It should be remembered that now ALL CAPTAINS are clout heavy appointees. They all made their phone calls, "What me on midnights in the Ghetto?!?!?"
I wouldn't give Dugan too much credit for this one, and he has a lot to make up for.
There are 58 Captains, almost half of them over 55, and about 20 of them maxed out. It's only a matter of time, hopefully Jody and Richie go soon.

Whatever Dugan allegedly has said (or not) to WEISel/Masters concerning the Capts. doesn't change the fact that they and Peterson have already used Dugan to be the official axe of the CPD to slit a bunch of throats already. I don't see any redemption for Dugan with the dismal moves he's already made on their behalf. The demotion of Lopez after an Honors funeral will be remembered as an all time low for the CPD under WEISel/Masters (and we all recall J-Fled appearing on NewsRadio 78 dumping that mess in Dugan's lap; Dugan never attempted to defend what everyone already knew, that he was ordered by the top to dump Lopez). It's good to see someone in the upper command take a stand on something with those two idiots, but alas, too little too late for DD, who came into his position as Deputy Supt. of Patrol being the consummate micromanager and yes man, a reputation that will carry him out for whatever's left of his career. This story sound like something created to salvage a career/reputation that's about to be cut short very soon.

Dugan is constantly rippedd on this blog. I don't know the man personally but I do know a couple guys who do. They say the man is okay and sticks up for the blueshirts. The guys who know him say Dugan tries to get the best he can for the workers. They have told me you wouldn't believe some of the ideas j fled and masters have come up with. Dugan like many on this job are just bailing water hoping to ride out the storm.

That is not what happened SCC. If anything, Dugan is trying to one up someone else’s idea since he didn't come up with it. You can poke holes into anything. He is just poking where they fit to benefit him the most.
As far as Captains are concerned, that is the easiest and highest paid job on our Department. They make more than any Commander and spend 1/3 of the time at work. If the job of the Watch Commander entails running a watch, addressing management issues, crime initiatives etc., why are they not on the watches that are in the most need for direction and assistance? They need to be on the 1st and the 3rd watches citywide! This is when the bulk of the crime and issues occur. Also, in most all Districts the 2nd watch is manned by old timers as P.O.'s and as Supervisors. Commanders, Deputy Chiefs etc. are all at work and ready for whatever. Since all of the Districts have to deal with shortages, we should at least be short on the one watch that is always over manned!
I am sorry; they need to go to the 1st and the 3rd watch. I put in for Captain and if they do promote and I am made, I would have no problem doing my job and working where I am needed, instead of being protected by Dugan and his boys just for the hell of it!
Dugan, Supt. Weis, Mike Masters and the main puppet Beatrice Cuello, this is not good management or a show of good leadership. Hold them accountable and make them do their job and give the Commanders the assistance and support they need at the District level. They need to be on the watches that matter most! Tell the Mayor that! That effort will directly impact crime!

I have NO desire to want to get promoted or do anything else anymore, either!

Great idea but not everybody looks at SCC to get this info. Nobody will pass this info around the stations and the company "yes men" will not comply with this, so once again great idea but will never happen. Also, why pick just one day, this should be happening everyday!!!!

O/T But I have heard it from several sources. Anyone else hear about IPRA or OPS or whatever it's called this week wanting to give the officer who was involved in the shoot out with the carbine 30 days for failure to properly secure the weapon in the vehicle. Apparently the officer who RETURNED FIRE on the offender and took him out was riding already armed with the rifle. This officer saves two officers lives who had already taken fire from the offender and they want to slap him with 30 days over some bullshit!! Anyone else have info on the truth to this? This is why they changed the carbine General Order this month and added basically a "wolfpack clause" where if there are at least two 10-4 units and a Sgt. riding together on a "mission" then one officer out of the four can ride with the carbine in the car.

I would like to say that over the years I have worked with some of the best Captains ever, and some of the worst. I learned from all of them. It sounds like you never knew one who knew your name, or cared enough to know it, did you make yourself worth knowing.
There have been Captains I have known, and there are still a few around, that when you have a problem, they know what to do. They know the procedures, the phone calls to make, how to word a statement, watch out for this and avoid that when you need the gray haired wisdom and advice you can trust from the real police.
Stay safe, there are a few good ones left, and I know Daley and Jody want to get rid of them.

Just read an article about a former CPD detective who is a Chief for Cook County and in charge of the Rolling Meadows court house. His name is Ralph DeBartolo. Why isn't he the Chief of Patrol for CPD.
We need more talent like this in our ranks. Who would think that Cook County would get more respect and better talent than CPD.

L. Davis, former CMDR of 015, now of IPRA, always seemed to have that attitude. If the citizen says it's true, there must be some truth to it, the copper must have some sort of 'angle' they were working.

remember most exempts are Lieutenants that never applied for captain , many passed sgt. and lt. examination

Get over yourself. This department has bigger problems than a shortage of detectives. The braintrust downtown can't figure out that A/3 could lose ten detectives and still function at the same level it does now (yeah, lunches might get shorter and parties might have to be planned on their own time), and those ten could be working in Areas 1, 2 and 4 and maybe helping some detectives who actually ARE overworked.

IMO I believe that the majority of exempts were merit either Sgt. exam or Lt. exam. With the minority being merit on both.

Passing the exam is not the task.
A blind monkey can pass those exams, as we have seen.
Scoring well enough to get promoted is he goal.
So, I guess that means - MANY excempts did not pass the lt.'s and Sgt,'s exam with a score high enought o get promoted - thus
MERIT - what a joke.
Duggan was NEVER, NEVER made meritorious Sgt or Lt.
That alone makes him more qualified than 80% of those pukes
Many Sgt and Lt who pass the exam legit, stay in patrol in districts. All the merit pukes take the good spot. OH, OKAY that's right...they earned it.

if Dan Dugan was running patrol and not the politicians wouldn't he assign all CAPS officers back to beat cars , who cares about captains . CPD needs more officers answering radio assignments , not answering phones and writing up caps complaints

I would like to say that over the years I have worked with some of the best Captains ever, and some of the worst. I learned from all of them. It sounds like you never knew one who knew your name, or cared enough to know it, did you make yourself worth knowing.
There have been Captains I have known, and there are still a few around, that when you have a problem, they know what to do. They know the procedures, the phone calls to make, how to word a statement, watch out for this and avoid that when you need the gray haired wisdom and advice you can trust from the real police.
Stay safe, there are a few good ones left, and I know Daley and Jody want to get rid of them.

once worked for a captain who told an inspector to get the f**k out of my station before you get your ass kicked--- those days are long gone and never coming back--- over the years i had the pleasure of working with some extremely intelligent and tough undividuals, from bosses on down to patrolmen--- the police department was once the ultimate boys club.....
The only people Dugan stands up for are the people who kiss his ass regularly. The only people who looks out for him on SCC and try to post BS that they know is not true on his behalf are Sgt. BK, Lt. MH, P.O. GZ, Sgt. FI and Comm KR. The BS is out of the bag. We all know you all constantly review posts here and try and figure out who told who what to try and protect him!
Being around people like you is the one major reason no one respects him as a Deputy Superintendent, they only try and respect the rank, not the person. We all know the truth as to why he has no life and family, and why he keeps what he does off hours away from CPD. The unspoken truth. I have no issue with that, what I do have an issue with is when you penalize people for having a life outside of CPD and you penalize people for having an opinion that does to mirror yours! You should want constructive criticism and true support as issues evolve.
Though I was forced to retire and I do not think it was my time, when my book is finally released I am sure Mayor Daley, Jodie the Weisel Weis, Beatrice Cuello, Deputy Okeefe, Dan Dugan, Kevin Ryan and others, will be seen for who they truly are!

The braintrust downtown can't figure out that A/3 could lose ten detectives and still function at the same level it does now (yeah, lunches might get shorter and parties might have to be planned on their own time), and those ten could be working in Areas 1, 2 and 4 and maybe helping some detectives who actually ARE overworked.

I work in Area 3. You obviously don't know what you are talking about. I haven't gone to lunch in MONTHS, I am so buried in paper. As for parties, GET REAL! I don't know ANYONE who has the time to plan any bs parties or even attend them! I don't know where you get your information from but it is so far from the truth you need to get a clue and see for yourself what we actually do on a day-to-day basis. We have more districts than any other Area and are so short-handed now it is a joke...
