Unmentioned Scandal

We're in favor of good police work. Long term investigations lead to long prison sentences in most cases. But at some point, you have to wonder about the damage done to many others at the cost of imprisoning a few:
  • A Chinese-speaking Chicago cop posed for more than two years as a crooked officer in a sting that busted a Chinatown prostitution ring and exposed a scheme to obtain thousands of Illinois driver’s licenses illegally, prosecutors said today.

    Brothel operator Sheng Quan Dong bribed the officer to keep police away from his business, prosecutors said. Dong is accused of making $18,000 in payoffs over two years.

Long term investigation, extensive history of bribes, connection to larger organized crime groups, this has all the hallmarks of a good bit of police work. Final tally of arrests?
  • Dong, 37, faces felony bribery and money laundering charges, as well as felony prostitution charges. Also facing prostitution charges are four other people, including Dong’s wife; two alleged prostitutes; a customer; and a doorman for the brothel, prosecutors said.

    [...] Police said they’ve seized more than $30,000 from Dong and are investigating another $100,000 he’s suspected of sending overseas.

    [...] The prostitution sting led investigators to an identity-fraud scheme in which 19 people were charged in federal court in 2009, Alvarez said.
So 23 arrests, $30,000 seized and $100,000 still at large. Small results, but notable in that the chances of actually conducting a fruitful investigation of a Chinese organized crime ring are infinitesimal at best.

But here's what really amazed us:
  • Using fake passports, more than 15,000 Illinois driver’s licenses and state identification cards were obtained, prosecutors say. Customers — often undocumented immigrants from Asia — were charged thousands of dollars for forged documents, including a phony Chinese social security card and passport, prosecutors said. They also allegedly received alphanumeric codes to pass the written driver’s test without having to read the questions in English.
Whoa whoa whoa. How many Illinois driver's licenses? FIFTEEN THOUSAND?? 15,000 thousand fake pieces now out there, floating around, being used to create who knows what type of mayhem. We may be mistaken, but weren't the 9/11 hijackers in possession of a few hundred types of fake ID's, a sizable number of which were fake Illinois driver licenses? We're sure the state will send out a number of harshly worded letters telling these people that their DL's and ID's are invalid - they may even revokes them on the computer. But until an Illinois law enforcement officer stops them and takes the actual DL, it's still out there. And the computer systems aren't compatible over many state lines, so a determined lawbreaker might be able to BS their way out of trouble with an apparently legit ID.

It just seems like a lot of effort for little return. And it seems a lot of Illinois citizens, not to mention Americans, are needlessly put in potential danger for small potatoes.

And yes, we saw the brothel owner was named "Dong." Unless your comment is really really funny, we'll be removing the more juvenile ones.

I've worked a few cases relating to the Chinese community. The shades go down, the doorbell goes unanswered and the bravest of the brave will tell you straight out, "We will handle it amongst ourselves".

Whatever else is said, I have the greatest respect for the undercover guy in this case. Speak the language or not, share the ethnicity or not, what he did was extraordinarily difficult to accomplish.

And someone, I'm thinking maybe Tom Byrne, had better take VERY good care of him from here on out, because the personal cost to him has to have been huge.

Unless the working girls were underage or doing it against their will then the police have better things to do than have a cop undercover for two years for this.

I think the investigation was worth it. If closed sooner, the DL scheme would have been picked up sooner by someone else with a different method. Hopefully, now there is an available means to revoke these fraudulently obtained DLs.

This officer was a rare piece of work, hard to find someone like him and hard to place in that position. Two years is not a long time in Oriental standards, and there was alway a possibility of turning something larger. 15,000 fake IDs, that's hugh. Possibly the Feds could track those through the banking and IRS system.

I often work the desk in a district where many illegal aliens come for service. Many, many, many illegals.

When I ask for ID I'm provided with seemingly valid looking Illinois DL or ID.

But my Spidey sense tells me that something is amiss!

And despite the subject's ID/DL being valid on LEADS I have my suspicions that said ID's are sold by which ever criminal organization via 26th St but additionally someone inside SOS is validating the bogus info.

Far fetched? Too conspiracy theorist for you?

Just imaging how much money is at stake. We know the players involve an Alderscum's father. How deep does it go?

It was an interesting investigation that any young buck would have given his soul to have been in on.

I've always thought we spend too much time on prostitution and dope. Fill the Beat cars, then worry about the 'special' assignments. The guys in uniform have always done the bulk of the heavy lifting and are the most necessary.

Not saying it wasn't a nice job, just keep it in perspective.

It was worth the time it took to do this investigation. Chinese and other Asian Organized Crime
groups do a tremendous amount of business around Chicago and the suburbs, and move a lot of monies out of this country while profiting. They should go after the proceeds. The amount of money that could be legally seized could pull this country of of the hole we can't seem to climb out of.

Cmon, it's vice, what else do they go undercover for? they did a great job in this case, the officer involved did awesome, it is so difficult to crack the facade of the Chinese community for anything; also, when human trafficking is involved it's a big deal, like it or not it isn't just a regular prostition case, then throw in the allegation of over 15,ooo fraudulent ids and you have yourself a good caper...

I think prostitution is so open and blatant in chicago for the straight and gay sex trade it should be enforced. I think this undercover unit 192 copper did a great job. He should get an honorable or award. Despite that lets keep it real, this is just publicity and hype to get the Prostitution Unit up and running again since they booted so many people over the last 2 years. About 20 years ago there was a big investigation into gambling and prostitution in Chinatown. Rumors were that it went up high into the CPD, City and State.

Some of you remember the On-leong gambling investigation.

Well, the Feds sealed all the indictments. That was over 20 years ago. They are still sealed.

Why??

You're right, tho. This sounds like a lot of time and resources expended for small potatoes. And with 15,000 phony identities floating around, it may have done way more harm than good.

If I remember correctly one individual went to jail. If I remember correctly his name was Wilson Moy. He was in his seventies and known as the unofficial Mayor of Chinatown. Everyone else just buttoned up.(unlike today)Many people said they knew whos CPD radio was found in the building by the feds. Rumor had it that it was a member of Daley wedding party. Prarie Tact team was said to have had the door. That was a long time ago. I hope someone can verify those rumors.I wonder why the feds didn't get more out of that investigation.Then again maybe I don't.

to the post about bigger fish to fry...why yes there is...like all of the condo associations being corrupt stealing money from the reserve funds. this is a huge problem going on nationwide but truly hard to prove and usually goes without prosecution. hard to prove and the states attorneys office wont even touch it without it being a sizeable amount. ask to see the books on a regular basis and question any red flags. catch these mother fuckers before they drain too much. many of these victims are: teachers,fireman,police,students, and many other hard working city workers. they put there trust and faith in the board thats elected and many times they are involved with the management companies. this is your money they are stealing. money that is intended to operated the day to day upkeep and reserve for any large problem the building encounters. mismanagement is just a nice way of saying you are an ignorant asswipe that is too stupid to balance a budget or hire an attorney or accountant to manage the shit for you so that shit wont happen...unless it was intended to happen.

I don't think there is any way that there can be the amount of drugs and prostitution going ion in this City without people in high places allowing it to happen because there is a payoff for them.

Uhh, my guess would be that Secretary of State Jesse White (among others) had to have put his OK on it somewhere just to clear the way for the 15,000 phony DL's.
