"Merit" List Screw-Up?

- Uh Oh, did Tracy Ladner spill the beans to try and stay out of Hot Water with the Hall?
Apparently GoldSmith's never made the cut and Weis put him in anyway. Tracy is afraid she will be the scape goat when this hits. Considering there were two Shackman monitors from the city there when the original list (without Goldsmith) went to Weis.
So how did Goldsmith (Weis' driver) get on the order? Inquiring minds want to know.
We're pretty sure we know how that name got on the list. After all, there was a lieutenant list a few years back that mysteriously went from 40 names to 41, before returning to 40 when it was discovered that the 41st name hadn't even been on the list of eligible candidates.
It's the Chicago way! And J-Fled has bought into it entirely.

From the comments I've read, it seems that one sure route to a "merit" promotion to sergeant is to secure a spot as the superintendent's driver.
That isn't surprising, since the administrative sergeant position within the Superintendent’s Office also has been a great spot from which to obtain a “merit” promotion to lieutenant.
Sgt. M. E. served in the capacity of administrative sergeant to Phil Cline. She was subsequently given a “merit” promotion to lieutenant, but only after she was transferred back to the 12th District, so as to avoid the appearance that she was “made” from Unit 111.
Sgt. (now Commander) T. A. was Supt. Terry Hillard’s administrative sergeant. He was transferred to Dept. Supt. Hiram Grau’s office when Supt. Cline took over, and then given a “merit” promotion to lieutenant at the request of outgoing Supt. Hillard. Hiram Grau then made sure that T. A. was promoted to commander before he left the Department. Once again, the merit promotion to lieutenant was given after a transfer to another unit, in order to avoid the appearance that the promotion came from Unit 111.
The only thing these “meritoriously” promoted individuals had in common was the fact that they held the Superintendent’s coat. There were no outstanding acts of heroism and no evidence of great leadership ability. And there's no doubt, by that they were both “merit” promotions, as both were honest enough to admit that they performed miserably on the exam.
It is about to happen again. Sgt. W.B. has been Weis’s administrative sergeant since Weis was hired. He was recently transferred to A2 Detective Division so that Weis can make him a lieutenant in the next class. Of course it will also look like he was not “made” from Unit 111, but I think we know better.
The only way to stop the fraud is to make it public.
Why do you people congratulate the merit picks?
Whether he is a "good guy" shouldn't matter. A "good guy" wouldn't steal somebody hard earned spot.

SCC, can you believe that certain clouted people can actually get promoted to sergeant and never work as a street supervisor in a district? You guessed it right, although we are incredibly short supervisors in the patrol division citywide, certain special "new" sergeants don't even go to the district, they go straight to specialized units already overloaded with politically heavy supervisors and patrolmen.
How can you be a good supervisor if you never supervised street personnel and have no concept of what it takes to make on the scene decisions? Just another typical example of the double standard on the CPD, the special people get eternally "taken care of" and the rest of us are just an expendable resource to JPUD and the mayor.

Wow Carothers has been a Commander for all of 2 min and he got a merit pick already, the Chicago way. He sure can spot talent I guess.
Ladner is at the Police Dept. because she was a central figure in another screwed up hiring situation while Dep. Corp. Counsel. The shakman monitor wanted to fire her and she was being investigated by the inspector general at the time of her sudden and out of the blue "transfer" to CPD courtesy of Ted OKeefe.
Ladner as stupid as they come. She couldn't do something "right" if her life depended on it.

Good luck. A grievance is for a violation of the contract with the FOP. Which section covers promotion to sergeant? Take your time looking it up.

This is 100% true. Ladner, the head of Human Resources, pulled all the Detective's files out of the Merit pile. She thought that ONLY P.O.s were allowed to be submitted!
So the goof in charge just assumed all the other bosses made a mistake by putting Detectives in and tossed them out! Keep putting civilians in the Department Mr. Mayor and Jody. It's working out so well.
Same thing when i made sgt in 03. Karen Rowan made sgt in my class and went right back to the law unit. I dont actually think she was ever assigned to a district as a beat sgt. Go figure.

It is all very shameful and has been for some time. The fact that Shakeman monitors w are watching this and doing nothing tells me that this corrupt system will never stop. It is truely amazing that those people who are selected for a meritorious promotion seem to always get another merit promotion and always end up in select units or as commanding officers. Very few merit picks are working the watches in the district ( probably none).

Hey GFY! STFU already. You know who cares about the promotions? Those of us who have actually worked, learned the job and studied with the hope of getting promoted the legit way. Promoted so we could make a better living for our families, earn a better pension and maybe do a little good police work with some decent coppers who still like doing the work. If we chose to fight for what's right and push back against this BS merit system and the cloutoris' on this job it is not just for ourselves but for the betterment of the department as a whole. If you've given up that's fine but then just give up and shut up. Either fight the good fight or step off.

Was Goldsmith J-Fled's driver in the "GOTTA RUN" incident in 007?
I do not know Ladner or the rest of the patronage hacks. However, I worked with Floyd Goldsmith in 015 in the early 90's. He was a stand-up guy, good copper, always availabe to back-up others.
Weis doesn't realize that these exempts talk, and they have P.O.'s working for them who have BIG EARS!
Ladner, was crying about Weis's decision to have the Merit Board reconvene after his "Guy" didn't make the list. I guess that guy was Goldsmith. After they met a second time to review Goldsmith's packet, he still didn't make the cut. Apparently there were much better candidates out there.
Sorry to see you go Tracy (Not), but you should have stood up to Weis, since you always tell people you're the DIRECTOR and you're In-Charge!!!!!
so....who takes the blame, if in fact true, a candidate's name was added after the Shakman monitor reviewed the list?...does the monitor report this, if true, to the federal judge?....does the inspector general's office get involved? is this business as usual (i.e., the gold standard of corruption) in Chicago?
When this hits the Hall, the only person coming out of this without egg on his face will be Masters! He will sell Weis out and claim to have no knowledge of what happened. During this whole process Masters was nowhere to be found. He probably knew nothing good could come of this.
It's true Goldsmith wasn't on the list of 26 that was sent to the Superintendent! I work in Administration and had the list in hand.

Weis is screwed
There are some P.O.'s on the list who made it from the testing, but even there some of the candidates have test scores which are suspect, to say the least - who the fuck knows since no one can get their tests back anyway without some legal action. Even here some of these P.O.'s had no interest in being the police since they had inside spots from which they did their studying and from where they are being promoted.
The meritorious list is simply horse shit, through and through. Yes, I see how the meritorious list is to promote the "good" patrolman who does not test well. Hmmm...how many of the "police" are on that list? NONE!
This is another down turn for the department because many of these sgts don't have clue about what patrolmen do - oh, wait! They won't be in patrol long anyway. What, maybe 4 or 5 periods on the south side and then off to their anointed spots in a unit or at HQ.

Commander T.A. Is a prince. He knows his shit. He worked in 002 for years and was a homicide dick for several years. Hell yeah! He and his partner George were and still are a legend. He deserved merit. That Lts spot carries a great responsibikity for the whole bureau. Many Lts carry tremendous responsibility and deserve to be promoted. I'm glad they made him. He's a great boss and totally has our backs. Keep him out of this shit, we don't want to lose our guy. Dennis Keane is another prince. Would work fir these guys any day.
All the new sergeants who actually made it off the test and earned their promotion will get dumped to Area 2 regardless of where they live or where they request to go. The MERIT SERGEANTS will get sent to nice easy districts and be there for a few months before being shuffled into specialized units like SWAT, OCD, MSF and TRU. If you don't believe me check all the merit promotions since JPUD came into power and see where they are now. SCC your archives go back that far.
It seems when certain exempts saw D. Koenig on the merit list they were more than a little upset. His resume was reviewed and certain "discrepencies" were found . Then Leo , his sponsor, got a nice tongue lashing over the phone.

Rowen made sergeant off of the list, but even as an attorney in IAD, wasmade a merit lieutenant and then an assit. deputy supertendent from lieutenant. She retired and went to an exempt job in housing. Her clout comes from taylor street I guess an attorney was just too dumb to pass a test, or why bother to study when you know you will be a merit pick. You do not have to even show for most of the test.

The Rowans were excellent policemen from Dad to all of his kids. No clout there..Avalon Park..but one of them, RR married a POS who had made millions on Taylor Street. God love you RR, you made it out da HOOD...

The whole family is clouted. Mommy is a retired PO. She is connected to Da Mayor. She always had a sweet spot. Years ago she got a contract to open a daycare downtown for city employee's. Not sure if that contract is still in effect. REMEMBER FOLKS CLOUT IS A BIRTH RIGHT AND SHOULD BE PASSED DOWN FROM GENERATION TO GENERATION.

I'm amazed that nobody has connected the dots. Hasn't anybody figured out who her nephew is yet?
We have a great example of "merit" in 001. No qualifications necessary. She tells PO's to change their reports when they are perfectly correct. I don't think she knows that there is an Incident Reporting Guide, or else she made up her own! Hope the new ones are slightly more qualified.
Question: Why should Exempts be allowed to pick merit selections, who are not in their chain of command? It demonstrates a complete lack of transparency. What is "Merit." I have asked what "Merit" is for years. The term "Merit" is so subjective!

Yes, but none of them got made. All merit promotions from units, except the one that left gang investigations because she "was getting promoted". We all thought she meant from the list. All the det haters out there don't realize that working in Area is our version of patrol. No dick with real juice is in an Area.
This shit about promotions is nothing new. Just ask Northside. He took the city to court years ago. Unfortunately the same clout and connected mother fuckers control the courts. This is the same old shit just a different group of assholes doing it.
And to think Sgt's and WC/Lt ask me with sincerity in their eyes why I write so few movers and rarely make arrests.
If I were stupid and knew nothing of the vast cesspool of corruption running through this department like a wild rampaging river maybe I could happily write good decent citizens with DL's and insurance traffic tickets. As it is, I know and see the truth and thus, they get next to nothing from me.
Occasionally I stop the undocumented no hablas's and the shitheads. They get their cars and pickup trucks hooked and they get all the tickets I am ever going to write. But only occasionally.
Pension will be the same and I will enjoy it more.

I've taken a couple of Sgt's tests before they required a college degree. They were easy but didn't score well. I don't have college and working Midnights and raising a family has put school out of the picture. So I'll take a merit promotion and call out any pussy who doesn't think I deserve it.

Lets face it, if you are from the patrol division you WILL NOT be chosen for any merit position. If you are the minority male white from the patrol division, you might as well retire or quit. The truth hurts but to bad.
Some posters here sound surprised that sworn promotions are fixed. Where the feck have you been????? Civlian promotions are dirtier than sworn, with ramifications more far reaching. Who was it that FORGOT $1.5 million in the academy budget for ammo?? She's a sick little girl with a myriad of problems but that's OK. And how did she get her postion? A couple of ADSes can answer that.
This is nothing new there have been merit promotions like this before. Certainly politics are taken into consideration look at Eddie Welch the guy mumbled for the last ten years on this job and now he's a boss. But, you can't beat the job for it's benefits and pay. Do like the rest of us use the job to your advantage.

Ask her about the white cops she dumped and kept all the black cops. FOP filed a beef and now the City is paying out the ass thanks to this worthless leader of police.

I've taken a couple of Sgt's tests before they required a college degree. They were easy but didn't score well. I don't have college and working Midnights and raising a family has put school out of the picture. So I'll take a merit promotion and call out any pussy who doesn't think I deserve it.

My clout isn't very good, but I got put on the merit list to be J-FLED's next driver. So I've got that going for me.

Karen Rowan was in charge of Legal affairs, was promoted to Lt.much earlier that 03. in fact her time in field as a Lt. was 013th dist and that for a mirco second. She went back to office were her college friend was in charge. She took his place once her left for private practice. So if you say she was in your class for Sgt this is BS...She was already promoted and left the job in 2004 or 05..I have dealt with her office and know this for a fact.
me thing when i made sgt in 03. Karen Rowan made sgt in my class and went right back to the law unit. I dont actually think she was ever assigned to a district as a beat sgt. Go figure.

Too Bad she didn't make SGT in 03, this is bullshit.....but she did go back to a unit after almost a period in patrol!!

Does anyone check the education credentials of the merits out or are they exempt from a college education along with passing a test because they are so meritorious blessed.
Why blame J-Fled for annointing Goldsmith with chevrons? After all, J-Fled wants to keep his driver's mouth shut about his cowardice in Englewood.
Extra, extra, read all about it! J-Fled promotes a 4 year wonder from the policy group to Exempt! Looks like "Mr. Predictive Analytics" (aka B. G...stein) was just made Director of a just recently made up unit called .... You guessed it "Predictive Analytics Unit/Group". Mr. Anal-ytics was struting around HQ with his new Gold Star and personnel even sent out a late afternoon facsimilie confirming the promotion. Un-effin-believable!

A few weeks ago before the Merit screw-up Tracey Ladner lost a racial discrimination grievance that was filed against her when she dumped several white HR Sworn from the Investigations Section. Tracy then replaced all of the white officers she dumped with a staff of all black officers. This mess-up should cost cost the city some money. To date, Tracy has hired more blacks then any other race to work in HR and she has dumped if not pushed out most of her white staff. A few members she has added:
Helm F/1
Woods F/1
Calderon F/1
Johnson M/1
Humphrey M/1
Cleveland F/1
The list goes on and on. If this were anyone else Ladner, would have been launched by now. How many times does she have to screw up before she gets the ax.
Also, Tracy has little respect for anyone. She hides behind a fake smile and a deafening laugh. She smiles in your face and when you turn to walk away she stabs you in the back. If anyone questions her authority she makes their life a living hell. She belittles people in front of their peers and she reminds her staff daily that they are expendable. When you try to leave HR she denies your PAR form and then launches you to midnights in some random District.
Also, the recent merit mess-up is true. Tracy, placed her trust in, Tianna Woods. Big mistake-- Tianna, has NO merit promotional coordination experience whatsoever and the Director entrusted her with coordinating this daunting task. I witnessed several members offer their help and experience with the promotional process however, Tianna Woods, told everyone, she "got this". Well miss "got this" dropped the ball big time and everyone in admin had to help pick up her pieces the next day when she was conveniently off the next day. In fact, she did not have the packets ready in time for the merit board meeting and rest of Ladner's Admin staff had to clean up her mess. Did Tianna get reprimanded for her mess-up with the merit process? Um, No Tianna instead is conveniently rewarded with a clout move to Ernest Brown's office. How does this happen when anyone else working under Ladner's command would have been publicly humiliated and severely punished.
