Furloughs Delayed?

Giant OT opportunity?
  • 35th Street Birdie In The Know says:

    Percentage of 7th and 8th period furloughs to be either canceled/pushed back - this dirty little secret agreed to by FOP and effective when the arbitrator returns with his decisions on or before 22 Apr 10.

    Officers with 7A, 7B, 8A, 8B, Full 7 or Full 8 segments will have the opportunity to work their furloughs for time-and-a-half in their district of assignment and on their current watch. Beat car assignments only - no additional manpower will be allowed to work the desk or lock-up. Number of officers per district/watch is still being worked out, and will go by seniority. RDO's during furlough segment cannot be worked. Personnel assigned to units and wishing to participate in this initiative will have a "wish list" of their three (3) top districts to work. In the unlikely event that not enough P.O.'s sign-up for this initiative, reverse seniority will be implemented to fulfill manpower needs as determined by the Policy Group.

    If successful, this program may be offered for other furlough segments, depending on crime statistics and trends. At minimum, look for this to at least be implemented in the summer months until an arbitrary number of code 9161's can be agreed upon
We know there are a couple thousand people who would be more than willing to work a few days of their furlough for time-and-a-half in their home districts on their watches. There are days when there aren't baseball games with the kids, trips to the zoo or just days away from the to-do list and make some OT.

And this makes some sense seeing as how almost 110 people are leaving on 15 April and there are an additional 80 to 90 people scheduled to go before November. If we're going to be shorthanded, might as well make Daley pay for it.

Why does the City never offer an incentive to take time? Say double or double time and 1/2 if you take time over money for situations like this? They may end up paying more, but it will most likely be later down the road. They could even put a stipulation on this time earned that it can't be used during 7-9th period furloughs.

Da Mayo better do something! My buddy works for a travel agent in California and one of the top spots he pushes is Chicago. He being from here he has always pushed business here. Several who we coming here cancelled their trip to Chicago and asked to go somewhere safer. The reason VIOLENCE and the top cop running from gun fire. Why exclude desk and lockup positions from this? If desk and lockup officers have 7 or 8 th period furlos then you'll be taking a body who normally works a car and putting them on the desk or lockup. If you let the regular desk or lockup officers work part of their furlo for OT then you can leave the other officers on the beat cars thus supplementing your beat cars. To do otherwise is like borrowing from Peter to pay Paul.

Furloughs were designed for an officer to de-stress from the job for a specific time. Sometimes all work and no play makes an officer GRUMPY. There's nothing like working alongside a deprived furlough pissed off cop. Might as well have more anger management classes lined up ..........dorks.

The city is making out like a bandit on this one. Furlough time is earned from the year before. The city already owes you that money, so really everyone would be working that day for half-time. Fair would be paying everyone for their earned furlough, then rehiring everyone back for straight time. Waiving OT in front of everyone is very tempting though.

I agree with 29 and a day. I want two checks. One for my regular pay which will be for eight hours and one for working on my furlo which should be for twelve hours. It should be double time and one half. In other words, is the city planning on paying me for twelve hours total or twenty hours total? Anything less than twenty hours is only one half an hour. I'm already getting paid for my furlo. So if they think they can simply give me another four hours in pay and get away with it, their nuts. But then again I'm sure that's exactly what they intend on doing. They will want to pay me an additional four hours per day on top of what I would already be getting and call it time and one half. Be very careful with this lads. Don't let the city pull a fast one on you. Think about this.

ive heard the same thing but with a few different facts.. I didnt hear that you can work your home district.. Now this doesnt mean that what Im saying is fact but the way I understood it is that you can work the days on your furlough in a certain number of districts...mostly the districs that go buck wild in the summer... pretty much you can choose to work in 003,004,005,006,007,008,009,010,011,015,025.. working in slower districts like 001,002,012,013,015,016,017,018,019,020,021,022,023,024 will not be an option... so where most of us live in 016 and 022 still wont get relief.. this is not gospel..just rumor.

This is a contractual issue. If the union unilaterally decides this issue, I and several officers I have talked to will file a lawsuit with an injunction. I have more seniority than many officers with 7a,7b,8a,8b...etc. furloughs yet I chose other segments. The key here is the time and a half benefit. If it were straight time there would be no beef. Also, if they allow ALL officers to work their furloughs then no beef. We are a union, whether you like it or not, and any benefits must pertain to all 9161's.

i thought that you had to take a furlo, that it was some kind of law or something ????--- either way i will be enjoying my summer furlo and they wouldn't get me anywhere that shithole station if they were paying triple time.... why not allow guys to work rdo for straight hours or time all year long--- plenty of guys would do it.... have the watch commander do a monthly manpower projection and days that look a little thin could have a sign up sheet for guys willing to work a rdo....

How about changing the the furlough selection to give you vacation days on Jan 1 that can be taken in the same manner as BFDs or P-days with a limit on how many can be used in a given period. It would help with family functions etc. I would rather take 8-10 6 day mini furloughs in a year than two 20 day furloughs.

this is BY FAR the cheapest way to fill the manpower shortage. You do not have train or insure any new people just pay them time and half. This is agreat idea for us, and anybody who does not take advantage of this is making a huge mistake.

Here is the latest plan:

MSF and TRU cars will be used in BEAT FOCUSED MISSIONS. Two man uniformed teams will be assigned to COVER a single beat when a District in a hot area has a DOWN BEAT CAR due to lack of manpower. They will have to monitor that zone and respond to Calls for Service like burglar alarms and domestics and maybe even have to write some AIRA case reports and tickets.

Maybe they will catch a burglar with a rock in his pocket or pissing on the street.

For once somebody in Dugan’s office comes up with something that sounds halfway sensible. Must have worked the street for more than five minutes.

I would be happy to work all my furlo except for fri,sat and sun plus rdo's. Still have nice time off and with an extra $300.00 a day I could make $1800 extra and have a nice long wk-end another time plus some extra x-mas cash.
As long as they don't make furlo changes mandatory!
Think about working 2 days a week for 3 wks while on furlo? NOT BAD for easy money.
I start to get bored with long time off.
I would rather have 10 days off every 3 months.

Also all furloughs to be limited to no more then 21 days. No baby furloughs granted unless a full furlough was taken. This sucks but it is in the order.

I worked the Pittsburgh G20 detail during furlough last Oct. I got my regular check and a week of time and a half (60 hrs) for the time in Pitt. Good money, and this "detail" should work the same way.

negative you receive 25 paid days off so youre already paid for those days and not expected to be at work

Its at LEAST straight time PLUS the furlo time

You can have all mine then smart guy. I have 8a furlough and plan on taking it and extending. All that matters to me on this job are furloughs and days off. period. You can keep all the blood money, I will be away from here scouting for someplace to live in a few years when I retire.

How many years do you have to work in order to get a summer furlough? Depending on where you are assigned, quite a lot of years. Finally, you get your summer pick(s) and then they ask you to work.

This doesn't make much sense unless you are desperate and really need the money.

If no person chooses to work the city says it will use reverse senioriity to force people to work. So what they are saying is that they will force a police officer with a lot of time on the job to work.

How is that reverse seniority? Doesn't reverse senority mean from the bottom up and if a guy has 25 years on and a rookie has only a year or two, how can they force the veteran to work?

Might make for an interesting law suit.

Of course to be certain that it does not happen to you, you can always take 2A and 11B.

OT -ATTN 22-
In the 3300 block of W 109th Street an attempted break in last week. We believe it was some guy walking door to door asking if the owner needed any spring cleanup work in the yard. They attempted to enter through the side door (east side of house) by smashing a pane glass window. When they hit the pane, it shattered the entire window but it never collapsed. It’s a double pane window that just shatters but never pulled away from the door frame.



This happened in the middle of the day. Sometime between 11:30a and 1:30p. He filed a police report.



I thought we had a “no solicitation” ordinance in the 19th Ward – is that true?

Do the math, fellows. You get paid 2.5.

You get the straight time pay in your check for not working, as it is a paid furlough day.

You get 1.5 for hours worked.

Essentially getting paid 2.5 for that day worked.

I need my time off, wouldn't work it, but you aren't working for 1/2 time.

No need for a automatic. 6 shots worked for 100 years. I do not need 15 rounds to eliminate the threat. I learned from Custer and will not attack. I lay low and let the hair gel police fight crime. Called the union on this matter today and talked to Rich A. about cancelled furloughs and was told city can't cancel furloughs unless there is a major incident ie: 911 If your a no believer call yourself

--As I already posted. Shortage of manpower is NOT an emergency. They also cannot deny a PDay for manpower issues.

dont listen to this idiot.. at the earliest it will be the 15th of april and the last day to file the award is monday 19 april.. its not likely he will give it on friday and will do it on a wednesday or thursday at the end of a working day. the reason they do that is because then both parties will have thursday and friday to prepare it to release to the members... hes not gonna release it on a friday knowing that friday is an early leave day and that they will not be able to make preperations on a weekend. look for it to be thursday the 15th and details to be released to membership at the end of working day friday 16th or at the beginning of work day monday the 19th.. carry on.. and p.s.. you dont actually expect any type of raise to be approved by the city council on the first pass do you?? ha!!! after the little petition passed around to drop the aldermen to 25 we are gonna be waiting a loooooooong time for this one.. city council will reject... fop will take it to court(4-9 months) then a ruling will either send it back to be reworked between parties(could take up to a year)or force the city to accept.. which in most cases will happen...but its still at the minimum 4 months from the initial city council vote... the aldermen are pissed, we are pissed, we make a petition to embaress the aldermen now this is the chance for them to make us suffer.. count on it 100%...the aldermen are licking thier chops to see our contract put infront of them.

Office, like they really need a Commander, Daley once again dumps his Shit on the Dept, he is worried Picardi has the goods on him.
