Renew Commitment to Greater Diversity within the Department
The Chicago Police Department, along with community leaders and elected officials, reiterated its commitment to achieving greater diversity and enhanced representation throughout the department.
"The issue of diversity and inclusion within the Chicago Police Department is a critical one for all of us standing here today," said Superintendent Jody P. Weis. "I have made a commitment to achieving greater diversity and enhancing representation in command staff positions, and have sought out the best, most qualified applicants from every group to promote into leadership positions."
Last week Superintendent Weis announced the promotion of four people to command staff positions, including:
• Roberto Zavala, from Deputy Chief, Area 5 to Chief of Patrol, Areas 3, 4, 5, Central Control Group
• John Escalante, from 14th District Commander to Deputy Chief, Area 5
• Linda Flores, from Area 4 CAPS Lieutenant to 14th District Commander
• Carlos Velez, from Lieutenant in the Organized Crime Division Narcotics Section to 25th District Commander
Together, they represent over 100 years of experience with the Chicago Police Department. In addition, Superintendent Weis announced the former 25th District Commander Robert Lopez, a 31 year veteran of the Department, has decided to forego his retirement in order to become the Commander of the Cold Case Squad.
While today's announcements specifically address the Latino community, the Department will act on opportunities in the near future involving the promotion of African Americans within the Chicago

Good for Lopez! Worked for him very briefly when he was lt and he was great.... Handled my shooting a couple years ago and I couldn't have asked for better support. The bottom line with the CPD is That's it's a ME ME ME department now. From J-fed on down it's all about the brass and the brass are out for themselves only and they will do anything to promote their movement up. This is one of the many reasons why there is no more TRUST. PERIOD! Merit can make people become someone that they hate and normaly would never even consider doing things that they do to move up.

I have had the experience to work with Dugan for the last !3 years and I have worked for him both as a patrolman and also as a Sgt. I recently saw him and I was totally taken back that when I approached him he would not even shake my hand. I have no idea why but I have always had a great respect for the man and yet for him to not even say hello is a total sign of disrespect. I always enjoyed working for him and always felt comfortable to say hello but I was shocked with his total lack of professionalism for a person in his position. I'v gotta disagree. I was in Fin. Crimes awhile back, and it wasn't a do-nothing unit. Emphasis was placed on heads, and we dealt with some very intense cases. You had to know how look at financial statements and detect fraud, and prove it. It was far from a do-nothing unit. The push was always on. A lot of people in the unit were there from its inception, when nobody wanted to go there. A lot of people there have MBA's. You almost have to be supersmart to be there because the cases are usually heaters and have a lot of intricate details involved. Not a clout unit, but a 'we want the smartest' unit. It was always high pressure. More so than in a 'D' unit. Perform to the highest level or you're dumped. Like any unit, there were a few clout babies, but they worked.

Now, his clout saved him again, the vestiges of the HDO, not LAPA, you think some of the players in HDO aren't still pulling strings? I'm sure LAPA is trying to get control of this new organization.
No, Lopez is what is wrong with the whole system, if he had integrity and guts he'd have told J-Fed to blow him and called Kass. My thing is what exactly is the job of a Deputy Chief? If Lopez's numbers were so bad (and they were) why is it that his Deputy Chief got promoted to Chief? How stupid is that and what kind of message are you sending? His Boss who is responsible for deploying resoureces to assist a Commander and their direct boss to assist in all phases of being a Commander was NOT even held accountable. He got promoted and is in charge of 15 District? What the FUCK! This is beyond stupid. He has not even been an Exempt for 2 years and he is a Chief? Hell, Walter Green was under his Command and he has well over 10 years as a Commander in 5 different units and he was passed over for idiot Zavala and Escalante. I am no fan of Commander Green, but we at least need some experience in the field.
That is what is wrong with this department. Not even 2 years ago, Asst. Supt. Cuello was a fucking Commander, so was James Jackson, Juan Rivera and so was Dep. Supt. Peterson. It is a reason we have ranks, you should go through them for a reasonable amount of time so you can understand the next level!

Truer words were never spoken. McCotter was taken care of his whole career as an exempt. When he began to catch heat in 025, Cline moved him to headquarters ("Special Events," I believe).

He took O'Donnell's most recent exempt spot, but Lopez, like O'Donnell previously, is not just the Commander of the Cold Case Squad. There are a number of other Detective Units under Lopez's new command spot.
The spot was open because Ed O'Donnell stepped down to his captain rank so he could take the 55 & out free healthcare offer, which is not available to the exempts. There was no "dumping" done to make room for Lopez.
