Another Scandal?

Par for the course:
  • Overheard at City Hall - Inspector General's office is asking City's Human Resources for all paperwork turned in regarding promotion of Legal Officers by CPD. There is an allegation that your Chief of Staff strong armed the process to get his friend promoted over more qualified candidates Also an allegation that his friend once promoted did no legal work
We're wondering if this has anything to do with a former sergeant our regular readers are familiar with. It seems the head of the "Policy Group" was being paid as a "Legal Officer" at the direction of Masters Masters Masters. The head of Legal Affairs (DK) flipped when she found out because her office is swamped, but they won't assign an actual Legal Officer there, so she assigned the sergeant all the separation cases for review.

Guess what happened?

If you guessed that all the separation cases sat untouched in a file cabinet for almost a year, you'd be on the right track. No one had any idea where the cases had disappeared to until recently. And while between 20 and 30 officers sat at callback waiting for the resolution of their cases, the head of the Policy Group got a "meri-clout-orious" appointment to Lieutenant. He even managed to avoid the usual investigation that might have disqualified him from his current assignment (no open or sustained CR's) once they found the missing case files - guess who quashed that Initiation Report?

This is just another example of how the Machine works for the clouted individuals:
  • Extra pay and a car for a position they never had any intention of actually performing the duties of;
  • causing a shortage in another arm of the Department making everyone else there shoulder the load;
  • waiting for a phone call to come through;
  • then shifting over to a ready-made slot where they'll probably end up driving a unit into the ground
And here, people were thinking three years ago how an outsider might have had a chance to shake things up, but it turns out it's just business as usual.

And you coppers at Call Back who were wondering about the status of your cases? This ties in directly with J-Fled's supposed intention of terminating as many people on the "thirty pending" list as possible before he leaves to burnish his "reformer" credentials.

Preliminary reports said a vehicle ran a red light and crashed into the squad car. The vehicle then crashed into a pole, Greer said.
Information provided the Cook County medical examiner's office, however, indicated the squad car crashed into the other vehicle. The squad car had front-end damage with the other car showing substantial side damage, photos taken at the scene showed.

Since when does the CC ME provide information on how a crash happened?

Anyways, It's Not Worth It!!! Now they will accuse of you falsifying a report and fire you. Then take you to court on a wrongful death suit. AGAIN, It Is Not Worth It!!!

Many of the officers in limbo are from the old S.O.S. One officer just got served for an incident that was video taped. On that video were three supervisors. The only one fired was the P.O. I recently heard of a supervisor in a unit telling his officers that as long as they don't steal they can beat any beef. THIS IS A LIE.

Instead of crucifying this guy, could it be possible that he was trying to hide these case until cooler heads prevail?

Unfortunately, he created so many enemies by being his scatterbrained self that people were unwilling to forgive or forget.

Lets all face it, history WILL repeat itself. Just like when Radke dumped him the first time, he landed on his feet then and will once again. Not one bad day on the job.

"Business worse than usual" is the mantra this group has been pushing. As bad as this kind of thing was before, it has risen exponentially since J-FLED took the wheel.

Without a real police officer in the top spot, the Mayor has run unchecked. Nobody to tell him and his minions "no, you politicians cannot do that".

3M and Hamilton have been a perpetual tag team pain-in-the-ass for several years now. The sooner that both of them are removed from the CPD payroll, the better off our Dept. will be. That, combined with the rapid departure of Daley, Weis, our two Asst. Supts., Roman, O'Keefe, Shear, Brust, Daly, Murphy, and a few other hangers-on who do little or nothing for exorbitant salaries will start moving the CPD in the right direction. THOSE LINE-ITEM SALARIES WILL GO A FAR WAY TO HIRING MORE OFFICERS.
Oh, and NO MORE SUPT. DRIVERS promoted to supervisors either. I haven't seen one (starting with Jerry, Phat Phil's driver) who's done anything memorable to support those promotions, either before or after they were promoted to Sgt.

My question is, WHAT are the federal monitors doing here? Didn't they see this coming? Are they just so fucking overwhelmed with corruption and divergence of specific funds for hidden purposes/agendas that they simply just cannot keep up with all the graft that sits right under their noses? I remember the outcry among the 35th st. officers (even here on this blog) when this happened, how dare Masters push for RayRay to be paid as a 'legal officer' when he did no legal work?
The same situation occurred when RayRay was assigned to the Academy under the supervision of his pal, MT. RayRay was rarely there, and many of his assigned duties were pooled out to the other Sgts. assigned there. At that time, it was said that RayRay was 'busy' handling real estate closings for clients (either that went bust, or RayRay was shown to be equally incompetent at that as well). This guy has had quite a career as a Sgt. of having other people covering his ass, because he just couldn't be bothered with pulling his own weight. Nothing new here people, move along! Nothing will come out of this so-called 'investigation' either, if Shanx has anything to say about it. And watch for Weis to promote RayRay to exempt shortly before taking his long awaited final bow too.

Doubt if it will snare any of the really big fish in this latest mess (Masters, Hamilton, or even Weis himself, because he obviously went along with this decision on the part of Masters to do this for his pal).

Why bother? This is Chicago. No discipline has been ir will be handed down to the clouted. Neither MM nor DK will face any of the discipline that any one of us would take. It is more likely that the inspector general will be dumped. Look at what happened to former IAD D/C TS.

OFF TOPIC: just as 025 is rumored to have been built on top of an indian burial ground, 017 is built on top of the former grounds of a moving company whose owner was found murdered. It was a hillbilly operation which employed the usual crack heads and boozers and the office was the family home. The owner was found murdered in the home just about where the watch commanders office now sits in the new 017. Maybe this can explain all the craziness going on recently in 017, is 017 haunted ?????

As both a sergeant and licensed attorney, I applied and interviewed for a position at Legal Affairs several years ago. Now, I never actually thought I'd get the spot, but figured I'd give it a try anyway. You never know, right!

Guess what. . . Not only did I not get selected, but they gave the position to a non-attorney sergeant. How does that make sense?

I don't mind losing out fair-and-square, but how in the hell does the spot go to a non-attorney sergeant? If the job is to review the work of Legal Officers, wouldn't being an attorney be a necessary requirement? Otherwise, how are you going to know what they are doing is correct according to law?

It was probably a blessing in disguise anyway, but that doesn't make it any easier to swallow. I should have known better than to waste my time. Patrol Division forever!!!!

Ray never enoyed hammering another copper as a sergeant or at the Policy Group. I know this site has a hard on for him, but all of his detractors would have a hard time citing an instance where he screwed anyone. A lot of this hatred is jealousy and those hold overs from the cult of "Fred" Bosse who prided himself on having an HBT team that never killed anyone. If anything the delays helped coppers keep getting paid. And since Fred is gone the SWAT is doing what it is supposed to do, and that includes killing bad guys.

Wanted to get word that Mayor Daley is abusing his authority again. The Mayor or someone directed by the Mayor has placed a 24/7 manned squad car in front of the fireman's house in Gresham that died in that fire at the dry cleaners a few weeks ago. We all know it was a tragic event but just because his wife happens to be the Mayor's secretary that does not deserve, till this day, a 24/7 detail in front of her house. (This can be verified through OEC in regards to the detail being assigned during each watch.) The police are not granted this detail when we are killed in the line of duty as well as other fireman who have died in the line of duty. Her house is not vacant and word is she has a family member who lives across the street. Manpower in 006 is already low as it is, if you want to continue this have one of the outside units (MSF/TRU. etc) sit on the house during afternoons and midnights so 006 can have at least one more car to answer calls during the busy time of the day. Does not make it right but makes a tad more sense. This just feels like another "Fuck You" to the police from Daley. That if your not connected to me than you don't matter. If there is something I am missing to why this is going on than please let me know.

Probably nothing new here. I once worked in a unit at the HQ building. Two of the officers in the unit ran a full time legal practice while at work, using the fax and telephone and left for court appearances when needed or to meet with clients. A sergeant in the office attended law school on company time. A commander on the floor had a consulting company that she ran while at work. If you hve the right protection, anything is possible.

J. Killacky son of former 009 District Commander and relative to Mauerer is still on the job collecting a salary from the City because of his CLOUT. Anyone else would be fired and have been for less than what this Detective did which was pull a gun while off duty and drunk on an unarmed citizen/cab driver. How would the victim and the Taxi Cab Association feel about that Superintendent Weis? This Detective was CONVICTED in a Cook County court, this information is a matter of public record. Special treatment for special people IS the problem with the CPD.

I have a small business. Its still in the baby step stage. But what it offers is a unique service.

There are several units that could use my talent. However I was told no way because I was considered a threat by the bosses. What the hell is that?

There is so much talent that could be utilized from within the districts. But to many clouted idiots that have no clue of what they are doing are running units they know nothing about.

Now, I refuse to be a part of anything with the city regarding my business. This is the most messed up job I have ever had.

Right! I used to think that too!

I used to apply for the FBI Academy and Northwestern Traffic Institute every time I saw it in the daily bulletin. One day, a guy I knew who worked at Patrol HQ, explained the "CPD facts of life" to me... Each of several ADS's got to put "their guy" in for the spots, and if you weren't one of the ADS's guys, you simply were not going... PERIOD!

At least I managed to fall through the cracks and make Sgt. for 17 yrs.

Off Topic:
Shields talks about how his team of legal eagles (all exempts kid's) are going to make things better for officers involved in shootings. There hasn't been a bad shooting since the 90's. Why would we want to change our representation to reps or lawyers that don't know what they are doing?

Talk about a joke..Check out the shoe Lt. T.M. in 03. I worked for this guy..What a joke..I dont think he should even be a PO. Guess how he got his rank? Lets just say this merit article may just hit home for the Lt. Less than 1 year and I am R E T I R E D. This dept has and will be clouted babies before and after Weiss. I actually feel sorry for the hair gel police and the five year wonder youngsters...Best of luck...

Then the not only the police should be outraged but the citizens of Chicago!!! It is the tax money that is allowing people to be promoted and not qualified. This is to me is a clear example of ghoust pay roll. As for the officers in call back awaiting their cases should be reopened and gone through I think this should also be known to the police board and taken into consideration when casting their vote. Stay strong brothers and sisters in Blue. As for the rest of you clouted I hope one day you wake up and relize what you have done. One day, here or in the after life you will pay for what you done to others.

When I was still on the job, I too was sergeant and an attorney. I topo interviewed for a job there (can't remember which one as it was about 8-9 years ago). I was interviewed by a black female lt, Tina something or other, and 2 civilians (can't remember who they were or why there were there). But, the interview was a joke. Once they determined I was w/o a phonecall, they couldn't give me the bum's rush quick enough. Sad to see things have not at least stayed the same, but have gotten worse.

You mean the guy that went to the new unit and was able to dig up more than 10 cars for the unit that nobody else could find prior to the meritcloutrious' arrival? The guy who found other equipment for the unit that allegedly he held back until his arrival. The guy that didn't move to this unit sooner as a sergeant because he would lose his HQ lieutenants pay, do you mean that guy?

I used to apply for the FBI Academy and Northwestern Traffic Institute every time I saw it in the daily bulletin. One day, a guy I knew who worked at Patrol HQ, explained the "CPD facts of life" to me... Each of several ADS's got to put "their guy" in for the spots, and if you weren't one of the ADS's guys, you simply were not going... PERIOD!

At least I managed to fall through the cracks and make Sgt. for 17 yrs.

Weis was brought here purposely as an outsider. He had no allegiance to anyone (except his master (no pun intended)) Daley.

He then served as Daley's hatchet man, demoting, firing and squeezing out the old guard, the people who really knew how to run the department.

When Weis dared to go against Daley's program, we got Masters (Masters, Masters).

It was Daley's way to finally seize total control of CPD. Something he'd been unable to do previously.

Weis can be called many things; a coward (hence the name J-Fled), a whore, a hatchet man, a patsy, Superintendent, etc., but let's face it, he's no more in charge of CPD than the Man in the Moon.

Daley (via Masters) is running CPD. Weis is just the fall-guy.

Hopefully he didn't sign a non-disclosure agreement. I'd LOVE to read his book!

He can favor us all taking 50% pay cuts too but making it happen is quite another thing.

And be prepared for the FOP to endorse Rahm Emmanuel (or no one) because at last look, only around 1,700 of those mayoral preference ballots mailed to ALL FOP members homes were returned.

Active and retired amounts to around 17,000 sent out and only 1,700 returned. 10%

That mailing likely cost between $10,000 and $15,000 bucks of our money and people don't even bother to return the damn things.

So, if you don't like Rahm and didn't return those ballots don't complain if FOP endorses the Rahmzilla.

Still, many will complain "Why is FOP endorsing HIM?" while they still have that ballot.

If you didn't return it, don't bother, deadline is over.

Don't think for a second that you have to have 'Staff & Command' school or the FBI Academy in your background to be promoted to Cmdr. A whole lot of today's exempts, mostly those promoted during the J-Fled administration, don't have any of that in their backgrounds. Once you get the nod, the Gold Star is yours, regardless of your education or disciplinary history...ask Ernie Brown. West has been a Lt. for some time now, and whether or not she his ever promoted to an exempt position, I don't blame her for going away to attend any advanced training that the Dept. will allow her to. She's being smart; if/when this career ends, she has a leg up on other contenders for jobs in other Depts., whether local or out of state. Anyone who has the opportunity to attend either school should go without hesitation, although I think Staff & Command is the better deal
(we must all assume that J-Fled attended the FBI's ten week course, and he's never been much of a leader in their agency or ours).

In response to the below, you must have mis-understood the point. No shit the courtesy is extended to the immediate families of the fallen police and firefighters. This is generally during the wake, funeral and maybe a short time after for extenuating circumstances, but not two weeks after the services of the fallen. It's not about respect it's about reality. It would be great if we can have an extended security detail for everyone killed in the line of duty but we can't. I have been furtunate enough to be in and know the families of Officer's who have been killed in the line of duty and they were not offered two weeks of detailed police security. Det. Airhart's home had a detail for a long time after he was shot (I was on it a few times)that is understood to help and protect the family going to a from the hospital at all hours of the night.
This is not being directed at the wife of the fallen firefighter, when asked she did not even know why the police were still there. This is being directed at a certain political someone feeling that since it touches them it goes beyond the norm. It can't be paranoia if it's true. Unfortunately we can't have an extended detail on every police or fireman that is killed in the line of duty. It was not offered to my cousin's immediate family when he was killed a couple of decades ago why should it start now. Am I bitter, no, I'm just fed up with the shit that goes on in this city. I know that it always happens and always will, but that does not make it right.

What this guy does at Legal Affairs should be questioned by the members. However after hearing this guy in 024 he raises some serious questions about the manner in which the contract was negotiated and how an attorney was fired at the FOP for a pregnancy. How much did this termination cost us is a fair question. Sounds like the boys at FOP are very worried about this guy and rightfully so. However, hearing some things about his job gives me pause and he should be asked at roll calls.

The police are not granted this detail when we are killed in the line of duty as well as other fireman who have died in the line of duty. Her house is not vacant and word is she has a family member who lives across the street. Manpower in 006 is already low as it is.....

Actually smart-ass, the police ARE granted this courtesy. No order comes from City Hall or anywhere- we in Patrol just do what's right and protect the families as long as they want it. Lay off this one- it's done.

Really??? How long have you been on the job that you don't have an ounce of respect for a fallen firefighter and his family? Or better yet, that you don't realize that the same courtesy is offered to the immediate families of our own officers killed in the line of duty?

Stop being paranoid. It doesn't matter where his wife works or for whom. I admire the person who authorized this detail--it is the least we can do in remembrance of the sacrifice of this young man.

I pray that you will find compassion and peace. I also pray that we don't have to bury another officer or firefighter killed in the line of duty--especially if their survivor lives in 006!

OK, I checked it out. Detail car STILL sitting on the mayors (clouted) secretary's house as of today.

Let's see: the detail car that sat at the Flisk (RIP) house ended on Dec 2nd (the day after his funeral) and the detail car for FF Stringer (RIP) was gone at the end of the day on the date of his funeral.

I have the utmost respect for fallen CPD and CFD. But, this is a clout detail thru and thru.

WHATEVER benefits RayRay receives from J-Fled
before March, he'll still have to have his lips firmly planted around Masters' rear end. Standing on his own merit, it's not difficult to notice that RayRay has none. Roussell isn't going anywhere, but likely will be forced out when the old regime is run off.
