The Vanishing Beat Cop

  • Since 2008, 944 police officers have retired, according to the police department's pension fund. During that same period, only 310 new officers have been hired.

    Many of the retirees were 9161s. Others were higher-ranking officers—sergeants, lieutenants, and commanders. The department promotes from within, so those vacancies have largely been filled, if they were filled at all, by 9161s moving up. The only way to replace all those 9161s would be to hire a lot more new cops than the city's been willing to.

    But that's not clear from the city budget. The police department bean counters are playing an old trick: robbing Peter to pay Paul. They're letting money be earmarked as salaries for officers who aren't hired, then spending it on other departmental needs.

We'd take issue with the "spending it on other departmental needs" though. As far as we can tell, the department just returns the unspent money to the general fund for spending on anything else Shortshanks thinks he needs. The Fleet budget is a separate line item and we aren't seeing increased training or new equipment.

Joravsky opens with the boldness of the street thugs not feeling the pressure of years past by the police and the confrontational encounters we're seeing more and more often.

Then he delves into budget numbers as we did months ago where unfilled spots are simply listed in the budget as line items at the lowest entry level salaries.

Finally, he gets down to number crunching of beat officers (under 5,000), retirements, lack of hiring and no promotions and the effects it all has on crime.

It's a serious article and deserves serious coverage and ought to provoke serious discussion. Which means it will be covered by exactly The Reader and a few insignificant cop blogs.

I wish Mr. Hudson would understand that he's not the only one calling the police about shots being fired or people breaking windows or whatever the call may be.

Cops are scattered all over the place responding to calls. Cops can't be at every corner saving the world.

Maybe if Daley was more 'diligent,' there would be enough cops to handle the calls.
Cops are not to blame here.

Don't forget people, no citizen in this city is worth getting hurt over or losing your home and pension over or ending up in the penitentiary over.

The police are not supported by the people of chicago. Never forget that you are on your own!!

There is no longer a relationship between the police and the citizens. They got the police department they asked for by demonizing the police. Think about that next time you're going to a call.

The same people asking for more police action are the same ones criticizing, pre-judging and second guessing the police.

Maybe some old timers can help me with this one. When manpower gets discussed during the watch, we always hear about the mass hiring the city did during mid 80's('85 and '86 - rumored to be 1000 hired each year). And that many are up for retirement soon or have already took advantage of early buyout. How low was manpower back then? Was it close to how low it is now? Any certain event or election prompt the city to mass hire? Was crime skyrocketing as it is now? Just wondering...

Weis was brought in as part of Daley's political theatre. Daley wants to use all the money he can to enrich those who enrich those he knows. Who makes out on all the "great" technology the department has purchased in the past ten years, or on the crappy facilities the department built? Weis bullshits everyone that crime is fine, we can do more with less, while Daley and company steal all they can, without getting caught. In the mean time the department has become nothing more than a political hack dumping ground for The Machine, and a once proud police department has been decimated beyond repair.

Less police officers would obviously mean we need one or two fewer commanders, five to ten fewere lieutanants and twenty to thirty fewer seargents, but that's not the case in chicago where you have to staff those higher positions with political hacks.

2) everybody in every walk of life gets some criticism at work. some is justified some isn't. but criticism doesn't mean lack of support.
3) i've lived here for a LONG time and i don't know anyone who does not support or appreciate the work police officers do everyday.

With fewer officers paying into the pension and more officers collecting from it, how long will it be before that entire system collapses? Joravski is just at the mouth of the rabbit hole. Look at the money "returned to the General Fund". Federal grant money, given for equipment, never spent and returned to the "General Fund".

Maybe you can do a piece on how civil litigation has paralysed progress. Greedy lawyers swimming the waters waiting for anyone to make the slightest mistake. In many cases there is no mistake. The lowlife lawyers swoop in like a pack of jackals and feed. Police officers, doctors and others are afraid to do their jobs.

Tort reform is so necessary today if you want a Department that can protect you. When the average cop is more afraid of a frivolous lawsuit that could cost him his family's home than he is of being shot and killed, something is really wrong. You have to protect us, so we can protect you.

maybe the manpower we do have could be better utilized. Case in point---was up at caldwell park in 016 the other day when I see a guy with his yellow lab pup tossing a tennis ball around. When out of no where comes waddling thru the park 2 f/2 coppers. From a distance of about 50 yards the one shouts "get that fucking dog on leash NOW!" then repeats "I SAID GET THAT FUCKING DOG ON A LEASH RIGHT NOW!!" So this gets the dog all riled up and thinks this poor excuse for a PO wants to play. The dog playfully takes towards this woman, tail wagging, obviously with no ill intent. What happens next is about the biggest abuse of power I have ever witnessed. She pulls out her pistol, points it at the dog and starts screaming "IM GONNA SHOOT THIS FUCKING DOG! IF YOUR DOG GETS ANY CLOSER IM GOING TO SHOOT IT!!!" The mortified owner is yelling back "please dont she is friendly!" anyways, this goes back and forth until the dog with the personality of mickey mouse realizes she wants nothing to do with this waste of space and retreats back to its owner. I understand if this was some ghetto park and a pit was charging with that look of rage, but come on lady! If you cant tell the difference between a playful lab puppy having a play in the park and an aggressive threatening attack posing a threat to the level of elimination then maybe you shouldnt be on this job! One of those coppers always messing with the weak yuppie but always rolling up 3rd or 4th to an in progress call and always seems to not see the gang banger walking down the street. My bet is she is some inside do nothing CAPS beaut from 016 getting her daily 3 hour break in. There were kids in the park, normal people enjoying their day in tha park, joggers in the park and you were going to send a projectile flying at 1200 ft per second just to prove a point that YOU are in charge? Rest assured, had that been my dog, and you actually did shoot her, your problems would have just begun! How some people are even on this job is beyond me!!!

Anyone else see the short piece in the SunTimes about emergency room personnel seeking tougher penalties for assaults against health care workers? Nurses saying enough is enough and that being slapped, screamed at and groped is not part of the job.

Thought of Bill Cozzi who had handled that type of call. The emergency room personnel applauded him. Others with no real-life experience hung him out to dry.

Great job on this topic Mr Joravsky. Please allow me to add two bits of reality, as well.

1) In most discussions on crime, the Cook County States Attorney's office usually flies under the radar, but they have a MAJOR influence on everything. Everywhere else in the State of Illinois, POLICE agencies investigate crimes, arrest criminals and hand the case over to prosecutors for trial. Here in Bizarro World, however, felony charges must be approved by the prosecutors of Crook County FIRST. This, of course, keeps any of the the members of the Daley/Burke/Stroger/Alvarez/Madigan Crime Family from being charged with something and embarrassed, before the fix can be put in. It also insures the politicians will not have to explain to the public why their record of convictions sucks. If felonies are NOT approved for prosecution, they simply can't lose it at trial! Additionally, vast numbers of cases are plea bargained down to misdemeanor charges which then count as a conviction for the States Attorney, but also unleashes seriously violent criminals back on our citizens. Criminals simply are not afraid of prison.

2) Cook County Circuit Court judges are slated to run for the bench by... wait for it... THE SAME members of the Daley/Burke/Stroger/Alvarez/Madigan Crime Family. SO, if some judge is asked for a "favor" by the Crime Family, and it isn't granted by the judge, he is running the risk of losing his livelihood as a judge at the next election, when, mysteriously, the Crime Family no longer supports them for retention.

The stench in this town is sickening!

I was at the ceremony and couldn't help to get teary eyed when they announced the name of an officer who was receiving an award posthumously. Everyone stood up and applauded as the family of this officer accepted the award on his behalf. At that point, I thought to myself where is your superintendent?? As a wife of a PO, I truly hope that someone in his office goofed up and that he was not aware of this.

CPD is short 1,000 or more police officers , yet mayors body guard detail , not 1 but 2 commanders,30 + bodyguards , not counting officers from 1st district assigned to watch his house,
burke has a detail

100's of officers performing office work when it could be handled by civilians
review , caps, timekeeper , crossing guard supervisor , security at headquarters , district secreatries

don't worry citizens we're only 5 or 10 min away

officers start to tvb all traffic violators and the city will have to hire back at time and a half

work the system beat the mayor and jfled at their own game

write up the street vendors let the citizens wait for you to respond

As of 1 Jan 08 the 25 year step rate was $81,150. The pension board states that 944 PO's retired. Lets assume they are all 9161's. The base salary paid to all of them was $76,613,152.00 as of 1 Jan 08.

Using the entry level as of 1 Jan 10 the rate was $43,104. Replacing the 944 PO's the wages would be $40,690,176.00.

That is a difference of $35,922,976about 1.5 persons could be hired for every 9161 that has retired.

@Anonymous 1:16. Frankly, as a "civilian" I have to say that this line of reasoning is getting old. There are constantly posts to this blog, as well as others (see Uptown Update, for instance) praising the police. Constantly. Do gangbangers support the CPD? No. Of course not. Do scumbags who make their living suing the police? No. Of course not. Do actual taxpayers all over the city? Yes. Yes they do.

Maybe part of the problem is that we so rarely encounter the police unless things is an issue. Watching a squad drive by at 30 MPH it is hard to show appropriate appreciation. Even a hand wave could be misinterpreted as a request to stop, and I want to say "good job" not jam up someone's work.

If I were to say "Fuck you" to anyone, or "Fuck the [whatever]" to any member of most any whatever, I'd expect to have a fight on my hands. Since I am not overly large, that would probably mean a beating.

And unless I were being highly provoked, I'd deserve it.

I have found that courtesy and respect go a long way in keeping me unbeaten. Sucks that for so many, courtesy and respect are alien concepts.

I think (or at least hope) that a dam is about to burst. This article is a sign that the general public is starting to hear the gunfire from the south and west. I think public opinion (and support) is about to take a zig against the predators and in support of law enforcement. With any luck the flood will sweep Daly and Co. away as well.

What sucks is that it may well take some mass murder atrocity, too large and too gory and too newsworthy to be minimized by the administration and its complacent press, to finally let it loose.

Any of you officers who might patrol in Albany Park, if some guy waves, it might be me. OTOH, if I am actually flagging you down for some reason, it will be pretty obvious, since I'll be gesticulating like a crazy man.

Off topic: What's going on along Lincoln Ave. north of the 020th Dist. station? Is our money starved City building more large, useless planters in the middle of Lincoln Ave? Where is that money coming from? That's what it looks like to me, and it would be interesting if the media were to cover this, and ask Hizzoner where the damn money is coming from...it looks like it's going to be an extensive construction job, reducing traffic in the area, and I can't see how this City can afford it.

Allowing civilians into the mix is not a good idea, especially when its the kind of civilians they tend to give those jobs to. Besides, when you think about some of the PO's who are currently filling those spots, do you really want them on the street watching your back? Seriously?

maybe the manpower we do have could be better utilized. Case in point---was up at caldwell park in 016 the other day when I see a guy with his yellow lab pup tossing a tennis ball around. When out of no where comes waddling thru the park 2 f/2 coppers. From a distance of about 50 yards the one shouts "get that fucking dog on leash NOW!" then repeats "I SAID GET THAT FUCKING DOG ON A LEASH RIGHT NOW!!" So this gets the dog all riled up and thinks this poor excuse for a PO wants to play. The dog playfully takes towards this woman, tail wagging, obviously with no ill intent. What happens next is about the biggest abuse of power I have ever witnessed. She pulls out her pistol, points it at the dog and starts screaming "IM GONNA SHOOT THIS FUCKING DOG! IF YOUR DOG GETS ANY CLOSER IM GOING TO SHOOT IT!!!" The mortified owner is yelling back "please dont she is friendly!" anyways, this goes back and forth until the dog with the personality of mickey mouse realizes she wants nothing to do with this waste of space and retreats back to its owner. I understand if this was some ghetto park and a pit was charging with that look of rage, but come on lady! If you cant tell the difference between a playful lab puppy having a play in the park and an aggressive threatening attack posing a threat to the level of elimination then maybe you shouldnt be on this job! One of those coppers always messing with the weak yuppie but always rolling up 3rd or 4th to an in progress call and always seems to not see the gang banger walking down the street. My bet is she is some inside do nothing CAPS beaut from 016 getting her daily 3 hour break in. There were kids in the park, normal people enjoying their day in tha park, joggers in the park and you were going to send a projectile flying at 1200 ft per second just to prove a point that YOU are in charge? Rest assured, had that been my dog, and you actually did shoot her, your problems would have just begun! How some people are even on this job is beyond me!!!

This is a sick story! Not only is this embarrassing to the fullest, but it was painfull to read. I wish we could know who this idiot copper was. If someone knows this joke of a copper could we get the name. I could not be in the same room as this fool. What a shame.

And a few cops have given out sensitive information to the wrong people in the past. Also, certain cops in 007 back in the mid 90's stole personal info from other cops from the checks that are left in the open, took out credit cards in said coppers names and charged thousands of dollars in purchases. I know I was hit up for $10,000 and screwed my credit. Thanks again Aaron Gibson for the hard aches you caused me and my family but I'm glad you were caught, got fired and sentenced you piece of shit!!!

We are only hearing one side of this. If this officer is such a worthless POS would this officer take it upon herself to get involved in this. Was the officer responding to a call or hand waver? Was there a past history of warning the dog owner? I'm sorry but every dog can bite. How many dog bites have officers handled over a friendly dog that bites for some unk reason.The owner having to give multiple commands to her dog shows how little control she has over the dog. That is why we have LEASH LAWS. Every park I have been in along with County property has this posted. But, hey, this does not apply to my dog is the attitude. The bottem line, if the dog was on a leash this would not have happen.

If this is true what the officer did, we have a system in place to handle this. It is called a CR# and let all of the facts come out. If it is true, then the officer needs to be delt with by the department. My question is this. When you are in the park, with your dog off of the leash, what do you do when you see the police. Do you put your dog on the leash or wait to see if the police stop. By your attitude, I would guess you would wait for the police to tell you to put the dog on a leash. I bet you might even have words with the officer because he/she is now a "Bitch". I own dogs. But one of the biggest complaints I hear about parks are, drugs, drinking, teens after hours in the park and Dogs not leashed. Not every one likes dogs and will complain the moment you show-up. Take your dog to a dog friendly park if you want it off leash. By the way, those people who complain about Dogs off leash do watch us. They will complain if we don't have you leash your dog. It is not worth an ANOV.
