Child Killer Paroled Why?
- A McHenry County man convicted of raping and murdering a 3-year-old girl he was baby-sitting in 1962 has been freed from state custody for the first time in nearly 48 years.
Seventy-year-old Gary Welsh was released Thursday when a McHenry County judge agreed to a long list of strict conditions under which Welsh must live.
Welsh will be required to stay in a Rockford apartment found for him by the state, and cannot leave except for sex offender treatment or other approved activities.
Welsh cannot operate a vehicle or visit schools, parks, theaters or bars. He also cannot own a home computer, go online, view pornography or use alcohol or drugs.
He could have done all of this from the confines of prison. What the hell was his initial sentence that he's even eligible for parole after the rape and murder of a 3-year-old? Is this another Quinn fiasco?

I give it a week before he purchases a car on Ebay using the free computer provided by some sort of unregulated, government-endorsed children's charity.
Gary Welsh will then drive this car to the gin mill directly across the street from the CPS grammar school that he frequents to buy weed from 8th grade gang members.
He will then proceed to one of Mayor Daley's Theater In The Parks night to burn a doobie and catch a flick.

Our spineless Governor by accident is also one of the most left wing goo goos you will ever encounter. Even though he pretends to be a supporter of military veterans, he does it as a political stunt to cover his loony left wing persona. He is no friend of law enforcement. McCotter has put himself in an untenable position. He is being used by the Gov. McCotter, unfortunately, gives the Gov cover for paroles like this. Whether McCotter wanted this or not made no difference because the Gov's office wanted it. The troubling part is when people complain, Quinn can point to Mike and say, well he's the one in charge of releases.

Because he sold out, obviously. His job is not to keep them in jail but to find reasons to let them go and provide political cover to Quinn.
Why even give him restrictions? Illinois parole is a joke. Any violations will not get him sent back, until after he rapes and murders again.

It's old murder sentencing vs. new murder sentencing.
Under the old sentencing, murders were allowed parole after 50%.
New murder sentences are day for day, no parole.
The real question is why wasn't he given death in 1962.
So, look on the bright side. If there are any members of this poor 3 year-old's family left, then this might FINALLY provide a real chance for justice.

The bottom line is the bottom line. It costs money to keep people in jail. The state does not have enough money to keep everyone in jail that should be there so some of them are going to get released.
The guy is 70 some years old. It is a lot cheaper to put him in a half way house then to keep him in jail. Seems better to let out a low risk felon to find space for a higher risk one.
He should stay with the victims family in their basement.
Or maybe the judge's home.
And yet Bill Cozzi is locked up?
