Nepotism and Scandal?
That's silly! Silly I tell you! Haven't I been scrutined enough?
Mayor Richard Daley on Saturday would not discuss his son's former involvement with a sewer firm whose co-owner was indicted by a federal grand jury last week on charges he took part in a scheme to garner city contracts by using a minority-owned business as a front.
Patrick Daley and the mayor's nephew, Robert Vanecko, shared a 4 percent ownership stake in Municipal Sewer Services. Sources have said the company was one of two unnamed firms in the indictment that allegedly used Brunt Bros. Transfer Inc., a minority-owned business, as a "pass-through" to get more than $3 million in city work.
This brings to mind some of the biggest scandals that have never been adequately covered by the media in the past few decades. These "pass-through" contracts are merely the tip of the proverbial iceberg. So-called "set-asides" and "approved vendor" contracts make up so much waste in Chicago, it accounts for billions of dollars that is placed on taxpayers' backs simply to make connected firms rich.
An example - The City needs to buy something - 10,000 feet of rope for Streets, dog food for the Canine Unit, 1,000 spools of wire for the Bureau of Electricity, whatever. The City won't just go to Wal-Mart to get 100 foot bundles of rope, call Purina to get a few tons of dog food, or shop at Home Depot for insulated copper wire, even though any of those choices would save taxpayers hundreds, maybe thousands of dollars.
The city puts these things out for bid. And not just any bid, but a bid from "approved vendors." The vendors don't have to be manufacturers or even retailers. They just have to have an office somewhere with a phone and a mailbox, sometimes not even that. There are many of these "vendors" in existence. If you spend the time looking around city budgets and contract lists on line, you can find them here and there.
These vendors put in bids for whatever the request is (rope, dog food, wire) and the lowest bidder wins the contract. There might be a mechanism in place to make sure that certain vendors don't hog all the business and the pie is divided somewhat "fairly" in regard to which way the political winds are blowing. And here's the best part - the vendor goes to Wal-Mart, Purina or Home Depot, buys the material the city could have gotten at a bulk rate discount and delivers it after tacking on their fee.
Ta-da! This is how Outfit-connected companies manage to land all sorts of city business. The Duffs used "minority" vendors to keep their fingers in the pie. City Hall keeps vendors on speed dial for all sorts of these political rewards. Connected individuals of all types pass themselves off as legit businesses when all they do is add another layer to the costs borne by taxpayers.
That is what Patrick Daley and Robert Venecko were doing and that is what the casino investment group will be made up of once it all comes to fruition.

According to the Tribune's December 5th article that exposed the scandal, the depths of corruption between Beal and the administration of Mayor Richard Daley were well-established. Yet the stench of Windy City political dealing didn't stop with Beal -- it reached into the halls of justice as well. Only when the newspaper filed a Freedom of Information request did the city begin to act to stop doing business with Beal:
Cook County Judge Steven Goebel acquitted O'Gorman on Jan. 19 and, in his ruling, chastised Beal.
"Mr. Beal did get on the stand, admitted to defrauding the city, but obviously blamed (O'Gorman)," Goebel wrote in his verdict. "I find parts of Mr. Beal's testimony absolutely dishonest and unbelievable."
Now Urban Partnership Bank officials are blaming Beal for not disclosing to them his legal entanglements before they submitted his name as a new director to state banking regulators. That the new management, which replaced the old ShoreBank leadership because of their incompetence, was not capable of doing a basic background check before adding Beal to the board illustrates their own ineptitude -- or worse, their intentions.

Want another scary figure? The federal government buys half, yes half of what they need without a bid process. They simply call up a company from a list and it doesn't matter the price. Now you understand why we as a nation are broke? In the end though, we keep electing the two parties to power. Four years ago the people were outraged and they voted for change by electing the Democrats into power. In November 2010 the people were in a mood for change and elected the Republicans into power. This is insanity! So if the people are pissed again I guess they will vote the Democrats again into power and so on.

Isn't this the job of the Pension Board? The Pension Board is made up of mostly Daley appointees who vote the direction they are told. Everybody has a price they can be bought for, and I'm sure the Pension Board members have been "signed, sealed, and delivered" for years. In my opinion, there needs to be a forensic audit of not only the city books, but the police pension books as well. Federal indictments handed down as necessary. The problem is the US attorneys office in Chicago appears to have been turning a blind eye to the Daley crime syndicate for years. There is no confidence law enforcement on the federal level has any interest in prosecuting crimes perpetuated at the local political level. Bagging a few alderman and bagmen over the years isn't reform. It's placating the citizenry into thinking they are weeding out corrupt officials, all the while allowing the most corrupt political crime family in state history if not the country to operate business as usual. And now that corruption mentality has taken hold of this country on the national level as well. A president born from corruption along with a former and newly appointed chief of staff from that same womb of corruption.

I am aware that the FOP forgave a 22 million dollar loan a few contracts back. I don't know if this is what you are referencing. If this is another loan that was forgiven then shame on FOP for agreeing to it.

I have another (personal) example that I have witnessed in keeping with this topic.
I'll 'generalize' through ('-')designation but you'll get the picture.
It was a CPD request for 'equipment' where only a certain amount of $$ was allotted for 'consideration' for this well deserved project.
The 'project purchase' was initially pre-approved with the only apparent stipulation that they keep within the budgeted amount to accomplish the task.
The 'unit' was then told to give their 'needs list' to a particular 'minority city vendor.'
As stated in this SCC post, their 'office' was a small room in which this 'city vendor' merely pulled out a retail catalog from another company doing that type of sales and were told to select your items.
This 'minority outside vendor' could NOT answer ANY questions about the item (i.e. quality, size, application, options etc.) only pointing to pictures in the catalog with no further input.
After a brief selection process the 'minority city vendor' added up all the RETAIL prices in the catalog then added close to 25% MORE for 'herself' and basically said ,"Here ya go!"
(This inflated price was only for those basic items and not including the cost to add the application as it applied to the 'CPD unit.)
This 'unit' then found a vendor on their own that would sell it to them, more than TWICE the amount of the 'finished product' wholesale and still be way under the amount of the allotted CPD $$ budget.
They showed the discrepancy to the Department 'powers to be' who then submitted it to 'city hall' who scrapped the whole project merely stating, " it was a cost factor."
But yet Daley states it's the Police and Fire outrageous pensions that are bankrupting the city. Now dats silly, silly I tell ya!"
I strongly suspect if we ever knew the extent of the real corruption our "beloved" mayor was really a part of, or knew about, we would even blush. I believe he is leaving because he knows the economy can no longer absorb his style of government.
According to the Trib, Municipal Sewer ownership was/is ;
Daley 2%, Vanecko 2%, Duffy 20% . Who else has a piece of that scandal is unknown and why wasn't that info provided? Probably after the election it will come out.
Meanwhile Brunt becomes the latest Daley " I dunno nutt'n" chumbalone. Why isn't there more about his tax returns or both companies finances (via FOI) exposed. Daley/Vanecko cash out of Muni Sewer after 18 months? Not suspicious enough to dig into those records either? Mail fraud for po' ol Brunt, all the while Daley/Vanecko count their cash.
It bugs the sht out of me that when ShortShanks finally leaves City Hall, all the city council will be celebrating his legacy and giving those wonderful glorious speeches. Maybe Ofrah will have Michigan Avenue closed for a broadcast in His honor or Obongo will throw a Grant Park Gala, so long a the taxpayer foots the bill.
But what do I know about freedom of information, or having time & financing to research the scandals. The Trib does, so why all the focus on Brunts involvment when the real story sits on Floor 5, City Hall, Chicago IL 60601.

Pass through companies have been around for a long time. I recall commanders in the police department complaining about this when Washington was mayor. Pass through raises costs. Many of thes pass through companies are nothing but a telephone in someone' home.It will be very interesting to see what shortshanks does when he retires. He is already speaking like he will always control things when he made comments about the future dynamics of the Taste of Chicago.I don't think he will retire to Michigan and sit on the porch.
In the 90's I was assigned to a unit that had specific mechanical needs. We went to a local distributor to make equipment purchases at about 1/3 the price of retail. Eventually we got spanked for doing it this way and had to go the "approved vendor" route. The result was we had to order things that had no price attached from a guy who was a complete pain in the ass to deal with and it took months to get what we needed. When the bill came in, the Department was paying roughly 25% MORE than if they went to a store and bought it, and almost 100% more than the old way. It made absolutely no sense to me back then.
Now I get it.

The US Attorney in Chicago has ALWAYS played the role of a safety valve on a steam boiler; when the pressure gets too high, relieve some of it so the whole thing doesn't go sky high. Put a few people away so they can say justice is being pursued, yet never bring the whole system down completely. Sad, but people get the government they deserve/are willing to accept. I felt I deserved more, so I left.....

Rewriting history Mike? The 23 million was to reduce the number of years we have to work for a 75% pension. We now only work 29 years for a 75% pension. It makes my blood boil when Mike talks to us like we are stupid.

High Profile Indictments have to approved by the Attorney General.
Just look at who Holder has gone after in the last two years and that will explain why some obvious targets have not been indicted.
And that is why he is going to be fried in front of the new Congress.

What needs to be remembered is that it is a City Council. It's not just a typo, it really reflects upon you. Good luck with the election, though.

What happened to the City worker the "MINORITY CONTRACTOR ARROW LUMBER" tried to frame? I know he was found not guilty, did he get his job back? He got treated like he was CPD.
Everyone knows corruption like this has been going on forever under Daley. And of course, he knows nothing. Someone needs to uncover what Daley's nephew Vanecko did with the pension money and why it was allowed. Daleys and corruption go hand and hand.
The FOP has nothing to do with pension issues. That's the pension board. Why hasn't Mike Shields gone after the Vaneko crowd to get our money back?
Mike has 9 years on this job. The last 2 were at the pension board. Our pension is not doing very well. Why would anyone think that he would do a good job at FOP. The Citywide team has done a good job in my opinion.
I saw a story in one of the Chicago rags that the business partner of Patrick Daley of the Daley Crime Family was indicted. I did something I haven't done in at least a year, I bought the paper. An article in it mentioned that Bill Daley was the "smartest" of the Daley brothers. That is like saying someone is the fastest runner in a race composed entirely of double leg amputees. Intelligence and the Daleys being mentioned in the same sentence is an oxymoron. Just what does Perjury Pat Fitzgerald, the publicity hog U.S. Attorney, do besides being a lapdog for the Daleys?

I worked in an office at the Fire Dept a few years ago and none of the City envelopes sealed by licking them. You had to use tape on every single one.

Legal Affairs is not into screwing coppers. They give legal advice. Don't confuse IAD with Legal Affairs.

An action that did not cost the fund the whole amount, (unlike CFD) payouts were stopped, nowhere near the whole amount was paid. The others on that board knew who Vanecko was and kept their yaps shut are the culpable people. They touted the deal and then held back vital information.
Robbins knows more about the pension fund than the entire citywide team and will be an asset to the Shields Team for his knowledge of same. Steve is running for trustee. It was no accident.

Elected Pension Reps like Mike Shields get voted down on important stuff by the Daley appointed stooges.
Hauser needs to go, he has been feeding at that rough way too long, we need a pissed off retiree who will get loud and work hard to protect our pension!
Give me one intelligent 30 years of service retiree on that board who can stir things up, not someone who has grown quite fat and comfortable going along.
Pension is THE most important issue to police officers. Until that is funded and properly safeguarded, nothing else matters. Otherwise what the hell are we working for?
If you ever worked in an administrative position in cpd, theres a chance you had to deal with the infamous "budget" meetings or trying to order equipment. Thats when your eyes get wide open as to the thievery amongst city hall politics with this vendor bullshit.
Like all the leased vehicles we use from Enterprise, who's the connection there? Anyone know? It always intrigued me.
Enterprise buys vehicles from dealerships and then leases them to cpd. From the situation that I saw, we paid at least $300 more a month for each vehicle leased from Enterprise, as opposed to going straight to a dealership to lease the vehicle.
And the other poster was right, we too had an incident to deliver our order for computer equipment directly to a vendor. Turned out to be a dude in a rented office space the size of a closet out in Willmette. He was like a broker, knew nothing about the equipment, he just took the order and placed it with the computer company on our behalf. All for the low fee of $1000.00.

My Response: You are correct, Pension fund is not doing well. Funds as a whole are not doing well, Shields is just one guy on that board. A few other spots on that board are appointed by the "City" (Daley). The city has the majority on the board. We members have a few elected spots.
My point is that this SHIELDS character is the only PO I've heard of thats openly called out the city in public via the media.
We need that same attitude w/our union, in my opinion.
Trust me, if he turns into the rest not watching out for all of us then we elect someone new a few years later.
Might this Robert Vanecko be the same Robert Vanecko that our current FOP forgave of a 26 MILLION DOLLAR LOAN? 26 million dollars that could've bouyed-up our current pension woes?

This job is all about the pension, and don't forget that. The pension bill recently signed by Gov. Quinn has a trailer attached to it that allows it to be modified in the spring legislative session. You are correct sir/maddam! This is the best predictive analysis money can buy. Just refer to the past. This is why things WON'T and WILL NOT change. Its the way Chicago was built. If there were computers back then and SCC had a generation on the job then, I bet some of the articles and the bitching would be the same......Kinda funny!

Shields will keep the seat on pension board until the next election regardless of FOP vote.
He should at least comment on how stupid the two of them are. They left enough of a trail huh?
