Power Struggles
Once again, rumors of power trips and internal strife coming out of 35th Street:
- Completely off topic: Any truth from Headquarters Dugan got the riot act from Bartender Bea? Heard a rumor that the two have been in a huge power struggle since the Lopez debacle and Masters sided with Cuello. Are they trying to force Dugan to retire when J-Failure leaves..
Every time this crap pops up, the name of Masters is right in the middle of it all. The crooked SWAT Sgt testing, the Wedster cover-up, the Henny-Penny scandal, various dumps of a retaliatory nature, the list goes on. Obviously, there's something to these stories and more obviously, it's part of a concerted effort to extract payback on the Department for assorted transgressions, real and imagined. But the power struggles among the assorted camps at HQ are contributing to the institutional decay prevalent throughout the Department and the increasing disconnect continues to have a negative impact on morale.

This rumor would truly be funny had it been posted as an April Fool's joke. Only it's merely another atrocity-in-the-making that'll further contribute to the nosediving morale that has plagued the CPD for the past several years.
I only hope that some of the most deserving clout-heavy, ass-kissing, soul-selling gold star bossholes get called on the carpet when all is said and done.
I hope he does retire. He's a jagoff. He would kick back SPAR's with a post-it note, change the discipline to a day from a reprimand type of thing. He has no balls. You want it changed, do it yourself.
If anyone else got in a car chase over a hot car, he would have SPARed them too. But when he does it, well that's different. See, I'm a boss, so I know better.
And Bea is an idiot too. It's a shame with at least 10,000 officers to pick from, this is the best leadership they choose.

Masters, you'll be found out. One way or another, one day or another, you will be found out. At that time, you will receive in kind everything that you dished out to others.
Dugan is about himself and Cuello has played the game with him the moment she was promoted. Now its her turn to stick it to him. The fact is Dugan didnt go to bat for Cuello when her husband was demoted even though he acted like Ed's number one fan. She also has an issue with Dugan when he would tell her that they were on the same page after all the exempts meetings but then Dugan would run to Masters and change his tune and do what the Mayors boy wanted. Dugan is a trick and people know it now. Many people fell for him but now the word is out that he is full of it and himself. Cuello was smart by keeping him at bay and going to him for direction early on but now she has flexed her muscle and shown who is holding the cards. She is the one with the brains by acting all dumb and clueless to Dugan and feeding his ego. Now look who is laughing. Dugan got played just like he he played everyone else. He got punked
OT: Go to the Captains union page (just google it). They've set up an account at the credit union for donations to help pay for Rabbi Wolfe & his wife to fly to Isreal later this month. They're going for a ceremony to dedicate a headstone for his mother's grave.
If you don't know him, Rabbi Wolfe is a great guy (he always shows up to bless us at every major events). If you can, please help out.

The director of forensic services brother recently passed away. My condolence to the family. The hand picked Sgt's and a Lt were a no show. This is the new type of leadership. That snub there duty to attend services for the family. I guess this leadership has their spot secure in unit 177. I don't know who brought them here but this is more EVIDENCE on their poor judgment.

According to Houlihan more than half of Cook County homeowners will face a $600 increase in their taxes. The increase stems from the end of the cap on property taxes which affect Chicago this year and the suburbs in the next two years.

It seems like there is some maneuvering going on for some reason. Could be that the higher ups think its a good time to make a move because of external factors, or it could be that the big boss is orchestrating the thing.

So now we have become a toxic organization. Looking back on it, CAPS was the start of the slippery slope. All the "bright-boy" changes did was take us away from policing the streets. None of it (DOC etc..) has helped in any material way. And here we are. No manpower, no cars, politicaly corrupted (or do I mean penetrated?) leadership. Do you really think that Tasers, carbines, and in-car cameras are going to right this ship? This has been the worst 2 years for this dept. EVER!

Sounds like a softball game from hell.
Here is the bottom line, screw the bosses and their inner turmoil. The vast majority of the posters and readers of this blog are street cops. Most of the rigormaro that goes on at the top doesn't affect what goes on inside our squads or during the tour of duty when we are handling the domestics, stinkers, street stops, child abuses, sex abuses, man with a gun calls, etc. When you get in the car at night, forget about all the lunacy at the top and concentrate on one thing, you and your partner going home at the end of the night safe and sound. Who really cares about Masters, Dugan, Cuello, Peterson, Brust or even Weiss. They are a bunch of gold braids that are so disconnected from the frontlines that they are not worth a nanosecond of thought when you are out there doing your job. When and if, and a very big IF it is, Weiss comes to you for your opinion on how to fix this department give it to him with both barrells, but until then, put it out of your mind. Focus on yourself and your partner, watch your six and make sure you go home at the end of your tour. Very shortly the whole structure of this department is going change again, and it will be a whole slew of new political hacks in charge. The one thing that will be the same is, you and me pushing beat car answering calls. Until one of them is sitting next to me answering calls with me, they are of no concern to me.

Believe Houlihan what he is saying is true If you notice many homeowners in Chicago have had there assessments lowered, but one big unnoticed change. Instead of collecting 50% of last years taxes, this time they collected 55% of last years taxes. Could this be to lower the impact of the $600 increase?

You are absolutely right, I have been seeing this for years. Where has there been an older white male character in movies as a positive model since Obi Wan Kanobi. Look at the cartoon and shows the kids watch, it's all there.
It was even a great factor in the last presidential election.

Once the started with the silly DOC, money was poured into all that computer nonsense with all the bells and whistles. It left no money for the little things- like decent vehicles, radio batteries that hold charges and things like that.

This Department is disintegrating before our very eyes. The districts are ghost towns, empty beat cars, empty offices (at least in patrol) roll call rooms nearly empty at roll call. Sad days for CPD but also very dangerous. We are the little whirlpool of water spinning down the drain. Exempts are appointed by the supt. I find it hard to believe that Dugan had the authority to dump anyone that is exempt. It has to come from the Jody.

What a load of shit this rumour is. Masters was the one who called Lopez's dump. Lopez made his calls and Masters got a soft kick in the tail from city hall and all was forgiven. Dugan was just the messenger boy. Someone who posts here really hates Dugan and is constantly making shit up about him. I give a fuck about him or any other boss, but they do enough stupid shit that we don't need to make things up. Lopez is retiring in September anyway, ask him, he'll tell you.

According to Lopez himself, Dugan, Cuello and OKeefe were involved. Lopez was sitting back and letting others run the District. They weren't doing a good job. That is why he got launched.
If you are the Police you should know that the obvious explanation is usually the correct one.
