I've seen the list. You can say what you want about merit, but a few of those names have alot of time on the job and are great policemen. They should be considered, test scores or not. As for the reverends picks...screw them. I don't care what color you are. Give it to the most qualified person for the job, merit or test scores. We have all worked with professional students with little time on the job, but they could pass a promotional exam with their eyes closed, but could'nt find dope in a narcotics lab....Then the other end of the spectrum, working with a guy who can smell dope or spot a guy with a gun a mile away but he just can't score highly on a written test. When it comes to policework or helping me out of a jam, I'll take the copper over the boy wonder student any day! Sure the merit system has flaws, but we all know how to fix them!
Even as fucked up as this department is, I have a hard time believing that Judy would even consider what the reverends had to say. If true, this ices it, I'm leaving. And I will never,ever tell anyone what I did or who I did it for in regards to the last thirty years.

OT Can someone answer a question about our new CR proces? I just returned from furlo and was given the little white piece of paper with a finding of a CR that I have never answered to or given a copy of the allegations. Since a copy will be put on my personel file shouldn't I have been at least been given a copy of said allegations? In my 20 years on this job I was always served in writing of allegations. Does IPRA just take these bullshit allegations, make a finding without us answering them and then just stick these CR's in our file without us knowing? Has this happened to anyone else out there? (It may have without you knowing, better check your files to make sure)

OT: Was in Br44 the other day in front of JUDGE FLECTHER (who needs to be voted out). Copper had a search warrant and found a couple rocks, weed and 3 loaded pistols. Offender was 19yo and not a felon. Flethcher finds no pc on the rocks and openly berates the asa for wanting the gun charges transferred to misdemeanor court. Tough on guns?!? This was one day after a five year old was killed by his twin brother IN THE SAME DISTRICT.

That's how Daryl Gates (LAPD Chief) got all of his rank. He started out as William Parker's driver as a PO and kept on riding it for years, even after Parker died.

An old school Captain passed away recently, Patrolman Joe M. Jane Byrne wanted him to meet with the "community leaders" of his district. He told Jane that he couldn't meet with people in the morning he would likely have to lock up that afternoon, and he refused to meet with them. Jane made him an ADS and gave him 950 officers, supervisors etc. to attack the gang problem.
This guy kisses their asses. Unreal. Maybe he can meet with Al-Qaeda see if they need any education programs or vacant lots for a mosque. Or something to wipe their ass with. Like his tongue.

It has nothing to do with the dictionary definition of merit. The acronym "MAD" is God's truth. Unless and until the city removes their filthy corrupt politics from the promotional process, the CPD will never be a PROFESSIONAL police department.

Hard to blame this one on Big Head. For the forty plus years I have been paying attention to promotions they have always been bottom up, lowest first. The classic pattern was detective, sergeant, lieutenant, captain. No one could ever explain it, but rest assured none are made without the OK of the Hall. It's a sure way not to increase the size of the rank.

Same thing happened to me three times, but with a not sustained finding check. How do you check to see what the CR# was about or check your file??? Anyone????
If this is true it is against G.O. and policy and is probably something that can be taken to court.

I was just about to remark that I was shocked noone else realized this to touch on it before I saw this comment.
Nothing from nothing leaves nothing. So does nothing plus something minus the same something.

The best part is when the WC reads in roll call that if you think you qualify for Sgt. you need to have your resumes into the commander's office by July xxx.The entire roll call laughed including the WC. Even the commander said it's way beyond his power and laughed also. Why anyone would waste their time doing a resume is beyond me. If they want you they will do your resume or you won't even need one. Besides, don't they know everything about us already? Isn't this the "most modern computer technological" department in the USA? In our entire unit not one person put in knowing the joke that it is.

Nobody being hired and we still promote? J-led has made over a dozen new Command spots since he began. We know the Mayor calls the shots for the most part, but to say Jodi has no say at all is just silly.
Foe one, I do not believe that Weiss met with any reverends to discuss promotions. I just do not believe it. Second, it does not matter if qualified people get merit promoted. The entire selection process is corrupt and until that system is open and transparent, all merit promotions will be suspect.

This is rare, but happens on minor CR's with self serving A-Hole Bosses. They will go against all rules of a CR investigation and make their findings without even serving you and giving you a chance to respond hoping to put an end to it just to make them look good. These are the same bosses that cite the general orders when it serves them, but could care less about the general orders when it comes to us lowley P.O's. Just ask some of the guys in 023. I suggest you fight everything and let FOP and your attorney know. Never sign anything back dating the allegations when they ask you. There are some very dangerous bosses out there waiting for merit.

Your post presumes that an intelligent ("good test taker") officer and an officer who makes prolific felony arrests, many "on view", with convictions are mutually exclusive.
Allow me to pose a hypothetical. You wrote that you would "take the copper over the boy wonder student any day."
What if the officer was an outstanding street cop who happened to also be very bright. He has excellent leadership qualities and gets along well with his peers. However, he never makes any attempt to develop "clout" and he is repeatedly denied promotional oportunities.

Any future promotions to be done without testing. Will be 100% Merit AKA Clout! Get your resume ready and create a phone list. You will need it unless you want to be in Patrol forever!
Hint: start making contacts and networking with those who can help you in the future. Start taking any and all in service classes offered from this point on and keep a list for your resume.
Buy a good set of knee pads, no not the K-Mart brand.
Check with your local collage and find a course in professional interviewing. Your future will depend on who you make the call too and how well your interview goes. If you think this is BS, then laugh now because you will be crying later!
You hair gel Police better learn a few things from some of the old guys. Remember they have forgotten more that you have learned on this job. Future promotions will not be handed out based on how many arrests you have made. They most certainly will not be handed out on a file full of CR numbers.
All future promotions will be handed out to those who know how to play the game. Learn it well. You won't find it in any book or on the computer. (read above paragraph again).

Any future promotions tests have to wait until the city can afford it. With no hiring and no promotions the current tests are still relevant. This is 100% a done deal! Get your resume ready and start calling the commandrs where you'd like to be assigned. The few hundred of you that were hired in the last four years may be in Patrol forever!
Remember you've heard every possible scenario, fact and fiction, here first.
Not sure if any of this is true. It would not surprise me though. You do know that the CFD has to give their promotional tests to a group of "community leaders" before the exam so that they can "read" it and make sure it isn't racially biased," right?
On to the CR question:
IPRA now handles all CR numbers pre-affidavit. They do not give them back to the Sgt's in the District like they used to..They would give the district back BS ones (99%) of them and only work on the ones that they felt they could sustain.
If you got back a finding of Unfounded or exonerated, don;t worry about it. That means that they didn't even need to serve you. Either because they could prove it on it's face (allegation that you took $120.. from arrestee but they ended up finding he inventory) or the complainant refused to sign the affidavit or did no contact.
If there is any other finding, they CAN NOT get around serving you because they need your side of the story (whether they believe you or not is a totally different story)
it is required that you are served if they question you.....(even To-From)
Check with your local collage and find a course in professional interviewing.

I am hoping that there must be or ought to be some very deserving individuals on the list. However, knowing the city and its constant political maneuvering and clout calls, I cannot help but think that this new list is BULLSHIT. I would like to believe otherwise, but I have been around too long to know otherwise.
I sure as hell will find any of the meritorious promotions as a bunch of hacks and clout driven louts.
I say, get rid of meritorious promotions. I know that there are deserving cops who don't test well who could get promoted this way, but I rarely, if ever, see that happen.

Wrong!! You were accused and then the complainant failed to sign the affidavit. When an affidavit is not signed the accused officer is not served.

If you had a finding of unfounded or exonerated then nothing is amiss. According to GO 93-3 (although many gold braid bosses don't follow this particular part) if during an investigation the allegations are found to be unfounded or exonerated, the investigation is to stop. That would mean you would not be served with charges/allegations.
If you had any other finding, like not sustained, I don't understand why you were never served.

WOW, 125! Holy shit, say it aint so, Joe... 125 devided by 75 is exactaly "zero.shit" per watch! And 50 of them will go to Mass Transit, and another 50 to the Airport... so that leaves us back in the hole again when you factor in all that are retiring come Jan '11!
What if the officer was an outstanding street cop who happened to also be very bright. He has excellent leadership qualities and gets along well with his peers. However, he never makes any attempt to develop "clout" and he is repeatedly denied promotional oportunities.

Hey why is everyone so concerned about the 30 Sgt promotions coming out. When they call the 30, how short do you think that will make us? I will bet at least 20 of them don't work a beat car. And the 10 who do probably half are useless anyways. SO we may be missing 5 REAL COPS with the promotions.

OT Can someone answer a question about our new CR proces? I just returned from furlo and was given the little white piece of paper with a finding of a CR that I have never answered to or given a copy of the allegations. Since a copy will be put on my personel file shouldn't I have been at least been given a copy of said allegations? In my 20 years on this job I was always served in writing of allegations. Does IPRA just take these bullshit allegations, make a finding without us answering them and then just stick these CR's in our file without us knowing? Has this happened to anyone else out there? (It may have without you knowing, better check your files to make sure)

A complaint is not converted from a "C.L." number to a "C.R." number until the sworn affidavit is signed. If the investigator (usually a sergeant in your district) does not obtain the sworn affidavit, he can close it out "unfounded" without serving the accused. I've noticed that I.P.R.A. actually sends out a notice to the accused indicating "No Affidavit."

Wrong!! You were accused and then the complainant failed to sign the affidavit. When an affidavit is not signed the accused officer is not served.

Thanks for the info. I'm the original poster with the CR question. I was not served with allegations and cannot get any info from our "CR Sgt." The finding states "No Affidavit" Not that I'm worried about another bullshit ghetto CR# (just add it to my long list of them) just wondering if the original complaint goes on my file and how can I look up the complaint if the CR Sgt. can't tell me? Will IPRA allow me to review the complaint?
This merit stuff has to go. Yes there are a few that deserve it but there are so many more that don't. Take a look at Rudy V. from the 008th District who was promoted meritoriously to Sgt. He had 7 years on the job, was an inside guy who barely worked the street and is a medical abuser. Actually I think he has been on IOD for most of his time as a Sgt. It just makes me sick.
IPRA now handles all CR numbers pre-affidavit. They do not give them back to the Sgt's in the District like they used to..They would give the district back BS ones (99%) of them and only work on the ones that they felt they could sustain.
If you got back a finding of Unfounded or exonerated, don;t worry about it. That means that they didn't even need to serve you. Either because they could prove it on it's face (allegation that you took $120.. from arrestee but they ended up finding he inventory) or the complainant refused to sign the affidavit or did no contact.
If there is any other finding, they CAN NOT get around serving you because they need your side of the story (whether they believe you or not is a totally different story)
it is required that you are served if they question you.....(even To-From)

no clout on cpd and you will be in a beat car your entire career , but not a bad deal , you owe no one , probably more knowledgeable than most supervisors and can work days and do as little as possible
remember not one captain passed a test for their position so you know were their loyalty is
they only talk against jfled because he won't appoint them to his command staff
no more tests in the future for any rank , it'll be promotion by gender and race , no knowledge of police policy needed
To be promoted on this job, either you make it on merit (clout) or your Chinaman (clout, Daddy, partners Daddy) gives the answers to the test to try to make it look legit. The last names stay the same on this job, the first names change.

Foe one, I do not believe that Weiss met with any reverends to discuss promotions. I just do not believe it. Second, it does not matter if qualified people get merit promoted. The entire selection process is corrupt and until that system is open and transparent, all merit promotions will be suspect.

Just saw the Merit promotions and can someone tell me who the hell are they !!!??? Did they receive the Lambert Tree award? Did they have a ton of medals and have over 2000 arrests ? Does anybody know who the hell these people are and who the hell are their connections ? I had 24 years on and I have almost every award they make and I still work a beat car but I don't even get put in by my commander! And another wonderful response from another know it all boss. Maybe you should learn your orders asswipe. Don't assume all CR #'s come from the public. You should know that. And also don't assume all bosses follow the general orders. You should know that too. Not everyone "spouts off" at roll call. Many keep their mouths shut and use this forum to inform others of the sillyness that goes on. Knowing the orders can't always help a copper. Sometimes the powers that be do what they want anyway.
