Channel 32's "big" Scandal

  • Every year in Chicago, hundreds of people sign sworn statements claiming they were victims of some kind of police officer misconduct.

    The city then investigates, and many times, the claims are verified and the cops are disciplined, even fired. But sometimes, an officer is falsely accused.

  • And despite the not guilty verdict, instead of being returned to the streets, Officer Plewa was re-assigned to a CPD call center where he answers citizen questions.

    The reason, according to a police spokeswoman: "New information may surface...which must be further investigated."

Meaning that they can keep you forever it seems. We don't know what the internal investigation revealed, but it sounds like the Department is hanging its hat on a Rule 14 violation of some sort. Someone once told us that a Rule 14 stayed on your history for seven years and there was a certain exempt trying to fire everyone with a sustained Rule 14 before he was shown the door.

Either way, it doesn't seem like a very good system.

I don't trust 'em at all!! Rhambo is saying he'd tap the TIF cookie jar to hire more cops. Could the former resident of Chicago say that by returning innocent coppers to real patrol duties, he would ease the shortage without spendingthe dough? Could Fox32 just be courting favor with the percieved new regime?

The state gave immunity to three scumbags who would of normally been charged with class x felonies. All this done to try to convict a police officer so the ASAs office can look like crusaders.

That's the way it operates you can be exonerated & they'll fire you for a rule violation. How many current officers actually have a rule book or even know what the Rules & Regulations governing your conduct are?

This was a very good story for several reasons. It showed that cops get "that case put on them" just as the banger always claims. It also added to the recent chatter about how people are sent to call back , banished, placed in the penalty box, and forgotten! The common denominator on this case is of course the incompetent IAD investigator Sgt MB (cpd baseball).
He has screwed over many a copper in his IAD experience. Beware, he also has his mits in one of the recent media covered tact team strippings. So we all know where those guys stand. Can someone get together with a brain-child atty and class action against this goof, naming him individually for punitive damages , once the cases are found to be flawed with regards to the manner that they were investigated or not-investigated. Remember, I worked in 019 when he screwed over a fellow brother on paper and that PO was screwed.

I think the bigger scandal is a certain Police Officer (not sure on the rank) who has been referred to as the "Rat" who happens to work for IAD was involved in pushing and verbal abuse to a 13 year old at St. Daniel the Prophet school on the southside.
Why wasn't this news, or was someone protecting this guy. Does anyone know about this?

The point of the story was that anyone can make a baseless complaint with no ramifications.

The talking heads said this at the end of the story and then pontificated about how IPRA said it was powerless and didn't have the money to do anything about it.

They don't need any money. All the City has to do is charge them for making their sworn statements. It really is as simple as that.

Charlie Williams was a real game changer here. As I understand it. Rule 14 was the catch all to get rid of people that shouldn't be on the job (unless of course you had juice and couldn't be fired at all like Abatte, Calhoun, Lancaster and the rest).

Charlie started the push to use rule 14 as a disciplinary step, instead of the last push to fire you. Apparently Charlie didn't realize that if you had a Rule 14 in your jacket you were basically done as a P.O.. You could never testify in a trail without you testimony being called into question.

Rule 14 was easy to call you on so they overused it and hurt the Department in the process. Charlie was an idiot.

--Big deal 250 cops - Daley said he budgeted 150-200 so what's the difference? 50 more than what Daley slotted? AND Rahm also said he was going to put them in districts that NEED them so again, shirtbirds & illegals will benefit.

The 3 cars that work the westend of 008th 811,812 and 859 do a very good job. The coppers assigned to bt 812 and 859 3rd watch are on top of their game. Any shitbirds( white,black or hispanic)that dont belong they flex on by letting them know they are not welcome over there. Thanks for the hard work coppers.

Those officers are still waiting for some kind of monetary compensation. And...the FOP is STILL mum on this subject. Terrible. Just terrible of the FOP to do nothing to help the officers.

Great job, Plewa. What makes me sick about this is that POS was allowed to walk away from all of this. Makes me wonder how many other future offenders will make false accusations against officers in hopes of getting a nice deal with the ASA.

A couple comments on here were said about call-back being "not that bad." I agree, but after being stuck down there for almost 3 years with no charges or anything, it gets really frustrating.

You are not making any overtime, are not allowed to go to court for past cases and you are kind of in limbo. For those who pretty much know they are going to be fired, it is a good thing since they can have some time to line another job up before doomsday. For those of us there on extremely petty or unknown reasons, it is not exactly fun!

Yes, we are getting paid. And the work is not exactly stressful and at first was a welcomed break from the street. But after not carrying a weapon for years and having no police powers, you get a little rusty on your police skills. I don't even feel like a police officer anymore. And they have almost broken the spirit of a once hard working copper.

But, that's only rumor right? The credit for having Bts 811 and 812 PRIMARILY assigned to STAY on their own beat goes to the commander- period! BTW- they don't stay on their beats, they go for gas, lunch and station assignments then go out and find a little something "on the way back" that ties them up for a few hours leaving you and your family unprotected yet again. So there again you and your family are exposed to the elements and ravages of the onslaught of gangbangers being allowed to run rampant out there. Talk to your buddy the alderman to see if he can help you with having the appropriate police resources dedicated to the west end of the 008th District to properly deal with and imprison the gangbangers with their guns and dope. They smok weed right on the street and then go out beating and robbing your kid(s) and robbing your old ladies. Have you ever seen a 12, or 13 year old robbed at gunpoint in the Garfield Ridge or Clearing communities before those animals started moving out there? NO! Or your 14 or 15 year old kid beaten at the park by roving packs of animals just because they aren’t wearing gang colors, or wearing their pants around their ass smoking weed or popping their hats-- NO! See if your alderman will take credit for the disgustingly few number of arrests made of those dogs, or if he's willing to help you actually secure additional resources from the department to deal with the problem. You'll be better off talking to the commander, calling the 5th floor at headquarters and filing complaint after complaint to the mayor’s office because the alderman can't do it, at least not until his kid is ready to walk into the alderman’s office and have the thrown handed to him... just like the other political hacks of the City, County and State are regularly doing. But, then again his kid is too busy getting suburban coppers jammed up by using them to help him win his inaugural political position enroute up the political stairway to daddy's kingdom.

I believe there are a few supervisors and at least one exempt with a rule 14. The problem I have with that rule is it sometimes is the judges opinion without any evidence other than his or her gut feeling. I mean you want a poster child for what is.wrong with this dept. look at downtown ernie. He has case reports with him as a named offender.

If the case is closed and the finding is anything but sustained, there is nothing that should justify keeping an officer in callback...except, of course, the exempts who allow it to go on.

This is like keeping someone in prison hoping either new or old evidence surfaces linking them to a crime. This should be criminal...period. Hell, we release people without charging all the time. Coppers can't get a fair shake?

Just hope you never retire or end up on disability with an open CR# or a CR# you beat like this because then you get treated like shit for the rest of your life and nobody from CPD or FOP cares. It's funny how many "innocent" people are at call back. It always amazes me how some coppers will point the finger in every direction rather than take responsibility for what they've done. Any one, and I mean ANYONE who claims to have been "railroaded" by IAD when they are completely innocent is lying not just to IAD, but to everyone around them. Think about that before you cry foul. Clout is a magical thing in this City.

It's always funny, when a copper gets found guilty, everyone screams: what took IAD so long? When they get found not guilty on a technicality, then it's: IAD railroaded this poor innocent guy. Ridiculous.

From a man I never met nor worked for. Not even my own Commander at the time did anything close to that. I recall Maurer sending a card via US Mail to my house after a death in my family. Hand written with some kind words by him. I also got one from Terry Hillard. While in the hospital recuperating from major surgery I got a visit from an ADS, all appreciated. That is what police used to do for each other.

Don't get me wrong, that goof she was with is a waste of a gun and a star and has a major history of screwing over stupid women (with shots fired even). Zalewski had nothing to do with having 811/812 & 859 staing on the beats, its al b/c of Comm.Kup--Zalewski doesnt do shit for our neighborhood, not only are the streets falling apart, all "Z" wants is his donation and to hell with the neighborhood. Look at old Arby's-nada,old Hollywood video-taco stand,T-mobile& a hair cuttery--all shit. Take your heads out of your asses and vote for Charlie Maida.My property taxes over 5k, and "Z" voted EVERYTIME to RAISE them. Most of his precinct cap's don't even live here-mostly frm burbs.Speaking of precinct cap's-look at that dude who kisses Madigans& wears the Uncle Sam outfit-(JL)detailed to Midway frm 003 and all he does is sit in the office-the DEM-O-RATS!Every judge reelected even DOROTHY JONES- we are DOOMED IF WE DONT COLLECTIVLY GET OUR HEADS OUT THE SAND! Maida is a GOOD MAN and will be a GOOD Alderman. If I werent worried about retaliation I would leave my name--but the RATS will eat thier own.

Putting MB there cause he thought MB was the real police? He obviously didnt do too much research on the guys work ethic.

Well said, my friend!. Chuck Maida is one of our own, let's support him in his run to upset the status quo.

Let's get out the vote and demand that FOP endorse Maida and other police officer candidates running this February. The "Zalweski Zombies" know no better because they cannot think for themselves.

He wasnt in property but who cares about facts. Did anyone ask "Big Scandal" about his other problems? or the other police officer who chosee to testify against him to save there own skin ? a not quilty is not an "Innocent" verdict. as a matter of fact the judge called him a liar

Wrong. He didn't handle only property crimes. In fact when he was promoted he was working in HGS handling the "big cases." Like him or not get your facts straight before you demean him and the people that work in RBT.

Investigating a case is investigating a case. Violent is no different than property except for one thing - you MAY get a circumstantial case approved for homicide because it is such a serious crime. You will NEVER NEVER NEVER EVER EVER EVER get a circumstantial case approved for a property crime. So property has a bit of a higher standard actually. Violent attracts the better detectives, I do agree with that - but the workload is no different, with the exception that violent reports are much more scrutinized, I'll give you that too, and if you are going to hide a bad detective - it won't be in violent generally. But an investigation is an investigation, it comes down to what witnesses tell us, what the offender wants to tell us, and what property the offender had on him when he was arrested.

Turn off CSI Miami and stop wathcing all the squinted glares of the pretty cool-guys and get your head in the game. Ever watch Barney Miller?

Simple solution. Im stressed and cannot deal with this call back stuff . Hit the medical ,go on physch leave for 8 months , Its a legit excuse. It really takes a toll on u mentally when your stripped and told they might have more on u
