Fantastic Use of Manpower

Remember that clearance rate? It's about to get even better!
  • this is off topic but there is an e-mail originating from AS Jackson's office stating that due to the fact that the "districts resources are stretched" that Detectives are to be assigned to monitor dismissals at certain CPS High Schools. Of course this is only detectives who aren't working on "in custody" or "priority jobs". I don't know but last time I looked I think most felony crimes would be "priority". And of course the resources in the D-unit aren't "stretched". OMG
No detectives promoted in over 3 years now. A 33%-and-falling clearance rate for homicides. More people than ever appearing in emergency rooms with bullet holes in them. Don't even ask about property crimes being cleared. And the D-unit is going to "monitor" dismissals?

We're going to go out on a limb here and say the Department (and the city) don't want crimes solved anymore. They just want reports and "Call your insurance company."

Fantastic is right, meanwhile in my district at least 7 police officers, one Sgt. and a Lt. handle the often backbreaking work of the community policing office. Why just last week a clout heavy officer almost strained his back installing a car seat in an SUV for an upper middle class housewife.

And there are 4 female police officers making sure the desks in the commander's office are wiped clean of germs every day. That's FOUR police officers, 4 X $82,000 a year plus the 7 in CAPS that's 7 X $82,000 or $902,000.000 a year in salary alone. To hold down a desk spot that could be done easily with HALF the sworn personnel.

This goes on as the beat cars go short of bodies and rapid response cars go unmanned. Then there are an unknown number of police officers assigned to equally strenuous and dangerous duties in the Area Deputy Chief's office.

The Area Deputy Chief got the job done in years gone by with ONE PO as secretary. That's 1 (one) and one only. One person handled the paperwork for the Area Deputy Chief.

How was this done?

Easily. That's how.

One organized and motivated individual got it done for decades.

Now it looks like the taping of an Oprah episode in the offices of the Deputy Chief, District Commander and Community Policing.

6 or those office pukes could be on the street tomorrow in each of the 25 Police Districts and not one report would be late, not a beat would be skipped and the offices would continue to run.

That's 6 officers times 25 districts equals, why that's 125 police officers there alone! At least $10.25 million in salary alone! 3 two man beat cars per district.

But that would mean people would have to do things the old fashioned way, organize the work and work hard and cut out the long lunches and shopping trips and personal errands. What a concept, 8 for 8!

And the dad in many households would have to read the friggin manual and install their own car seat instead of having one highly paid and trained police officer do it.

It might work, the detectives who work financial crimes are off weekends and never have any in custody jobs. They could work the schools in uniform from 1400 to 1700 hrs. They are the clout merit people anyway. Once at a school no pro active police work would be done, just like in the area, It would stop them from leaving early and force them to work a full tour.
I hope JJ doesnt forget the dicks hiding in the Youth Division. Every one is a specialist except those with out clout, who have to handle the domestic upgrades and the districts. The specialists ie Missing Person guys, crime car, community liaison, school liaison people are readily available.

And lets not forget those Burglary do nothings. The d-unit was once one of the most productive units in the department. It was productive because the department was able to dump 20 percent of the do nothings yearly. Detectives had to produce.Detectives had to be held accountable. Now it is the dumping ground for the bosses do nothing clout baby girlfriends, or the merit sgts.

Get over yourselves. Every time I go up there with a prisoner there 8 to 10 Detectives sitting around laughing and joking and doing a lot of nothing. You can go to a fucked up school for 20 or 30 minutes during dismissal. As I was told this is only for the first week of school.

Quit crying. If you don't like your job, come back to patrol.

Again, I defy anyone to give a reason why the 35th St. venue would have equal or greater impact than City Hall.

They will happen at dismissal times and be top story on the 6 o'clock news.

Here's a great idea...why not create a new unit (an emergency response team, if you will) that consists totally of EXEMPTS...have this group respond DAILY to any one of a number of 'problem' high schools in areas 2 or 4...and quell these disturbances. give them one of those big CPD jump out vans, outfit them in the latest ninja turtle riot gear, throw in a squadrol too...oh, and tasers, for sure....and deploy them. Every day. A different lineup for the 'exempt response team' every day. I can even suggest a few who should be in the lineup for the first team....
1) Brian Murphy
2) Alavarado
3) Masters (X3)
4) Roman
5) O'Keefe (he can be rushed through that south burbs "credentials" school, Masters can walk him through it)
6)Tobias (we haven't forgotten you sir, and the fact that you do little or nothing in your current position)
7) Carothers (you want to clean shit up? Start here!)
8) Gross (this WON'T be a movie detail, son)
9) Aunt Bea (she grew up with 6 brothers, so she's qualified to handle this)
10) Climas (he'll probably like to take a break from his IAD duties, with the shitstorm coming from his CR against Andrews)

The group can start at Julian HS in Area 2, and begin working their way north and west.

How about this..... I would love to see what is going to happen when this is implemented. The 7th district as well as the 17th district are going to be involved in a new pilot program for sector/beat integrity. (seeing none of these asshats in headquarters ever worked the streets it won't work in 7) The deal is this, each sector sergeant will pick his sector personal. The dog asses will have to be equally distributed among the sergeants so that there is no unfair advantage. Then each car in that sector will be in the same day off group as the sector sergeant. For Example....if 710 is in day off group 2 711, 712, 713, 714, and 715 will also be in that day off group. There will be relief sergeants to work the sector when the regular sergeant is off. What I want to know, is there is barely enough people to man the cars on a regular basis, people are going to have to involuntarily change there day off groups, who is going man the cars when a whole sector (11 people with the sergeant) are off? This isn't coming from the commander of the districts it is coming from the brain tards at 35th st.

i'm a detective and i work in an area with several high schools. if one of them jumps off, i will sit back and watch. sorry but that is not my job. i am a follow up investigator, i dont work in the school patrol unit. jimmy jackson and his yes men at headquarters can "monitor" high schools cause the det. division could care less.

Meanwhile the CAPS offices are fully stocked with officers ready to take your community complaints. In my district there are 2 sgts. and 6 officers in community policing. I still don't know what they do. And the kicker... Last night I attended a beat meeting for 2 beats in my district and there were only 4 residents in attendence and 6 on duty CPD members. WHAT A JOKE!

I just talked with some of my fire Fighter neighbors and they have been without a contract for three years. Shorty has been playing them like he has been playing us.

Can you now imagine the uproar we would cause if we were to GET THE FIRE FIGHTERS, THE LAYED OFF TEACHERS, THE STREETS & SAN WORKERS who have to take "Daley Days" (unpaid furlough days) to march with us AT CITY HALL on September 15th.

Remember it would never be enough to get rid of Jody, we have to get rid of Daley and the rest of his crime family. We need the other city workers with us and this would be a great way to build strength.

Speaking of great manpower use... What the hell took place in 011 Thrus evening? 1120 got on the air giving out assigned fixed post to just about every beat car. Then 1100 told them to turn on their lights and stand outside their vehicles for about 45 mins at these posts. No jobs were given out, unless they were in progress, and at some point a female voice came over the air and said "look at the power of prayer." When it was all said and done 1100 told all the beats assigned to a post to be sure to collect the sign-in sheet before they leave. WTF was this. Is this Penny's new policing strategy, pray that nobody gets shot? This didn't take place at all in 010, did it happen in other districts? Someone please explain what this was.

Scc, you need to hear this one. Can someone explain to me how the 023 District has a "secret paid overtime detail" that is only available to "certain" officers. On weekends, "certain" officers patrol the Boystown neighborhood working a "sidejob". They stand on the corner of Roscoe/ Halsted and conducted street stops for various petty offenses. They issue ANOV are wearing full duty rig, (gun belt , vest ,star, and a radio given by 023 with a fictitious Beat number. Supposedly, they are compensated by the "community". How can you work a "sidejob" , write ANOVs, make arrests, and use a department issued radio???? Anyone who wants to see this dog and pony show , its Thu- Sunday at night.

Don't fool yourself. They don't care about those crimes either. In short, they do not want any crimes solved. The only thing they want are drinkers and pissers. It gives the illusion the police are doing something and even if they sue, they can settle for a few grand.

J-fled is a willing accomplice to the crime but in Police work, we want to put pressure on the king-pin. One poster on another thread said in effect, "...why just cut off the tail of the snake..."

Pressure on 111 equals change at 3510.

Daley is desperate to keep up appearances.

Sometimes desperation can lead to strange alliances.

Be vigilant.

Yesterday while on routine patrol I was flagged down by a citizen about a suspicous male reciting gang slogans standing by a black SUV. The citizen gave the following description a male 5'06" 199 lbs big head late 40s , wearing a blk kango hat, white Tshirt, Big fake gold rope chain, tattoos, blue boxer shorts, and blue jeans worn below his butt.

When I arrived near a local High School observed a person matching the description. While exiting me vehicle subject looked in my direction and dropped a small notebook. The person had a black marker in his left hand and said Officer "could you write 'Solid' on my chest". It was JFled who proudly showed the magic marker tattoos on his arms that said " Lil Jfled , Block 35, and RIP Masters". I got on the radio and called a slow down saying it's a kid playing cops and robbers. JFled thank me for not blowing his cover because he was practicing the gang slogans from his notebook and wanted to go undercover at the next SECRET GANG meeting this Labor Day weekend.

You have area teams that duck way before the tour is over, TRU goes in 12 deep on a weed arrest, tact teams that are over burdened by their commanders to do "Quality of Life" arrests. It's time to end these bullshit units and throw everyone back on the watch. What is the activity of these teams anyways? Especially the area ones? One bag weed arrests? Reckless conduct arrests? You don't even hear them on the radio while the rest of us are running ragged job to job. Gee where do I sign up for Sat? I want to work a 5 hour day to! I thought these units were supposed to be 90 day details? I know people that have been there for 5 + years! End them all now.

What you describe is exactly how it was done 25 years ago. Citywide. It worked then and it will work now. It created more of a team when the entire sector worked together and had the same RDO. As a Sgt., I would love to see this happen in my district.

ONLY if J-Fled steps down, and even then, JJ will only be the INTERIM Supt., much like Starks was until Shortshanks sold the chair to the dimmest bulb in the box. Rest assured, should Weis decide to bail (and I'm willing to bet his skin has grown thick enough to stand another 4.5 months of intense name calling and scrutiny to his lack-of-management skills), JJ will likely put in his papers very quietly as well. He has a very limited future here also.

They tried this same program in the early 70's,I was part of it in 012.I think it lasted all of 3 periods,then just faded away.And at that time we had plenty of manpower!

This isn't coming from the commander of the districts it is coming from the brain tards at 35th st.

VERY common police attitude; "Is this for insurance? No? Then why are you filing a report?"

Some officers will essentially refuse to take a report at the desk; they will tell a crime victim to go to the hospital so that a "hospitalization case report" can be obtained.

It's become a screening process, administered with great contempt. Not affluent enough to have theft insurance? Not injured badly enough to spend hours in the emergency room? Screw you. No report.

People used to report crimes... because that's what you did, so the police would know what was going on, and maybe take interest enough to catch the criminal. It was part of being a good citizen.

Nothing will show up the manpower shortage like a few killings on public school grounds.

The victim could be a 6'2" 19 year old high-school sophomore who is the local source for crack, weed and blow for the whole school and who actually hasn't seen the inside of a classroom all year but when he takes a few rounds from and R&G he will be somebody's sweet baby who was going to turn his life around and find a cure for cancer and it will be all the police's fault.

Unbelievable. You can't force a whole district to participate in a religious event on city time. Given the absolute intolerance for such displays today -- ACLU, Atheists, "separation of church and state" and all that -- I think someone's emotional overflow just put them in a position to get their silly a__ fired for it.

Not that things really aren't that bad here -- might as well "lash the helm and take to prayer," since no one in a position of power seems to have any better ideas.

Has traffic begun moving again after this heavenly intervention? Pedestrians aren't still frozen in their tracks, are they? Better send someone to check.

We did the same thing in 013 in 1975. It worked great, but we had a dept that was fully staffed and there were only a handful of specialized units. This to shall fail. This administration has done everything wrong, absolutely everything wrong.

Bomb & Arson detailed out, I believe, five detectives to Area to help with their 'overload.' This occurred earlier in the summer. a 91 day detail. Do you know where ALL of those 5 Detectives are as of today? That's right...they are all on the MEDICAL, and all have been since their first 3 weeks abandoned to Area 2....apparently none plan to come off the medical until the detail officially ends. How pathetic is THAT SHIT?

Hey crybaby- take the fucking dick test and you too can work from home. In most areas you have 14 computers for homicide, 4 for sex crime dicks, 0 for mission teams, 14-16 for property crimes,2 for evidence coordinators- can't speak for svu. And then on 2nd-3d watches you have 20-dicks per homicide or property crimes trying to use a computer, then you have narcotics, fugitive and every other unit that for some reason feel they have to process their work in the area offices. So since we work off of pagers nothing says where we type our cases. So stop ur crying baby!!!!!

Seriously, you make zero sense. Those jobs can't be done by 'any' detective, any more than jazz can be played well by 'any' musician.

If it takes a dick to DO the job, why should the units be de-centralized? Specialists develope expertise and contacts, thereby streamlining the operations. Wannabes and part-timers only screw up the operation, because they're unfamilar with the protocols and the nuances of the pertinent laws, thus losing the department time, money and court cases.

I've dealt with all three units. I've also watched incompetent detectives try to handle (or 'coordinate') real financial investigations, seen an SVU lieutenant royally screw up an extradiion and watched those without enough background and intellectual wherewithal try to manage major cases and coordinate with outside agencies, then irretrievably blow the investigations.

Those units have actual functions and two of them bring money INTO the police department, via seizures. If you think just anybody can handle those cases, you have much to learn, grasshopper. Let your brain guide you, rather than your jealousy.

It might work, the detectives who work financial crimes are off weekends and never have any in custody jobs. They could work the schools in uniform from 1400 to 1700 hrs. They are the clout merit people anyway. Once at a school no pro active police work would be done, just like in the area, It would stop them from leaving early and force them to work a full tour.
I hope JJ doesnt forget the dicks hiding in the Youth Division. Every one is a specialist except those with out clout, who have to handle the domestic upgrades and the districts. The specialists ie Missing Person guys, crime car, community liaison, school liaison people are readily available.

And lets not forget those Burglary do nothings. The d-unit was once one of the most productive units in the department. It was productive because the department was able to dump 20 percent of the do nothings yearly. Detectives had to produce.Detectives had to be held accountable. Now it is the dumping ground for the bosses do nothing clout baby girlfriends, or the merit sgts.

Well, quit calling in every burglary report for notification because your sgt said to get one. Contrary to what most think, you only need to notify the area on major burglaries and crimes. NOT every RD you write up!! Like why do you call in the burg to auto for notification? And stop telling the citizen that a dick will contact you in a day or two. It says right there on the back of the gocr that we "may be" contacting them. C'mon now...it's Report writting 101. Sounds like you need a refreasher course. Fletch

I am a dick in area 2, the LT tells us "From 1300-1730 you will be in uniform assigned to the schools operation "protect youth", not that we are busy with a caseload and being 400 short. Another reason retire when you can, the savages at the schools will just keep up their shit! Worked CTA tunnels the other day groups of the animals around State and lake in the gang banging white t-shirt and black cheapo jeans waiting to prey on unsuspecting white tourists. We loaded them on the trains going to 95th hopefully saved some innicents from these animals at least for a day!

The CTA should set up a Red Line Grid White people north animals south that would get rid of all the confusion!

You might want to refer to your G.O.s. When a report is taken for a felony case the officer is suppose to notify the appropriate unit in the D-Unit.

At the MARS, DOC, etc meetings, you might be suprised how commanders are ripped by deputy's and up for case reports not having said notifications. PO's are doing it because they are told to. Same thing when we fight with ET's over calling for a scene to be processed when Stevie Wonder can tell it has been compromised. The high up bosses demand that.
I agree its not normally necessary.
You're right on the PO's telling citizens that Det's will call shortly. Not practical, not happening.

As a dick you can type your cases anywhere there's computer. Computers at the Area are often short.
There's a lot of paperwork in many Dick's cases.

Take the test, score well, and you can also work anywhere your laptop is.

I am a detective and of course I can't speak for everyone, but I always tell anyone when I get the chance that those in patrol due most of the work and get treated the worst. that being said i had posted about the "detail" not crying about having to do the work, but to get the message out that even some bosses down town are admitting that the manpower on the streets is being stretched. as to the people commenting about dicks sitting in the office, believe it or not when we do get the chance to work on a case it sometime takes several hours to do some typing. and be real, we all make our own time to screw off whether it's the "2 hour lunch" for the dicks, or the 2 hour " i'm down on an arrest" that can be done in 30 minutes if you know what your doing, for patrol.

What is not addressed is just how unnecessary most of these duties are. Every duty in that G.O. that has merit was previously handled by the Neighborhodd Relations Sergeant and the District Secretary. The problem with spelling out all these duties is that "specilaists" are created, and unnecessary jobs suddenly become necessary. Most of the G.O. is eywash.
