on every issue. Lets do the math here. You say you pay $3000 in taxes here and pay $10,000 plus to send your kids to school (lets say just 1 kid) That equals $13,000. Now you move to the suburbs and maybe pay higher taxes $6000 but send your kids to better schools for FREE. That equals $6000
So stay in this shithole $13,000 plus
Move to suburbs $6000 My math says moving to the burbs saves me $7000 and I have three kids so I save more!!!

If you think allowing people to live where they choose, as any free American should be able to do, will adversely affect the city, think again.

Sorry if you got that ARM instead of doing the right thing and staying with fixed rate and living within your means. Your poor choices shouldn't affect the rest of the population.

Shitty home values? We're near the bottom now, perhaps another ten percent or so drop. Suck it up or wait it out. Your choice.

Don't be so tied to neighborhoods. All of them change. When you buy a home, you buy looking to the future. How many formerly good neighborhoods are now ghettoes? You have to look ten years, at least, down the road when you pick a spot to settle.

We choose to live as free men, not as Daley's serfs. Take residency and shove it up your asses.

That's all I hear at work, "My house is worth less than half of what I paid for it" So what, you're the moron who bought a three bedroom two bath house on the northwest side for half a million dollars or more.. Bad Decision. There is a guy at work who bought a home in Edison Park for $705,000 that's right $705,000 WITH NO GARAGE!!!!! You think this dumb ass is crying??? That's all he does cuz his $705,000 is now worth about $320,000. I don't care! I don't want to live in this shitty or county anymore. LIFT RESIDENCY NOW!

I would wager that houses on the south side, Garfield Ridge, Mount Greenwood/ Beverly would most likely be selling for 100-150K maybe less. Why would anyone want to live there if they know all the police and firefighters are moving out because it sucks so bad. The whole neighborhood would be for sale like the west side white flight in the 60's-70's, and people would continue to drop their prices to beat the competition. Eventually it would not be worth it to move unless you just walk away from your home, no one will do this. My guess is that less than 100 southside families would be able to take advantage if residency were lifted. Also taxes will go up in beloved Orland if 1000 Chicago Cops move there to get their kids into schools. Orland can't educate them for free.

CPS teachers living in the city.. what a fuckin joke!! I know so many CPS teacher that live in the suburbs, it's a joke. The city doesn't enforce the residency rules for teachers like they do for Police. It's bulls..t!!!! So, if they lifted residency for CPS, no big deal, they already live in the burbs!! I got an idea Mayor Daley, you want to save money, start enforcing residency for CPS employees and start firing those that live in the suburbs!!

Of course I'm selfish when it comes to my house. IT'S MY HOUSE IT'S ALL I HAVE!

If you want to have your kids live outside of the city, rent out your city house, keep it as your home work address, live secretly, keep your financial records at the city address. It can be done, but it must be done carefilly and there are risks. Is it worth it?

I am a second generation cop, and the way things are going I would break my kids legs before I would let him or her come on this job.
