FOP Wins FTO Lawsuit

Once again, a bad decision by the command structure comes back to bite the city in the ass:
  • In September 2008, the Department changed the Training Districts and required all FTOs assigned to other districts to either, transfer to the new Training Districts, or resign their FTO position and give up the D2 pay.

    The Lodge filed an Unfair Labor Practice Charge with the Illinois Labor Board. The Board conducted a hearing and today, March 26, 2010, the Administrative Law Judge issued an order requiring the Department to rescind all the changes made in the FTO program.

    This means the new Training Districts go back to the old Training Districts. The forced reassignments and resignations are rescinded and the Department must pay those FTOs who resigned back pay with 7% interest on the D2 pay they lost.

    The City has 30 days to appeal, and we fully expect they will. We will notify the membership as soon as we hear more.
Back pay, seven percent interest, a return of the D-2 pay, the stripes sewed back on. We imagine there will have to be a return to old units for FTO's that were forced to make an unwanted bid.

The FTO program, what should be the most important part of training up new officers to be the police, has been beaten, battered, bruised, abused and pretty much treated like shit since its inception. Attempts at making it "legit" were (and still are) undercut at every opportunity by exempts who refuse to allow FTO's to fail or retread recruits. Expectations of surrendering working relationships with partners, forced exoduses from watches and the elimination of legitimate training districts turned this entire experiment into a joke.

This guy Jody came in here and thought he was the shit. This is just the beginning of the backlash against him. Cozzi's case is next. He will need Rocky Balboa stamina to make it past the future asswhippings he is going to take in the courts. And sadly so do the citizens of Chicago this summer as the zoo goes wild. Weis is an anchor on the neck of the daley administration.

The bosses have forgotten what it is like to to be the police. They counter by saying that we don't know what it is like to manage. Well, we, the rank and file do the policing. We know what is needed and necessary out on the street.

The decision to radically change the FTO program in 2008 seems to have come out of somebody's ass. There was no consultation with the FTO's on the street. There was no willingness on the part of the City or Department to negotiate this isses. They simply make this decision without qualification. That is what an unfair labor practice is.

Good for the FTO program. The program needed a victory and a booster shot because the morons at HQ are not interested in what happens at street level in patrol. They get these "pie-in-the-sky" whims and they enacted them without thinking.

Can't they conisistently promote qualified people who know how to avoid having decisions overturned?

When will the FOP go after the unfair furlough practices for FTO's?

An FTO has to bid for furloughs with the unit but has to pick his watch with only the other FTO's. They are screwed out of their watch and furlough. It's a lot to give up for an extra $2200 or so, about a dollar per day.

Daley and the governors are the reason those pension systems are underfunded in the first place, and since they've deliberately forced them to become underfunded they now think they're going to get out of their obligation altogether and run out the door without paying the bill!

How do you get rid of pensions? REFUSE TO PAY YOUR SHARE AS REQUIRED BY LAW! Then let your nephew scam millions of dollars from the pensions, until he get's caught that is.

Once they've deliberately done as much damage as they can inflict they cry how they don't have the money to pay the funds back as they should have been doing for decades, so they try and scam their way out of that debt by trying to change the laws to get out of it.

And where did all that money go that was supposed to be put into the pensions? It gets rolled back into the general fund so Daley can shovel it away back into his buddie's pockets as he sees fit.

This scumbag Daley is r@ping this city dry of cash, and because people are disgusted with his criminal actions they don't bother to vote.

one of dumbest ideas was changing the training DST to only five. 004, 006, 008, 010, 015, and 024. Many great FTO's gave up their patch because of that. Some PPO's were stuck working with P.O's who have less than two years on the job, especially on midnights, it was the blind leading the blind. Some P.O's did not know how to deal with PPO's and felt they were cramping their style, partners were broken a part, there were tensions in some training DST and many unfortunate events that took place because of this dumb dumb dumb idea. Some FTO's came to the training DST bitter and did not give a shit about showing their PPO a damn thing, they felt they were screwed. The telephone at the FTO section was constantly ringing with PPO's complaining. Non training DSTs suffered because of the lack of new officers coming to them. In summary, this was one of the Dumbest ideas ever!!!

Small point but even SC got this wrong, it wasn't a lawsuit. ("FOP Wins FTO Lawsuit")

It was an Unfair Labor Practice Charge filed with the Illinois Labor Board. No lawsuit, it was heard at a hearing and decided by an Administrative Law Judge.

It may take a lawsuit to enforce.

Free advice is usually worth what you pay for it. Consult with a labor lawyer (they like to get paid) and go to the pension board and ask away. What you may find on on a blog carries all the weight of scribbling on a shithouse wall.

While Sup., Cline showed him how to move the cops without changing district borders, thereby upsetting whitey.

The FTO program is one of the most important programs in the department and has been abused for many years, long before Weiss came along.
Anyone willing to do this should be given the utmost respect. In other departments the FTOs are treated as supervisors, corporals, and lessor ranks have to listen to them. It should be the same in Chicago. A transparent selection process, fair and above board. The selection board should consist of other FTOs with representation of women and minorities who can view the candidates personnel jacket. The Army promotes this way and they are successful. Take the corrupt brass out of the picture and their bullshit arm twisting.

They essentially did the same thing back in '98/'99 They promised Officers the Sun, Moon & the stars as far as fair treatment (the ability to stay in your district of assignment & watch of assignment based on seniority) the authority to retread or fail under-performing/flat out stupid or dangerous recruits, the possibility of being cycled into the academy as HRI's and a career track to Sergeant and beyond based on your performance as a trainer, coach and mentor.

Monumental and epic fail.

Fucked-up beyond salvaging by District Commanders and other exempts who were pissed because they felt their ability to fuck with watch assignments, furloughs and officers who were FTOs was being curtailed. Subsequently all kinds of devious, underhanded shit was pulled to do an end-around of the spirit and intent of the program.

f(L)op knew... The phones were ringing off the hook at the union hall. Their response was "Sorry office, there's nothing we can do for you." Our response was "Why are we even paying dues do you drunken bust-outs?"

*dial-tone*

That is why...

We pay a retainer for criminal and civil representation.

We pay a retainer for the services of a P.I. firm just in case some boss gets his/her nose out of joint and we need to have someone rifle their trash, follow them & their piece(s) of ass on the side or expose some financial, personal or job related hijinks & shenanigans to be forwarded to the proper investigative entity for appropriate action...

...It's been done and is very highly effective.

But getting back to fop...

This is really nothing to dance in the streets over. We're withholding any accolades until those officers grievously harmed by the behavioral alert fuckery and the small matter of theft from and intentional underfunding of our pension is addressed.

In the meantime...

I'm with you 100%. That was a lawsuit that should have been filed on the onset. That took a lot of the working police and basically told them FU. Many in the program did not even have enough cr's to qualify for the program and yet where made to suffer. I will never forget what the union did to us and then told us to sign a bs form.

I don't mind if the CPD reduces ranks by a few thousand , but 1st clean out the gun toting office clerks . Pay us what we deserve and require all two man units on the 1ts and 3rd watches . This can be accomplished by offering overtime.

This victory proves that the FTO's were treated very badly by the command staff. I rember the fight over 30 minutes each day for FTO's to complete reports. Many captains were very upset and refused to sign the slips. Even when they received orders, captains and LTS refused to cooperate. Remember how quickly FTO's were told to decide while they were in the academy training to be FTO's? The treatment was disgusting and left a bad feeling with every FTO. What has Weiss doen since he has been here for the FTO program? Where is the policy group? In any other police department, the FTO program is treated with respect. In the CPD, the FTO's have no respect. Fianlly, a judge actully agreed with working officers. How can the city appeal this horrble problem? We are watching and waiting, Weiss and Masters!

The FTO program should be the single most important program in the department.

The training officers should get not only more cash, but increased opportunities for promotion and choice of future assignments. Hell, for guys who were particularly good at it I could see making FTO a career track type thing. FTO corporals/sergeants.

I'm not holding my breath for that.

As for Districts where it should exist I'd take the busiest 5 districts and every new cop would have to spend a few years on patrol in those areas.

No cushy assignments in Boystown ferrying the exempts from bar to bar on their monthly pub crawls. Nope, only night shifts in ghetto districts with no possibility of any clout assignments for two years.

The bosses we have today never were the police. From the first day they walked into the academy, they were political hacks groomed only to be at the beck and call of their master alderman.

And so, the destruction of the CPD is complete. We are long past the point of no return. This job will only become more ridiculous, more mismanaged, and more corrupted by the political class.

You can count on 1hand the amount of QUALIFIED F.T.O.'s. The kids with 3-5 yrs on have got to learn to pay attention,because the only training a lot of them received was to stay down on jobs. You shouldn't hit "The Wall" until 8-10 yrs minimum, I have heard 25 yr olds saying they are burned out after 3-4 yrs. That is disgusting and typical of "Generation Y(Why)",if you are one of these people you'd better start looking for something else to do or start blowing a boss!

Give the FTO's D2A pay and put them back on par with detectives.The department would get the best applicants and keep good P.O's in the districts mentoring the next generation. Field training is just as important as academy training.

Let's get the media to pick up on it again. Where is the PAX 501 that J-FED put out last year or the year before where he ensured to hire/promote a fixed number of people.
Has any of it happened? I think we all know the answer to that question.

The Governor threatens to layoff 29% (almost a third) of the Illinois State Police force and it makes national news. Daley is not publicly saying that he's laying off CPD (because he knows that's a no no during election time) - he's just not simply filling the vacancies!
Wake up everyone! This is a form of layoff. They come up with these early retirement schemes/buy outs where the City actually benefits from it because they save money (i.e. no longer have to pay into pensions) and then they actually have a plan not to hire for (X) amount of years. It's a form of layoff! It just isn't as blatant as coming out an saying we're going to get rid of 29% of the force. If you really sit down and crunch the numbers the public would see that the CPD has lost way more than 29% of it's authorized strength (regular retirees, early retiree health option, Iod's, medical, deaths and the hundreds of Officers we were already short from the last few years of not hiring - or as the media calls it a "hiring slowdown".

A great many of the FTOs are officers who themselves cannot command the respect of an experienced officer who would be forced to partner with them. Thus many take the FTO position as an "out" recognizing that they themselves are an imncompetent patrolman. Then again I have seen several FTOs who are very committed to the position and wish to help recruits. These officers can do the job as well as any. If the FTO job is to be made legit, then the FTO has to have the ability to honestly evaluate the recruit, and retread them without interference. Too many rtecruits pass through without meaningful arrest and court experience. Many recruits never find their voice on the streets.

The FTO program should be one of the most important parts of the training process. The other should be the academy. I look at the academy staff and see nothing but part time trainers. Talk about clout and politics. You have staff who are on light duty working in an environment where scenarios are done. Put the light duty people in call back and see how long they stay on light duty! Why do we have people teaching recruits with less than 5 yrs on the job (most of it inside). What could they possibly teach a recruit? Oh, how to play politics and use race, life style as a way to get a spot..Now, staff the academy with clout bosses who are only interested in their own promotions. With that said, you wonder why the recruits are trained the way they are. The FTO's should have a part in the training and should be treated as important part of the dept. No one should be allowed to be inside unless they have at least 5 yrs on the street (not on the Job). I am confused how a person could have 10 yrs on the job and only spent 2 yrs working the street, (1 yr probation) and they can impart knowledge to a recruit. Oh, I forgot they have an education from........(not the street). All this said and you really are surprised at what happens when recruits get to FTO's and beyond.

OT Post.

In the Detective Area in which I work, several large (20 x 30) framed maps of the Area and The CCG have appeared fastened to the walls in the Admin Office, Conference Room and the Detective Floor.

From experience I can tell you that the frame jobs on the maps are probably around $100 bucks, and tac another 25% on for the clouted contract holder.

In addition, even larger unframed posters of Chicagos Most Wanted have also appeared on the walls in the Area.

The city says we're broke. No money for new detectives, overtime has been eliminated and we have a contract in arbitration.

I'm not aware of anyone in the Area not knowing the Area boundries, and / or what districts we service.

They serve no practical purpose. Since they are secured to the walls, its not like they can be used in some sort of emergency situation

I don't think anyone in the Area is going to go look for the Most Wanted shown on the posters.

Another great idea brought to you by a clueless, not the real police insider.

Has anyone else seen these in their Districts / Units?

I would really like to know how much this stuff cost to produce, not to mention the time involved by the City Workers to install them.

The fto program is more of a joke then ever. A ppo does not get qualified they then get sent to a fast district for remedial Then bam their clout kicks in and mysteriously the order disappers. The ppo then makes fake beefs based on lies. Supervisors who have never involved themselves in the training are all of a sudden concerned about why a ppo "was unfairly judged". Clout is more important then job knowledge and safety. To all the coppers who have kids on the job or coming on stop telling ur outdated war stories and encouraging them to do stupid things like getting vanity plates on their cars or claim all they do is dope. Soon enough ur golden child will be known as useless and will have to go to the inside spots you made phone calls for. Because why? Nobody will want to work these morons.

I'm with you 100%. That was a lawsuit that should have been filed on the onset. That took a lot of the working police and basically told them FU. Many in the program did not even have enough cr's to qualify for the program and yet where made to suffer. I will never forget what the union did to us and then told us to sign a bs form.

A separate arbitrator reviews the case file in a summary opinion without any witness testimony and renders what her decision would be if it would go to full arbitration. The City or FOP (with acceptance from the grievants) could choose to accept the summary opinion or move forward to the next step of full arbitration. The more I hear about this case the more it sounds like this was the logical conclusion, but without OK given by the grievants. That is obviously why the FOP sent out the letters to be signed. If this is the case it seems to me that those members would have a good case against both the City and the FOP. I think the FOP needs to be peppered with calls from those members and demand to know if there was in fact a summary opinion rendered, before the City elected to withdraw the grievance and admit wrongdoing.

The D2A pay was supposed to happen when they last revamped the FTO program. Then jody came and the FTO program became a cluster fuck. I wouldn't want it now. One of the most important jobs on the police department, training the new people, and they screwed the pooch royally.

I'm a "wheel gunner" and I recall in early '90s, they "made " me an FTO, and I was required to put in a slip, IF I wanted FTO pay....some days I forgot, and my SGT. put it in for me to sign....all filled out properly and reminded me that I was doing them a favor!! and that I should be compensated for such!!WOW, to have the "old days" back!!...By the way the SGT. is now a LT...and is worth his weight in krugerands!

Not "for sure," but I know the following to have happened:

When the City used to actually hire police officers, a failure of the first power test resulted in a well-qualified candidate I knew getting a letter about six months later inviting him back to the academy to try again. There was very little notice and the invite came unexpectedly. He failed a second time and the process repeated itself. He never made it, but did take it 3 times. Hope this helps...but I don't know if there is an "official" policy. And of course, it could all have been a story he made up, though very unlikely he did so.

A recruits real training starts after they are done with their Fto. If they see pro active coppers using common sense, who do the job, back each other up, dont step on their dick every day, they will excel. But if they are exposed to the usual crybaby who is always worried about what everybody else is doing, and is always complaining about the job, they are doomed. Like a good parent, you should lead by example. Our integrity is being tested like no other time. Look in the mirror first, then go to work.

While I was an FTO a Northside District, I was happy to lead new recruits. We really never asked for much, we were happy with the 1/2 hour overtime, and the little extra cash that we made. I never EXPECTED to be on the same rank as a Detective or an Evidence Technician. However, when they told us to change Districts, most of us resigned. We were beyond PISSED, and chose to stay in the District that we liked. I had worked in other Districts, but went to this one due to the distance from my house. I trained 13 Police Officers, and I am glad to say that to this date not one of them has been FIRED, ARRESTED OR KILLED!!!

The Dept. has never been serious about its FTO program. Changing the Districts, keeping some of the biggest bums on the job as FTOs, while Cmdrs and W/C's tried to keep recruits from the worst of the worst who wore the FTO Patches...and the money isn't that good either. This Dept. couldn't care less about who the new kids ride with, as long as they're seated next to a live, breathing body next to them in a squad for the next year until their probation ends.

With cell minutes as cheap as they are it makes economic sense to talk on the phone a lot when you are also being paid. It is not cost effective to talk when not at work.

This is life in daley city. Only here where we struggle for years to find a comfortable niche in this dysfunctional system does this make sense.

Here's a previous comment left by someone a couple weeks ago. It deserves a second look.

I believe the correct number is 662 and believe me, we tried, unfortunately thus far it seems like the City has all the lawyers in their pocket because no one seems to want to touch the case. I made calls, had consultations when I was first placed in the "program" and could not find anyone who would represent us. I've since lost passion to look any further, the same passion that I used to have in doing my job before this Dept. robbed me of it. It's sad though because on the surface it looks like a good case and at the very least an ad tool for some young firm looking for some free publicity. More importantly if it wasn't a case worth looking at why would the FOP send the affected members Settlement Agreement packets out and told them they must sign it. If you don't believe me have a look for yourself. This is our union boys, paid with our money, who sold a good portion of us down the river. Read the agreement and the letter from Personnel basically admitting guilt.

2 years on the job and I can honstly say this - the majority of the FTO officers here in the city are complete idiots. Lazy, out of touch, jokes of the districts. It says a lot when non-FTOs approach you in your first cycle and tell you to watch out. The FTO program is completely broken. It should be destroyed completely - and then rebuilt from scratch. If you don't believe me - go to 015 and speak with one of the F/1s on 3rd watch who was stripped of her FTO status. She's a real gem. After meeting her and finding out what she's about, if you don't think the FTO program is completely screwed, you're a bigger idiot than her.

OT...

Whose the D thats parking in the 3700 block of N Kenmore all day?

Was driving by today and noticed the car was getting looked over by a revenue van in the Permit Area.

Revenue driver actually asked me if there was an Event ongoing on the block.
